IS IT TRUE the first and foremost thoughts today at the City County Observer are with our owner and publisher Ron Cosby who is going to undergo surgery at 10:30 am in an effort to correct a very painful and threatening condition?…we would appreciate your good thoughts and prayers for a successful procedure?

IS IT TRUE quite frankly it would be a good tribute to Mr. Cosby, if every homeowner in Vanderburgh County would think fondly of him every time that property taxes are paid, as it was Ron Cosby in the early stages of the CCO who sprung the story of how former Mayor Weinzapfel, current Mayor Winnecke, and a host of other elected officials colluded behind closed doors to take away our Homestead Tax Credit?…as is typical with news that shines unfavorably on the fair haired tools of the machine, the mainstream local media waited until the CCO had broken the story to even bother to report it?…the same pattern is true for many of the SNEGAL stunts exposed first by the CCO over the last several years?

IS IT TRUE the State of Indiana has a slight uproar going on over it’s contemplation to eliminate the “common construction” wage laws that have dictated the wages of construction workers who are fortunate enough to be placed on public construction projects?…the reality of the impact of such a law is not likely as bad as it’s opponents are saying?…the federal government of the United States pioneered such laws in the early years of the Great Depression (1930’s) with a law known as the Davis-Bacon Act?…the Davis-Bacon Act is what sets the “prevailing” wage for construction projects that have federal money associated with them?…the State of Indiana is still subject to Davis-Bacon laws and all of the major cities in Indiana get federal money as part of their general fund, which will assure that prevailing wages are required for any public projects in those entitlement cities?…the law Indiana is contemplating may allow a small town to build a pole barn with local labor at a true market wage which is typically lower than the federal prevailing wage, but it will have no impact on projects like the Ford Center, Lucas Oil Stadium, or even the IU Medical School?…those kinds of projects in entitlement cities will still be required to pay federal prevailing wages which are often more than double what the market rate is for these skills?

IS IT TRUE the McCurdy Hotel once again on the tips of all of the political tongues with yet another promise to start construction in a couple of months?…this time the stumbling block is that the City of Evansville has a lien on the building for the $800,000 that the Weinzapfel Administration squandered on one of his campaign donors in Indianapolis who failed to deliver?…this lien is supposedly a stumbling block to signing a financing deal?…people who are closing deals on houses have to satisfy simultaneous release conditions on a regular basis and this deal should be no different?…if the Kunkel Group can really show loan approval for a set of plans that is sufficient to refurbish the McCurdy Hotel into luxury apartments and make it part of the closing documents, that should be sufficient?…this does not mean that the City of Evansville should release the lien on another promise?…the City is of course saying they need to keep the lien so they will not lose the $800,000?…that claim is absolute nonsense as the $800,000 and the $603,000 for the parking lot are ALREADY LOST?…the only variable is when the City has a moment of lucidity and admits that the Weinzapfel Administration squandered $1.403 Million taxpayer dollars on one of his campaign contributors who failed the people of Evansville?

IS IT TRUE the City of Evansville and it’s City Council scoffed at the financing mechanism called EB5 back in 2011 when there were several bids to build a new hotel in the works proposing to attract EB5 investors from China or India?…in their xenophobic zeal to avoid seeing wealthy foreigners come to Evansville with money to fund projects and hire people, our leaders started the chain of failures that has lead to an empty lot?…in the event that the McCurdy were turned back into a historic luxury hotel, EB5 funds could well have made that happen too?…this financing mechanism has been used to fund well over $200 Million of projects in the Greater Palm Springs area in the last 3 years and could well have done the same in Evansville?…it has brought many wealthy educated new citizens and their money with them?…we wonder if the members of the City Council and the former Mayor who rejected EB5 as a viable funding source think it has been worth it to sooth their xenophobic fears with an empty lot and a rotting old hotel?

IS IT TRUE the CCO is in possession of the Welborn Health Study that is a follow up to the one from 2008 that basically showed that the population of greater Evansville is too fat, smokes too much, abuses drugs and alcohol, and suffers from poor mental health?…this new study concludes that in spite of the 2008 call to action by Welborn, the tar and feathers of being called the most obese city in America, and a perennial bottom dweller on the Miserable Index, NOTHING HAS CHANGED?…that study and further examples of how Ron Cosby and the CCO have tried to effect positive change shall be the subject of more IIT paragraphs in the coming week?

      administration suggestion!

      Let’s drive that bus thru all “past” mayor appointments and have each board “administrated

      • The police have always picked their representative. The wording of the ordinance required that it formally go through the Mayor. He had nothing to do with the selection. By removing him from the ordinance, it allowed the police to continue picking their representative. It has nothing to do with the political appointments that are targeted in the residency ordinance.

        • I absolutely do think the EPD officers should be able to pick a representative, and the good sense shown by the City Council is commendable.

    • Why would you believe anything put out by Channel 14? If you watched the meeting, you would see that the only rules suspended were those of City Council voting procedure. They voted to hear the police merit change in one night instead of over two meetings. I’m told Brandon Bartlett was there. This article is ridiculously misleading and represents either his stupidity or just that he’s a biased ass.

      It is easy for one to say that this action smacks of elitism. First you vote not to allow people who live outside the city limits to serve on appointed boards. Last night they they basically added: “except when we want them to”.

      So, as things stand now, the original ordinance has been polluted to a point that whom ever has enough clout, or the council’s ear may serve. There is no other conclusion to draw from their action last night.

      I would think that anyone who wished to challenge the decision would be standing on firm ground.

  4. Is it not true that there is already a stipulation that a threshold of a “x” dollars before prevailing wages happens?

    A “towns pole barn” is already below that threshold. That has been around the past 12-15 years!

    The claim of wages being over double is bogus as well.
    Profit margins will be greater for the contractor at the expense of the workers.

    Owensboro Hospital had large non-English speaking interior system crews from the South
    East. They took their money and ran. It did not get reinvested into local economy.

    • If you look at the wording in the DBA the amount is $2,000.00. You can not understand the act unless you understand the time frame in which it was created, stock market crash and great depression. The country has moved on, but the act has been protected by Organized labor democrats, and those who wish to extend the influence of the federal government into the states and cities.

      • The pole barn mention would likely had no Federal monies so that $2,000 limit does not apply.
        So without federal money, my above post is still correct with current laws with that pole barn.

            government, this is a good example by not asking for a federal hand out
            on this project. Problem solved.

        • I used the storage building comparison just to compare apples to apples. It’s possible it wouldn’t fall under the guidelines. Now imagine a school and a private office building. That might be a better comparison. On the first note. By the time you get all the Fed & state agencies involved, (epa etc) they can turn an outhouse into a multi-million dollar project.

            that a pole barn by a town, and a school/ office building in the city are on the same
            playing field. There not. Been better off comparing federal taxes of a $35,000 wage
            of a small town resident, and a multi-million corporation being on the same playing
            field.

            As far as a Federal Outhouse, my grandfather had a WPA outhouse built on the
            farm back in the 1930’s. And yes it is still around, buy has been decommission
            little over 10 years ago!

    • Because we can’t count on employers to do the decent thing. It would seem that they’d be willing to pay for competent, well trained workers in order to produce a superior product, but that is the “old way.” The new way is to maximize profits, deliver a cheap product, and take the money and run.
      All one needs to do is look at the quality and beauty of the Old Courthouse vs. the Civic Center Complex.

      • Good example, LKB. The beautiful “old” courthouse was built long before any prevailing wage laws. The new Civic Center Complex was built using the prevailing wage law.

        • That was before good sense and human decency had to be legislated. There was no need for a prevailing wage law because builders were out to produce a product they were proud of and they knew that they had to pay the most to get the best. Now they’re out to maximize profit, not the quality of their product.

          • I thought we couldn’t legislate morality? So every private building built by the free market is not up to the standards of a private commercial building?

            We have building codes which regulate building standards, But it seems to me that the arena was allowed some variance in quality with the windows falling out.

          • Those glass windows were (designed) angled out to the maximum allowed
            by code. This was the Architect decision for that esthetic look.

        • Wages had nothing to do with building materials used in those different construction
          projects. The old court house was designed similar to all other for its time. Either the stone we have, of multi thickness of brick. The old post office is another building that stands out on it’s
          own. The “Old World” craftsmanship that they brought with them from Europe is evidential.

          The current civic center was design to the materials available for that time period. Poured concrete floors and block walls replaced the stone and old growth hardwoods floor systems.

          Buildings today are not designed to last generations as in the past. The workers can not build something other what is on those prints!

      • I immediately thought of the scam painting job performed on the twin bridges. It’s no wonder gubmint gets a bad name for completing projects – – the much vaunted private sector is only too willing to screw taxpayers out of their money when it comes to those contracts.

        • Was there not some type of paint switch from which was originally spect. out?
          That still had to approved by the state of Kentucky’s DOT, or which ever that
          state department does that for them. There should had been inspectors checking
          the sandblasting, the mils. of primer/paint being put on.

            Don’t recall that a conclusion was ever rendered.
            Don’t know if it was a reputable contractor, or a fly by
            night who low-balled the system. There was a time
            those type would roam the country side trying to talk you
            into spray painting your barn roof. They would scat when
            it would rain because their “paint” would not hold up to
            the rain.

And Ron Bacon voted against the bill to eliminate “prevailing wage”, which means when spending his own money (eg. building a new building for his business) he can hire whomever he wishes, but when spending taxpayer money government must hire companies paying “prevailing wages.”

      Now ask yourself how always picks up the tab for the construction. When contemplating these projects ALWAYS ask yourself two questions:

      #1. Who gets

      #2. Who pays

      • Owner/Architect do produce the prints that the contractor’s bid on. Owner/Architect
        controls what bells and whistles that are used in that project. Architects usually are working on a percentage, of the total job.

        Lucky we had that federal government 70-75 years ago. The west half of the country would be
        under Japan control while the east half would be of my father land!

    • Today they can do wonders with hips. I’ve met many people who have undergone partial and total hip replacements and are doing well today. If things work out he will be up the next day and starting rehab.

      • They are using a “least invasive” type of procedure. If all goes well, he’ll be back to himself pretty quickly.

    What is the root cause of these things ?

    I do not think it is purely economic.

    I think it relates to the social dogma of the town, harassing a-holes, snob cliques, corruption, ignorant a-holes, oppressive good ol’ boy networking in its employers, a pecking order where some people get away with a startling amount more than others because of who the are connected to, or suck up to, that can make people feel demeaned, cheated; oppressed, lied to, cynical, etc..

    • However, I would say the Evansville, is not a particularly high-wage city rich with living-wage paying jobs, and there are always consequences for jobs losses upon families and individuals. Evansville also appears to have a long term trend of Employers which would pay a living wage leaving the area.

      • Of course, with the future completion of the Medical School, Convention, Hotel, and already-completed Ford Center, new employers impressed with the new sophistication of the town and forced re-vitalization of its downtown area will flock to Evansville in droves.

        However, the Mayor may need to move a few of Evansville’s already existing attractions like the Fall Festival, Mesker Zoo, and Budette Parke to the downtown area to get people to visit it.

        • He’s already sited himself there, I don’t know how much better it can get. What a guy. They’ll come from miles around. It’s already started. Sort of like the overnight campers roughing it on a parking lot waiting for the new XBox or whatever. Once Ticketmaster wakes up to what a revenue stream he can be they’ll segment his day into blocks suitable for paid viewing. The super premium spots like ‘Watch Lloyd Think’ will be cost prohibitive for most of us so we’ll just have to wait ’til he tries to foist his latest great idea on us to see just what that wily ole accidental mayor was thinking about.

  22. There were a number of us that had a spirited (is there any other type on the CCO?) discussion recently about police and “body cams”. This recent article is very enlightening for anyone with a little tech knowledge.

They are about the size of a book or smaller.

      • Benton, Obama suspended military aid to Egypt after the Egyptian military removed the Muslim Brotherhood from power and declared it a terrorist organization. Since that time, some American military aid has been restored to Egypt. The Egyptians are now diversifying their military spending on French fighter jets and a Russian nuclear plant (yep, what could go wrong with that) so Egypt can’t be leveraged by Obama. These developments in the middle east are so important that all Americans should keep up on the news and facts.

            But, hey, he plays wise old sage for his audience – and they love every minute of his phony war on Christmas etc.

            Of course, they loved George W. Bush as a cowboy. Just don’t tell them that George W. bought that ranch when it was decided he would run for President – and he sold that ranch when his term was over. Conservatives are easy to fool – but hey don’t all they love the make believe junk?
