“IS IT TRUE” FOR NOVEMBER 12, 2018

We hope that today’s “IS IT TRUE” will provoke honest and open dialogue concerning issues that we, as responsible citizens of this community, need to address in a rational and responsible way?

IS IT TRUE we were told that members of the Winnecke Administration talked with the leadership of the Evansville EPD & EFD unions concerning their contracts for 2019, 2020 and 2021 budget years?  …that this contract is dubbed the 4-4-4 plan? …that 4-4-4 means the members of the EFD and EPD will receive a 4% increases in salaries for the next three years (2019 to 2021)?

IS IT TRUE we were told that a member of the Winnecke Administration gave a verbal commitment to City Council during the 2019 Budget Hearings that they will pay a portion of the negative balance in hospitalization before the end of 2018?  …we are told as of today the City Council haven’t seen any evidence that this has been done?

IS IT TRUE we would like to personally thank the owners of Simple Cremation for sending us an obituary last week? …that Simple Cremation is new to the area and are offering cremation services at extremely affordable prices? …we are very impressed that they reached out to us to post a no-cost funeral announcement concerning the passing of an individual with local family ties? …if you would like to know more about Simple Cremation- Evansville please texted them at www.SimpleCremationEvansville.com.

IS IT TRUE we ready appreciate that At-Large City Councilman Dr. Dan Adams for taking the bull by the horn and finally getting the City Controller to publically explain the reason for making late operating payments (2017 and 2018) of the Victory Theater?

IS IT TRUE we are told that the Indiana State Legislature is moving quickly to approve “Sports Book Gaming” in Indiana?  `…the projection is that this legislation should be approved in January?

IS IT TRUE that earlier this year an official representing Echo Housing alleges that “all donor funds that have been given to ECHO Housing Corp. have been accounted for”?  …we wonder if the official did a forensic audit of all the funds earmarked and collected on the 66 properties that ECHO owns in Evansville; the proposed $6.1 million dollars 27-unit homeless housing complex and the $8 million dollars 44 unit Garfield Commons project that just opened a couple of months ago?  …we also wonder if this financial review included the payroll and travel vouchers of the former Executive Director and her administrative staff during the last 3 years?

IS IT TRUE it seems like the EPD felt that ECHO Housing Corp. declaration that all the funds given to the ECRO Housing Corp were all accounted for needed to be verified by a third party?  …that EPD decided to an extensive external Forensic audit of ECHO Housing Corp that covered a period of several years?…we are told that this audit may have been completed and that the findings are extremely interesting?

IS IT TRUE we recently did an extensive search to locate a list of current ECHO Board of Directors members but couldn’t find any?  …can anyone help us to identify the current members of the ECHO Housing Board Of Directors?

IS IT TRUE that last year Deaconess Hospital and Henderson Community Methodist Hospital formed a group called an “ACO?”  …that “ACO” is where referrals are preferably kept within the group and only certain doctors at Deaconess and Methodist are invited to be a part of that group?  …we wonder how the “ACO” referral group created by Deaconess Hospital and Henderson Community Methodist Hospital is currently doing?

IS IT TRUE during his last year in office City Councilman John Friend, CPA sponsored a “separation of funds ordinance” in order to ensure that the City Controller would not manipulate general fund balances?  … upon the urging of the City Controller and the former City Council Finance Chairman, Dan McGinn the newly elected City Council voted to repeal this ordinance?  ...we hear that the money collected from all income sources are now put into one (1) fund account which makes it extremely hard to track on how much money is in each city account on a weekly basis?  …could this be the main reason why key fund accounts haven’t been balanced for 10 out of 11 months last year?

  1. The clock is ticking . . .why? Beginning January 1, 2019, the Winnecke Adm will be required to record all of the unpaid bills owed to it’s creditors including Bonds and advancements. So, the games played with the City’s finances will differently become more and more transparent. It will remain to be seen if the City’s bond rating remains the same?

  2. Several years ago, then Mayor Lloyd, Jr. forced the Friends of Mesker Park Zoo out from the local zoo. The FOMPZ had a sizable endowment. Then Mayor Lloyd, Jr., now City Controller Lloyd, Jr. asked the FOMZ to turn the endowment over to the City where it would go into the General Fund, but according to Little Lloyd it would remain “earmarked” for usage by the zoo.
    The Board of Directors of the FOMPZ were not hoodwinked by Slick Willie Lloyd, Jr. and placed the endowment monies in a trust where contributions are still made and only the interest and dividends may be issued as a grant to fund zoo projects.

    I still remember Little Lloyd at that time what he would be doing if he wasn’t Mayor. “Why, I’d be making the 6 figure big bucks that a CPA makes.” That from a guy who can’t balance a checkbook or reconcile a checkbook register with a monthly statement.

  3. Did your “extensive search” for the ECHO Housing Board Members include calling ECHO Housing and asking them for this information?
