CITY FINANCES: A Casual Review of the Evansville Budget for 2024

The City of Evansville spends hundreds of millions of dollars annually, and the city budget spells out how those dollars are spent. As we hit the halfway mark in the year, city department heads are already developing next year’s spending plan. In early August, Mayor Terry will present her proposed 2025 budget to the city council, and the budget will go through debate and revision before the final version is approved before November 1. 2024.

When Stephanie Terry was sworn into office six months ago, she was also given Lloyd Winnecke’s 2024 budget, which he presented to the city council on August 4, 2023. Winnecke’s budget included significant raises for the new mayor, her Deputy Mayor, Police Chief. and the City Clerk.

The projected expenses for 2024 are $230,798,048, and income this year is expected to be $237,939,425.

The city budget is easily accessible on the city website. There are two budget documents: the budget for projected income and the spending budget. Each budget sheet provides the actual amounts from 2020-2022 and the approved budgets for 2023-2024. There is also a separate section for the Evansville Water and Sewer budget.

The expense budget is 86 pages of numbers showing how much the city council approved to be spent on everything from salaries to office supplies in each department of city government. A request to reappropriate funds is made when it becomes apparent that more money is needed for a specific line item. To move funds from one line item to another requires approval from the city council. The city controller has requested batches of budget alterations seven times in 2024. Over $25 million has been transferred between accounts so far this year.

Mayor Terry has been operating under the budget that her predecessor devised. She has made some changes through the re-appropriation process and is now applying her priorities to creating her first city budget for 2025. This will certainly be a challenging process, considering that the budgets for the past couple of years have projected decreasing revenues.

This is the first installment in a City-County Observer series on spending by the City of Evansville. We’ll report on city income and how they spend our tax dollars. How much do city employees earn? Will we have a balanced budget in 2025? What happens if the city needs more money? How are we doing halfway through the year?

According to a notice sent to the owner, the city will open bids on July 10 to clear the remains of the old Pearl Cleaners building downtown.

In its notice, the City for the first time publicly acknowledged that the property is connected to Evansville native Eric Morgan, who in 2017 was convicted on charges that he took about $600,000 from investors for a company called Liquid Ninja Energy LLC.

The City-County Observer in May was the first to identify Morgan as the person behind The Pearl Development LLC, which owns the property at 428 NW Third St.

Morgan possibly won’t receive the new notice, because it was mailed to the outdated address claimed by the company. However the notice was also sent to Pearl Development’s attorney, Ryan M .Schulz, who on May 11 provided the Indiana Department of State a document that Pearl Development is located at a residence on West Buena Vista Dr.

Schulz hasn’t responded to emails or phone messages left at his office since January concerning the address situation. Morgan also hasn’t responded to messages.

Indiana Secretary of State spokeswoman Lindsey Eaton said a business must update its address in its biennial report. The report Schulz filed last month is the first since court records show Morgan was evicted from the house on West Buena Vista Road in April 2023. This house was sold after the eviction and the current owner said he doesn’t know anything about the corporation registered to his address.

The state attorney general’s office is responsible for enforcement of the requirement to update the corporation’s address. That office didn’t respond to multiple requests for comment. 

Pearl Development hasn’t paid property taxes since it purchased the building in 2022. There is an outstanding $46,590 tax bill. Vanderburgh County Treasurer Dottie Thomas said mail to the company was returned as undeliverable and the debt will be sold at tax sale in September. Even after tax sale, the property could remain in limbo for more than a year.

 BLOOMINGTON, Ind. – Indiana swimming and diving senior Ching Hwee Gan will be one of five swimmers to represent Singapore at the 2024 Paris Olympics, Singapore Aquatics announced on Monday (July 8).

Gan received an Olympics Consideration Time (OCT) invitation based on her best time in the 1,500-meter freestyle, swimming a national record 16:10.61 in June. She also posted an OCT in the 800-meter freestyle, setting another national record in 8:34.01, and will get to compete in the second individual event. Gan will also participate in the women’s 4×100-meter medley relay.

Gan has medaled in the 1,650-yard freestyle event at each of the last two NCAA Championships and was the Big Ten Champion in the event in February, helping the women’s program earn its first conference team title since 2019. @IndianaSwimDive

Mid-America Institute on Aging and Wellness returns to USI campus August 8-9

The University of Southern Indiana and SWIRCA and More, a local agency on aging, will present the 17th annual Mid-America Institute on Aging and Wellness (MAIA) on the USI campus Thursday and Friday, August 8-9.

This year’s opening keynote, Dr. Gary Small, has been featured in The New York Times, Wall Street Journal, London Times, Washington Post, Time Magazine, Newsweek, AARP Magazine, CNN, ABC Evening News, Good Morning America and The Today ShowNJBIZ, New Jersey’s leading business journal, placed him among the top 50 health care influencers in the state, and Scientific American magazine named him one of the world’s top 50 innovators in science and technology.

Small is an internationally renowned psychiatrist and neuroscientist and expert on brain aging, Alzheimer’s disease and dementia prevention. He was Professor of Psychiatry and Director of the UCLA Longevity Center until 2020 when he became chair of psychiatry at Hackensack Meridian School of Medicine and Behavioral Health Physician-in-Chief for Hackensack Meridian Health’s 19 hospitals and 500,000+ patients. His memory training and healthy aging lifestyle programs are available throughout the U.S.

MAIA is a two-day gerontology conference for healthcare and social service professionals, healthcare administrators, clinicians, older adults or retirees, family members providing care for a loved one, students and anyone who wants to learn tips for leading a healthier life. Centerpoint Customers Enrolled In AutoPay May Have Been Charged Twice

It has come to our attention that as a part of our billing system change, customers enrolled in AutoPay may have been charged twice for their June utility bill.

This issue is affecting payments scheduled from July 1-5. Customers with payments scheduled after July 5 will not be impacted.

CenterPoint Energy will refund the impacted customers and will reimburse any overdraft or return payment fees charged by the impacted customers’ financial institution as soon as possible. Customers are not required to take any action at this time. CenterPoint Energy will notify those customers impacted by this issue and provide additional steps that may need to be taken for reimbursement, if any, as soon as possible.

Eagles release 2024 Men’s Soccer Schedule​​​​​​​

EVANSVILLE, Ind. – University of Southern Indiana Men’s Soccer announced its 2024 regular season schedule and its second season in the Ohio Valley Conference. The Screaming Eagles open their season at Butler University on August 22 in Indianapolis, Indiana, while beginning the home calendar September 14 by hosting Bellarmine University at Strassweg Field for the annual Gold Game.

This fall marks the second season of men’s soccer in the OVC and has USI kicking off the conference season September 28 at Strassweg Field versus Eastern Illinois University.

The 2024 USI home schedule is an eight-game slate that includes a five-match homestand in September and October. The homestand, in addition to the home opener with Bellarmine and the OVC opener with EIU, includes Purdue University Ft. Wayne (September 17), Rose-Hulman Institute of Technology (September 25), and Lindenwood University (October 3). The three remaining home games are conference games versus Houston Christian University (October 10), Incarnate Word University (October 13), and Southern Illinois University Edwardsville (October 31). The USI-IWU match is Senior Day for the Screaming Eagles.

Beginning with the road match at Butler, USI starts the year with five-straight on the road. The Eagles follow up their visit to Butler by traveling to Belmont University (August 25), the University of Wisconsin-Green Bay (August 29), the University of Evansville (September 1), and Mercer University (September 8).

USI begins the OVC road schedule at SIUE October 5 and plays four of the last five league matches away from Strassweg. The Eagles go on the road for three-straight at the end of October by traveling to Western Illinois University (October 16), Liberty University (October 20), and EIU (October 26). USI finishes the regular season at Lindenwood November 3.

The OVC Men’s Soccer Championship will take place November 10, 13, and 16 in Edwardsville, Illinois, at SIUE’s Ralph Korte Stadium.

The Eagles finished 2023 with a 2-12-3 record and a 1-6-3 record in the inaugural OVC schedule. USI under the direction of Head Coach Mat Santoro, who enters his 16th season with the program and boasts a career record of 113-120-30.
