Zoeller, 48 other AGs call on Congress to give states better tools to combat sex trafficking

INDIANAPOLIS – Indiana Attorney General Greg Zoeller and 48 other attorneys general called on Congress today to help states fight prostitution and child sex trafficking by amending a federal law.

 

In a letter to key members of Congress, the attorneys general advocated that Congress amend the Communications Decency Act to provide criminal jurisdiction to state and local prosecutors.

“For Indiana and other states to be more effective in combating prostitution and child sex trafficking, the Communications Decency Act should be updated,” Zoeller said. “An amendment to this federal law could give local prosecutors the tools to hold accountable those who use technology to promote sexual exploitation.”

According to Zoeller, the Communications Decency Act of 1996 was drafted when the internet was in its infancy.  He said the purpose of the act was to protect children from accessing indecent material online, but courts have interpreted certain provisions of the act to provide immunity from State prosecution to online classified sites, such as Backpage.com.

Zoeller said prostitution is a local crime and absent interstate travel, federal property, or the involvement of a minor, prostitution is not a federal crime. While the Communications Decency Act provides criminal authority to the federal government, the attorneys general believe that criminal jurisdiction needs to be extended to help combat these crimes.

Local prosecutors report that prostitution solicitations have largely moved online. Backpage.com, for example, generates an estimated $3 million to $4 million per month in revenue. While many websites include adult services sections, more than 250 children, in at least 35 states are known to have been trafficked on Backpage.com.

Prior to the Super Bowl in Indianapolis in 2012, Zoeller urged the Indiana General Assembly to pass critical amendments to strengthen Indiana’s human trafficking law to facilitate recovery of trafficked victims and prosecution of traffickers. In 2013, Zoeller recommended updating the law to include that all youths below age 18 used in prostitution and/or sexual performances/conduct are victims of illegal child trafficking, which closes a potential loophole and removes a potential legal defense for criminal traffickers.

Zoeller is the co-chair of the Indiana Protection for Abused and Trafficked Humans (IPATH) task force. The task force has trained more than 5,800 persons including law enforcement, cab drivers, first responders, medical professionals and others so that they can identify human trafficking victims and know how to respond. Zoeller works with more than 60 organizations across the state to identify and recover and serve victims of human trafficking.

As part of the public awareness effort, the Attorney General’s office is collaborating with Truckers Against Trafficking (TAT) and the Indiana Motor Truck Association (IMTA) to educate Indiana truck drivers about sex trafficking. The IMTA is challenging their members to provide training on human trafficking for all their drivers, and TAT has provided thousands of training DVDs, wallet-sized trafficking indicator cards, and decals to be placed in truck cabs, which display the National Human Trafficking Hotline number. Zoeller’s office is also working with the Indiana Hotel and Lodging Association, the Indiana Law Enforcement Academy, Connect2Help 2-1-1, Prevent Child Abuse Indiana which is a division of The Villages, IARCCA – An Association of Children and Family Services, as well as training first responders and a number of state and federal agencies to identify and refer labor and sex trafficking victims.

Zoeller is the co-chair of the National Association of Attorneys General Standing Committee Against Human Trafficking and has been publicly supportive of many efforts to combat trafficking, including an initiative to reduce demand called “Don’t Buy the Lie.

Evansville man arrested after failed robbery attempt

Evansville Police arrested 19 year old CHRISTOHER DEBOSE following an attempted armed robbery near Fares and Virginia this morning.
Police responded to the robbery at 6:45am and were given a description of the suspect, Debose. An officer spotted him near Fares and Columbia and Debose ran across Hwy 41. Another officer saw Debose run into a vacant home in the 1600 block of E. Indiana. Debose was taken into custody in the home.
The victim of the attempted robbery, Christopher Blessinger, told officers he was walking on Fares near Virginia when Debose walked up to him and asked him some questions. Blessinger said Debose then pulled out a knife and demanded that he empty his pockets. Blessinger told officers he said no and ran away and called 911. Blessinger confirmed Debose was the person who tried to rob him.
Debose was arrested for Attempted Robbery and Resisting Law Enforcement.

Bucshon Votes for Regulatory Certainty on Coal Ash

(Washington, DC) – Representative Larry Bucshon (R – Ind.) released the following statement after the House passed H.R. 2218, The Coal Residuals Reuse and Management Act of 2013.  H.R. 2218 replaces the Environmental Protection Agency’s (EPA) plan to regulate coal ash as a hazardous waste with a state-based program that sets enforceable standards protecting thousands of jobs and preventing the increase of electricity and construction costs.

 

Representative Bucshon (IN-08) said:

 

“With every Hoosier coal mine located in the 8th District, this bill is critical to protecting thousands of jobs here in Southwest Indiana and keeping energy prices low across the state.

The Administration has taken a radical approach to coal ash regulation, despite the EPA’s own 1993 and 2000 studies concluding this byproduct is not hazardous.

 

“Coal is necessary to an all-of-the-above energy plan and vital to our nation’s energy production that sustains good-paying jobs. This administration cannot continue to implement an ideological agenda that harms hardworking families.”

 

Harnessing the beneficial use of coal ash will provide for low-cost durable construction materials, keep electricity costs low, and will reduce the amount of waste going into impoundments and landfills.

 

Instead, the EPA’s current classification is estimated to put over 300,000 jobs at risk and cost up to $110 billion over 20 years.

Indiana, especially the 8th District, is home to an abundance of natural resources that are vital to our state’s energy production and a vital source of high paying Hoosier jobs.

 

·         88 percent of all electricity generated in Indiana is from coal and 100 percent of the coal production in Indiana is done in the 8th District.

·         This natural resource is vital to our state’s energy industry and supports over 3,300 direct mining jobs and approximately 12,000 indirect mining jobs.

·         27 percent of Indiana’s GDP is from manufacturing, which is dependent on coal-fired electric generation.

·         In 2010 Indiana mined around 36 million tons of coal and consumed nearly 65 million tons.

·         Currently, Indiana has more energy underground in the form of coal reserves than the entire United States does in the form of oil and gas reserves.

·         Indiana’s demonstrated coal reserve base of over 17 billion short tons is enough to maintain current level of production for over 500 years.

·         The reserve base for the entire Illinois Basins, which includes Indiana coal, is over 130 billion tons is enough to meet entire U.S. coal demands for over 100 years.

Bus drivers in the EVSC who are interested in learning several Spanish phrases in order to better communicate with the students riding their busses, are now being given that opportunity – through a course offered by the EVSC. Nearly 3.5% of the student population in the EVSC is Hispanic. Customer service is an important facet of the work that takes place in the EVSC, and bus drivers are the first individuals to see students in the morning, setting the tone for the rest of the school day.

 

This week, and early next week – drivers will be in attendance at this one-hour, voluntary class. They will also receive a quick reference guide for their bus, as well as a booklet and CD to continue learning on their own after the class.

IS IT TRUE the City County Observer would like to start today’s IS IT TRUE with a retraction?…we stated yesterday that Evansville City Council members Missy Mosby and Jonathan Weaver voted against going forward with the McGladrey study that recently exposed many weaknesses and much delusion in the City of Evansville’s IT department?…that particular study did not have a vote associated with it but did have much discussion associated with it before Councilman John Friend convinced the Council and the Office of the Mayor to appropriate some funds to pay McGladrey to do the study?…the rest as they say has set the stage for whether or not the City of Evansville will remain in the IT dark ages with no hope of coming out or whether the ship will be righted and people who McGladrey would consider as qualified will be hired to provide strategic thinking to replace the reaction based mode of operation?…what Council members Weaver and Mosby openly opposed was doing an audit of the Ford Center construction project and hiring Financial Consultant David Garrett to investigate the problems associated with reconciliation of the City of Evansville accounts?…all three of these actions were designed to bring third party analysis to play in critical areas of the City’s operations?…we apologize to Mosby and Weaver for our error in yesterday’s IIT crediting them for opposing all three accountability efforts?…they only opposed two?

IS IT TRUE that our reader’s polls of late have been rather illuminating with respect to what our readership prefers in the future of Evansville?…after a number of challengers potential candidates for the democrat nomination for Mayor in 2015 the only potential candidates to get significant support were County Commissioner Steve Melcher and Councilman John Friend?…of those two Commissioner Melcher seems to have more support at this date to oppose Mayor Winnecke in 2015?…there were many comments and emails that wanted us to present Rick Davis or someone who has never held office before as an opportunity?…as we have stated before we will continue to honor Mr. Davis’s new career and keep his name out of the polls?

IS IT TRUE that our most recent polls asking our readers to prioritize what projects under consideration (or federal mandate) have the most support?…thus far biting the bullet and getting on with the business of doing what it takes to get the combined sewer situation into EPA compliance is the overwhelming choice as the top priority of the City?…coming in a solid second is reorganizing the IT and Controller’s office so we never again have to deal with a situation where city government can’t balance its books and is behind the eight ball on even having a clue about IT technology?…we put in a silly choice of a downtown ski slope for dogs named Blue and it got more votes than either Roberts Park or the $37.5 Million downtown Convention Hotel giveaway?…towns like Evansville, Detroit, etc. that are in decline have to have priorities and basic services that cities have to provide to even be viable should always be at the top of the list?…temples to sport, dog parks, skateboard ramps, and elysian fields will never be above basic things like sewers, water, police, fire, and other basic services?…local government once again is carrying on the age old tradition of doing the opposite of what they should be doing?…at least this time it seems as though the people of this town are finally getting it?

IS IT TRUE that Evansville is in the national news for yet another scandalous bit of silliness?…CNN is reporting that Sydney Leathers who actually lives in Princeton is from Evansville?…that is incorrect that she is from Evansville but the herd watching the evening news will not remember that?…Ms. Leathers’ claim to fame is that she is the online romance partner of Anthony Weiner who was trying to rise from the political grave that he sexted and trolled his way into in a previous life as a Democrat congressman from New York City?…it has actually been reported that this moron (Weiner) actually consulted with his 23 year old online romance partner about whether or not he should run for Mayor of New York?…as long as alpha narcissists are the only people willing or capable to win elected office the coast to coast circus will continue?

EPD_PATCH_2012EPD Officers Lenny Reed and Ryan Winters attended an accredited, comprehensive, 81-hour tactical medic training program that was created by Cypress Creek EMS. Cypress Creek EMS has a Tactical Medic Team that are highly trained paramedic/police officers who provide operational medical support to public safety agencies during tactical law enforcement operations at the local, state, and federal levels.

 

The Tactical Medical Training course is in high demand and draws an international audience each year. By training law enforcement officers to a level that would allow advanced medical care to be provided on an immediate basis during high-risk operations could be the difference between life and death.

 

Officers that receive this training can provide an expanded scope of pre-hospital emergency medicine where it is needed most; in a volatile and uncertain environment, where time of treatment is most critical. In the past, state law prohibited many levels of emergency medical treatment to be performed unless a person had certain certified medical education/training.

 

Knowing that our local EMS provider will not enter an area if it is deemed unsafe or unstable, which would delay critically needed emergency medical treatment for individuals and due to being involved in high risk incidents during the course of their duties with the EPD, where people suffered from severe injuries, Lenny and Ryan knew that more needed to be offered than just the legally allowed basic treatment options.

 

Lenny and Ryan started the campaign to bring a higher level of emergency medical care to a tactical incident with their mission of “Bringing good medicine to bad places.”
