IS IT TRUE that the City County Observer has come out of the gate rapidly in 2014 with the pageviews, unique visitors, and visits all up by over 33% over the numbers for these metrics in 2013?…at this rate of growth the CCO should attract over 1.5 Million pageviews and 180,000 unique readers in 2014?

IS IT TRUE the Civic Center Mole tells us that the Evansville Redevelopment Commission has given its blessing to a contractor to respond to the RFP issued by Indiana University for a medical school in Southwest Indiana?…this contractor is named USHealthRealty/Skanska and was granted this privilege by the ERC without the benefit of a competitive round of bidding?…Skanska sounds quite familiar as that is the company that was once knows as Industrial Contractors that was acquired and merged into an international construction company?…Industrial Contractors as many of our readers may remember was the recipient of a no-bid contract to refurbish the EVSC headquarters several years ago?…with good old boys in charge of local government bad old practices just seem to become habits?

IS IT TRUE that other construction news a pipe burst in the nearly brand new North High School during yesterday’s deep freeze?…the other older schools have not reported such instances?…we hope that the contractor of the new NHS will honor the damages under warranty and the EVSC will not be out any more money than has already been spent out at the new NHS?

IS IT TRUE as the CCO predicted the Evansville City Council voted Councilman John Friend, CPA to be the new President?…Friend commanded an unexpected 9 – 0 vote?…Councilwoman Stephanie Brinkerhoff-Riley was named the Vice President by a vote of 7 – 2 with the peanut gallery council members Jonathan Weaver and Missy Mosby dissenting?…the CCO is hoping that the new City Council will adopt a resolution soon to ban the City of Evansville from making loans to companies through any SNEGAL agencies without knowledge and approval of the full City Council?…we furthermore hope to see some official VETTING procedures adopted?…if newly elected President John Friend is to show his mayoral mettle a perfect way to start winning over the people of Evansville would be to issue position papers and then lead an effort to cease the fiat spending of the executive branch of local government?

IS IT TRUE the State of Indiana has decided not to take over management of the Glenwood Leadership Academy after seven straight failing grades?…this is no surprise as the state wants nothing to do with actually taking over failing schools and making them better?…what the state wanted was to threaten failing schools with being taken over and that they have done?…we will not take any future threats or saber rattling from the state seriously if they allow 7 serial failures with nothing but barking into the wind?…the one thing we do know is calling a failing school and “academy” does not make it an academy?…if Glenwood is to change it will be the parents of the students that attend Glenwood that will change its performance?…the EVSC has proven it is powerless to fix Glenwood and the State of Indiana is to cowardly to even try?…it is up to the parents and their children to put the “Academy” in the building as opposed to just on the building?

IS IT TRUE Florida State University completed an undefeated season last night to become the National Champions of college football?…only three teams managed to get through the season with only one loss?…those teams are Michigan State, Central Florida, and the Louisville Cardinals?…there are still people alive who remember the Evansville Football Aces defeating the Louisville Cardinals?..this year the Cardinals drew an average attendance of 55,000 while going 12 – 1 and seeing their coach hired away by the Texas Longhorns for $5 Million per year?…back 60 years ago the football programs as UE and UL were on par with one another?…they have taken different paths as have the cities of Evansville and Louisville?

IS IT TRUE that County Commissioner Joe Kiefer shall be elected president of that board for 2014 at this evening re-organization meeting?  …we can expect to see a more open, likable and objective person leading the County Commission this year? …we wish President Kiefer the best this coming?

  1. What is wrong with Mosby & Weaver ? There was no one running against SBR–she had been nominated, and there were no other nominees for the VP position. What purpose was served by voting against SBR–other than to further the Grand Canyon-sized chasm between the real council (7) and the self-interested toads (2) ?? Also, if they are going to pull that stunt on SBR, why not vote against Friend ?

    Is there an impeachment process for elected councilpersons ?

    Were the burst pipes underground outside of the building line, under the floors, inside wall cavities, above the ceiling? Has there been any investigation of what happen?

    What time frame is/was the contractor warranty good to.

    third;
    If it falls under warranty, was the original work done to the jobs project manual, and drawings specifications? If yes to the workmanship, was the spects and drawings incorrect?

    Thermal failure,? probably,building doesn’t have a very sustainable heat signature,passive design pinch point for wind/per?temperature loss in an extreme weather situation.
    geographic positioning magnifies the footprint signature.
    Unbalanced seasonal environmental sustainability per design is my take,from outside your area.
    Given the time of the highest occupancy it could balance out during summers cooling season,provided no hot dry wind accompanies the climate change projected warming mean temperatures.
    There is a simple and inexpensive fix for the problem,which as its adjusted to balance the buildings carbon foot printing forward, an incremental solution is easily applied to such a structure for sustainability into the next useful short and long term balances*.

  4. No competitive bidding? US Health Realty/Skanska was the only firm to respond to the city’s request for qualifications.

    • From the CP article: “The developer, US Health Realty/Skanska, is a pending limited liability corporation. US Health Realty is a real estate investment trust based in the Nashville, Tenn., area. Skanska bought Evansville-based Industrial Contractors in 2011; the local company is now known as Industrial Contractors Skanska. US Health Realty/Skanska was the only entity to formally respond to the city’s request for qualifications from developers interested in the medical school project, City Attorney Ted Ziemer Jr. said. However, the administration of Mayor Lloyd Winnecke spoke with a number of developers. We are very pleased to partner with a team of their caliber and experience in developing similar medical education facilities throughout the country,” Winnecke said in a prepared statement.”

      So this is a new company with no track record of working together that was put together just for this project. No one else bid because they were told by the Mayor that the decision was already made. Once again, Evansville businesses get hosed by Winnecke.

  7. There is nothing wrong with the teachers or the administrators at Glenwood. They are all competent, caring dedicated hard working professionals

    So what is the state going to do? I think meddeling from the state would actually make things worse.

    If the school grading system is a pretext to closing public schools and privatizing them I’m against that.
    If it is used as an alarm bell to the parents and the school disctricts then I’m Ok with that.

    • The other schools in the state that were in the same fix as Glenwood have been turned over to a private operator. I wonder if that operator donates to the Pence campaign, and just didn’t want to travel to the “hinter-lands” south of Indy.

    • If the teachers are that great then the students must be at fault. Let’s blame the victims.

      • I would encourage you to visit this school before making such a statement. I guarantee you that the teachers and administration at Glenwood work harder than their counterparts at much more successful schools.

          • I just hate it when only teachers are blamed. Responsibility also falls on the students, their parents, and the policies of the administration. A couple disruptive students dominate the teachers time and affects the whole class. Something needs to be done to get these students in line, or get rid of them so other can learn. Also they need to quit promoting students that haven’t earned it.

          • We pay teachers to teach. It’s a hard job. But my job is hard too. Teachers, why should you expect me to work 9-10 hours then come home and do your job?

            I don’t expect you to pay me to fix your car…then take your car home and fix my repair job.

            Because you are responsible for your brat kid’s behavior. How about I send my brad kids to your work and let them yell, throw stuff, and run around your office and see how much work you get done. On top of that, you and your boss are limited in what you can do to control them. You can’t kick them out. No matter what you do, they’ll be back the next day because their rights are protected. When you complain to me that they come to school un-fed, inappropriately dressed, and unprepared, I’ll just tell you that is YOUR problem.

        • Placing blame is not the important thing. Correcting the situation these kids are in is the important, and really, really hard thing. That is going to take the entire community. I’m going to volunteer.

  8. Breaking News! The hotel ground-breaking has been postponed, due to a “snag” in planning the ceremony.
    I suggest that instead of breaking ground, the officials get together and throw pies heaven-ward, in honor of all of the Mayor’s “pie-in-the-sky” plans. If they throw the pies after dark, it could be billed as the “fly-by-night, pie-in-the-sky” celebration.

    Taxpayers are being taken to the cleaners every day that the old North High School remains in the possession of EVSC. There is absolutely no reason to continue to maintain that facility!

    Exactly, UE football, like their basketball, is a microcosm for bad management and bad government that exists still today in the pocket city.

    Louisville made the bold decision to build Papa John’s Cardinal Stadium, Evansville passed on building a pretty impressive looking stadium next to Roberts Stadium…

    The proposed stadium in the above image would have seated 25,000 fans and would have only cost $3.8 million. If that decision would have been made how great of a position would UE athletics be in today with a campus arena and stadium all to themselves with the city and Icemen moving downtown? And how big of a sports facility profile would the city have today should the right decision have been made? Of course, building temples to sports and “throwing money” at athletic depts never solves the problem, so here we are so much better off without it.

    As for New North, I guess we should begin filing the proper demolition permits. I sure would hate to have a building that floods. Can we get Dave Rector out there to point at all of the damage with the C&P taking video and photographs?

    • Good article. That 1970 rendering looks much like PJCS did before the expansion. PJCS incidentally was built with 100% private donations.

        • Yes that would be the Evansville crimson giants who played one season from 1921-22 I want to say. Although barring a green bay like effort the team would not have been sustainable and probably would have moved to Indy instead of the colts who would have gone to Phoenix.

          When I went to the NFL hall of fame in Canton several years back I took a photo of their big board that lists every team to have ever played in the league including the crimson giants.

          • Yes GB is roughly 20k smaller than evv although that gap is closing fast. And yes every renovation to lambeau has been financed by a ‘stock sale’ although if u look closely at it ud notice it’s more ceremonial than legal. That’s not say I wouldn’t have bought one if I’d had the money.

          • Rails: The football,team information is pretty cool,thanks for the read there, You know looking in at the landscape sections drainage basins close by Bosse Field/Kleymeyer today along the creek I did notice something that brought an true sustainability issue out straight up.

            That was a really nasty weather related environmental city/Vanderburgh/Warrick counties drainage conditional problem
            I remembered you how mentioned about the pigeon creek green-way trail, and its area on the near north side corridor.
            I really don’t know how your wards are laid out in Evansville, I don’t hit the polls there anyway. However, I did observe from afar, “a nasty conditional” along the creek clear out to the failed new bridge area on north green river road in the county.
            That flood plain along the entire length of the creek from the Maryland street bridge on out to Warrick is sporting a pretty slowly moving thus looming. ICE-JAM !!
            In fact, near the Stringtown road area canoe launch the thing appeared to be crammed,dammed and jammed tight.
            Geez man! Rains are coming,you think those water main breaks are bad,geez it would be a nasty shame to have some accountability to the numbers of CSO events per/mandate increased,simply because the creek is jammed tight. Thus this strong possibly could cause some severe over-wash to low drainage points of the storm water combined sewers in the event of some untimely rain event.
            I really wouldn’t know who to call there,maybe the emergency management group,or maybe the ESWD,heck they already have a full slate weather wise though,
            If you know who’s cage needs rattled get a stick and wake’um up,for the heads up.
            The (editor) might even e-mail one of your council persons concerned who’s ward that could be affected from a creek flow/storm water drainage problem there…..

  13. UPDATE:

    At 1:20pm today I spoke with the Administrator for the Indiana Supreme Court about the status of Alva Electric, Inc., Arc Construction Co., Inc., Danco Construction Inc., Deig Bros. Lumber & Construction Co., Inc., Empire Contractors, Inc., Peyronnin Construction Co., Inc., Weddle Brothers Construction Company, Inc., and Wink Construction, Inc. v. Evansville Vanderburgh School Corp., acting through its Board, and EVSC Foundation, Inc., 82S01-1307-PL-473.

    I was told that in the last action by the court EVSC was denied any further oral argument in the case and that the court has taken the case under advisement. We are now awaiting the Indiana Supreme Court’s decision.

  14. with all due respect skanska is the only contractor in the city big enough to do this project….with out going to a much larger city Indy and the likes………be thankful for that…….

    • Agreed. Skanska has many successful contracts with educational and medical facilities. One look at skanska.com/markets is enough to realize this department was not created for Evansville’s benefit. I don’t call a plumber to do an electricians job and I would not take my dog to my family physician. Put it out for bid and Skanska will still be chosen due to qualifications. They are currently building university hospitals around the world. A small medical school is a cake walk to that division. I see their point with past practices but clearly this is a stretch.
