  1. A lack of respect, trust and confidence in Law Enforcement and The Judicial System is the ONLY way to explain this lack of Co-operation. Anyone, and I mean ANYONE, who is getting shot at would seek the help of Police IF they believed that action would be effective.
    That belief is apparently absent.

The presence of a subculture of crime and violence will continue to exist until social and economic factors improve.
Even good folks can become desperate and involved in extreme behaviors when “survival” is at stake.
Jobs, equal access and proper guidance must be present in order for self sufficiency, achievement and prosperity to flourish.

Every problem contains an element of opportunity. We must embrace that element. …

    • There is absolutely nothing Law Enforcement or the Judicial System can do to combat criminal behavior in this subculture. There is no survival needs not being met. The opportunity for Maslow’s Hierarchy of Needs are a given up to that of self esteem. There’s not much the criminal justice system can do about the total breakdown of the traditional family. We are in the 4th generation of children being raised by single parents with the father usually absent. These children go unsupervised and belong to the streets by the time they’re 12, it’s almost impossible to pull them back from the level of freedom the street offers. There is not enough tax money to fix this problem. There is not enough money or police to protect those who call the police. I use to think just like you before I worked with that population for over 10 years.

      • Thanks for the come-back. Of course I get your point and must agree with it. I suppose I project my own values onto others and would like to believe that self respect is a core value.

But sometimes my idealism gets in my way.

        • I don’t think a lack of trust in the Police is usually the cause for a lack of cooperation, bubba. Most often it is that the “victim” was a willing participant in an illegal activity that caused a dispute.

      • I’m not quite sure what you mean by “that population”, but I worked with people who suffered various social disadvantages for the better part of 40 years. You’re right about kids being lost to the streets before they’re 12. That’s why we need to get to them long before that. There are plenty of single mothers who want to do better for their children, but are too exhausted and/or discouraged to do it on their own.
That is where a caring and decent community comes in and that is why we need a lot more people willing to mentor young children and offer some encouragment and help to their mothers.
Those things said, there are mothers who simply care more for their own lives “in the streets” than they do their children. For those people, we need to help see to it that they are not left on their own with children, and offer treatment for addiction if they decide they want a better life.
I know, I’m dreaming of a very different world from the one we live in, but we are going to have to make a start if we are to ever get there.
As for the rash of flying bullets on the South side, I guess they need to roll out the Guardian.

        • Yes Laura, the intended victim of the shooting probably had “unclean hands” and could not co-operate with Law Enforcement.

I still cannot make myself give up on people.
To me, there is nothing worse than wasted talent.
When so many, …young, strong, gifted folks are lost to the streets and the Judicial System, …something is fundamentally wrong. …

        • That population refers to, “at risk children”. The difficulties experienced by single mothers is enough to make a grown man cry.
