City Council to Hear Recommendations for Salary Increases for Select Staff Members

MINUTES Salary Administration Committee

The Salary Administration committee met on June 25,2012 in the Mayor’s Conference room. In attendance were the following:

. Connie Robinson, City Council
. John Friend-CPA, City Council
. George Fithian, Administrative Services
. Carol McMichael, Administrative Services

After a discussion of salary changes, the committee approved the following increases for 2013:

SAC-12-001 Levee Authority
Supervisor 111-The committee approved the salary for this position to increase to $49,588 annually.
. Mike Feller is in this position.
. Salary from $47,588 to $49,588.
Hourly from $22.8789 to $23.8403
. Difference is $2,000

SAC-12-002 Building Commission
Project Manager-The committee approved the change from an lnspector’s position to that of Project Manager, a non-exempt position.
The committee approved the salary far this position to increase to
$46,300 annually.
. Roseann Young is in this position.
. Salary from $34,985 to $46,300.
Hourly from $16.81 98 to $22.2596.
Difference is $11,315.

SAC-12-003 Departmemt of Metropolitan Development
Committee Development Coordinator-the request was to increase the salary to $49,155 annually.
The committee agreed to defer this decision until a later date.

SAC-12-04 Water and Sewer Utility
Staff Accountant-The committee approved to change this position from an Account Clerk to a Staff Accountant.
The approved salary will be $52,000 annually.

SAC-12-05 Administrative Services
Payroll Supervisor-The committee approved the salary for this position to increase to $46,163 annually.

SAC-12-06 Administrative Services
Deputy Director-The committee approved the salary for this position to increase to $52,981 annua1ly.

SAC-12-07 Department of Metropolitan Development
Senior Project Manager-The committee approved to change this position from Redevelopment Specialist to Senior Project Manager.
The approved salary will be $49,369 annually.

. Difference is $4,892

SAC-12-08 Mayor’s Office
Cammunications Director-The committee agreed to change the titie to Communications Director from Executive Secretary. The committee approved the salary for this position to increase to $48,000 annualiy.
Ella Johnson-Watson is in this position.
Salary from $37,217 to $48,000
Hourly from $17.8929 to $23.0769
. Difference is $10,783

SAC-12-09 Mavor’s Office
Chief of Staff-The committee approved the salary for this position to increase to $75,000 annually.
. Stephen Schaefer is in this position.

SAC-12-10 Mayor’s Office
Coordinator-The committee approved the salary for this position to increase to $38,450 annually.

SAC-12-ll Controller’s Office
Accountant III/BudgetManager and Intemal Auditor. The committee agreed to change the title to Accountant III/Budget Manager and Internal Auditol from Accountant 1ll/Internal Auditor.
The committee approved the salary for this position to increase to $41,189 annually.

  2. These sound like some dam good raises especially when other people are getting less hours and barely getting by , if they get anything maybe a 2% raise would be sufficent

  3. With “re-organization” the mayor’s appointee will do as HE pleases with no recourse or open meetings. Only elected officials HAVE to have open meetings. McClintock”s salery will be more than her husband’s.

    • Bullshit. Reorganization won’t change anything other than the title. Instead of “Chief of Staff” there will be a “Deputy Mayor.” The position will be the same, though.

  5. WHAT?!?! 2-4% increases for people who are doing a good job is one thing, but these increases are insane!!! To put these kind of increases in after only 6 months on the job with taxpayer money is ludicrous.

  7. This is just a start. If you vote yes in November, you will have the Budget Director and his Chief Deputy, Assistant Mayor and his staff, ect……….

    • ….then you have the 15 members of the combined government who will undoubtetly, award themselves a 30% raise. Think a consolidated government will save money? Just grab your wallet and hang on, you ain’t seen nothin’ yet if you vote YES for reorganization.

  8. Carol McMichael has the best job in the world. She is on the committee that voted to give her a $7,126 salary increase. I bet she voted yes on that one.

  9. WOW–Bad move. These gigantic increases will cause huge morale problems with the other employees. How can these huge increases be justified? Some of these people have only been in their current position for 6 months. Bad bad move Mayor. You got some very poor advice.

  10. What a WASTE of money. Another prime example of how government is failing. At a time when tax revenue is down, how can raises be given?
    These individuals do not have a clue, literally raping the public again.

    Wish we all could provide NOT ONE OUNCE of value to our employer and still get a pay raise, as they are doing.

    Simple answer……vote EVERY ONE of them participating in this mess, out of office.

    Wonder if Lloyd Winneckes wife came up with this idea??

  13. I thought the new mayor was GOING TO SAVE US MONEY?!

    Dear Mayor Winnecke: You can’t save money by giving your political appointed people 40% pay raises after only 6 months on the job!!! These people have only been on the job since Jan. 1!!!!! So 3 years from now when they’re REALLY doing a good job are they going to get 80% pay increases???? Didn’t they know what these jobs paid BEFORE they took them?

  14. OK, no problem, as long as all of the Firefighters , Police Officers, Teachers and the rest of the city payroll gets a 30% increase as well!! WHY NOT? And YES I am a firefighter…..I’d LOVE a 12000 dollar per year raise!! Hell, 3-4% would be fine for me!!

Rose Young’s job was just pay back for Weinzapfel and his Democrat fence jumpers, (some of which are running this year) who supported Winnecke and now that’s not good enough and she wants more money. How many maintenance workers for the under staffed Parks Department could this amount of money employ. So sad that these people are so insulting to the taxpayers and every other city employee. Just more of the same bad government that is a continuation of the Weinzapfel administration. When will the voters finally figure theses people out, when the city files for bankruptcy. Then it will be too late.

  16. I haven’t seen where the CCO has made a statment for or against these pay increases. It seems the CCO would be for this since they have railed previously on how positions in Evansville were grossly underpaid compared to other locations and how low pay affects the quality of people willing to accept the jobs.

    • I personally support the City of Evansville paying wages that are competitive enough to attract qualified candidates. I do not know the specifics of these positions but have the general opinion that the salaries at the City are not what they need to be. A general evaluation and upgrade is in order as opposed to a small number of hand picked recipients. In life and in government you get what you pay for and unfortunately it shows.

      The federal government seems to be proving that if fools are overpaid they will still be fools. Great deals with the wrong people are not great deals at all.

  17. I look at the list and wonder why we consider the EVSC to be top heavy in administration. I would suggest that some of these positions should have been recommended for elimination instead of for a pay increase.

  18. I’m a huge fan of City Councilman John Friend but I now extremely disappointed in his supporting this kind of back room political deal.
    In fact this has realy hurt his extremely high political rating he nows enjoys with the taxpayers.

    Finally I rank this deal on the same level of the Homestead Tax Credit scam pulled on the taxpayers several years ago.

  19. When I was in budgeting for a 1,500 employee local employer we sometimes had a department director submit a “new” job description for an employee with a new (higher) salary.

    In some instances, there was no change in duties, just a new title. This was generally done for employees who were at the top of their pay range.

    How much of this is going on with the City of Evansville.

    And didn’t these employees know what they were to be making before they accepted the job.

    This is a farce.

    I wonder who will be Winnecke’s Republican opponent in 3 1/2 years.

  20. Too bad that this mayor has decided to reward only a few…sort of like USI isn’t it? A few get significant increases while the rest of the staff hear that we are alomost out of money!

    I hear a movement there is a movement a foot to see if we can either recall or have Winnecke impreached from office

    If we can’t do either, we are planning a ” Vote of No Confidence” petition drive so we can at start embarrassing him publically.

    What a weak leader he has turned out to be! Big disappointment! I expected this type of thing from Russ Lloyd, Jr. but not from Winnecke.

  22. Over hear people talking over lunch about the Mayor’s Chief Of Staff proposed salary increase.. They must have been Evansville Chamber members.

    They were saying that the Mayor’s right hand man is making a lot more money right now (before any salary increase)than what he was paid at the Chamber.

    Political patronage at its best!

      It must be good stuff. I am NOT a Winnecke fan, but Eric Williams is a definite step backwards. I have an old pair of shoes with more personality and a higher IQ then the Ole Sheriff.
