CCO Announces Judge Trockman As Its Third “Mole Award” Winner of 2013

The City-County Observer is excited to announce that the Honorable Judge Wayne Trockman has been selected as the third “Mole Award” winner for 2013. Judge Trockman is nationally recognized for his work in creating the Vanderburgh County Drug Court. Trockman’s “Drug Court” has proven highly successful and quickly became a model for other counties in Indiana to duplicate. In the current judicial model non-violent offenders are rehabilitated in small, segregated communities where they receive counseling and help with their addiction. Due to the success of Trockman’s “Drug Court” the rate of re-offenders in Vanderburgh County has been drastically reduced.

In addition to his impressive judicial career Judge Trockman spends much of his off-time participating in various organizations to bolster the community. Judge Trockman served as Co-Chair of the Volunteer Lawyer Association of Southwest Indiana from 2006 to 2012, which provides pro-bono legal services to the poor in thirteen counties within it’s district. Judge Trockman is also a recipient of the esteemed Jefferson Award from the American Institute for Public Service for services rendered to the community. These are just a couple examples in a long list of awards and accomplishments that Judge Trockman career has seen both on and off of the bench.

It is for these reasons that the City-County Observer “Mole Award” selection committee has chosen the Honorable Judge Trockman as one of its recipients for 2013. Ron Cosby, CCO Chairman of the Board, spoke of Trockman, “Judge Trockman is not only regarded as one of the top judges in Indiana, he is also considered to be an outstanding leader of this community.” Judge Trockman’s selection as a recipient of the “Mole Award” follows the selection of Matthew Burkhart of Newburgh for his work in lobbying reformation of child labor laws in Indiana and Judge Trockman’s son Ben Trockman for his work in addressing the enormous challenges facing special needs persons traveling by air. This is the first time a father and son have won a “Mole Award” in the same year since it’s inception. The winners will be presented their “Mole Awards” during this year’s annual City-County Observer “Mole Awards” Banquet to be held at Casino Aztar in October.

IS IT TRUE Muncie, Indiana Mayor Dennis Tyler and the Muncie City Council are hoping what is being described as a property tax disaster might not be as bad as it appears?…it was only yesterday that it was discovered and report that it is possible that a $9 million shortfall in property tax revenue for this year will impact the combined budgets of Delaware County, the City of Muncie, and the school corporation that serves both?…$6 Million of those dollars are identified as being a shortfall to the City of Muncie alone?…the problem in Muncie has been traced to a legislative change in the verification of every homesteaded property in the State of Indiana?…the Legislature instructed the auditors of each county to send “pink” forms to all homesteaded properties to verify the homeowner still lives in the home and is entitled to the exemption?…the changes and the declassification of homesteaded properties that failed to respond after 5 notices forced many properties below the circuit breaker caps implemented constitutionally by Indiana cap residential property taxes at 1% of assessed value per year?…yesterday it was revealed that Muncie is having a budget shortfall but it is widely expected that many other cities including Evansville are about to learn that they will have multi-million holes blown in their budgets THIS YEAR?

IS IT TRUE if as expected the City of Evansville will be impacted proportionally to Muncie that there could be as much as a $10 Million shortfall in the current budget?…this will not be the first time that Mayor Lloyd Winnecke who is currently touring Amsterdam and Osnabruck in Germany has been stung by something attached to the Homestead Tax Credit?…in 2009 it was now Mayor Winnecke who honored the request of his buddy then Mayor Weinzapfel and called the now infamous meeting where Vanderburgh County became the only county in Indiana to eliminate the Homestead Tax Credit by silence and inaction?…this all worked out when the City County Observer exposed this sneaky scheme and the Governor Mitch Daniels came in at the last minute to reinstate the Homestead Tax Credit for the homeowners of Vanderburgh County?…it is truly ironic that the Winnecke Administration may be dealing with a cash shortfall due to the Homestead Tax Credit coming back to bite them on the backside?

IS IT TRUE that at this point the authors of the Affordable Care Act (aka ObamaCare) are taking every opportunity to distance themselves from this bill that has been characterized by its principle author as “AN IMPLEMENTATION TRAINWRECK”?…that author, Senator Max Baucus is so afraid of what is about to happen the he is not even going to run to keep his seat next year?…ObamaCare that was touted as saving each American family $2,500 per year is now on track to increase health insurance premiums by about $3,500 per year on the average family that now only earns about $51,000 per year down from $55,000 in 2009?…this $6,000 reverse of fortune for the average American family amounts to a 12% pre tax pay cut on top of the $4,000 real pay cut they have already absorbed?…ObamaCare must not be fooling anyone in the United States Congress though because it was recently revealed that they are making haste to EXEMPT THEMSELVES AND THEIR STAFFS FROM IT?…if this action is taken the American people should resolve to never return even one person who “VOTED FOR IT SO THEY COULD FIND OUT WHAT WAS IN IT”?…this unintended (maybe) monstrosity makes the bumblings of local government in Evansville look like child’s play?…it is time to institute the age old activity of reading, learning, and thinking things through back into government of all levels?…the things that only government can do are too important to leave the execution of these tasks to scatter brained narcissists?

Telehealth bill signed into law

STATEHOUSE – Senate Enrolled Act (SEA) 554, sponsored by State Representative Ron Bacon (R-Chandler), was signed into law by the governor today. SEA 554 addresses telehealth, which refers to patient monitoring in the home by a health care provider from a distance.

“I was very pleased to see this bill receive so much support in both chambers this session,” said Rep. Bacon. “As a healthcare professional and a member of the Committee on Public Health, this issue was very important to me. I worked very closely with the Senate on carrying this bill and believe it will benefit Hoosiers all over the state.”

The bill will require the office of Medicaid Policy and Planning to reimburse home health agencies, rural health clinics and federally qualified health centers for doing medical consultations, diagnoses and monitoring using videoconferencing, telephones or computers.

The shortage of physicians and psychiatrists is a limiting factor on patients’ access to care, especially in rural areas. Telehealth and telemedicine services allow physicians and psychiatrists to care for their patients without having those patients travel to receive them. Physicians save precious time and money by not needing to visit patients in their homes.

“St. Francis Health has done this for a while and has noticed significant savings. Specifically for congestive heart failure, there is normally a one in four readmittance rate, but with telehealth, there is a one in twenty readmittance rate. Reducing the readmission rate means that patients are having healthier outcomes, and the process is less costly,” said Rep. Bacon.

Mayor Lloyd Winnecke Makes Official Visit to Osnabrück, Germany

Will tout benefits of Sister City relationship, business and educational exchanges

Mayor Lloyd Winnecke has arrived in Osnabrück, Germany to visit dignitaries in our Sister City and express his support for continuing the the educational, economic and cultural exchanges between Evansville and Osnabrück. This is the Mayor’s first visit to Osnabruck, Germany and his first official diplomatic trip to a foreign country representing the City of Evansville.

Mayor Winnecke arrived in Osnabrück today. He will meet this afternoon with the head of the Osnabrück Chamber of Industry and Commerce and Greg Wathen, President and CEO of the Economic Development Coalition of Southwest Indiana. Wathen arrived in Osnabrück Monday and has held several meetings with German business leaders in preparation for the Mayor’s arrival.

On Thursday, Mayor Winnecke will attend a ceremony in the Hall of Peace of the historical Rathaus (town hall) in recognition of the 25th anniversary of the twinning between Osnabrück and Greifswald, Germany, followed by a reception hosted by Mayor Burkhard Jasper. Mayor Winnecke will also accompany Mayor Jasper to the opening of May Week on the Marketplace. The evening will conclude with a tour of the May Week circuit and the opening of Europadorf (Europa Village).

On Friday, Mayor Winnecke will travel to the Museum Industriekultur (Museum of Industrial Culture), followed by lunch in the Piesberg Community Center. The Mayor’s afternoon schedule includes a lecture on the topic of conversion and visits to former Army barracks (Winkelhausen barracks, Scharnhorst barracks and von-Stein barracks).

On Saturday, Mayor Winnecke will attend a book presentation at Stadtbibliothek (the city library for children and youth). The Mayor wraps-up his visit at the official dinner in the Steigenberger Hotel Remarque with an exchange of gifts with the Osnabrück delegation and brief remarks.

In his remarks, Mayor Winnecke will praise Evansville’s continuing relationship with Osnabrück and offer support for expanding economic and educational exchanges between the Sister Cities. He will also thank the University of Applied Sciences in Osnabrück and Osnabrück City Council for awarding a scholarship to Amanda Risher.

Amanda is a 2013 graduate of the University of Southern Indiana with a degree in German Studies. She will receive a full scholarship (tuition, room and board) to attend the University of Applied Sciences this summer.

At approximately 3 PM yesterdayuser3632-1368065595-media1_000000_187_240_PrsMe_, Vanderburgh County Sheriff’s Deputies were dispatched to 3031 Allens Lane, to investigate a report of a person being shot.

The Indiana State Police received a call from the Time Warner Call Center in Louisville, Kentucky stating that they received a call originating from the Allens Lane address, where a male caller notified the cable company that someone in his house had been shot and that he needed deputies. We also received secondary information that a text was sent from a resident of the address that he was shot.

Indian State Troopers and Vanderburgh County Sheriff’s Deputies arrived on scene and quickly established a perimeter. With a secure scene, negotiators from the Sheriff’s Office were able to make contact with resident Kent Stephens. Stephens refused to come out of the residence allowing deputies to determine if anyone was hurt. After approximately 45 minutes of intermittent contact with Stephens, he was convinced to exit the residence. Stephens was tased while being taken into custody.

Further investigation revealed that there was not a shooting and that the call and text had been fabricated.

Stephens was subsequently arrested and taken to the Vanderburgh County Detention Center.

ST. MARY’S WARRICK TAKING APPLICATIONS FOR SUMMER TEEN PROGRAM

st. marys logoApplications are now being accepted for the Summer Teen Volunteer Program at St. Mary’s Warrick Hospital.
Participants will have the opportunity to volunteer in one of several areas, including the emergency room, gift shoppe, business office, purchasing department, rehabilitation department, and flower delivery services. Through volunteering, teens will learn valuable life skills, develop their work ethic, and find fulfillment through serving their community.
Candidates will be interviewed and, if accepted, assigned to a specific service within the hospital on a first come, first served basis. The program will run from June 10th – July 19th. Completed applications should be turned in no later than May 20th. Volunteers must be 14 years old by June 1st in order to participate. The program is open to teens from any county in the region.

EPD hosting Crisis/ Hostage Negotiation School

The Evansville Police Department is hosting a Crisis/ Hostage Negotiation training course this week. The 40 hour course is the first in a series of four progressive courses.
The course is designed to prepare law enforcement personnel to mediate threats involving barricaded subjects, suicidal subjects, and hostage takers.
The media is invited to observe the students participating in a negotiation exercise on Thursday May 9th at 2:30pm. The exercise will be held at the Southwest Indiana Law Enforcement Academy. The SWILEA is located inside the CK Newsome Building at 100 E. Walnut.

First responders travel to Indy today for signing of HB 1111

Several Evansville first responders will travel to Indianapolis today to witness Governor Pence sign HB 1111. The bill will be signed into law at the Statehouse at 3:15pm, Indianapolis time.
HB 1111 is a unique bill that will give individuals trained in tactical emergency medicine the recognition and legality to perform in immediate life-saving circumstances. These individuals include members of the SWAT team who are trained to handle these kinds of situations.
The first responders, who have been trained to handle critical active shooter situations, are currently not recognized or able to legally perform these life-saving skills. HB 1111 will give these individuals the green light to use their skills to immediately and appropriately act in times of distress.
The bill allows for the practice of tactical emergency medicine if the individual:
1. is an emergency medical technician, an advanced emergency medical technician, or a paramedic;
2. is employed by a law enforcement agency or an emergency medical services agency to provide retrieval and field medical treatment to victims of violent confrontations; and
3. has successfully completed an accredited educational training program in tactical emergency medicine.
The bill was crafted by EPD Officers Lenny Reed, Ryan Winters, Mike Ward, and EFD Firefighter Eric Gentry. The bill was introduced by Representative Wendy McNamara.
