Special Presentation on Autism Planned at the University of Evansville

A special presentation on autism, “Rethinking Autism: Wretches & Jabberers,” is planned for Wednesday, April 15, at the University of Evansville. The event is scheduled from 4:30-6:00 p.m., in Room 170 (Smythe Lecture Hall) in the Schroeder School of Business Building. The presentation is being hosted by Optimal Rhythms, Inc., and is free and open to the public.

This autism awareness event will feature Tracy Thresher and Larry Bissonnette, stars of the highly acclaimed autism documentary, Wretches & Jabberers, along with their support team Harvey and Pascal. Clips from the documentary will be shown, followed by a question and answer session.

IS IT TRUE the City Controller stated he “requested the Evansville Water and Sewer Utility prepay the 2015 PILOT in December 2014 which the Utility Board and management approved”?  …the City Controller made this statement in an e-mail he recently sent to John Friend and others that we posted in todays CCO Feature article section?  …last night City Councilman John Friend sent us many months of official minutes of the Evansville Water and Sewer meetings?  …our staff have read over these minutes like a fine tooth comb and could find no reference of any official approval by the Water and Sewer Board and Management giving a $2.5 million dollar prepayment from the PILOT fund to the City in December 2014?

IS IT TRUE City Controller Lloyd didn’t explain in his e-mail to Mr. Friend and others why the City needed a $2.5 million prepaid advancement from the 2015 PILOT fund?  …could it be that Mr. Friend was correct in saying that the City General Fund was broke and needed this advancement?  …we urge Controller Lloyd to back up his claim concerning the $2.5  advancement to the city from the PILOT fund by sending the CCO official copies of the minutes of the Water and Sewer Department stating such?

IS IT TRUE our Parks Department is funded as a separate taxing entity? …that part of our property tax bill shows the Parks Department as “Special Taxing District”? …elected officials can’t cut the Parks Department budget?  …the City of Evansville help with the additional funding of the Parks Department budget by taking money from the General Fund?  …there’s a really simple solution for increasing the funding for our parks and that is raise the “Special Tax District”?  …if the individuals running for City Council believe we should improve the city parks they should announce that they want increase the rates in the “Special Taxing District”‘ to properly fund our parks?

IS IT TRUE we hear that Earthcare, LLC may had filed bankruptcy in recent months?  …if this rumor is correct it looks like the tax payers of Evansville may have just got fleeced out of an $200,000  unsecured no interest development loan granted to them by the Winnnecke administration?

IS IT TRUE we just heard that an out of town business just purchased a downtown establishment with their own funds?  …we were just informed that officials from DMD  convinced the new owners of this downtown establishment to accept a $150,000 low interest loan to do some renovations? …that government shouldn’t do for business that they can and should do for themselves?

IS IT TRUE we hope that Mayoral candidate Gail Riecken will make the loans and direct grants giving practices of the DMD a major campaign issue?  …we have been told  that the DMD loan and grant program have become a major “pork barrel and political patronage”  vote getter for the Mayor? …we know once all the information concerning DMD grants and loan activities are made public the business community and taxpayers will be up in arms?

IS IT TRUE people are saying that Missy Mosby and Jonathon Weaver have cause a major split in the Democratic party?  …other people are saying the only thing they did to the Democratic party was abandon it for the Republican party?

IS IT TRUE we read that Police Chief Billy Bolin Public Relations guy Sgt Jason Cullun has created a “Police Gallery” for people being arrested for drunken driving?  …we look forward to Sgt. Cullum providing information On the  “Police Galley” to the CCO so we can post the information on our site? …we are very appreciative that both the EPD and the Vanderburgh County Sheriff Office sends us daily arrests reports and police calls?

The City Controller requested the Evansville Sewer Utility prepay the 2015 PILOT  in December 2014 which the Utility Board and management approved.    This is a prepaid item on the Sewer Utility accrued financial statement so it is not a DLGF or SBOA issue.   It is not a loan and was reported properly, which was confirmed by our financial consultants.   As you know, this payment has no effect on utility bills.    You cite the City of South Bend.   South Bend holds large General Fund cash balances and have for many years.   South Bend’s Civil City property tax rate for 2014 = $ 3.4314 per $ 1,000,while the Civil City of Evansville property tax rate = $ 1.4881.   So South Bend’s property tax rate is 230% higher than Evansville’s.   Will you propose to City Council to raise property tax rates to South Bend levels so Evansville can build up the General Fund?   Please see analysis below.   Ft. Wayne has spent all their Rainy Day Fund, and they win awards for financial reporting every year.   Ft. Wayne’s ratio of Combined Balance General Fund and Rainy Day Fund dollars per population (your statistic) is similar to Evansville.   Where did you get the operating cost figure?   My point is you can “cherry pick” statistics and fund balances to make Evansville look good or bad all day long.

Citizen complaint leads to drugs/ weapon bust

Evansville Police arrested 48 year old DANA PERKINS on numerous charges after officers were responded to a narcotics complaint at his apartment. Officers were sent to the Kennedy Tower Apartments on Saturday April 4th at 5:00pm to investigate the complaint. The Kennedy Towers complex is an Evansville Housing Authority property.
During the investigation, officers were able to obtain a search warrant for the apartment. While serving the search warrant, officers found cocaine, marijuana, and several different prescription narcotics. Officers also found a handgun. While being processed at the jail, Perkins was caught trying to smuggle cocaine into the jail.
Perkins faces 11 charges stemming from the investigation.

Public Safety Telecommunications Week is April 12 – 18, 2015

Indianapolis, IN – Public Safety Telecommunications Week originated in California in 1981 and was nationally recognized by an act of the United States Congress in 1991. In Indiana, Public Safety Telecommunications Week has been recognized state wide since 1999, most commonly by a proclamation from Indiana’s Governor.

Public Safety Telecommunications Week reminds all Hoosiers that the first step in receiving help is the initial call to 911 and hearing the voice of a local city, county, or state public safety dispatcher. These are the men and women that collect the initial information to pass along to law enforcement officers in the field. Often times they are able to give immediate life saving directions to the caller during medical emergencies or can be the calming voice to reassure the victim of a violent crime that help is on the way. And the service of a telecommunications operator extends well beyond taking calls from citizens as they are the life line to the police officer, deputy sheriff or state trooper out on patrol.

In short, the telecommunications operator is the two-way life line link taking calls for service. Whether the call comes by phone from the public, or over a radio from a law enforcement professional, telecommunication operators are one of the most important and under-recognized components of public safety.
