Governor’s School Safety Report Calls For More Mental Health Resources

INDIANAPOLIS—Gov. Eric Holcomb has released a study on school safety that recommends regular active shooting drills and boosting mental health spending to identify troubled students and enhance services available.

“Ensuring every one of our students has a safe place to learn and grow is of the utmost importance,” Holcomb said in a statement when he released the report Friday. “This assessment is an important step toward helping our schools be better prepared for the unknown.”

The report, prepared over the past several months in the aftermath of the Parkland, Florida, and Noblesville shootings, has 18 recommendations organized around mental health services, tools and training, and policy changes.

Holcomb said he will immediately take steps to implement some of the recommendations:

  • The Department of Homeland Security will start the process to create an Indiana school safety hub that will put all resources in a single online location for schools and parents. The safety hub would include mass notification capabilities and virtual training resources.
  • The state police will set up and develop an anonymous tip line so individuals can anonymously report crimes, suspicious or drug activities, acts of violence or anything else that might pose a threat to a school.
  • The integrate public safety commission will develop a self-evaluation tool so they know whether their communication systems are effective.
  • The state budget agency will determine how much the recommendations will cost and how they can be funded, whether through existing programs or other local, state or federal resources.

In addition to active shooter drills in schools and enhancing mental health services, the report also recommended:

  • Increasing funding flexibility for local law enforcement presence in schools;
  • Identifying and implementing a universal mental health screening tool for schools to use;
  • And creating funding flexibility for school safety grants.

Indiana House Speaker Brian Bosma, R-Indianapolis, Sen. Rodric Bray, R-Martinsville, who is president pro tem-elect of the Senate, and House Minority Leader Terry Goodin, D-Austin, all expressed their willingness to work with the governor on measures to improve school safety.

A team of state leaders and subject matter experts from across the state conducted in-person and phone interviews, online surveys, and community forums to gather feedback for the report. More than 400 responses were collected from school administrators, educators, first responders, public safety officials and others.

The report was compiled by a working group formed by Indiana Department of Homeland Security Director Bryan Langley, in conjunction with David Woodward, the Indiana Department of Education’s Director of School Building Physical Security and Safety.

The deadline for accepting nominations for the 2018 Class of the Hall of Fame will be October 1, 2018.  Honorees will be announced in October and a gala ceremony honoring the inductees will take place in March.

IndyCar Awarded $3.9M For Scrubbed Boston Races

A race organizer’s failure to bring promised IndyCar Boston Grand Prix Labor Day weekend races to the finish line has resulted in an award of nearly $4 million in damages to the Indianapolis-based open-wheel racing series, but it’s unclear how much IndyCar may be able to recoup from bankrupt promoters.

Judge Tanya Walton Pratt on Tuesday awarded IndyCar damages of $3,926,795.48 after issuing a default judgment against defendant John Casey, who did not respond to the lawsuit. Pratt previously ruled in federal court in Indianapolis that Casey, who had signed a contract as a guarantor for the races, was liable for sanction fees for 2016 and 2017 races in Boston that were canceled.

Casey was an organizer of Boston Grand Prix LLC, which in May 2015 entered an agreement host an IndyCar road race on Boston city streets each Labor Day weekend from 2016 to 2020. But organizers called off the event in April 2016, prompting the IndyCar suit. The series also was forced to refund $925,000 of more than $2 million in race ticket sales after Boston GP filed for bankruptcy in July 2016.

Pratt awarded IndyCar nearly all the damages it sought in its complaint against Casey for breach of contract and fraudulent misrepresentation. “Because the Boston Race was cancelled due to a relationship gone wrong between Boston GP and the City of Boston, Boston GP breached due to non-performance. At that time, Casey’s obligations under the Guaranty became due and his failure to compensate IndyCar resulted in his breach of his obligations thereunder. IndyCar has suffered damages as a result of Casey’s breach.”

The court determined that in addition to breach, Casey fraudulently and knowingly misrepresented his net worth, and IndyCar was damaged because it relied on his representations in entering the contracts for the Boston races.

IndyCar claimed losses of $4.2 million from the cancelled Boston races, and in the suit before Pratt sought damages of just under $4 million. Pratt declined, however, to award IndyCar damages for its claims of reputational harm, noting the planned Boston races were replaced on the schedule with a Labor Day weekend race at Watkins Glen, New York.

Meanwhile, Casey sued the city of Boston in Massachusetts state court in September 2017, seeking $15.5 million in damages. Online court records show that suit was dismissed last month.

14 Year Old Injured In Saturday Night Shooting

Evansville Police are investigating a Saturday night shooting that injured a 14-year-old. The shooting happened around 11:00 pm in the 400 block of Adams Ave.

Police were called to the area for a report of shots being fired but did not locate anything. A short time later, a 14-year-old male arrived at a local hospital with a gunshot wound. He told police he had been at a party in the area where police responded to the shots fired call.

Police have identified a 14-year-old suspect, but have not located him.

The victim’s injuries are not considered life-threatening. Anyone with information about this shooting is asked to call WeTip or EPD.

Otters one-hit Rascals to even series

Ty Hensley and Tyler Vail combined to one-hit the River City Rascals on Saturday night as the Evansville Otters won 3-1 at Bosse Field in front of 3,676 fans.

Evansville opened the scoring in the bottom of the third on a Travis Harrison bases loaded walk.

J.D Hearn drew a bases loaded walk of his own to tie the game in the fifth for the Rascals.

The Otters retook the lead in the bottom of the fifth. Harrison drove in his second run of the game with a single and Jeff Gardner brought in the third run of the game for the Otters on a sacrifice fly.

Vail threw the final 4.2 innings in scoreless fashion to secure the 3-1 victory for the Otters. Vail allowed just one hit and one walk while striking out five to earn his fourth win of the season for Evansville.

Hector Hernandez takes the loss for the Rascals. Hernandez went six innings, allowing three runs on six hits while walking five and striking out four.

Hensley started for the Otters and receives a no-decision. Hensley went no-hit 4.1 innings, allowing just one run while walking six and striking out five.

The Otters wrap up their regular season home schedule tomorrow afternoon at 2:35 p.m. at Bosse Field against the Rascals.

Tam named MVP as Aces finish perfect weekend at WIU

Aces defeat Leathernecks, 3-2

 Rachel Tam was named the Most Valuable Player while Kerra Cornist and Gabriela dos Santos earned All-Tournament Team accolades as the University of Evansville volleyball team finished off a perfect weekend with a 3-2 win over Western Illinois in the finale of the Leatherneck Invitational.

Tam reset her career mark with 29 kills to lead all players.  Mildrelis Rodirugez notched 14 while Kerra Cornist checked in with 10.  Gabriela dos Santos clinched her spot on the All-Tournament Team with 26 digs while Rodriguez notched 16.  Cecila Thon continued her strong weekend of play, leading the team in assists for the third match in a row, tallying 24.  She also had 10 digs.

“We are proud of the fight and resilience of our girls,” Aces head coach Manolo Concepcion said after the match.  “They put up a huge effort throughout the entire tournament.  The best part is that we have a lot of room to improve and the team is determined to continue to do so.”

Tonight’s victory did not come easy as Western Illinois opened the night with wins in the opening two sets.  The Leathernecks earned a 26-24 win in game one before following it up with a 25-23 triumph in the second.  Evansville looked to be in control of the first set, taking a 22-17 lead in a rally that featured a pair of Cornist kills.  WIU fought back with a 6-1 run that tied the game at 23-23.  A Tam kill put UE in position to win the set, but the Leathernecks punched back before taking the 26-24 win.

Western Illinois played their most dominant set in the second, jumping all the way out to a 16-6 lead.  UE fought back with an unbelievable 16-4 run to take a 22-20 lead.  Keying that was a 7-0 stretch that saw dos Santos post three service aces in a row.  Trailing 22-21, WIU turned the tables with a 4-0 stretch that clinched the set.

The Purple Aces never hung their heads and their efforts paid off with a 27-25 victory in the third stanza.  Down 15-14, Evansville scored three in a row thanks to a pair of Tam kills.  The Leathernecks made their way back, tying it up at 21-21, but two more kills by Tam and one from Fortuny put UE in position to win the set, up 24-21.  The Leathernecks had the answer once again, registering four points in a row to put themselves in position to win the match.  Fortunately for UE, a WIU service error tied the set before a Tam kill clinched the 27-25 win.

Game four was another that came down to the final points of the day.  Neither team led by more than three tallies and the competitive match led to a 21-21 game.  A kill by Tam put the lead back in UE’s hands for good before her 26th of the night forced a fifth set and gave UE a 25-23 win.

The deciding game provided highs and lows for each team.  WIU had the early advantage, jumping out to a 6-1 lead.  Following a timeout, the Aces responded with five in a row to tie the set at 6-6.  Two points later, two Leatherneck errors gave UE a 9-7 lead.  The Aces cruised from there, pulling away for a 15-11 win to clinch the 3-0 start to the year.

Volleyball splits on final day of USI Invitational

University of Southern Indiana Volleyball (3-1) concluded its USI Invitational schedule on Saturday with a 3-1 record after dropping the afternoon match against Minnesota State University-Mankato then defeating Edinboro University in the nightcap.

Junior Elexis Coleman (Joliet, Illinois) and freshman Taylor Litteken (Foristell, Missouri) led the way with 18 kills each on the day.

Sophomore Casey Cepicky (St. Louis, Missouri) assisted 68 times on Saturday, while junior Mikaila Humphrey(Floyd Knobs, Indiana) collected 17 digs.

Match 1: MSU-Mankato 3, USI 0

  • Cepicky posted 25 assists and eight digs, including 11 assists in the final set
  • Coleman led USI with eight kills
  • Sophomore Alyssa Yochum (Columbia, Illinois) tallied seven kills of her own against the Mavericks, doing so with a .417 attack percentage
  • Humphrey was second to Cepicky in digs (7) and third among Eagles in kills (6)
  • MSU-Mankato featured three players with eight or more digs in the contest, seemingly collecting every USI attack no matter the difficulty

Match 2: USI 3, Edinboro 1

  • Litteken posted 15 kills on just 23 attempts for an attack percentage of .565…eleven of her kills came in the first two sets, which established the tone for the match.
  • Four Eagles tallied nine or more digs against the Fighting Scots: Cepicky, Humphrey, senior Haley Limper (Springfield, Illinois) and sophomore Callie Gubera (Thorntown, Indiana)…Cepicky also recorded 38 assists
  • Coleman and Yochum combined for 19 kills on 34 attempts
  • Coleman and freshman Sidney Hegg (Manasha, Wisconsin) each had four blocks in the contest
