IS IT TRUE, July 31, 2013

IS IT TRUE the City County Observer has confirmed that a check payable to McGradrey for invoice dated March 24, 2013 labeled “Delivery of Final Assessment and Executive Summary” was paid and cashed well before the July study was released?…the Winnecke Administration failed to give the City Council the April 8th McGladrey study which was obviously paid for, and, as such, demonstrates Mayoral Attorney Ted Ziemer’s position that these documents were deliberative and not available to the general public or press which was incorrect because taxpayer funds were used to produce the April 8th report?…in addition, according to Indiana Law, governmental units cannot prepay for contractual services?…given these facts we wonder why the City of Evansville would conduct business contrary to the law and pay for a so-called final report delivered in July?

IS IT TRUE that there was another Purchase Order #2880-00 issued by the City of Evansville to McGladrey on April 8, 2013 in the amount of $54,823.75 for “Computer Technology Assessment”?…we find this date for the issuance of a new Purchase Order for something that was just billed for on March 24, 2013 and issued on April 8, 2013 to be a curious coincidence?…we do not yet have access to an invoice for any work that references PO #2880-00 but will certainly have the civic center moles on the case to alert us when it is available?…this curiously could be interpreted as the City of Evansville paying in full for the first study, wanting to see some changes, and then immediately ordering another study of the same topic?…we welcome a full documented chain of events from the Winnecke Administration as this does not look to be a transparent set of transactions given Mr. Ziemer’s assertions that the April 8, 2013 “Final Report” is nothing but a draft and is not subject to sunshine laws?

IS IT TRUE we were pleased to see that the Courier and Press published a follow up story on the April 8th McGladrey report?…we hope the lights stay on over there and that they direct some of their considerable reporting resources to inform the people of Evansville about this unfolding story?…we do not know what the budget is over at the CP but expect that their water bill exceeds the CCO’s total budget so we encourage them to continue with their newfound desire to report local news and forget about leading cheer for any local politicians?

IS IT TRUE the CCO published a letter from City Council Attorney Scott Danks to Mayoral Attorney Ted Ziemer yesterday where Danks virtually took Ziemer to school on Indiana’s sunshine laws?…Danks backed up his claims that a) the mayor has no right to withhold any information regarding the people’s business from the City Council and b) the City Council then determines whether or not the information is public with a corroborating opinion from the State of Indiana?…Danks then showed the confidence in his letter by releasing the April 8th McGladrey study to the media?…it is disturbing to see the Attorney for the City of Evansville be in such contrast to other legal opinions with respect to sunshine laws?…that the differences in opinion between Danks and Ziemer is so stark that only one of them can possibly be correct which would make the other one clearly wrong?…if there is anything that should not be subject to political manipulation and misinterpretation it is the interpretation and application of sunshine laws when it comes to spending taxpayer dollars?…sunshine laws are not something that should be manipulated with legal language to pursue an agenda for a specific client?…when this is all worked out there may need to be some shuffling of the legal deck over at the Civic Center?

IS IT TRUE we are reminded that it has been 17 months since a contract was crafted between the City of Evansville and Earthcare Energy that separated the taxpayers of Evansville from $200,000?…this contract oddly enough is still being serviced by Earthcare but expires in a short 7 months at which time the City is faced with some choices if Earthcare does not pay in full?…the City can legally try to enforce the contract or just let it slide?…time will tell if that contract works out for the people of Evansville?

  1. When I was a little boy, I think I remember breaking one of my mom’s vases. She always told me to never lie and always just tell the truth and I’d be in far less trouble in the long run. Rather than fessing up and pointing out the broken vase, I attempted to hide it away in a closet, betting she wouldn’t notice.

    I’m sure anyone can guess what happened after that. Moral of the story: breaking a vase is a mistake; trying to sweep it under the rug is a scandal and a lie. People are more disposed to suffer klutzes than liars.

  2. Hmmm maybe you sheep who insist on voting for anyone with an R behind their name should’ve voted for Rick Davis?

    • Local Democrats elected Winnecke. Do not delude yourself into thinking Republicans have the clout to elect anyone outside of the 1st Ward by block voting. Rooster pulling fools that vote for anything with a D behind their name gave us Mosby and Weaver.

  3. Nobody get too excited about any of this.

    Winnecke will not be re-elected to a second term – but as we found out when Weinzapfel left office – “Meet the new boss, same as the old boss.” There’s no difference between Weinzapfel and Winnecke. None.

    And there won’t be any difference between the new mayor and the current one.

    As mentioned by someone else above, we all had a chance to turn those tables and make the city a better place by voting for an honest, average guy like Rick Davis. He had no strings attached to the special interests running this town.

    And we blew it. All of us. And we elected Weinzapfel’s second coming.

    And that means some other chosen one – someone beholden to big business and the vendors who really run our government – will take Winnecke’s place after the next election and the beat will go on and our city will continue to crumble and decay into Detroit, slowly one year at a time. Have you guys seen our crime rate? It’s gone through the roof since Billy The Kid took over.

    And in the meantime Winnecke will get a great job out of it after he’s out of office and get hired by one of the vendors who’s profited from his malfeasance. Just look up Ellsworth and Weinzapfel and where they’re working and you’ll know what I mean.

    Meet the new boss, same as the old boss.

    Come to think of it … where’s Davis working? Nobody knows. They probably ran him right out of town – he’s probably working at the Tastee Freeze in Boonville.

    • Your attempted sarcasm missed the mark. Davis is well entrenched in his new job as a stock broker, as has been documented by the local news media.

        Did he have a “golden parachute” and was given a cushy job like the other two I mentioned above?

    • No he’s not, but no matter where he works, I guarantee he’s giving it 150%, as he has always done.
      And as far as voting, speak for yourselves-I never voted for Winnecke.

  4. I can hear the noose tightening around Winnecke’s neck. It may get tight, because Weinzapfel’s neck in the noose makes it even tighter.

As it seems, Mr. Matt Arvey was tossed under the bus in regards to the condition of our information technology (IT) and Rolley blamed Arvey for hiddling the documentation (misplace, or whatever) and this is why it took three and one half months to obtain and deliver to McGladrey. If this is the case, then, Mr. Rolley, produce the email traffic to and from Mr. Matt Arvey, This goes for Mr. Cohen of McGladrey. Just look for marvey@VBgov.com within their e-files!!!

With all the evidence mounting against Winnecke, how he has lied to the public and to the city council, and who knows what else, why are the voters not demanding of their representatives that they remove him from office????Remember Nixon and his pack of lies, and resigning from the presidency? Is this any different?

  8. Someone explain how it is that the City Council rolled over and voted 9-0 with Winnecke on the Johnson Controls project; and now, the Council members are OUTRAGED over this much smaller McGladrey report ??? What am I missing here ?

  9. Forget IT and forget Sherman Greer. Go look in the drawers at DMD and GAGE. Those two departments probably will make Sherman Greer and the IT guys look like good stewards of our taxpayer dollars. The Powers that be didn’t gang up on Davis to protect Sherman Greer and the IT guys. They ganged up on him to keep his nose out of the files at GAGE and DMD.

  10. The State Board is in full audit mode. They must feed them well. Airhead isn’t a skinny broad, and the other two that I saw are shaped like a ball. I’ve also seen one of the State Board guys gain 100 lbs. in the past ten years or so.
