Karl J.R. Arndt’s A Documentary History of the Indiana Decade of the Harmony Society 1814 – 1824 opens a window on the doubts and certitude of George and Frederick Rapp. George wrote his adopted son, Frederick, a letter from New Harmony, Indiana dated March 10, 1815 (see pp. 106 – 109) and said:

“Your letter (from Frederick to George) convinced me that your presence at home (Pennsylvania) was very necessary, that difficulties had developed. It is with our people as with Israel when Moses was on the Mount of Sinai for forty days. They began to make idols. When will our people learn to be prudent? It is very good that you cleansed the community again (emphasis added). Further, it is astonishing how the enemy (the Devil?) lays out snares and nets where he found occasion in the lusts of marriage. You have done well in putting off a disgrace to me and the congregation for this time.”

The letter provides no other details, but one surmises George saw himself as the modern Moses and, perhaps, saw Frederick’s actions much as those of Jesus in cleansing the temple of the money changers with carnal knowledge being the culprit that needed to be expelled.
In his letter, George further vents his frustrations to Frederick concerning George’s inability to purchase the property that now is Mt. Vernon from the McFaddens:

“Concerning the land sale (in Harmonie, Pennsylvania), you may do as you think best and as fate extends a hand to you. I cannot do anything about McFerle’s (McFadden’s) land (in Posey County, Indiana). They are really stubborn. They believe that the county seat will come there and one party will make a petition for this purpose.”

Posey County’s first county seat was at Blackford, but the McFaddens were campaigning for it to be moved to McFadden’s Bluff (Mt. Vernon). This may explain the largesse of Frederick Rapp’s donation of land to the county in return for the county seat being moved from Blackford to Springfield in 1817. However, it appears the Harmonists were out maneuvered by the “south of Big Creek” faction as Mt. Vernon became the county seat only eight years later.
It is fortunate we have these marvelous letters preserving the details of the Utopian community that has been so significant in our county’s history. As one reads of the purchase of land or the making of whiskey or the hopes for the second coming, it brings to mind what our posterity will have to refer to.
Somehow it just does not seem likely that an email message or a Facebook post will give our descendants of the year 2215 much faith in the value of what we have left them. Let’s see, “R u ok?; Y, u?” coupled with an image of someone T. Bowing, leaves one somewhat less than satisfied.

AG Zoeller asks board to suspend pharmacy license of company linked to meningitis outbreak

INDIANAPOLIS – Attorney General Greg Zoeller’s office today filed an emergency petition asking the Indiana Board of Pharmacy to suspend the license of the Massachusetts pharmacy linked to the meningitis outbreak.

On Thursday, the Indiana State Department of Health (ISDH) confirmed 43 cases of fungal meningitis and three deaths stemming from a tainted steroid injection produced by the New England Compounding Center (NECC) based in Framingham, Mass. As a licensed non-resident pharmacy whose products are distributed and sold in Indiana, NECC is legally responsible for the “proper and safe storage and distribution of drugs and devices.”

“It is tragically clear that this out-of-state pharmacy presents an immediate danger to public health and safety,” Zoeller said. “Our office will use all available resources to ensure Indiana patients are protected from any more harm and to pursue a formal administrative action against the company’s ability to operate in our state.”

The Indiana Board of Pharmacy will consider the petition for summary suspension at its next meeting which begins at 8:30 a.m. on Nov. 5. The meeting will be held in Room W064 of the Indiana Professional Licensing Agency, Indiana Government Center South, 402 W. Washington St., in Indianapolis.

If the suspension is granted, the NECC could not operate in Indiana for 90 days which would give the Attorney General’s Office time to file a formal licensing complaint before the pharmacy board. Once an administrative complaint is filed, the board could then determine the appropriate disciplinary action.

According to ISDH, there are now 1,502 people in Indiana who have been exposed to the contaminated medication through an epidural or joint injection. Patients exposed in Indiana have been contacted by their healthcare provider.

“These are uncharted waters, but we are learning more about these infections every day,” said Joan Duwve, M.D., Chief Medical Officer at ISDH. “The State Health Department has been working diligently with the Centers for Disease Control and Prevention to assist Indiana medical providers with the screening, diagnosis, and treatment of infections related to use of these contaminated products. We will continue to do so until this outbreak is resolved.”

In September, the U.S. Centers for Disease Control and Prevention (CDC) in coordination with the Food and Drug Administration identified the NECC as the compounding pharmacy that produced the epidural steroid injections that caused the onset of meningitis in certain patients. Shortly after, NECC ceased production and initiated a recall of the drugs.

As of Oct. 25, the CDC had indentified 328 cases of fungal meningitis across 18 states stemming from NECC’s tainted steroid injections. The cause of contamination of the steroid injections is still under investigation.

In-state pharmacies, including those engaging in sterile compounding, are subject to inspection by the Board of Pharmacy’s Compliance Officers. The board’s administrative rules and inspections of sterile compounding facilities address, among other things: policies and procedures; engineering controls/physical requirements; personnel training; labeling and documentation/records and reports; and quality assurance measures.

Non-resident pharmacies registered in Indiana are required by Indiana Code to comply with the laws and rules of the state in which they are domiciled. In order to be registered as an Indiana non-resident pharmacy, an applicant must submit numerous documents and fulfill various duties, including verification of the pharmacy’s licensure in its home state. The Indiana Board of Pharmacy relies on other state boards of pharmacy to regulate licensees in their jurisdiction.

ABC Poll Shows Romney Leading by 19% among Independent Voters

The latest Washington Post/ABC tracking poll shows voters moving toward Romney since the third debate:

As Romney hits 50, the president stands at 47 percent, his lowest tally in Post-ABC polling since before the national party conventions. A three-point edge gives Romney his first apparent advantage in the national popular vote, but it is not one that is statistically significant with a conventional level of 95 percent confidence.

Results from the tracking poll were first released Monday evening, and had Obama at 49 percent, and Romney at 48. On Tuesday and Wednesday, the results were flipped, with Romney at 49 and the president at 48. All of the results are among likely voters.

Two of the four nights reported here include interviews conducted entirely after Monday’s debate in Boca Raton

The poll shows Romney winning independents by 19 percentage points:

Should that advantage stick, it would be the sharpest tilt among independents in a presidential election since Ronald Reagan’s 1984 landslide win. (Reagan won independent and other unaffiliated voters 63 to 36 percent, according to the exit poll). Obama won them by eight in 2008.

IS IT TRUE today was the next to last economic reporting day before the election for President of the United States?…the top line and best number was the 3rd quarter economic growth rate which was reported to be 2% annualized which is the best number in 2012 but still less than half of what the Obama Administration projected it would be at this point in time back in 2009 when the stimulus was passed?…included in the report was a statement on the number of Americans that have qualified for permanent disability?…the number of people on disability has increased by 17.3% to 8.8 Million citizens?…the number of people on disability increased by 17,000 people in September alone?…that once a person gets disability it is essentially a lifetime subscription to a monthly government check?…it is suspect with respect to how the number of people who are truly disabled (as in unable to work) could possibly increase by 17.3% from traditional levels?…rather than a real increase in disabled people it is more likely that many of these people could not find a job, exhausted their unemployment, and found a way to be deemed to be disabled as a survival tactic?…when it comes to survival skills human beings are pretty ingenious?…many of these people a year or two ago would have liked a job and done it well?…the economy drove many of the newly disabled to seek sustenance through disability?…these people are not included in the official unemployment numbers and never will be again?

IS IT TRUE that one of the things that the two big political parties fear is the vanishing commodity known as the informed intelligent voter?…people get information that leads them to their decisions from many places but the most trusted place according to a recent Business Industry Political Action Committee (Bipac) found that employees ranked their employer’s website as the most credible source of political information on the Internet, more than media sites or parties and candidates?… Over 75% of the more than 500 respondents from a variety of industries indicated that employer-provided information was useful in deciding how to vote, and over a quarter said it made them more likely to vote?…the following words appeared on the website of a large employer recently and sent some media members and Democrats into a conniption fit?…having read these words over and over looking for something inflammatory or manipulative it is hard to find fault with these words?…that one of the most important things in anyone’s decision process when it comes to voting is how a certain candidate’s proposals will effect ones employer’s prospects for success?

“To help you engage in the political process, we have enclosed several items in this packet. For most of you, this includes information about voter registration deadlines and early voting options in your state. At the request of many employees, we have also provided a list of candidates in your state that have been supported by . . . our employee political action committee. “I want to emphasize two things about these lists. First, and most important, we believe any decision about which candidates to support is—as always—yours and yours alone, based on the factors that are most important to you. Second, we do not support candidates based on their political affiliation.”

IS IT TRUE the misplacement of $1.65 Million by the City of Evansville that was published for the first time yesterday by the City County Observer has been reported elsewhere to have been misplaced by a mere few months?…the reality of the situation is that “13 months” or “over a year” which is the factual reality would not qualify as a few by any reasonable person?…the money has been found and returned to its rightful account so one could take a “no harm, no foul” approach?… that just passes the buck and enables the “let it slide” and “anything goes” for the select to continue in Evansville as it seems like it has for 50 years?…the exposure of idiocy after idiocy and amateurish stunts by the dozen should be used as an opportunity to insert some accountability into Evansville?…it is accountability and cognizance that has been missing for some time?…consolidation will not solve the problem of oblivious living in and out of local government?…consolidation will not inject interest where there is none or inspire vitality among the lazy?…if there had been accountability, cognizance, an engaged public, and vitality in Evansville for the last 50 years there would not be a referendum on consolidation this year?…if these attributes had been in place here in recent history the economic growth would have made the point of consolidation moot as it would have happened naturally sometime in the 1980’s?…success breeds consolidation but consolidation without dramatic change does not breed success?…consolidation is a good idea but is not a magic bullet for anything of substance without the actions of new and better leaders?

(Evansville, IN) – Congressional candidate and career politician Dave Crooks recently released a new desperate campaign ad demonstrating he is unfit to represent Indiana’s 8th District in Congress.
Dr. Larry Bucshon released the following statement:

“The Middle East and South Asia are vitally important regions of the world, specifically when related to our national security. Pakistan has an estimated 100 nuclear warheads and growing radical elements that would like nothing more than to destabilize the current government and gain possession of weapons of mass destruction. While the Pakistani government needs to do more to fight extremist elements within its borders and assist with our anti-terror efforts, and I have voted to place certain restrictions on aid based on these reforms, it would be a mistake to withdraw all US aid and risk allowing radicals to come to power with full use of nuclear weapons.

“This attack is despicable and shows how little Mr. Crooks understands the dangers we face from radical extremism. It is important to note that the vote referenced failed to pass on the House Floor with 285 bipartisan members voting against the amendment, including Democrats Joe Donnelly and Andre Carson.

“This is a clear sign of desperation from a career politician attempting to distract voters and hide from his record of supporting increased taxes, record deficits, Obamacare’s intrusion of the doctor-patient relationship and $716 billion cut to Medicare, as well as the failed economic policies of President Obama. Dave Crooks is off target and off base. I trust the voters in the 8th District to see through this distraction and support my efforts to increase our economic and national security.”
BACKGROUND:
According to the Congressional Research Service (CRS) Dr. Bucshon voted to hold accountable the funds provided to Pakistan based on restrictions and certain benchmarks.

“In its Second Session, the 112th Congress considered and, in some cases, enacted further conditions and limitations on assistance to Pakistan. Among these was a new certification requirement in the Consolidated Appropriations Act, 2012 (P.L. 112-74). Moreover, the National Defense Authorization Act for FY2012 (P.L. 112-81) would withhold 60% of any FY2012 appropriations for PCF unless the Secretary of Defense reports to Congress a strategy for the use of such funds and the metrics for determining their effectiveness, among other provisions.”
According to the Defense Appropriations Bill (HR 1473; 4/11/2011), resources to countries like Pakistan must be “…designated as being for contingency operations directly related to the global war on terrorism pursuant to section 3(c)(2) of H. Res. 5 (112th Congress)…”.
House Roll Call vote 510 (7/7/2011) is an amendment that would have stripped the “Pakistan Counterinsurgency Fund” $1 billion. It failed 140 to 285 with bipartisan support. In Indiana, Congressmen Bucshon, Burton, Carson, Donnelly, Pence, and Young all voted against the amendment.

Indiana Civil Liberties Union Executive Director to Speak at UE

Jane Henegar, executive director of the Indiana Civil Liberties Union, will speak on campus next week in a presentation sponsored by the University of Evansville’s Department of Philosophy and Religion.

Henegar will discuss the mission of the American Civil Liberties Union at 6 p.m. Tuesday, October 30 in Eykamp Hall, Rooms 254-255 in the Ridgway University Center. Her presentation is free and open to the public.

Prior to being named executive director of the Indiana Civil Liberties Union, Henegar taught political science at Butler University and led the Indiana Bar Foundation’s Project Citizen to teach civics to K-12 students in Indiana. She served as interim director of the Coalition for Homelessness Intervention and Prevention following her service as Indianapolis deputy mayor from 2000-2006.

Henegar has held various positions in government, including state director in the office of former Senator Evan Bayh, deputy commissioner and general counsel in the Indiana Department of Administration, executive posts at the Family and Social Services Administration, and judicial law clerk for the Honorable Thomas Reavley, United States Court of Appeals for the Fifth Circuit.

Born and raised in Bloomington, Indiana, she is a 1984 graduate of Bryn Mawr College and earned her law degree in 1988 from Indiana University Maurer School of Law.

The Misplaced $1.6 Million Dollars: An email from Councilman John Friend to the City Council

Dear Colleagues…

Attached is an email that I sent to Steve Schaefer concerning mis-directed Ford Center payments applied to the North H.S. project instead of the Arena totaling $1,645,000. The funds have been credited back to our accounts this month. As you all are aware, I have been requesting an audit on the Arena Project since May of this year. The administration, per my request, asked the SBOA to schedule the audit, but, nothing, at this time, has been scheduled by the SBOA. As it seems, payments were paid out of are trust fund to the benefit of EVSC. Oddly, this happened in September of 2011 totaling approx $1,434,000 and, again, in April of 2012, totaling $207,000. We, as the council for Evansville, should be strongly encouraging an audit. What other transactions have gone unnoticed And, why wouldn’t the EVSC contact the Bank indicating the error, twice, may I add? According to the bank officials, they indicated that this was simply an error, and was recently corrected, discovered by the bank, not by the City nor the EVSC.

As such, my dear colleagues, I, personally have had enough of the lack of reconciliation and weak internal controls, and, this is WHY I have strongly urged us to engage our own oversight representative. Please see the attached disbursement journals and pay attention to the term “North Campus” which should have been a “red light” for the City to react. I have requested from the Bank to provide emails to establish the timeline and individuals involved in these transactions.
