SUMMARYÂ
On July 28th, around 11:15 p.m., Evansville Police Officers were dispatched to the 3900 block of N. Fulton Ave. in reference to a Domestic Violence in progress. Officers located the Victim outside who stated that her boyfriend, Jayvontae Kelly, beat her up. Kelly punched, kicked, and hit the Victim with a piece of exercise equipment, which rendered her unconscious. Kelly then proceeded to stomp on her head. The Victim had visible injuries and officers called for AMR to provide medical aid to her.Â
Officers tried to make contact with Kelly, who was inside the residence. Kelly refused to answer the door but started yelling at officers. Dispatch notified officers that one of Kelly’s family members called and stated that Kelly had armed himself with a gun. The situation turned into a barricaded gunman.Â
EPD SWAT and Negotiators were called to the scene and a perimeter was set up around the residence. A negotiator made contact with Kelly and he made threatening statements about shooting police. The negotiator was eventually able to convince Kelly to put his weapon away and come out of the residence. Kelly finally agreed to come out of the residence but began throwing items at officers and would not comply with their commands to stop and get on the ground.Â
Kelly was eventually taken into custody with the aid of a CEW (conducted electrical weapon) but did not sustain any injuries. Kelly was transported to the Vanderburgh County Confinement Center and booked in on the charges of Domestic Battery with Serious Bodily Injury, Intimidation, and Resisting Law Enforcement.Â
Evansville Region Awards $14.6 Million In READI Funds
EVANSVILLE, Ind. (July 28, 2022) – The Southwest Indiana Regional Development Authority (RDA) obligated $14.6 million of the $50 million total in Regional Economic + Acceleration Development Initiative (READI) funds toward five transformational projects located throughout the Evansville Region.
“We have a vision for our Region to become a nationally recognized place for talent to call home, said Beth McFadin Higgins, RDA chair. The projects approved show how we are deliberate in our investment in talent and believe in a bold future.â€
Projects include:
- Toyota YMCA, Gibson County, $5 million READI award
Summary: A first class, 56,600 square foot, full facility YMCA for all residents located in Gibson County and will include a fitness facility with free weights, cardio and selectorized equipment, gymnasium, competition pool, teaching kitchen for nutrition education, exercise studios, community room, partner space, and youth wing containing STEM Lab, and youth and teen recreation areas.
- The District (Princeton Workforce Housing), Gibson County, $2.5 million READI award
Summary: A multi-family 144-unit apartment development will include a multi-use clubhouse and pool and is located near major regional employers including Toyota and its suppliers.
- Warrick County Sports Center, Warrick County, $5 million READI award
Summary: An approximately 230,000 square foot multipurpose athletic facility that can leverage the popularity of youth and collegiate sports to help the region’s tourism and hospitality related businesses thrive along with adding an amenity for residents.
- Regional Marketing Strategy, Regional, $2 million READI award
Summary: Utilize E is for Everyone existing framework to enhance a unified branding campaign that tells the Evansville Region’s best story and delivers personalized stories to attract and retain talent.
- Site Development Plan, Regional, $100,000 READI award
Summary: Site development planning will be the start of many master plans along our transportation corridors that will allow future development needs in economic development and begin expansion opportunities for existing companies to grow in the region.
The awarded projects align with the community goals set forth in the Evansville Region’s plan called Talent EVV. The Evansville Regional Economic Partnership (E-REP) on behalf of the RDA will work with the awarded projects on next steps while continuing to review additional projects for READI eligibility.
The LiveREADI request for proposal (RFP) for housing projects and PlayREADI RFP for quality of place projects are open until December 2022 or until all READI funding has been obligated. Vincennes University Introduces New Accelerated Nursing Bachelor’s Degree
VINCENNES, Ind., July 27, 2022 - Vincennes University will offer a new bachelor’s degree program in nursing at its Vincennes and Jasper campuses beginning in August. The LPN to BSN program will provide an accelerated path for licensed practical nurses to earn a Bachelor of Science in Nursing as they build on the prior knowledge they accumulated as LPNs and transition to careers as registered nurses.
“We have built flexibility into this program by providing seamless access to learning that will allow LPNs to continue their careers and personal lives while simultaneously advancing their education,” VU Provost Dr. Laura Treanor said.
LPNs play a key role in the healthcare setting. This program offers the opportunity for LPNs to earn a bachelor’s degree in nursing and opens doors for career growth. In addition to advancement, a bachelor’s degree also improves earnings potential.
“Registered nurses are needed now,†VU Dean of Health Sciences and Human Performance Michelle Cummins said. “There is a nursing shortage in the United States and around the globe. Vincennes University’s LPN to BSN program connects students with an in-demand profession and a career that makes a difference in the daily lives of the individuals and communities they serve.â€
The need for nurses is dire.
According to the Bureau of Labor Statistics’ Occupational Outlook, registered nursing is one of the top occupations for job growth. The RN profession is projected to grow 9 percent from 2020 to 2030 due to nurses retiring and an aging population.
The Covid-19 pandemic has also accelerated the need for nurses. The United States may see a shortage of between 200,000 to 450,000 nurses, according to a 2022 analysis by the consulting firm McKinsey & Company.
VU’s LPN to BSN program is a hybrid learning format that allows VU students to achieve a work-school-life balance. Students are on campus for nursing courses one day per week, with some weeks being virtual. The program can be completed in as little as three years and prepares students to take the Registered Nurse Licensure Examination.
The program has two enrollment dates, including August 2022 and January 2023.
“The LPN to BSN program will provide students with the flexibility to continue working as an LPN while receiving the high-quality education the Vincennes University Nursing Department strives to provide,†VU Associate Professor of Nursing Stephanie Garrett said.
Ascension St. Vincent Indiana to Commission System’s First In-House Police Department
INDIANA- On Tuesday, August 2, Ascension St. Vincent Indiana will celebrate the commissioning of the health system’s first in-house police department. As a part of the ceremony, four officers will be sworn in as Ascension St. Vincent Police Department Officers.

Sparks Awarded 2022 M. Edward Jones Engagement Award
University of Southern Indiana Outreach and Engagement has awarded the 2022 M. Edward Jones Engagement Award to Dr. Kelly Sparks, Associate Professor of Education.
The award is given annually to an individual, group or project for excellence in leadership, commitment to quality, tireless service and dedication to lifelong learning in fulfilling the outreach missions of USI.
Sparks joined the USI faculty in 2013. As Director of the USI Teaching Eagles Scholar Program, she has co-written grants for over $1.1 million in support of the program which addresses Indiana’s shortage of math and science teachers. She prioritizes sharing her time and talents within the community. Sparks has demonstrated her devotion to lifelong learning, from her work creating service-learning opportunities and leading STEM-related workshops to her involvement with the Girls Only GoSTEM Summer Camp and supporting K-12 teachers with workshops around the state.
“Dr. Sparks is a role model to others as a successful woman in science, technology, engineering and mathematics (STEM),†says an anonymous award nominator. “She uses this influence to help others.â€
Sparks received the Pott College Excellence in Service Award in 2018. She has a bachelor’s degree in earth science teaching from Western Michigan University, a master’s degree in educational technology from Grand Valley State University, and both a master’s degree in physical geography and a doctorate in science education from Western Michigan University.

Edward Jones Engagement Award recognizes USI employees (current and retired), students, alumni, board members, and trustees who inspire others to engage, make a positive impact in the USI community and the region, and demonstrate tireless service and dedication to lifelong learning in fulfilling the outreach mission of USI.
