Kentucky Releases Official ObamaCare Enrollment Numbers for October

Kentucky, a state applauded for properly implementing an online exchange to sign people up for ObamaCare has released the enrollment numbers for the first month of operation.

The Kentucky Cabinet for Health and Human Services reports that exactly 4,631 people signed up for ObamaCare in October. The demographic makeup of the enrollees as warnings have stated is tilted toward the old as 39% of the people who signed up are over the age of 55. The young and healthy age of under 34 comprised of 24% of the enrollees with the balance of 37% coming from the age group of 35 – 54 year olds.

Kentucky is widely acknowledged as the poster child along with California (data not available) to set up a working website from day one and is seen as a barometer for how the rest of the country will enroll as the pitfalls to entry are purged from the websites.

Early in October the Washington buzz was circulating that Kentucky was signing up 10,000 people per day. That claim was corrected by Kentucky Governor Steve Beshear in a media event down to 1,000 per day. When the numbers were tallied at the end of the month the official enrollment numbers had settled to only 4,631 for a first month average of just under 150 people per day.

Using the Kentucky figures to extrapolate to the entire country would indicate that if all of the exchanges had worked as well as Kentucky’s there would have been 347,325 enrollees in ObamaCare that needs 7 million enrollees weighted toward the young and healthy to be sustainable.

Kaiser Health News reports today that 3,747,300 people in America have had their health insurance plans cancelled due to their non-compliance with ObamaCare. Kentucky cancellations made up 130,000 of the 3,747,300 cancellations. At the rate that Kentuckians are signing up it will take 29 months for the signups to replace the cancelled policies.

President Obama infamously pledged: “If you like your health-care plan, you’ll be able to keep your health-care plan. Period. No one will take it away. No matter what.” Officials worried, though, that delving into details such as the small number of people who might lose insurance could be confusing and would clutter the president’s message.”

The Wall Street Journal has reported that “some White House policy advisers objected to the breadth of Mr. Obama’s ‘keep your plan’ promise. They were overruled by political aides.”

So, after stopping, taking deep breaths, and seriously pondering whether President Obama should continue peddling his phony guarantee, Team Obama deliberately decided to hide the truth that millions of Americans would lose their health plans. Instead, they chose to double down on the lies.

The fruits of their grand scheme of deception seem to be playing out very well across the Ohio River in Kentucky where websites work but enrollment numbers for the first month are less that Team Deception’s whisper numbers for a single day.

Both suspects in October stabbing case now in police custody

EPD PATCH 2012The two men wanted in connection with an October stabbing case are now in police custody.
Edward Ivy was taken into custody yesterday in Washington Indiana. Washington Police received a tip about Ivy and he was arrested without incident. He was arrested and brought back to Vanderburgh County.
Antoine Russell was located in Indianapolis last week. Members of the U.S. Marshall’s Fugitive Task Force located Russell and arrested him without incident. He is still in the Marion County Jail. No date has been set for his return to Vanderburgh County.
Both men were wanted for Attempted Murder in the stabbing of Jerry Clark on October 28th.

Ford Center turns “2” on Saturday

This Saturday’s University of Evansville Aces Men’s basketball game takes place on the Ford Center’s 2nd Year Anniversary. It was on November 9, 2011 when the Ford Center opened its doors with the legendary Bob Seger and the Silver Bullet Band. The show was sold out and Evansville was put on the map as the new regional destination for sports and entertainment.

Fans at this Saturday’s game will be able to purchase specially priced popcorn for only $2.00 at concession stands in recognition of the two year anniversary.

Update! It won’t be long before the millionth customer enters the Ford Center either. Purdue President Mitch Daniels to speak to students

Purdue University President Mitch Daniels is making a stop at the North High School complex on his way into Evansville Tuesday morning. While there he will talk with two classes of Project Lead the Way students at the high school, and then will walk through the high school to the junior high school to speak to three classes of seventh grade students who use the Indiana Science Institute Kits in their science classes.

Project Lead the Way:  PLTW was introduced in 2002 to the EVSC.  The Gateway Program, which is the middle level curriculum, was begun at Helfrich Park STEM Academy and what was then, Harwood Middle School. Shortly after, Reitz High School offered the high school curriculum. Now, The Gateway Program is offered in seven EVSC middle level schools, and PLTW is offered in four EVSC high schools, as well as the EVSC’s Southern Indiana Career and Technical Center, attended by students from five surrounding counties. PLTW teaches problem solving, applied learning, creative thinking, teamwork, and how to use technology.  It also integrates core subjects of math and language arts into the curriculum.

Indiana Science Institute Kits:  Use of ISI kits has been taking place in the EVSC for the past three years at all of its K-5, K-6 and K-8 schools, as well as at McGary Middle School and North Junior High.   ISI kits allow students to engage as they explore and problem solve to create a love of learning, a desire to inquire, and a depth of understanding of the concepts.  Teachers have seen that carry over into other subjects, as well.   Training for teachers takes place during the summer months.  More information about ISI: http://www.indianascience.org.

 

 

EVSC School Board Approves Creation of Two Health and Wellness Centers

Tentatively set to open in Spring 2014, EVSC employees will have two new health and wellness centers conveniently located in central locations near EVSC schools from which to choose, following tonight’s unanimous vote by the Evansville Vanderburgh School Corporation Board of School Trustees.

Employees and family members covered by EVSC health insurance will be able to select a Health and Wellness Center nearest their school location.  The two locations are at 1332 Lincoln Avenue and 8601 North Kentucky Avenue. (Mt. Pleasant Complex).

The EVSC Health and Wellness Centers, which will be available at no out-of-pocket cost to eligible employees and their covered family members, will be a cost savings for those employees and ultimately the EVSC, as well as provide the opportunity to improve the quality of employees’ overall health and well-being.

The agreement with Tri-State Community Clinic will also provide for wellness visits by healthcare providers at EVSC schools.

IS IT TRUE a New York publication released an article yesterday that admonished the American public for making the behavior they refer to as “white trash inspired” fashionable?…they picked on Snookie and Honey Boo Boo the most for making it fashionable to drink to the point of vomiting, pooting, and swearing loudly in public the in thing to do?…these New Yorkers have a point and while it is true that many such behaviors before the age of cable television stayed on Copperhead Row every culture has always had people who are devoid of culture?…the problem is the mass admiration that Americans seem to have for people who act like Snookie and Honey Boo Boo?…a good start at a solution to this problem could be to try saving our admiration for what’s really admirable?…we should stop pretending that there’s anything charming about stripper-themed fashion and financial irresponsibility?…that would mean we have to lose is our inner Honey Boo Boo?…it would improve society much if we would bring back manners, bring back aspiration, bring back responsibility, and maybe even show some admiration to the man in the gray flannel suit?

IS IT TRUE the Evansville Redevelopment Commission is meeting today with three items on the agenda regarding the downtown convention hotel?…this involves authorizing the hiring of three skill sets for the project?…the skill sets that the City of Evansville will be hiring are a person with design and real estate experience, a person with a financial oversight background, and a John Kish type to manage the construction project?…we think such talents are a welcome to a project with so much public subsidy in it but would like to know if the salaries/consulting agreements for these people will be considered part of the City of Evansville’s $20 Million subsidy to the project or is this an increase in the subsidy that will come from some other budget?

IS IT TRUE City Councilman and Chairman of the Budget Committee John Friend came out swinging yesterday when news started circulating that the no votes cast against the recent budget were supposedly cast because the City Council was increasing its own budget by 22%?…Councilman Friend issued a statement that used real budget data to show that the City Council actually cut its budget by a nominal amount of about a half of one percent?…the mathematical analysis to reach this figure as told by Friend is to subtract on number from the other, divide the sum by the older number, and then multiply by 100 to obtain the percentage change?…these four basic arithmetic operations are typically mastered by the time one is passed from the 3rd grade to the 4th grade?…if we really have people on the City Council who do not have the ability to think through a 3rd or 4th grade reading problem the Evansville, we have a problem?

IS IT TRUE the City County Observer called upon a well placed Washington Mole yesterday to learn about the frauds and lies that ObamaCare used to secure passage and continue to be used to try to cover up the lies and frauds of the past?…we learned that while it is a crime for an American citizen to lie to the government, it is not a crime for a government official to lie to any of us?…legally speaking there is no accountability for lies that come from the mouths of federal elected officials from the Congress to the White House, even when those lies cause massive damage?…the other tidbit we learned from the Washington Mole is the technology project manager brought in to save the ObamaCare website team from its own ineptness has already issued an ultimatum to the White House?…that ultimatum is to “SHUT UP about when this mess will be fixed because it has not yet even been determined if fixing this 3 year $600 Million mess is the best course of action”?…the most expedient way to fix this inept website may be to scrap it completely and start quietly from scratch to produce a new website that has the look of the old one but is done with appropriate and robust code?…we also hear that there is plenty of confidence that some website will work someday but timing is not even being discussed yet as a competent team has not even been assembled?…the other glaringly obvious problem is that many of the people who have successfully gotten on the website are pretty much mad as hell over losing their policies and shocked at the 100%+ premium increases that are typical?…the sign ups are older and as the front page of today’s Wall Street Journal states “the young are avoiding the health plans”?…this is the beginning of the death spiral scenario of ObamaCare?

AG: Indiana to recover nearly $17 Million in Johnson & Johnson drug settlement

INDIANAPOLIS – In its largest-ever settlement of a Medicaid fraud case, the State of Indiana will receive nearly $17 million from Johnson & Johnson and its subsidiaries to resolve lawsuits alleging the pharmaceutical manufacturer engaged in illegal off-label marketing and payment of kickbacks to promote its drugs Risperdal and Invega, among others.

The repayment by Johnson & Johnson and its subsidiaries to the Indiana Medicaid program is part of a larger $2.2 billion settlement reached with other states and the federal government for J&J’s alleged defrauding of the Medicaid, Medicare and other healthcare programs, by causing false claims to be submitted for reimbursement and then paid.  The global settlement resolves four separate whistleblower lawsuits in federal court in Pennsylvania under the False Claims Act and one in federal court in Massachusetts alleging violations of the Anti-Kickback Statute.  J&J also will plead guilty to a federal criminal charge of drug misbranding.

“Through the help of whistleblowers who used the False Claims Act to expose illegal billings and stop fraud against the Medicaid program, our state will recover a record amount from a drug company to reimburse Indiana for tax dollars wrongly paid out,” Indiana Attorney General Greg Zoeller said.

The Attorney General’s Medicaid Fraud Control Unit or MFCU investigates fraudulent claims against Medicaid, the state-federal medical program for low income Hoosiers that covers costs of many types of prescription drugs.  Prior to today’s settlement, the Attorney General’s Office since January 2009 had recovered nearly $37 million in settlements with drug companies for illegal off-label marketing and returned it to the Indiana Medicaid program.

The settlement with Johnson & Johnson involves multiple settlement payments:

  • In the Pennsylvania cases, Indiana will receive $12.6 million to resolve allegations that J&J subsidiary Janssen Pharmaceuticals illegally marketed the drug Risperdal from 1999 to 2005, and that another subsidiary, Ortho-McNeil-Janssen, illegally marketed Invega, a drug that replaced Risperdal, from 2007 to 2009.
  • In the Massachusetts case, Indiana will receive $4.35 million, plus the costs of bringing the suit, to resolve allegations that Johnson & Johnson paid illegal kickbacks or other illegal remuneration to Omnicare Inc., a long-term pharmacy, for promotion of Risperdal and other drugs, which caused Omnicare to submit false claims to the Indiana Medicaid program for reimbursement.

In total, the Indiana Medicaid program will receive $16.9 million for its state share of the settlements of the two sets of cases – the largest amount Indiana has received in such a settlement in an illegal drug-marketing case.  When the federal recovery specific to Indiana included, the two settlements total $44.5 million in combined federal and state money for the Indiana Medicaid program, the largest such amount the program has received.

Risperdal is a drug approved to treat certain symptoms in patients with mental disorders, such as schizophrenia and bipolar disorder.  Invega is the drug that replaced Risperdal when it went off-patent. While it is not illegal for physicians to prescribe drugs for uses other than those FDA has approved, it is illegal for drug manufacturers to promote or market their drugs for unapproved uses.  The lawsuits allege the J&J companies engaged in a pattern of paying illegal remuneration to physicians and long-term care pharmacies to induce them to promote Risperdal and other J&J drugs — instead of generic drugs at lower cost — for uses for which the drugs were not proven safe and effective, such as for pediatric patients or elderly patients suffering from dementia.

The drug manufacturer also will plead guilty to a criminal charge of drug misbranding the U.S. Department of Justice filed. Whistleblowers who originally brought the lawsuits that the states and federal government joined will receive various percentages of the recovery.

Under the state and federal versions of the False Claims Act, whistleblowers with knowledge of fraud against a government contract can file a private lawsuit on behalf of the government.  Typically such whistleblower lawsuits – also called “qui tam” lawsuits — are sealed temporarily so that the government may investigate the allegations. If the government intervenes, the suit is eventually unsealed and at the end of the litigation, the whistleblower can receive a portion of any financial recovery.

Today’s $16.9 million settlement boosts the Attorney General’s state-level recovery of Medicaid funds through settlements of lawsuits against drug companies to nearly $54 million since January 2009.

“This record recovery helps restore funds to the Indiana Medicaid program, but it is extremely disappointing to see a drug company overbilling and wrongly billing the Medicaid program for ineligible claims.  Now J&J must face the legal consequences,” Zoeller said.  He thanked the Medicaid Fraud Control Unit and Deputy Attorney General Lawrence Carcare for many months of effort on the J&J investigation and settlement.

This Medicaid fraud settlement with J&J is in addition to a previous recovery of $4.5 million that Indiana received in August 2012 from J&J subsidiary Janssen Pharmaceuticals for illegal off-label marketing of Risperdal, Invega and other drugs.

Fraud against the Medicaid program can be reported to the Attorney General’s Office at 1-800-382-1039.

2013 Amy W. MacDonell-Randall T. Shepard Historic Preservation Lecture

A Man who wore Many Hats: The Life of William Wesley Peters, the Engineer, the Architect, the Son-in-Law, the Father, the Mentor, and the Friend

On Wednesday, November 13th at 7:00 p.m. at the Evansville Museum, architect Michael Rust recalls working with William Wesley Peters. Born in Indiana and educated at the University of Evansville and Massachusetts Institute of Technology, Peters became Frank Lloyd Wright’s first apprentice in 1932. Peters worked with Wright on some of his most famous projects, such as Falling Water and Guggenheim Museum, and later married and had two children with Wright’s daughter Svetlana.

Michael Rust joined the Frank Lloyd Wright School of Architecture in November of 1982. Over the next 11 years, Michael trained as an apprentice with many of the original apprentices who worked with Frank Lloyd Wright including William Wesley Peters. Michael even got to know Olgivanna Wright (Frank Lloyd Wright’s wife since 1928). Over the course of the next 11 years, Michael worked over 300 commercial and residential projects, including many designs modified from original Frank Lloyd Wright designs. In 2001, Michael opened his own architectural firm again in Chandler, Arizona and has continued to provide custom design services based on the principles of organic architecture as instructed by the original apprentices to Frank Lloyd Wright.
