AG Curtis Hill supports state-federal partnership to hold China accountable for COVID-19 pandemic

0

Attorney General Curtis Hill is calling for a federal-state partnership to develop a comprehensive plan to hold the communist government of China responsible for the COVID-19 pandemic.

He and 13 other state attorneys general sent a letter to President Donald Trump proposing a partnership to explore legal avenues to holding China responsible for the public health and economic damage caused by its withholding of information — and dissemination of misinformation — as COVID-19 spread in China and beyond.

“Based on publicly available information, China may have failed to provide information or provided misinformation that contributed significantly to the spread of this virus,” the letter states. “It is incumbent upon the federal government and us as the chief legal officers of our States to pursue whether China failed to stop the spread of this virus.”

Last week, Attorney General Hill called on Congress to investigate the Chinese government’s role in the pandemic.

It is well documented that the novel coronavirus originated in Wuhan, China. It is also widely reported that Chinese medical professionals attempted to warn the public of the highly contagious nature of COVID-19 but were silenced by the country’s communist regime.

Since COVID-19 entered the United States, more than 80,000 Americans — including more than 1,400 Hoosiers — have died from the disease.

In addition to the rising death toll, damage to the economy is also increasing. Domestic and international trade has been drastically curtailed in an effort to contain the spread of the virus. The national unemployment rate has skyrocketed from 3.5% in February to its current rate of 14.7%.

“The consequences of the COVID-19 pandemic have been disastrous. We must investigate whether the communist Chinese government suppressed information about this deadly virus and whether the egregious harm this virus has caused could have been prevented,” Attorney General Hill said.

The Year of the Nurse: Thank You to Nurses Leading the COVID-19 Response

0

To be a fellow worker with God is the highest aspiration of which we can conceive man capable. – Florence Nightingale, founder of the modern nursing profession (1820-1910) ________________________________________________________________________TThe Year of the Nurse: Thank You to Nurses Leading the COVID-19 Response

Florence Nightingale’s words echo the Mission, Vision, and Values of Ascension nurses across the nation as they answer the call to serve their communities with incredible strength of healing during these unprecedented times and nearly overwhelming conditions.

The World Health Organization and the American Nurses Association designated 2020 the Year of the Nurse, and nurses have never been more critically important to the healthcare industry. This year, these usually unsung caregivers are being widely recognized as healthcare heroes.

We have seen countless nurses leave their homes to bravely face the greatest global healthcare challenge of our time. We are grateful for and humbled by the unwavering dedication to patient care displayed daily by nurses nationwide as they lead with their fellow caregivers at the front line of this pandemic. It is no surprise that Gallup named nursing as the most trusted profession for the 18th year in a row.

At a time when many patients are alone and isolated from their families, nurses have gone beyond clinical care with simple acts of compassion to brighten long days of solitude and show patients how much they matter. Across Ascension St. Vincent hospitals, we’ve seen nurses sing to their patients, play games with patients in isolation from the other side of their glass room door, and help patients and families find new and safe ways to connect through windows, virtual visits and prayers.

We are also grateful for Indiana communities that have stepped up to help support and show appreciation to their local nurses. So many people, both young and old, have showered our nurses with meals, thoughtful gifts, encouraging chalk messages, children’s drawings, and signage around hospital entrances and walkways for our teams to see and appreciate as they start and finish their shifts.

Celebrating our nurses has never been more important to us than at this moment. Who could have predicted that during the designated Year of the Nurse our nurses would be leading the response to the COVID-19 pandemic?

While Ascension St. Vincent nurses continue to battle COVID-19 on the front lines, colleagues across Ascension are working behind the scenes to help empower them with innovative solutions to improve how they care for patients and each other. Last year, with the collaboration of our nursing professionals, we established the Nursing Center of Excellence. Our goal is for Ascension to become one of the best places to practice nursing by transforming our ability to care for ourselves and others, holistically. As an organization and as leaders, we must actively

remove obstacles and create conditions in which our nurses can experience joy and flourish while caring for those we are so privileged to serve. By acting and delivering on what we’re learning from our nurses, we are building a community — with tools and resources — where nurses can live and grow as leaders who are professional, caring, empowered, knowledgeable, innovative, and inspired.

As it turns out, 2020 is truly the Year of the Nurse. As we celebrate Nurses Week, we are reminded that, as throughout the 200 years since the birth of Florence Nightingale, the healthcare industry continues to rapidly change. What doesn’t change is the high level of compassion, strength, and dedication nurses provide to their patients every day. To our Ascension nurses, and all nurses living out the Nightingale pledge, we humbly say: Thank you.

Cindy Adams
Chief Nursing Officer Ascension St. Vincent

HEALTH DEPARTMENT UPDATES STATEWIDE COVID-19 CASE COUNTS

0

The Indiana State Department of Health (ISDH) today announced that 634 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC) and private laboratories. That brings to 26,053 the total number of Indiana residents known to have the novel coronavirus following corrections to the previous day’s total.

Intensive care unit and ventilator capacity remain steady. Nearly 41 percent of ICU beds and nearly 80 percent of ventilators were available as of Thursday.

A total of 1,508 Hoosiers have been confirmed to have died of COVID-19, an increase of 26 over the previous day. Another 138 probable deaths have been reported based on clinical diagnoses in patients for whom no positive test is on record. Deaths are reported based on when data are received by ISDH and occurred over multiple days.

To date, 160,239 tests have been reported to ISDH, up from 154,083 on Wednesday.

Johnson County had the most new cases, at 116. Other counties with more than 10 new cases were Allen (27), Bartholomew (12), Boone (14), Elkhart (48), Hamilton (10), Lake (98), Marion (103), Porter (11), St. Joseph (42) and Vigo (12). The Lake County totals include results from East Chicago and Gary, which have their own health departments. A complete list of cases by county is posted at www.coronavirus.in.gov, which is updated daily at noon. Cases are listed by county of residence.

Hoosiers who have symptoms of COVID-19 and those who have been exposed and need a test to return to work are encouraged to visit a state-sponsored testing site for free testing. Individuals without symptoms who are at high risk because they are over age 65, have diabetes, obesity, high blood pressure or another underlying condition, as well as those who are pregnant, live with a high-risk individual or are a member of a minority population that’s at greater risk for severe illness, also are encouraged to get tested.

ISDH is holding drive-thru clinics today through Sunday in Bluffton, Gary, Madison and Sullivan. Details of these clinics and additional state-sponsored sites can be found at the COVID-19 testing clinic link at www.coronavirus.in.gov. Individuals should bring proof of Indiana residency such as a state-issued ID, work ID or utility bill.

“IS IT TRUE” MAY 14, 2020

1
We hope that today’s “IS IT TRUE” will provoke honest and open dialogue concerning issues that we, as responsible citizens of this community, need to address in a rational and responsible way?
Footnote: City-County Observer Comment Policy. Be kind to people. No personal attacks or harassment will not be tolerated and shall be removed from our site.
We understand that sometimes people don’t always agree and discussions may become a little heated.  The use of offensive language, insults against commenters will not be tolerated and will be removed from our site.
IS IT TRUE the “Mayors Reopen Evansville Task Force” has officially begun the monumental task of coordinating the opening of select businesses in the Evansville area?  …we understand that they are taking on an unpredictable and deadly enemy?…we wish them luck and our prayers are with them? …we hope that they know what the heck they are doing because the future of many businesses and people’s lives are now in their hands?
IS IT TRUE our mission to continue to call out the failure of our elected officials for choosing fun and games over substance, exposed idiocy and self-serving squandering of taxpayer dollars in search of votes, take the powers to task every time they do something underhanded to pick the taxpayer’s pockets shall continue?…we also pledge to continue to point to things like drug addiction in the parks, political patronage, an escalating murder rate, and the neglect of public infrastructure for golden shovel photo ops?
IS IT TRUE over the years the media and governmental watchdogs groups have expressed concerns that amendments made to casino gaming laws were seemingly motivated by corporations or individuals giving donations to the right political person or political group? …it’s time for one of these governmental watchdog groups to become more aggressive and demand that the proper law enforcement authorities look into any possible unethical wrongdoing in anyone in elected office or the gaming business?
IS IT TRUE a year and a half ago the Indy Star reported that the following Indiana Casino owners contributed the following amounts of money to the National Republican Governors Association in 2018?  …that Spectacle Entertainment (Majestic Star 1 and 11) donated $496,486? …Penn National-Ameristar, Hollywood Casino gave $175,000? …that Caesars-Horseshoe So Indiana, Harrah’s, Indiana Grand, Hoosier Park, and Horseshoe Hammond contributed $60,000?  …Boyd Gaming-Blue Chip, Belterra give $25,000?  …the IRS records showed that the National Republican Governor Association didn’t receive any political donations from the Eldorado Resorts, Tropicana Evansville, or French Lick Casino owners in 2018?  …we wonder if things have changed concerning the Indiana Gaming industry hierarchy donating large amounts of money to influential politicians in Indiana?
IS IT TRUE according to the Indy Star that “Indiana law bans casino license holders from donating directly to Indiana candidates but does not prohibit contributions to national organizations?  …that  political contributions from casino interests to organizations like the Republican Governor’s Association have long drawn the ire of government accountability groups, which see them as a way to skirt Indiana’s prohibition on campaign donations from casino interests?”
IS IT TRUE we been told that the personal and political conflicts between Governor Holcomb and Attorney General Curtis Hill are going to be enhanced during the next several months?  …in fact, we have been told if Mr. Hill has information that could be politically embarrassing or damaging to the Governor he just might leak it to a few political or media friends just before the election?
IS IT TRUE that the current City Controller seemingly feels just because former City Councils and Mayors of Evansville exhibited some deficit spending habits it’s ok for the Winnecke Administration to do similar?
IS IT TRUE that former Evansville Mayors Jonathon Weinzapfel and Frank McDonald Jr. not only lived within their budget restraints and when they left office they had impressive cash balances and “Rainey Day” funds?
IS IT TRUE isn’t it the responsibility of a City Controller to make sure that the Mayor and City Council members live within the budget restraints?  …we can guarantee that the City Controllers that worked for Mayors Jonathon Wienzapfel and Frank McDonald Jr. made sure that the City lived within their budget restraints?
IS IT TRUE, that in accordance with the Securities and Exchange Commission (SEC) and the Financial Industrial Regulatory Authority (Finra) all cities and towns with populations of greater than 100,000 will be required to report their financial status by using the accrual method of accounting for the year ending December 31, 2019? …that Indianapolis, Ft. Wayne, and South Bend have been using the accrual accounting method for many years? …over the years Evansville has been receiving adverse opinions from the SBOA in regards to overdrawn accounts? …that past financial reports by the City weren’t compiled by using the accrual method of accounting?  …we are pleased to announce that the Winnecke Administration is now forced by the State Board Of Accounts to report all their unrecorded liabilities including leases that the Bond rating of the City will be greatly affected?
IS IT TRUE  its incumbent upon us to remind members of our City and County officials that  Revenue Bonds are rated based on the revenue they generate to make principal and interest payments and based on any assets pledged to secure the bonds? … Corporations are judged on their ability to generate earnings, while a municipality may issue a bond backed by fees from a toll road or a sports venue?  …a state or local municipality may also issue a general obligation bond, which is backed by the taxing power of the municipality? …the more revenue a bond can generate, the higher its credit rating?
IS IT TRUE we wish that our locally elected officials, business leaders of this region, patriots, and Veterans groups would feel similar about the Veterans Memorial Coliseum as they do the LST?  …its time that the citizens of this community demand that the Veterans Memorial Coliseum receive the same media attention and financial support as the LST does? …its time that the community brings back the “Veterans Memorial Coliseum”  to its original grandeur?
IS IT TRUE we are pleased that Structure Point Engineering was recently selected to do the Design and Engineering work for the new jail in Gibson County?

IS IT TRUE that the Evansville Region Representative of the United States Senator Mike Braun is doing a credible job?  …Steven W. Hammer is working day and night carrying the message that the United States Senator from Indiana Mike Braun is a man of his word by following through with his campaign promises?  …we give five (5) cheers to Steve Hammer for doing a credible job for the United States Senator Mike Braun?

IS IT TRUE when the people fear the Government we have Tyranny!  When the Government fears the people we have Liberty?

WHEN RED STATES ACT BLUE

1

WHEN RED STATES ACT BLUE

        By Richard Moss, MD

MAAY 11, 2020

My state folded.  The people didn’t fail; our government did. Specifically, our governor.  Indiana is a red, Republican state with two Republican US Senators, seven (out of nine) Republican Congressman, a Republican State House, and Senate, and, ostensibly, a Republican governor.  Governor Eric Holcomb is his name.  With Republicans like him who needs Democrats.

Holcomb won the governor’s seat by a series of unlikely events.  He had never before won elected office.  A state GOP apparatchik, he was a behind the scenes character.  He had run for the Senate in 2016 against two Republican congressmen, Marlin Stutzman and Todd Young.  Unable to compete politically or financially, the lackluster Holcomb quickly withdrew.

But then lightning struck.

When Mike Pence’s lieutenant governor, Sue Ellspermann, left the ticket in 2016 to head Ivy Tech, then-governor Mike Pence tagged Holcomb to be his running mate.  Donald Trump then tapped Pence for the Vice-Presidential slot.  This opened the door for Holcomb to ride the Trump/Pence coattails to the governorship of Indiana.

Holcomb has since dealt with the Covid 19 pandemic like any Democrat governor would.  Only he is not a Democrat, and Indiana is not a Democrat state.

On March 23, 2020, Holcomb announced a stay-at-home order through April 7, subsequently extended to May 1.  The arguments against a draconian, one-size-fits-all, statewide lockdown are many.

Selective, targeted, or more “surgical” interdiction, as Dr. David Katz referred to it in a widely read Op-Ed on March 20, 2020, in, of all places, the New York Times, makes sense in light of the growing knowledge of the at-risk, vulnerable populations.  These are the elderly and infirm who should be quarantined for their own protection.  The risk of dying from COVID for the young and healthy approaches zero.  Why engage in “diffuse hostilities” or “carpet bombing” with significant “collateral damage” when a more precise, “surgical” approach would suffice?  Selective quarantining of vulnerable populations, such as are found in nursing homes, assisted living facilities, and hospice makes sense.  Closing schools full of young, healthy children does not.

Among many absurdities in the Holcomb, a shutdown was a halt of so-called “non-essential” or “elective” surgery, a misleading term that suggested interventions along the lines of breast implants or facelifts and not medically necessary, albeit non-emergent, procedures.  These would include diagnostic studies, biopsies, cancer resections, gall bladder surgery, hernia repair, pediatric, neurosurgical, orthopedic, and cardiac procedures, chemotherapy, radiation, and treatment of brain aneurysms.  These are medically necessary, yet Holcomb foolishly grouped them into the fictitious category of “elective” surgery.  We have heard nothing about the number of patients who have died because of the non-treatment of life-threatening non-COVID medical conditions.

Holcomb and other governors introduced the notion of “essential businesses” versus “non-essential” businesses as if they could make such an arbitrary distinction.  All companies are essential to their owners, employees, customers, and suppliers.  In doing so, many businesses had to close, some likely never to reopen.

Consider the devastation of not the pandemic, but rather our reaction to it, to the economy, healthcare system, supply lines, schools, tens of thousands of shuttered businesses, and tens of millions of unemployed Americans, a horrible self-inflicted wound.  How has it come that Indiana, a very red state, would have followed the same failed policies of deep blue states?  Particularly when there are eight states that did not issue blanket lockdowns?  They are close to Indiana geographically and, although not identical, are at least similar demographically.  These include North and South Dakota, Nebraska, Arkansas, and Iowa.  Also included are Wyoming, Oklahoma, and Utah.

As of May 6, 2020: According to Worldometer:

Deaths per million for Indiana: 207.

IA: 70

OK: 65

NB: 43

ND: 41

SD: 38

AK: 28

UT: 21

WY: 12

Unemployment rate as of April 30, 2020:

IN: 16.8% (7th highest in the nation)

IA: 14.9%

OK: 14.9%

ND: 14.1%

AK: 13.2%

WY 10.1%

NB: 10%

UT: 8.4%

SD: 7.2%

Indiana, with a total of 1377 deaths or 207 deaths per million, saw an unemployment rate of 16.8%. NY, with 25,436 deaths and 1,378 deaths per million, had an unemployment rate of 10.5%.  On the other hand, South Dakota had 34 deaths, or 38 deaths per million, and an unemployment rate of 7.2%.

Holcomb, like so many others, sought to “flatten the curve,” but succeeded only in flattening the economy.

Daniel Horowitz rightly complained about Minnesota Governor Tim Walz’s lockdown of that midwestern state, its low death rate but the devastatingly high unemployment rate in comparison with New York.  Walz, however, is a liberal Democrat governor of a blue state.  How much worse is it when it is the Republican governor of a red state with a Republican monopoly on state power?

Great job Governor Holcomb.

The problem with Holcomb is the problem with Republicans and the Republican Party in general.  They are terrified of stepping out, of bucking the liberal mob, of standing up to the COVID-media.

Why not, for example, seek the aid of recognized experts and researchers in the field, many of whom have written of their opposition to total shutdowns, and develop an alternative account?  Individuals like John Ioannidis, David Katz, Scott Atlas, Knut Wittkowski, John Geach, and others, could have assisted in formulating a coherent, science-based argument to counter the false narrative thrust upon us by the COVID-media and their universe of manufactured lies.  Instead of following the herd, he could have educated, reassured, and, ultimately, liberated the state and its people from the panic and hysteria that have consumed the nation.

In the name of “following the science,” this sickening phrase used endlessly by a litany of political and moral lightweights, as if it were a sacrament instead of the fraud that it is, Holcomb, like so many others, actually abandoned science.  He laughably imagined himself a bold leader making a painful but necessary decision rather than a quisling that sidestepped the opportunity to benefit his state and set an example for the nation.   Thus, he could have challenged the tyranny and fascism on display in many blue-states by, indeed, “following the science.”  Selective quarantining of vulnerable populations was needed, not blanket shutdowns of entire states.

Rather than protecting Indiana, our economy and healthcare system, our students, schools, and churches, and our civil and religious liberties, Holcomb found his inner Mussolini and locked them all down.  He conferred not with his Republican base, the State House and Senate leadership, and respected experts, but with blue-state Democrat governors.

With Republicans like him who needs Democrats?

AG Curtis Hill Calls For COVID-19 Liability Protections

0

Attorney General Curtis Hill is urging Congress to enact specific liability protections that help mitigate the threat of frivolous COVID-related lawsuits pertaining to much-needed goods and services.

“As we reopen our economies, the need for a stable, predictable legal environment has never been greater,” reads a letter to congressional leaders signed by Attorney General Hill and 20 other states attorneys general. “The COVID-19 pandemic is likely to create a surge in civil litigation targeting well-intentioned businesses for taking pandemic mitigation measures.”

One key to addressing this issue, the letter states, is “a common-sense framework to provide liability protections” to “businesses, manufacturers of personal protective equipment, first responders, healthcare workers, healthcare facilities, and members of law enforcement, among others.”

The letter notes that 23 states already have enacted their own liability protections for first responders and healthcare workers. It states: “In the wake of this unprecedented crisis, the extension of appropriate post-pandemic liability protections is needed at both the state and federal levels.”

The measures advocated by Attorney General Hill would still ensure individuals are able to seek legal redress and compensation where appropriate.

“Civil liability protections should not, however, be extended to businesses engaging in willful misconduct, reckless infliction of harm or intentional infliction of harm,” the letter states. “We believe criminal penalties, regulatory fines and agency oversight should be able to capture bad actors and civil lawsuits should be available for any citizens hurt by a business or individual acting with disregard for safety during the COVID-19 pandemic.”
