A CIVIL WAR?

Why did Russia invade Ukraine on February 24, 2022? It appears wrong, unnecessary and self-destructive. Why did Russia invade Georgia in 2008 and 2014 and why does it occupy 20% of Georgia now? Why did Russia invade and annex Crimea in 2014? Why is Russia currently attempting to take over the Donetsk and Luhansk regions that are a part of Ukraine?

Russia is losing thousands of its soldiers, spending many billions, probably trillions, of its rubles, incurring harsh economic sanctions, affecting the world’s grain supply and causing catastrophic harm to Russia’s international relations. Why would it act in a way that appears to be so irrational?

Why is Vladimir Putin, President of Russia, and virtually a dictator in Russia’s autocratic political system, so fixated on bringing the one-time members of the pre-1991 Soviet Union back into a unified Russia? There are many important distinctions between the Russia of today and the United States of 1861 as well as between Abraham Lincoln and Putin. But, as it often is, it might be instructive to look to history to help us understand our contemporary situation.

When it comes to contrasting Lincoln and Putin we look to Putin’s ruthlessness versus Lincoln’s generosity of spirit as exemplified in his Second Inaugural Address as the American Civil War was coming to an end:

“…[W]ith malice toward none.

with charity for all …”

And although Lincoln was magnanimous while Putin is vindictive, they both had a vision of an undivided country. With Lincoln the preservation of the Union was the paramount issue. Putin sees the reconstituted Soviet Union the same way. Lincoln had war brought to him by the South’s firing on Fort Sumpter on April 12, 1861. Putin has been the aggressor against Ukraine, Georgia, Crimea, Donetsk, and Luhansk.

While Putin rails against the Nazis he claims are enslaving former Russian citizens as an excuse to invade, Lincoln was helping to bring actual slavery to an end. In other words, we must not attempt to equate Lincoln and Putin or Civil War America with today’s Russia. Such a false narrative would not only be wrong, it would not help us understand the political reality between Russia and its neighbors. On the other hand, an analogy comparing and contrasting Lincoln’s passionate drive to preserve the Union might help us understand and, therefore, better combat Putin’s passion to reunite the Soviet Union. It might also help us prepare for any possible further military expansion by Russia against other countries in the region.

We see Putin as an aggressor but he may have deluded himself into a self-image as a liberator and uniter. Perhaps we should more objectively study Putin’s motivations. As the great Chinese military philosopher Sun Tzu (c. 544–496 BC) instructed: the supreme art of war is to know yourself and your enemy. If we better understand Putin, we might better either help defeat him or even have him change his general goal of hegemony over his previous countrymen who now wish to remain free and independent of Russia’s control.

Gov. Holcomb Announces Commissioner Fred Payne To Step Down From The Indiana Department Of Workforce Development

INDIANAPOLIS — Fred Payne has notified Governor Eric J. Holcomb that he is stepping down from his role as the commissioner of the Indiana Department of Workforce Development (DWD) after more than four years.

The United Way of Central Indiana announced this morning that Payne will become its next president and chief executive officer.

“From the moment he stepped up to lead the Department of Workforce Development, Fred Payne put his wealth of knowledge, innovative approach, and contagious optimism to work,” said Gov. Holcomb. “Throughout the unforeseen challenges of the past few years, Fred has adeptly propelled this agency to provide not only unemployment benefits, but training that has helped thousands of Hoosiers pursue training pathways that have led to careers and helped unleash their full potential.”

Payne was appointed DWD commissioner in 2017. Prior to serving as commissioner, Payne served in multiple leadership roles at Honda Manufacturing of Indiana.

Under his leadership, DWD has:

  • Started the state’s Office of Work-Based Learning & Apprenticeship, which added more than 200 new apprenticeship programs, 25,000 new apprentices and more than 150 State Earn & Learn programs
  • Helped more than 30,000 Hoosiers obtain a high school equivalency, which has pushed Indiana’s Adult Education program to be ranked No. 1 in the nation for three of the last four years in terms of average skills improvements
  • Evolved the state’s Next Level Jobs program to serve more than 1,400 employers and provide training to more than 37,000 Hoosiers. Since its inception, more than 15,800 people have enrolled in high-quality certification programs
  • Maintained a 95% graduation rate for high-risk high school students through the Jobs for America’s Graduates program
  • Delivered more than $9.6 billion in unemployment insurance benefits to more than 900,000 people throughout Indiana during the height of the COVID-19 epidemic

“My service under Gov. Holcomb has been one of the proudest moments of my professional career,” said Payne. “I have had the privilege of working with talented professionals who have dedicated their time to helping Hoosiers gain economic mobility through job training, education, job connection, and assisting those who need a financial bridge between employment. While the challenges facing the workforce are complex, Indiana remains uniquely positioned to continue addressing them and moving forward.”

Payne’s last day as commissioner is July 8.

GOVERNOR HOLCOMB STATEMENT ON THE SUPREME COURT OVERRULING OF ROE VS. WADE

INDIANAPOLIS- Governor Eric J. Holcomb issues the following statement on the overruling of Roe v. Wade.

“The Supreme Court’s decision is clear, and it is now up to the states to address this important issue. We’ll do that in short order in Indiana. I’ve already called the General Assembly back on July 6, and I expect members to take up this matter as well.

I have been clear in stating I am pro-life. We have an opportunity to make progress in protecting the sanctity of life, and that’s exactly what we will do.”

Attorney General Todd Rokita: ‘The Supreme Court Has Delivered A Historic Win For Life

(But Our Fight For Unborn Children Continues In Earnest)

Attorney General Todd Rokita today issued the following statement on the U.S. Supreme Court decision in Dobbs v. Jackson Women’s Health Organization:

This is a historic moment.

With its action today, the U.S. Supreme Court at long last has acknowledged the gross injustice perpetrated by the court in 1973 through the tragic Roe v. Wade decision that legalized abortion throughout the nation.

More than 63 million little ones have died at the hands of abortionists in the intervening 49 years since that act of judicial malpractice. Even as we mourn those lost lives, today we also rejoice that six justices on the current Supreme Court have acted wisely and courageously to correct one of the worst travesties in our nation’s history.

My office was honored to assist the attorneys for the State of Mississippi in their preparations to argue the Dobbs case before the U.S. Supreme Court.   

As Indiana’s attorney general, I have devoted much of my time and energy to defending Indiana’s own pro-life laws.

With today’s Supreme Court ruling, pro-life states such as Indiana should find it easier to legislate and enforce strong laws that protect lives. Even as we expect relief from the burden of spending as much time in court defending our abortion laws, we will remain watchful and ready for attempts in Washington D.C. to codify into federal law the same nationwide legalization of abortion that the court foisted on Americans in 1973.

The Supreme Court has delivered a historic win for life, but our fight for unborn children continues in earnest. We will continue working vigorously to protect those little ones and the physical, mental, and emotional well-being of their mothers.

xIDEM issues Air Quality Action Day today four Indiana regions

INDIANAPOLIS – The Indiana Department of Environmental Management (IDEM) has issued an Air Quality Action Day (AQAD) and is forecasting high ozone levels for tomorrow, June 25, 2022, in the following regions:

  • Central Indiana – Marion, Bartholomew, Boone, Brown, Delaware, Hamilton, Hendricks, Howard, Madison, Shelby
  • Southeast Indiana – Clark, Floyd
  • Southwest Indiana – Daviess, Dubois, Gibson, Greene, Knox, Perry, Pike, Posey, Spencer, Vanderburgh, Warrick
  • West Central Indiana – Vigo, Carroll, Tippecanoe

Note: The counties referenced in the region(s) above are equipped with ozone air quality monitors. However, all counties within an AQAD region should heed the forecast. Air quality information for all Indiana counties can be found at SmogWatch.IN.gov.

IDEM encourages everyone to help reduce ozone by making changes to daily habits. You can:

  • Drive less: carpool, use public transportation, walk, bike, or work from home when possible
  • Combine errands into one trip
  • Avoid refueling your vehicle or using gasoline-powered lawn equipment until after 7 p.m.
  • Keep your engine tuned, and don’t let your engine idle (e.g., at a bank or restaurant drive-thru)
  • Conserve energy by turning off lights and setting the thermostat to 75 degrees or above

Air Quality Action Days are in effect from midnight to 11:59 p.m. on the specified date. Anyone sensitive to changes in air quality may be affected when ozone levels are high. Children, the elderly, and anyone with heart or lung conditions should reduce or avoid exertion and heavy work outdoors.

Ground-level ozone is formed when sunlight and hot weather combine with vehicle exhaust, factory emissions, and gasoline vapors. Ozone in the upper atmosphere blocks ultraviolet radiation, but ozone near the ground is a lung irritant that can cause coughing and breathing difficulties for sensitive populations.

IDEM examines weather patterns and current ozone readings to make daily air quality forecasts. Air Quality Action Days generally occur when weather conditions such as light winds, hot and dry air, stagnant conditions, and lower atmospheric inversions trap pollutants close to the ground.
