Driver Arrested for Driving Under the Influence of Marijuana

Knox County – Monday afternoon, December 2, at approximately 4:30, Trooper Brent Gramig stopped the driver of a GMC Jimmy for failing to indicate a turn at 19th and Hart Street and for driving down the middle of Bayou Street north of 12th Street in Vincennes. The driver was identified as Steven T. Richardville, 22, of Vincennes. During the traffic stop Trooper Gramig detected signs of impairment. A search revealed a small amount of marijuana and a smoking pipe in Richardville’s pants pocket. Further investigation revealed Richardville was under the influence of marijuana. He was arrested and taken to the Knox County Jail where he is currently being held on bond.

IS IT TRUE that merchants across the City of Evansville expressed such an outrage to City Officials over the fines that Franklin Street businesses were threatened with by the Area Planning Commission’s so called “Sign Nazis” that both Mayor Winnecke and County Commissioner have backed down and used the power of fiat to “suspend” the fines until the laws can be “modernized”?…this is all well and good and in spite of channeling President Obama in the use of executive orders to cherry pick preferred provisions of laws, at this time, if this is legal, it was the right thing to do?…the City of Evansville along with many other American cities are carrying the weight of many legacy laws that in retrospect are burdensome, oppressive, anti-business, and even wasteful of taxpayer dollars?…the arbitrary enforcement of laws of questionable value are just the kind of thing that undermines respect for the rule of law?…given the idiotic law, the enforcement official who went Deputy Dog on us, and the temperament of the population Mayor Winnecke and Commissioner Abell have taken the right temporary action?…this temporary action needs to be followed up ASAP with a change in the laws so that idiocy, followed by lawlessness, followed by a nod and a wink familiar to GOOD OLD BOYS does not become the mode of operation again?

IS IT TRUE that we would be neglecting the obvious if we did not ask the question, “How did it get to the point that an act of Deputy Dog, set the merchants of Evansville off to the point two executive orders were needed during the Christmas season?”…many things in Evansville that are legacy problems can be blamed on past mayors but this is not the case this time?…the excessive fines and business unfriendly sign laws can be traced back to a time when Jonathan Weinzapfel was Mayor of Evansville and current Mayor Lloyd Winnecke was the head of the Vanderburgh County Commissioners?…somehow in spite of secret meetings to take away the Homestead Tax Credit and shove the Ford Center down the people’s throats these two guys found the time to appoint people to the Area Planning Commission to do their bidding and recommend these ridiculous laws?…if the truth is told Mayor Winnecke just used his dubious authority to use an executive order to “suspend” the APC from enforcing a law he was one of the architects of?…this is sounding more like Washington DC every day?…all we are missing is some grandfather statement like “if you like you sign, you can keep your sign?”

IS IT TRUE it does merit some investigation as to just what prompted a sign restriction law in the first place?…the CCO went out last weekend and took about 50 pictures of temporary signage in the City of Evansville and have included some examples at the end of this column? …we wonder if the owners of the signs posted below got the approval from APC and paid the required permit fee so they could display them? …assuming a sign law is deemed necessary by the people of the town it should not be elected officials and their appointed puppets in charge of defining what is acceptable?…that should be business owners who are really the drivers of the economy and are quick to make decisions?…we would suggest that a real blue ribbon committee of business owners like Raffi Manna, Amy Word, Andy Dillow, Mike Weber, Terry Oates or even some downtown merchants take up this cause and tell our elected officials what they want?…without private business earning profits and paying the bills there will be no Evansville?…it is about time the government of Evansville learns this lesson?

IS IT TRUE all of the reports out for the shopping over the Black Friday weekend indicate that for the first time in seven years retail sales for that big shopping weekend have dropped from the year before?…with the official government statistics telling us that unemployment has dropped, wages are rising, credit is easier to get, and that the sun is once again starting to shine on the American economy this phenomena would seem to be unexpected?…there has to be a reason for lower spending when all things that drive the spending are asserted by our government to be improving?…there are three possibilities in the following order first of which is that America has changed its consumerism ways and has become a practical nation during the last year, second is that the government statistics are nonsense, and the third is that the pall of uncertainty over the looming implementation of ObamaCare and the cost of health insurance has traumatized the American public?

Board Vice President Chris Kiefer announced at the beginning of the board meeting how the process to fill the vacancy on the board will work.  He said that tonight, six questions will be asked of each of the six candidates.  Then, next Monday – Dec. 9 – the board will again meet in executive session at 4 p.m.  Then, they will meet in public session at 5 p.m. to take a vote on a candidate.

Last week the City County Observer was the first media outlet to take the City of Evansville to task over threatening to fine businesses on Franklin Street $500 for non compliance with local ordinances and today the City and County backed down.

Evansville and Vanderburgh County governments are suspending fines related to the business sign ordinances so the rules can be changed to be more business friendly.

In a joint announcement Vanderburgh County Commissioner Marsha Abell and Mayor Lloyd Winnecke mandated that the Area Plan Commission staff to “restart the process to review and modernize the city and county sign ordinances, starting with ordinances that regulate temporary signs.” Both offices issued press releases to that effect.

Local merchants have stood solidly against the threats of fines over story boards and actually coined the term “Sign Nazis” to describe the ordinances that have been on the books in Evansville and Vanderburgh County for some years. Only when the threats were made did these businesses even know of the laws.

Today, Vanderburgh County Commissioner Marsha Abell and Mayor Lloyd Winnecke directed the Area Plan Commission staff to restart the process to review and modernize the city and county sign ordinances, starting with ordinances that regulate temporary signs.

To assist businesses during this review process, the assessment of fines for violations for banner and sidewalk signs will be suspended until further notice. Standard non-compliance notice letters will still be issued for violations of current codes; however, fines will not be assessed.

“It is our goal to make local government more business friendly and this is a step in the right direction,” said Mayor Winnecke.

In late 2012, Mayor Winnecke and Commissioner Abell requested that the previous attempt at updating the sign ordinance be halted due to concern over new regulations being proposed at the time. It was agreed that the process be restarted following a leadership change in the department and inclusion of input from interested parties.

“APC Director Ron London and his staff are now ready to restart the process to modernize the current sign ordinance, which is largely complaint driven and has been in place since 2009 without any changes, starting with temporary sign requests,” said Abell, President of the Vanderburgh County Board of Commissioners.

As the Area Plan Commission is a joint city-county department that enforces both the city and county sign ordinance, a comprehensive overhaul has been requested by Commissioner Abell and Mayor Winnecke. With this new process, a committee composed of representatives from civic organizations, the business community and regulators will be convened to review and provide recommendations to the Area Plan Commission.

Following consideration and approval by the Area Plan Commission, the recommendations will be considered by the city and county legislative bodies for final adoption.

December SOINDFA Town Hall: What’s Right? What’s Wrong with Obamacare?

December’s Southern Indiana Democracy For America Town Hall will discuss, What’s Right? What’s Wrong with Obamacare? The event will take place in the Browning Room A of the Central Library beginning at 7 PM on Wednesday, December 4.

The political right wants it eliminated, the political left had sought a single payer system similar to that of Canada to the north, what came about was a plan offered by Republicans as early as 1996 but now hated by that same party. The result: it is an unpopular law.

Now, in States where it was embraced, it is working but in States where it has been fought, like Indiana, it is mired in negativity. Instead of promoting a law that will insure millions with policies that cover pre-existing conditions and offer generous subsidies for people at the lower end of what is considered middle class, those opposed are doing everything they can to make it fail.

SOINDFA believes that civil discussion of a broad range of issues important to the Tri-State will reveal factual information and correct misinformation that happens when there is such a political divide.

Citizens are encouraged to attend and participate in our “first Wednesday” Town Halls. Events are free to attend.
