Sen. Becker: Senate Passes State Budget, Concludes 2013 Legislative Session

STATEHOUSE (April 27, 2013) — State Sen. Vaneta Becker (R-Evansville) lauded today’s passage of a new honestly balanced state budget. The two-year fiscal plan includes a 5 percent individual income tax cut phased in from 2015 to 2017 and provides increased funding for roads, child protection, K-12 and higher education. HB 1001 now awaits the Governor’s signature.

Becker said a major accomplishment for Southwest Indiana is a new $18 million classroom building for the University of Southern Indiana (USI). In addition, USI’s operating budget is increased as well.

Other highlights of the budget include:
• Tax Relief and Job Creation: •Cuts individual income tax rate 5 percent (3 percent cut beginning in 2015 and another 2 percent cut beginning in 2017)
• Eliminates state inheritance tax, retroactively effective to Jan. 1, 2013
• Includes funding for vocational education and workforce development initiatives

•Education: •Increases K-12 funding by $333 million over the biennium (2 percent increase in FY 2014 and 1 percent increase in FY 2015)
•Increases university funding by more than $100 million per year
•Increases student aid by $75 million over the biennium
•Increases University of Southern Indiana’s base funding by $2 million each year and allots $18 million for a new classroom building on campus

•Roads: •Increases road and infrastructure funding by $200 million per year and sets aside another $400 million over the biennium for future transportation needs, including the completion of I-69

•Child Protection: •Increases funding for the Department of Child Services by $35 million per year
•Provides $10 million per year for school resource officers (contained in SB 1)

•Health Care: •Transfers $250 million in FY 2014 to the Medicaid Contingency and Reserve Account

•Paying Taxpayer-Funded Debt •100 percent of excess surplus in FY 2013 goes to Pension Stabilization Fund
•Provides $215 million cash funding for university capital projects

In addition to the budget, Becker pointed out a few noteworthy bills that passed during the 2013 legislative session:

•SEA 153 – Youth Referee Employment
•SB 554 – Telehealth and Telemedicine
•HEA 1111 – Tactical Emergency Medicine
•SEA 553 – School Vision Testing

“The General Assembly passed many important initiatives to help Indiana families this year, and I’m particularly proud of those measures that will help improve health care in Southern Indiana and around the state,” Becker said. “With these successes, I think Hoosiers can look forward to stronger communities in the years to come.”

The Senate is now adjourned “sine die”— which signifies the end of the 2013 Indiana General Assembly.

Gail Riecken fights to prevent foreclosure for Indiana homeowners‏

INDIANAPOLIS – Thanks to the efforts of Rep. Gail Riecken (D-Evansville), the governor is set to receive legislation that continues to prevent foreclosure.

Under House Bill 1084, Hoosiers will continue to have access to mortgage counseling. The program will be funded through fees charged to the bank that files the foreclosure.

The legislation was thought to be at risk at one point during the day, but Riecken played a key role in reviving the proposal and helping it get final approval in the Indiana House of Representatives.

“This bill is vital for so many of our communities in Indiana,” Riecken said. “So many families are struggling to make mortgage payments and need help preventing foreclosure. I am relieved to see this important legislation make its way to the governor.”

House Bill 1084 passed through the Indiana General Assembly shortly after Lt. Governor Sue Ellspermann announced the expansion of Indiana Foreclosure Prevention Network’s (IFPN) “Hardest Hit Fund.” The program offers individuals who are unemployed through no fault of their own assistance in paying mortgages, and has recently expanded coverage to more homeowners and increased financial assistance. Counselors, as a result of the fee in House Bill 1084, are the access for many homeowners to apply.

“I’m pleased to see our state government continue to make positive steps toward addressing the foreclosure crisis in Indiana,” Riecken concluded.

Century Center Board Selects SMG to Manage Century Center

4/25/2013 – On April 18, 2013, the Century Center Board of Managers approved the city’s Board of Public Works’ unanimous recommendation to contract with SMG-a professional convention and entertainment venue management firm-to operate the Century Center effective July 1, 2013. With the decision to change management firms, the Century Center will also take advantage of the firm’s internal catering division, SAVOR, as well as the company’s recognized brand amongst meeting and convention planners both regionally and nationally.

“Our immediate goal is to focus on a smooth transition for staff, and ensure clients a first class experience by engaging them in our hospitality approach to managing convention centers. At the same time, we will immediately seek to link this ‘Michiana’-based convention venue and Bendix Theater with our regional and national network. By providing access to our systems, resources and clients, we can help enhance performance and broaden exposure for the Center, city and county,” said Gregg Caren, SMG Senior Vice President for Strategic Business Development.

The Century Center, including over 60,000 square feet of exhibition, meeting and banquet space and a 694-seat theater has been home to numerous conferences, conventions, trade shows, concerts, performances and events for more than 36 years. SMG will take over operational responsibilities from Global Spectrum, who held the contract since 2006.

SMG will also focus on reducing the deficit for the facility, which averages about one million dollars per year. This deficit is offset by hotel occupancy taxes, which are paid by out of town visitors to St. Joseph County hotels, and not by local residents as is commonly misperceived.

Zoeller encourages Hoosiers to drop-off unwanted Rx meds Saturday

INDIANAPOLIS – Indiana Attorney General Greg Zoeller said consumers should dispose of any unwanted medications during National Prescription Drug Take-Back Day on Saturday, April 27.

Expired, unused and unwanted prescription medications and over-the-counter solid dosage medications such as tablets and capsules will be accepted. Drop-off locations across the state will be open from 10 a.m. to 2 p.m. by the Drug Enforcement Agency (DEA).

“National Drug Take-Back Day gives consumers an opportunity to clean out their medicine cabinets of old or unwanted prescription drugs and dispose of them safely,” Zoeller said. “This effort is especially important if you have children in your home that can access these drugs and potentially misuse or abuse them.”

Zoeller said residents need to be aware of the proper way to dispose of unwanted medicines and not flush them down the toilet or throw them away – which can pose possible safety and health risks.

“Prescription drug abuse continues to be a significant problem. Last year again, more people died from prescription drug abuse than from automobile accidents,” said Assistant Special Agent-in-Charge Dennis Wichern, who’s responsible for DEA’s operations in Indiana. “The National Prescription Drug Take-Back Day campaign is an important first step in keeping prescription drugs out of the hands of those who may misuse them, as well as helping to raise the public’s awareness about the dangers of prescription drug abuse.”

In the five previous take-back events, DEA in conjunction with state, local and tribal law enforcement partners collected more than 2 million pounds (1,018 tons) of prescription medications.

Consumers can find a location by visiting www.dea.gov or by calling 1.800.882.9539. Intravenous solutions, needles and illicit substances like marijuana or methamphetamines will not be accepted.

Country concert tours continue to rein supreme at the Ford Center as Jason Aldean’s 2013 Night Train Tour joined the growing list of sold out shows at the building. More than 9,000 fans filled the arena to the rafters on Thursday night to enjoy a show packed with country boy flavor and more than a little rock & roll swagger from headliner Aldean and openers Jake Owen and Thomas Rhett. The tour featured everything from a multi-level stage to stunning hi-definition video monitors to a DJ to keep the party rocking through each of the intermissions and was stitched together by solid sets by Aldean, Owen and Rhett. Judging by the thunderous response from the crowd to all three artists, the night was a success all the way around. “It’s good to see Evansville continue to show great support for top country acts such as Jason Aldean,” said Executive Director Scott Schoenike. “This will continue to attract elite country performers to the Ford Center in the coming months.”

IT IS TRUE home invasion burglars are not having a very prosperous year here in Vanderburgh County, Indiana?…this week two more wannabe thieves were held at gunpoint by a homeowner while waiting for the police to come and haul them to jail?…while raising the danger level the Tri-State should embrace it’s growing image as a place where homeowners are independent enough to own a gun and courageous enough to protect their homes with those guns?…if more thugs and crack heads who think it is just fine to break into people’s homes were shot or held at gunpoint by homeowners waiting for a ride to jail incidences of home invasion burglary would most likely fall?…the opposite has been proven to happen by the dimwitted City of Chicago that saw violent crime rise by double digits last year after banning guns?…while Chicago may be earning a reputation as the “Murder Capital of America”, Evansville is becoming the “Homeowner Protection Capital”?…for these reasons the CCO commends the local residents who stand up for their families by facing down these thugs and furthermore thanks and celebrates the rapid response of local law enforcement to situations where they assume control of the situation after the homeowners have done their jobs to protect their homes?

IS IT TRUE that there is also good news on the economic front nationwide in the form of consumer spending increasing during the first quarter of 2013?…it seems as though the official annualized growth rate of consumer spending was 2.5% for the first quarter?…many Americans will be confused by this number because it is annualized?…what this really means is that consumer spending really increased by 0.625% (one-fourth of 2.5%) during Q1 and not the full 2.5%?…this is a welcome surprise that was probably driven by unrequested increases in credit card limits?…after 4 years of seeing credit limits cut for no good reason that stifled consumer spending there are now widespread reports of people opening their bills to discover a credit limit increase?…businesses are also seeing orders increase and are beginning to hire people?…raises of 3% and above are also making their way back into the annual review cycle for prosperous businesses that have survived the Great Recession?…a visible contradiction to such good things during the past week has been Fiskar Motors that is yet another case of a stimulus backed company closing their doors?…the subtitles of many articles about this increase in spending are “despite government spending drop consumer spending rises”?

IS IT TRUE there may just be a lesson to be learned from an economy that finally seems to be getting up off of its butt since government spending has slowed?…all government spending happens as a result of either taxing earnings and activities, borrowing against future taxes, or printing money?…none of these things except in rare cases actually stimulates economic activity broadly?…when the government takes $700 from a taxpayer and spends it on a hammer only a handful of government workers who process the paperwork and the guy that sold the hammer benefit?…then a taxpayer spends $700 at a variety of places many people in the private economy benefit and that $700 multiplies?…maybe the right approach to the Great Recession would have been to contract government spending back in 2008 when the $%^# hit the fan?…we hope that the people and the leaders of this country learn from this new prosperity and that it continues?

IS IT TRUE that in 2012 California Governor Jerry Brown eliminated all Redevelopment Commissions in the state?…that sounds like a strange and unexpected action for a Governor who has a life history of progressive politics?…even Jerry Brown came to the realization that local government through Redevelopment Commissions were bankrupting the state and themselves by using the RDA as a slush fund for building temples to sport, dog parks, and even bocce ball courts with borrowed money?…those days are over for now in California?…local leaders howled like smashed cats and one even threw up at the news but a year later things are dramatically better making this look like the right thing to have done?…California often leads the nation in new things and the abolishment of Redevelopment Commissions may just turn out to be the work of genius?…we wonder if Evansville is watching and learning from this?

Matthew Burkhart is Awarded Second Mole Award of 2013

The City-County Observer would like to announce it’s second “Mole Award” winner for 2013. Matthew Burkhart, son of Elizabeth and Robert Burkhart of Newburgh, Indiana, has spent the last several months organizing letters of support, petition signatures, and has been in contact with lawmakers in an effort to bring reform to Indiana child labor laws. Matthew, age 13, approached Indiana Senator Vaneta Becker after being turned down for a referee job at a local soccer club because he was too young under state law. Under legislation then, the only jobs children under the age of 14 were able to hold were positions as farmhands, paper boys and girls, and golf caddies. Due largely in part to his love for sports, Matthew lobbied the bill with state legislature to allow sports refereeing as one of these exempt job positions for children ages 12 and older.

Matthew’s bill grew to receive the support of friends, family, and the community, as well as State Senator Vaneta Becker who introduced the bill to the Senate. The measure passed the Senate with a unanimous vote and was then carried by State Representative Suzanne Crouch in the House and passed with a 92-4 vote. The Bill was approved by Governor Mike Pence and signed into law on April 9th, 2013 and became effective immediately thereafter. Senator Becker said of Matthew, “Matthew has been closely involved in the legislative process to turn his proposal into reality. It’s been a pleasure to work with him, and I hope to see many young Hoosiers take advantage of these new opportunities to get age-appropriate work experience and pursue their passions.”

Chairman of the Board of the City-County Observer Ron Cosby said, “Matthew has proven that with strong will and perseverance anything can be achieved and in the process has inspired others his age. The “Mole Award” selection committee recognizes the impact of Matthew’s accomplishment and feels honored to have had State Senator Vaneta Becker graciously agree to present him the second “Mole Award” of 2013.” The first “Mole Award” winner for 2013 is Ben Trockman of Evansville, IN for the outstanding work he has done to encourage airlines to reform their policies in respect to improving accessibility for physically challenged people who wish to fly. The City-County Observer distinguished “Mole Award Winner’s Banquet” is tentatively scheduled for October of 2013. Last year approximately 250 distinguished guests were in attendance for the ceremony held at Casino Aztar. It is our wish that our readers will join us and our staff in congratulating Matthew Burkhart for encouraging state legislature to amend much needed change to the state’s child labor laws.

Suspects charged in home invasion robbery

Evansville Police have charged two men with Armed Residential Burglary and Armed Robbery after they broke into a north side home around 10:30 last night.
Police believe 22 year old PAUL LUKAC and 24 year old JUSTIN HENSCHEN broke into a home in the 1000 block of Idlewild and tried to rob the residents. LUKAC was armed with what police later discovered was a pellet gun. LUKAC and HENSCHEN confronted one resident in a front room and a struggle ensued.
A second resident in a different room heard to commotion and armed himself with a handgun gun. He confronted LUKAC and HENSCHEN in the front room and told them to get on the ground. Both suspects complied with the resident and were held at gunpoint until officers arrived. The first officer arrived on scene within 30 seconds of the dispatch and the suspects were taken into custody.

Whether your art choice is sketching, watercolors, or photography, you’re invited to an inaugural series of art, architecture, and history celebrating the Evansville Vanderburgh Public Library’s Centennial and Historic Preservation Month.

On three Saturdays in May, join the EVPL and Evansville’s Historic Preservation Services Office for A Brush with History Art Strolls through three of the city’s historic areas.

Each tour, guided by a member of the Historic Preservation Services Office, will highlight architectural features present in residential and/or commercial structures in the districts. The hour-long walking tours are open to all, and after the walk artists are encouraged to set up their easels and tripods and explore the area in the “plein air” tradition. Artists are encouraged to include their finished work in an exhibit scheduled later in the month at the Library.
