 The contents of these reports were discussed on October 25, 2016, with Lloyd Winnecke-Mayor; Russell G. Lloyd Jr-City Controller; Jenny Collins-Chief Financial Officer of Utilities; Allen Mounts-Director of Utilities; Steve Schaefer-Chief of Staff; Missy Mosby-President of the City Council; Jonathan Weaver- City Council member; Dan McGinn,-Finance Chairman and City Council member; Anna Hargis-CPA-City Council member; Dr. H. Dan Adams-City Council member and Marty Amsler-President of the Board of Public Works.

 FOOTNOTES:  Posted below are the links of the final the State Board of Accounts 2015 Audited Financial Statements for the City of Evansville that was quietly released to our city officials at a meeting on October 25, 2016.

A)  One thing you need to know is that the post employment Health Care Benefit liability went from $234,000,000 to $281,000,000.  This was an increase of over 20% in just one year.

B)  You should also notice that zero funding to Employee Health Care Fund occurred in 2015.  What is most disturbing is the failure of the SBOA to disclose in the audits that Mayor Winnecke failed to fund the Hospitalization Fund by $5,000,000 during the same year.

C)  No reference were made that the General Fund transferred of $12,500,000 without the official authority of the City Council from the Riverboat fund to the General Fund.

D)  If the $5 million dollar transfer had properly occurred and the illegal transfer of $12.5 million dollars had not occurred, instead of the General Fund showing a balance of $6.5 million dollars to the positive, it would had been negative by over $11,000,000.

E)  We believe that the failure to disclose the above transactions makes the City’s financial statements misleading to the taxpayers of this community

    • Uniform Code of Military Justice, United States Armed Forces, Article 88:

      “Any commissioned officer who uses contemptuous words against the President, the Vice President, Congress, the Secretary of Defense, the Secretary of a military department, the Secretary of Transportation, or the Governor or legislature of any State, Territory, Commonwealth, or possession in which he is on duty or present shall be punished as a court-martial may direct.”

IS IT TRUE that the esteemed (in his own mind) Evansville City Councilman Jonathan Weaver went to a ball game at Ford Center recently and was escorted from his seat for a conversation in the hallway by a member of local law enforcement?…that Councilman Weaver was enjoying his time away from work with his favorite Councilwoman Missy Mosby?…that it is not a well know fact that Councilman Weaver has a restraining order against him from his former spouse who happens to be employed at the Ford Center?…that this particular restraining order as a means to protect the former Mrs. Weaver has a provision that Councilman Weaver cannot go within a reasonable distance from his former spouses place of employment?…this means that Councilman Weaver is going to have to stay away from Ford Center as long as this former spouse is employed there?…there is a possibility that the former Mrs. Weaver may someday be hired by the City of Evansville for a job that is in the Civic Center?…if Mrs. Weaver is fortunate enough to land a position on the payroll of the City of Evansville, that Councilman Weaver will have to resign his elected position and become Citizen Weaver because he won’t be able to enter the Civic Center to carry out the duties of an Evansville City Councilman?

  3. I read the 2015 Audit, it appears very sterile. It said they “lacked controls” over the Bank Reconciliation process” . . . but did they actually pull it off/ and successfully reconcile after 4 years of trying ????

    I agree that the transfer of $ 12.5 Million of Riverboat money, without Council approval, needed to be highlighted somewhere in the report. If not for that, I agree that General Fund would have been way under water.

    Also, in 2014 they commented on a PILOT from EWS of $ 2.5 Million and mentioned the unpaid health insurance bills. Where was that disclosure for 2015 ???

    In all, it seems the SBOA is just “mailing it in” these days ????

    • They, the SBOA, will be the first to tell you that they are just an “auditing” agency. In my experiencing they have been identifying many exceptions that SHOULD have people up in arms, but the average citizens does not know what to believe because it is all Greek to them. It seems it must be Greek to the local newspaper as well, as they never fully explain these things to the taxpayers who subscribe to their publication. Evidently the only FIX available is to find some individual with the requisite financial skill needed to run the office of mayor of Evansville and work towards getting that person elected to the office. Hopefully that can happen BFORE the City has to file for protection from creditors.
