Gov. Holcomb, INDOT Announce Next Call for Community Crossings Matching Grant

Governor Eric J. Holcomb and INDOT Commissioner Joe McGuinness today announced the next call for projects in the Community Crossings grant program is now open. Community Crossings is part of Gov. Holcomb’s Next Level Roads program, a 20-year, fully funded plan to enhance Indiana’s highways and local roads by awarding communities grants for shovel-ready local road construction projects.

“Hoosier communities have made tremendous strides in building up and building out their local roads in recent years, thanks in part to partnering with state through Community Crossings,” Gov. Holcomb said. “This next round of Community Crossings grants will keep that momentum going and allow cities, towns and counties to complete additional projects to spur community growth and development.”

Projects that are eligible for funding through Community Crossings include road resurfacing, bridge rehabilitation, road reconstruction, and Americans with Disabilities Act (ADA) compliance in connection with road projects. Material costs for chip sealing and crack filling operations are also eligible for funds.

Projects submitted to the Indiana Department of Transportation for funding will be evaluated based on need, traffic volume, local support, the impact on connectivity and mobility within the community, and regional economic significance.

Funding for this call for projects combines existing revenue available in the state’s local road and bridge matching grant fund and anticipated revenues during the first three months of the 2021 calendar year.

“Opening this next call for projects just a few weeks after awarding more than $100 million for local projects in our final 2020 round of grants further demonstrates our historic commitment to taking care of our roads in Indiana,” INDOT Commissioner Joe McGuinness said. “INDOT and local governments are improving existing roads at a record pace and this next round of Community Crossings positions our local partners to deliver even more progress in the coming months.”

Community Crossings is open to all local government units in the State of Indiana.

  • Cities and towns with a population of fewer than 10,000 will receive funds using a 75/25 match.
  • Cities and towns with a population of greater than 10,000 will receive funds using a 50/50 match.
  • Counties with a population of fewer than 50,000 will receive funds using a 75/25 match.
  • Counties with a population of greater than 50,000 will receive funds using a 50/50 match.

Over the last four years, the state has awarded more than $830 million in matching funds to support local road and bridge projects around Indiana. Long-term funding for Community Crossings is part of House Enrolled Act 1002, passed by the legislature and signed into law by Gov. Holcomb in April 2017.

All application materials must be submitted by Friday, January 29, 2021, at 5 p.m. ET. Communities receiving funding for projects will be notified in late winter or early spring.

EPA Finalizes Rule Strengthening Transparency in Pivotal Science Underlying Significant Regulatory Actions and Influential Scientific Information

U.S. Environmental Protection Agency (EPA) announced the finalization of a rule to strengthen the transparency of its significant regulatory actions and influential scientific information. The transparency provisions in this rule build upon data sharing efforts in the federal government, EPA, and the scientific community and provide incremental progress toward the Agency’s goal of greater transparency.

This rule establishes that when promulgating significant regulatory actions or developing influential scientific information, EPA will give greater consideration to studies where the underlying dose-response data are available in a manner sufficient for independent validation. This rulemaking does not require the release of Personally Identifiable Information (PII) or Confidential Business Information (CBI) nor does it require EPA to collect, store, or publicly disseminate any PII/CBI data underlying pivotal science.

“I fundamentally believe that the American public has a right to know about EPA’s regulations and their scientific underpinnings,” said EPA Administrator Andrew Wheeler. “No one should be afraid of being transparent, especially if individual privacy is protected. Increased transparency has strengthened the Agency’s credibility with the public in the past, and I intend for this rule to do the same as we move forward.”

This is a rule of EPA internal procedure and does not direct the actions of any third parties. More specifically, the rule:

  • States that EPA shall give greater consideration to studies determined to be pivotal science where the underlying dose-response data are available in a manner sufficient for independent validation.
  • Applies to only future significant regulatory actions and influential scientific information. This rule has no retrospective effect on existing regulations or influential scientific information.
  • Applies to all dose-response data underlying studies used as pivotal science, regardless of when the study or the data was created.
  • Does not require the release of PII and CBI.
  • The rule also establishes requirements for the independent peer review of pivotal science. If the individual studies identified as pivotal science have already undergone journal peer review, EPA is not required to conduct a second review but can evaluate whether or not to initiate additional peer review, consistent with the OMB Bulletin for Peer Review.
  • In addition, when proposing a significant regulatory action, the Agency is required to clearly identify and make publicly available the science informing the rule.
  • Under certain criteria outlined in the rule, the Administrator can grant case-by-case exemptions to the requirements of this rule.

EPA is issuing this rule under its authority to promulgate housekeeping regulations governing its internal affairs.

Samari Curtis named MVC Newcomer of the Week

Curtis has helped UE to 3-1 MVC mark

 University of Evansville sophomore Samari Curtis was recognized as the Missouri Valley Conference Newcomer of the Week in an announcement by the league on Tuesday.

Curtis continued to grow in his role with the Purple Aces and it has culminated in a team-high 14.8 points per game through the opening four Valley contests.  In 25.6 minutes per game, Curtis has shot 46.3% overall, 40.7% from 3-point range and 83.3% at the line.  He added 3.8 rebounds along with four assists, three steals and two blocks.

Following a 7-point game in the MVC opener, Curtis erupted for a career-high 29 points in the finale at SIU as he led the Aces to an 84-72 win.  The victory ended a 19-game conference losing streak.  Curtis was 9-of-13 from the field, drained six out of eight from outside and was a perfect 5-5 at the line.  Over his career mark of 30 minutes played, Curtis added four rebounds.  With Evansville coming back home to face preseason league favorite UNI, Curtis continued his solid play, averaging 11.5 points and 5.0 rebounds.

The Xenia, Ohio native opened the series with 14 points, 4 rebounds and 3 assists.  Sunday’s finale saw him chip in nine tallies and a career mark of six rebounds.

This weekend, Curtis and the entire Aces squad are back at the Ford Center for a 2-game series versus Illinois State.  The contests on Saturday and Sunday will tip at 1 p.m.

Deadline Extended for UE High School Changemaker Challenge

Following delays in returning to school caused by COVID-19, the University of Evansville (UE) has extended the deadline for the upcoming High School Changemaker Challenge. The previously scheduled deadline of January 18 for submitting entries has been extended to January 31. Any high school junior or senior in the world is encouraged to submit an idea at evansville.edu/cc-hs.

A virtual coaching and support session is scheduled for Wednesday, January 13 from 6:00-7:00 p.m. The Zoom meeting will be led by University officials as well as former competitor and current UE student Robert Lopez. In years past, teams of students submitted projects for the High School Changemaker Competition. This year, due to the difficulties of gathering amidst the pandemic, the challenge seeks online entries from individual students and judging will be conducted virtually.

Students can submit an idea spanning several categories, from health and social justice to environmental and regional issues (ideas tackling something Evansville-specific). Winning students in each category who choose UE as their college destination will receive four-year scholarships to attend the University as listed below:

  • 1st place: Full tuition
  • 2nd place: $18,000 tuition and $5,000 housing per year
  • 3rd place: $13,000 tuition and $5,000 housing per year

Human trafficking more widespread in Indiana than available data indicates, new report says

A new report from the Office of the Attorney General and Indiana Coalition to End Sexual Assault and Human Trafficking shows that, while human trafficking remains a pervasive problem in Indiana, the state has improved its strategies to reduce human trafficking and assist trafficking survivors.

Human trafficking is the use or threat of force, fraud or coercion to compel an individual to engage in commercial sex, marriage, labor or services. In 2019, 157 Indiana human trafficking cases were reported to the National Human Trafficking Hotline – a 19% increase from 2018. Of the 157 cases reported in 2019 in Indiana, 40 of those involved minors, according to the report.

However, those numbers only reflect reports to the National Human Trafficking Hotline. Because Indiana does not have a centralized reporting mechanism, there is no data that comprehensively illustrates the scope of human trafficking in the state.

Reports from service providers indicate that the scope of human trafficking in Indiana is far greater than data from the national hotline indicates. Ascent 121, an Indiana agency that specializes in working with survivors of sex trafficking, provided services for 117 minors in Indiana in 2019.

“It is reasonable to suspect that human trafficking in Indiana is a much more widespread problem than available data demonstrates,” Attorney General Curtis Hill said. “While our partners in combatting this scourge have made noticeable progress in serving trafficking victims and holding traffickers accountable, there is clearly more we can do.”

Attorney General Hill also commends the Indiana General Assembly for passing legislation that supports trafficking survivors and addresses trafficking in other ways. Since the 2016 report about human trafficking in Indiana was released, the General Assembly has passed five key pieces of anti-trafficking legislation.

Attorney General Hill also applauds the law enforcement officials who have had success in holding traffickers accountable for their crimes. In October 2019, for example, Krisean Porter was convicted of human trafficking, promoting prostitution, and sexual misconduct with a minor in Marion County. According to Marion County Prosecutor Ryan Mears, Porter “physically and emotionally abused a vulnerable child for his personal gain.”

“The 2020 Indiana State Report on Human Trafficking shows good progress made by hundreds of partners across the state in addressing human trafficking. The priority now is to continue the momentum,” said Tracey Horth Krueger, Chief Executive Officer of the Indiana Coalition to End Sexual Assault and Human Trafficking. “We must ensure that survivors have access to services while we increase our knowledge about the root causes of trafficking so we can end it.”
