Evansville Police investigating possible attempted abduction

EPD PATCH 2012Evansville Police are investigating a possible abduction attempt that happened in the area of Maryland and Lafayette around 2:30 this afternoon.
The 13 year old who reported the incident told officers she was walking in the area and was approached by a man driving a white Chevy Truck. She did not know the man and did not recognize him.
The man began talking to her as she continued walking. When she did not stop to talk to him, she said the man got out of the truck and came towards her. She told investigators that she started running and he chased her for a short distance. He then ran back to his truck and left.
She described the truck as a white 2000’s model S-10, possible with an extended cab. The left rear tail light was broken out.
The man was described as a black male, mid 30’s, around 5″09 and 155lbs. He has corn rows in his hair and had a mustache with some gray in it.

IS IT TRUE the City of Evansville is now in possession of the letter from RGL Forensics that covers the topic of accounting activities during the Ford Center project?…the good news is that no willful fraud has been identified by RGL and no one will be facing charges?…the bad news is that this “Initial Observation” by RGL has identified some sloppiness in the accounting processes that looks more like an accountants version of an Evansville City Park than a report about a tightly run ship?… the study stated that “David Garrett’s lead sheets do raise questions as to the accuracy of the information reported in the accounts and we cannot discount the possibility that accounting irregularities may have occurred?”…the study also brought up the fact that a Kansas City company was overpaid by $350,000 and that no one seems to know whether or not that money has been returned to the City of Evansville?…while there was nothing illegal identified in the audit the fingerprints of SNEGAL (sneaky but legal) were all over the Ford Center project in the form of contractors who made political contributions to politicians who were in the approval cycle of the project?…like it or not when a politician is part of making a project happen and then is the recipient of donations from contractors, suppliers and consultants who materially benefitted from that project of public dollars has occurred and the judgment process of such politicians has been compromised?…this pass through of public dollars into the campaign coffers of politicians SHOULD BE ILLEGAL AND HAS COSTS THE TAXPAYERS OF EVANSVILLE PLENTY?

IS IT TRUE it has now been approximately 2,000 days since a smiling former Mayor announced to the people of Evansville that he had made a deal to get the McCurdy Hotel refurbished into 90 luxury apartments?…despite this premature announcement of a half baked project after 2,000 days the McCurdy looks like the Wreck of the Hesperus with broken windows and graffiti dominating its former imposing but now rotting shell?…many of our readers are beginning to believe that the McCurdy Hotel is destined for the wrecking ball because of neglect?

IS IT TRUE it has also been nearly 2,000 days since that same former Mayor and his Director of Metropolitan Development Tom Barnett announced a deal with Historical Landmark Indiana to refurbish the old Greyhound Bus Station?  …because of Historical Landmark Indiana failure to follow its commitment  the Greyhound Bus Station it now considered to be schedule to a future  wreaking ball project.  …the results are similarly abysmal to those of the McCurdy as the old Greyhound Station is deteriorating and some days even sending forth foul odors that are reminiscent of a stroll through Bee Slough after a big rain?…it is in Evansville as it is in Washington true that government has lost its ability to do anything but push meaningless papers around and claim future victories to distract voters from the malaise of the present?

IS IT TRUE we now wait word from our new Mayor, Department of Codes Enforcement part of the Evansville Building Commission, Evansville Historic Preservation officer and the officials of  Historical Landmark Indiana what they are planning to do with the McCurdy and the Greyhound Bus Station?

IS IT TRUE yesterday President Obama relented to pressure from former President Clinton, the 15 Democrat Senators who gave him a Friday ultimatum, and the American public that has driven his job approval rating into the 30’s and changed one of the bedrock requirements of the new health-care law by yet another executive order?…the President took this action to fulfill his promise to allow people to keep their insurance plans if they want?…this sane act in no way changes the fact that the President stood in front of the American people and told a bold faced lie more than 30 times during the last 4 years?…insurance companies, lawyers, and pundits immediately pounced on this announcement as not passing constitutional muster and hanging new buyers of health care out to dry by essentially pooling the old, sick, and previously uninsured into what will certainly be one of the most risky insurance pools ever created?…while the President’s move was aimed at solving a problem that was threatening the president’s credibility and public faith in the law, it raised a slew of new questions, including whether insurers would adjust, whether millions of customers would pay higher premiums and whether states would make the fix available?…the only thing that is certain about this portion of America’s health insurance markets is that for those who have been cancelled due to ObamaCare that CHAOS is the result of a government that had the hubris not to read the bill, to blatantly lie, and to carve the bill up by executive order at the will of the Chief Executive who is not supposed to make laws?…if this does not teach the voting public a lesson on voting in experienced people then more CHAOS will follow until the good old USA goes the way of the Roman Empire?

IS IT TRUE that the Wall Street Journal reports that 2014 has already set a record for native born Americans renouncing their citizenship?…during the first 9 months of 2013, 2,369 Americans moved to other countries and renounced their citizenship?…the previous high happened in 2011?…the reason stated by many of these former citizens are the economic policies of the Obama Administration?

Dear Colleagues

Now that we all have been in procession of the letter from RGL Forensics for a couple of days, I believe we need to discuss what we should do with the report. It is my contention that since it was paid for with the Public’s money that it needs to brought to the City Council floor for discussion. We can debate as to its need; but I contend that we still need to share the report’s content with our Mayor and the Public, as some months ago, Mayor Winnecke reflected to me that he was “looking forward to reviewing the consultant’s findings”.

Various Issues have come forth:

1, Dave Garret’s “Lead Sheets” were not compiled on the City Council’s nickel. He and Councilman Friend did that work independently.

2. The conclusion (Pg 4, Paragh 4) by RGL Forensics speaks for itself – “We do not believe that the Garret Lead Sheets confirm that accounting irregularities occurred within the accounts of the Ford Center Construction Center. Yet the lead sheets do raise questions as to the accuracy of the information reported in the accounts and we cannot discount the possibility that accounting irregularities may have occurred. ”

3, It is presently unknown by me as to whether the ~$350,000 overpaid to the Kansas City steel company has ever been recovered or not. If not, what remedies are being pursued ? Although some have said such an overpayment is relatively “chump change” in a project of ~$129,000,000 (?), that sum could maintain a family of four for almost a decade. So I would like to know.

4. Some feel this study was a waste of taxpayer money. I, for one, do not in that I seriously doubt any review study would have been done at all, if we had not pursued this course. It is akin to me of doing a preoperative baseline hematocrit: the fact that it comes back a little abnormal helps the surgeon know when to transfuse blood. Our study clarifies the data for all to evaluate.

5. In my opinion, the recommendation (Pg 5) by RGL Forensics that “Therefore as a possible alternative, we recommend that a selected Garret Lead Sheet (or multiple sheets) be investigated completely to verify whether it is associated with intentional material misstatement. The conclusions from that investigation could then be used as a guide in determining whether a forensic audit is warranted. We would recommend Garret Lead Sheet No. 5, Purchase of the Executive Inn Hotel. “should be brought forth for a vote at City Council ASAP. I think one has to follow the recommendation of one’s consultant, but I am not an accounting expert….And I represent only one vote.

6. Through both our and the Administration’s efforts to review this situation, we have been able to create a substantive change of policy. From now on, there will be a Public Representative on every major City construction project. The Downtown Convention Hotel is an example of this excellent improvement. We all will be privy to real time accurate reports on how the Public’s money is being spent. This information was not promulgated during the Ford Center’s construction.

Please consider the above carefully. After due deliberation, communicate your desires to Chairwoman Robinson, Finance Chair Friend, Lawyer Danks or myself.

“Mr. Speaker, as a physician, my goal is to make certain that every American has access to quality affordable health care.

“The President and Congressional Democrats promised that you can keep your health insurance if you like it.

“Well, we learned yesterday that in my home state of Indiana only 701 Hoosiers have signed up successfully for the Affordable Care Act while over 108,000 Hoosiers have had their current plans cancelled.

 

“I think the people know this promise has not been kept.

 

“Mary from Evansville, Indiana wrote to me about this very thing. She said:  ‘Our insurance is excellent. I had a heart attack a year ago – we met our deductible this year, but insurance has paid for everything recommended, including two months of cardiac rehab, prescriptions, and hernia surgery this summer. My insurance and my doctors saved my life, and now both are at risk.’

 

“On Facebook, Andrea wrote that she was able to extend a plan for her and her son until next December, and then it would be cancelled.  She went on to say, ‘What happened to if you want to keep your healthcare, you can?’”

 

“And finally Allen summed up his frustration in one sentence: ‘I will not have insurance beginning January 1. End of story.’

 

“Mr. Speaker, these are real stories that affect real people; hardworking families just trying to get by.

 

“Mr. Speaker, we need to hold the President and Congressional Democrats to their promise.”

 

Earlier this week, Bucshon asked for constituents to share their experiences with the Affordable Care Act with him via the website,www.bucshon.house.gov/yourstory.  Constituents are still encouraged to send these stories through the webpage, social media, letters, or by calling Bucshon’s office.

 

Becky Kasha Named Vice Chairman Republican Party

Wayne Parke, Chairman on the Vanderburgh County Republican Party is please to announce his appointment of Becky Kasha to fill the vacancy of Vice Chairman of the Vanderburgh County Republican Party.
Becky comes to the Central committee after a law career that spanned almost 25 years. Throughout her career, she was actively involved in efforts to make the community a better place to live and work. Her efforts range from the Ark Crisis Child Care Center to the Zoo. She currently serves on the boards of the Ronald McDonald House, VOICES, Inc., and the YWCA. She also works with local non-profits by coaching start-ups and consulting on start board development and fundraising.

Becky is married Dr Ed Kasha. They have two children–one at Purdue University and one at Indiana University.

 

Five Local Troopers Recognized for 25 Years of Service

Five Indiana State Police Troopers assigned to the Lowell Post were recognized yesterday for achieving a milestone in their respective careers, 25 years of service to the Department. Each of the five was a member of the 46th Indiana State Police Recruit Academy that graduated on November 13, 1988.

Superintendent Douglas G. Carter presented awards in the form of certificates and longevity medals to the following:

Master Trooper Mike Hemphill is a graduate of North Judson/San Pierre High School. Upon his appointment, Hemphill was assigned to the Lowell Post where he worked Starke and Pulaski Counties. During his career, Hemphill served as a Field Training Officer (FTO), was a member of the Tactical Intervention Platoon (TIP), and spent fifteen years on SCUBA. Hemphill is a graduate of the Harley Davidson Police Motorcycle School which allows him to serve the Department as one of its motorcycle patrol units since 2007. He resides in Starke County with his family.

Sergeant Wanda Clay is a graduate of Horace Mann High School; she graduated with two Bachelor Degrees in Organizational Management and Criminal Justice from Calumet College. Clay also received a Master’s of Science in Management from Indiana Wesleyan in Indianapolis. Upon her appointment, Clay was assigned to the Indiana Toll Road where she worked Lake County. In 1996 she was promoted to Corporal and transferred to the Lowell District. Clay was promoted to Sergeant in 1998 and was transferred to Commercial Vehicle Enforcement Division in 2009 to serve as a squad leader. During her career, Clay has served as a FTO, a member of TIP, was a 1st Responder Instructor, and was a Field Training Officer Coordinator. She resides in Lake County with her family.

Master Trooper Erik Gilliam is a graduate of Roosevelt High School; he also served in the United States Army for six years. Gilliam has a Bachelor’s Degree in Criminal Justice and Safety Public Environmental Affairs. He is currently working on a Master’s Degree. Upon his appointment, Gilliam was assigned to the Lowell Post where he worked Lake County. He also served as a gaming investigator and was a member of TIP. After serving as a gaming investigator Gilliam was reassigned to the Indiana Toll Road until 2003 when he was reassigned to the Lowell Post. He resides
in Lake County with his family.

Master Trooper Lionel Douglas is a graduate of Roosevelt High School; he is also a graduate of Lincoln Technical Institute in Indianapolis. Upon his appointment, Douglas was assigned to the Lafayette Post where he worked White and Carroll Counties until he transferred to the Lowell Post two years later. Douglas has served as a FTO, a member of TIP, and served as a gaming investigator for ten years.
After serving as a gaming investigator Douglas was reassigned to the Lowell District where he works Lake County. He resides in Lake County with his family.

Master Trooper Dave Eggers is a graduate of Portage High School; he also has a Bachelor’s Degree in Criminal Justice/Public Administration from Indiana University. Upon his appointment, Eggers was assigned to the Lowell Post where he worked Porter and LaPorte Counties. In 1995 Eggers was transferred to the Commercial Vehicle Enforcement Division (CVED) and was assigned to the Indiana Toll Road for ten years. He was then assigned to the Federal Auditing in CVED for three years. Eggers was then transferred in CVED to work at the Lowell Post. He has also served as a FTO, a member of TIP, crash reconstructionists, and a Defensive Tactic’s Instructor. Eggers resides in Porter County with his family.

(Washington, D.C.) – At a Science hearing on Thursday, Congressman Larry Bucshon, a physician, questioned Environmental Protection Agency (EPA) administrator Gina McCarthy about the impact of the administration’s new coal regulations on Indiana.

In September, the Administration announced new regulations that are likely to prevent the construction of new coal-fired plants.
