  1. The last question is pretty hilariously loaded. The target isn’t moving, the Council was struggling to find a way to support something that was too big, too costly, too risky, and too low on the totem pole of priorities. To this end, they attempted vetting the developer probably to shore up some members’ support and for other members to perhaps buy time to deliberate, but in the end, they will have made their decision. The target didn’t move, Winnecke just failed to hit the bullseye. He underestimated the amount of pushback he would get on this, I think.
