IS IT TRUE the City Controller stated he “requested the Evansville Water and Sewer Utility prepay the 2015 PILOT in December 2014 which the Utility Board and management approved”?  …the City Controller made this statement in an e-mail he recently sent to John Friend and others that we posted in todays CCO Feature article section?  …last night City Councilman John Friend sent us many months of official minutes of the Evansville Water and Sewer meetings?  …our staff have read over these minutes like a fine tooth comb and could find no reference of any official approval by the Water and Sewer Board and Management giving a $2.5 million dollar prepayment from the PILOT fund to the City in December 2014?

IS IT TRUE City Controller Lloyd didn’t explain in his e-mail to Mr. Friend and others why the City needed a $2.5 million prepaid advancement from the 2015 PILOT fund?  …could it be that Mr. Friend was correct in saying that the City General Fund was broke and needed this advancement?  …we urge Controller Lloyd to back up his claim concerning the $2.5  advancement to the city from the PILOT fund by sending the CCO official copies of the minutes of the Water and Sewer Department stating such?

IS IT TRUE our Parks Department is funded as a separate taxing entity? …that part of our property tax bill shows the Parks Department as “Special Taxing District”? …elected officials can’t cut the Parks Department budget?  …the City of Evansville help with the additional funding of the Parks Department budget by taking money from the General Fund?  …there’s a really simple solution for increasing the funding for our parks and that is raise the “Special Tax District”?  …if the individuals running for City Council believe we should improve the city parks they should announce that they want increase the rates in the “Special Taxing District”‘ to properly fund our parks?

IS IT TRUE we hear that Earthcare, LLC may had filed bankruptcy in recent months?  …if this rumor is correct it looks like the tax payers of Evansville may have just got fleeced out of an $200,000  unsecured no interest development loan granted to them by the Winnnecke administration?

IS IT TRUE we just heard that an out of town business just purchased a downtown establishment with their own funds?  …we were just informed that officials from DMD  convinced the new owners of this downtown establishment to accept a $150,000 low interest loan to do some renovations? …that government shouldn’t do for business that they can and should do for themselves?

IS IT TRUE we hope that Mayoral candidate Gail Riecken will make the loans and direct grants giving practices of the DMD a major campaign issue?  …we have been told  that the DMD loan and grant program have become a major “pork barrel and political patronage”  vote getter for the Mayor? …we know once all the information concerning DMD grants and loan activities are made public the business community and taxpayers will be up in arms?

IS IT TRUE people are saying that Missy Mosby and Jonathon Weaver have cause a major split in the Democratic party?  …other people are saying the only thing they did to the Democratic party was abandon it for the Republican party?

IS IT TRUE we read that Police Chief Billy Bolin Public Relations guy Sgt Jason Cullun has created a “Police Gallery” for people being arrested for drunken driving?  …we look forward to Sgt. Cullum providing information On the  “Police Galley” to the CCO so we can post the information on our site? …we are very appreciative that both the EPD and the Vanderburgh County Sheriff Office sends us daily arrests reports and police calls?

  1. Has their ever been a CCO rundown of the litany of unprovoked attacks against Missy Mosby and other local Democrat office holders by the outlying faction of the same party starting with mayoral candidate Davis and perpetuated by his post-mortem political inheritors?

    • UNPROVOKED attacks against Missy Mosby ?

      Really ? You don’t think voting with the Mayor (R) 100% of the time is a provocation ?

      • The unprovoked attacks against fellow local Democrat office holders began during the 2008 Primary when then Treasurer candidate Davis blamed Weinzapfel, Curt John, Z Tuley, and others for recruiting Steve Millay to run against Davis.

        The unprovoked attacks were purely a product of paranoia and continued against the entire Mosby family and anyone associated with them after a Mosby who happened to be a ward leader allowed both candidates for Treasurer to post yard signs on Mosby owned property. At that time, neither candidate was endorsed by the local party, so fair should have been fair regarding yard sign locations. But the Hothead Faction never see things that way.

        How many unprovoked attacks and unfounded rumors have to be launched against one’s fellow party members in attempts to smear their names and unseat them as office holders before those who are attacked react by separating themselves from foolish, self-destructive, uncivil, and unproductive behavior?

          • Yes, Jack. The sentence in which I named the real person who took Steve Millay into Mayor Weinzapfel’s office and introduced him as a good candidate to run against Rick Davis for County Treasurer in the 2008 primary was edited out of the first paragraph.

          • So, I don’t guess it would do much good to post the real truth about the sequence of events, and who was responsible, for the removal of the Democrat Central Committee booth at the Fall Festival, after you and others worked for decades to preserve that spot as one of our major fundraisers. Now it’s gone forever out of pure vanity and subterfuge of one person.

            I don’t suppose it’s worth posting the real truth about specific attacks launched needlessly against fellow Democrats simply because a couple or three sourpuss fireman who helped canvas a few neighborhoods for the treasurer candidate in 2008 happened to be in a spitting match with their chief and maternal blood cousin of the treasurer candidate.

            And I don’t suppose it would pay to point out how a certain someone, after being tossed off two municipal boards, decided to launch a retaliation campaign which joined all the dissident forces of naysayers into a cabal of city growth destroyers.

  2. IIT should have a special section every day titled “read on the restroom wall”. That would be as accurate as some of the questions they ask.

    • IIT that these restroom wall comments come from the 3rd floor restroom in the Civic Center right next to the Mayor’s Office? IIT that most of these comments come from people who actually work for the Mayor and work on the 3rd Floor of the Civic Center. And IIT that most of these comments are true and accurate and reflect how the Mayor actually runs the city despite what Cowboy says?

    A blogger yesterday said that the City paid the Utilities $ 2 Million on 12/31/14 to repay Utilities funds which were still in City Accounts following the split of City/Utilities Bank Accounts. Those separate Bank Accounts were established in May 2012. So if this blogger was correct, $ 2 Million sat around for 2 1/2 YEARS in City Accounts, and needed to be returned because the SBOA reports for 2012 and 2013 said the amount of money due the Utility from this bank account split had not been determined .

    So Russ is getting the SBOA off his back, writes a check to Utilities for $ 2 Million (2 1/2 years late), then realizes he ain’t got no f*cking money ! Cue the band, request a Prepayment of Pilot for 2015 for $ 2.5 Million and the $ 2 Million check will clear !

    Besides needing an investigation of the 2 1/2 year old monies, all we’re doing is taking Cash intended for 2015 and using it as a bucket with a hole in it for 2014 to help bail out the sinking S.S. Evansville.

  6. No surprise that SBR was right all along regarding the Earthcare / Enviro Engery fiasco.

    I can even find them on the web. When I search, the only results that appear are the CCO and C&P. May I humbly ask that the editor share the links so we can read all the details?

    • Engineering design and analysis is a skill that is seldom found in elected positions or in political appointees. Why, because engineering is a very difficult major. I knew this thing was not a commercially viable device within an hour of starting to analyze it. I am proud to have worked with Stephanie who was digging into the history of the Earthcare brigade to save the taxpayers of Evansville, $4.8 Million. If not for aggressive sneaking, the other $200,000 would have been saved too. Your City Council is not capable of doing engineering analysis. That is a serious weakness.

        An engineering degree was not needed here. This was simple math and they knew exactly what they were doing. This was a simple payback scheme. John Gruber could have been talking about Evansville voters when he claim how ACA was perpetuated on the American public. The stupidity of American voters lives and breathes in Evansville. SBR did us a favor in Earthcare to the tune of 5 million dollars, then stabbed us in the back with JCI to the tune of 50 million dollars. I think the CC is very capable of doing analysis, these are some smart people, doing analysis to benefit the citizens is one thing doing analysis to distribute the spoils of office is another. They are doing exactly what they were elected to do. The progression has just speeded up over the past 11 years. Regardless of who wins in the next election the results will be the same. There is not one person running for office who has strayed from the pack in a radically positive fashion that will benefit the citizens of Evansville..

        • So are you saying they never even cared whether or not the end result had any technical merit as long as the right cronies got to lick the plate? If that is what you are saying, I agree with you 100%. I must be a little naive in thinking that the whole “investment” nature of the Earthcare offering was really considered.

    • I wish that SBR had stood up to the bullies. She should have run for city council or mayor and not dropped out of the local politics. She was one of the few who did the job right. The problem is that the cronies run the good people off. Sort of like the CCO. Some of the best posters got run off recently and stopped posting because of the harassment they received. They should have stayed and either ignored those that harassed them or just told those that harassed them to go Jump off a cliff.

      I’m still waiting for the Vanderburgh County Sheriff to announce arrests of those that harassed the publisher of the CCO and for the FBI to find and arrest those that hacked into the CCO’s web site some months back. I wonder where cowboy was during the hacking events?

    • Looked over the criteria for the well being index and found it faulty at best. I have no personal doubts that the responders to this research project were cherry picked. I was required to do a research project back in the 90’s and remember the instructions well, if at any time your research sheds an unfavorable light on women or minorities cease the project. This said, I look at all research results with a critical eye. Evansville is heads and shoulders in quality of life over some of the cities mentioned in the report. Detroit was placed ahead of Indy, not even close. The report could best be described as a liberal hit piece. We may have a bad political atmosphere but nowhere near as dismal as Chicago or Detroit.

  10. In my personal opinion, PILOT TAXES payed by a city owned water utility to that city is just another ludicrous way cities pilfer its citizens hard earned money. These PILOT TAX payments are added to the user charges, thereby increasing everyone’s monthly water bill. It is like double taxation.

    for the schedule of PILOT TAXES to be paid to the City of Indianapolis. You will be shocked when you realize that these taxes must be added to every ratepayer in Indianapolis monthly bill!

    It is stupid and makes zero sense, especially when you are talking about something as vital to citizens as WATER, to add the burden of these outrageous taxes to citizen’s bills.

    What has changed? Here to fore, it was always the goal to keep the cost of the most vital necessities for cities as low a humanly possible, in order that the community could grow. What idiot decided that was no longer necessary?
