The Vanderburgh County Commissioners proudly awarded American Rescue Plan Act (ARPA) Funds to Alliance Initiatives Fund, Inc. to spearhead the establishment of a Community Development Financial Institution (CDFI) dedicated to affordable housing. 

CDFIs are purpose-driven financial entities that foster economic opportunity for individuals and small enterprises, facilitate the development of high-quality, affordable housing, and deliver essential community services across the United States. Ensuring access to reasonably priced financial products and services in underserved communities stands as a cornerstone of the CDFI mission. By enhancing the capabilities of specialized financial institutions serving economically challenged areas, this initiative empowers low-income individuals to engage with the broader financial landscape. 

To qualify for CDFI Certification, an organization must have a primary focus on advancing community development, offer a combination of financial and educational services, serve and uphold accountability to one or more specific target markets, maintain adherence to a defined marker, and be a legal, non-governmental entity at the time of application (with the exception of Tribal governmental entities). 

These funds will be dedicated to establishing an organization that aligns with the criteria essential for crafting a CDFI-compliant model. This model will, in turn, be instrumental in supporting the approved objectives related to affordable housing, small businesses, and non-profit ventures 

Eagles conclude homestand with EIU

EVANSVILLE, Ind. – University of Southern Indiana Men’s Soccer concludes its three-match homestand Thursday at 3 p.m. when it hosts Eastern Illinois University for an Ohio Valley Conference showdown at Strassweg Field.

The Eagles (1-9-3, 0-3-3 OVC) are unbeaten through the first two matches of the homestand, tying Chicago State University, 3-3, and Liberty University, 1-1, last week. With the ties, the Eagles are still in the hunt for a berth in the OVC Championship with is scheduled for November 5-11 at Southern Illinois University Edwardsville.

EIU (2-8-3 overall, 1-4-1 OVC) was 0-1-1 last week in the OVC, falling to Liberty, 4-0, and tying Chicago State, 0-0. EIU is 0-4-1 in its last five matches.

USI trails the all-time series with EIU, 8-2-0, but won last year’s meeting in Summit League action, 3-2, in Charleston, Illinois. Sophomore forward Ednilson Voiles had the first goal in the victory, while junior defender Sam Benoist had goals two and three for the victory.

Following the match with EIU at Strassweg, USI is on the road for the next two matches.

The Eagles start the road swing with a visit to SIUE Sunday at 5 p.m. in Edwardsville, Illinois. SIUE leads the OVC with a league-best 5-0-1 conference record and is unbeaten overall with a 10-0-3 mark.

SIUE leads the all-time series with USI, 14-3-1, and in conference play, 13-1-1 (GLVC and OVC). Two of USI’s three victories over SIUE came during the Eagles’ first move to Division I in 1993 (4-2 at Strassweg Field) and 1994 (4-0 at SIUE). The Cougars won the first meeting of the season, 6-0, at Strassweg Field.

The Eagles conclude the road swing with the regular-season road-finale at EIU on September 26. Match time in Charleston is set for 4 p.m. The last regular season match and home match of 2023 is October 29 at 3 p.m. versus Lindenwood University.

EVANSVILLE, INDIANA – October 18, 2023 – After years of collaboration, the Evansville Department of Parks and Recreation and the Evansville Area Trails Coalition, Inc. (ETC) are thrilled to announce a formal partnership. The agreement was approved at today’s Board of Parks Commissioners meeting.

This alliance between the Evansville Department of Parks and Recreation and ETC promises a mutual commitment to the promotion, expansion, and preservation of Evansville’s Greenway Trails System. Together, they aim to create an even more inviting and linked urban trail system, fostering a deeper connection between residents and opportunities for active living and nonmotorized transportation options.

A highlight of this agreement allows ETC to relocate to the lower level of The Pagoda pavilion, a prime location along the Greenway. This pivotal move exemplifies a commitment to trail stewardship, increased accessibility, and enhanced experiences for both residents and visitors.

“Our collaboration with ETC goes beyond a shared vision for the Greenway,” said Steve Schaefer, Deputy Mayor and Parks & Recreation interim Executive Director. “It brings to life the goals we envisioned in our 2023 Master Plan, and marks a new chapter in our city’s commitment to connectivity and wellness.”

“This partnership is a dream come true for everyone who has been working tirelessly to expand our trails network and sustain it as a source of pride for our community,” said ETC Executive Director Lorie Van Hook. “We look forward to a bright future where our trails become an integral part of the city’s identity.”

Together, the Department of Parks and Recreation and ETC will collaborate to ensure effective trail planning, development, and prioritize the expansion of the trail network. Attorney General Todd Rokita protects 1.5 million patients from Inmediata’s data breach

Attorney General Todd Rokita continues his leadership in the fight to hold HIPAA covered entities accountable for patient privacy in the most recent multistate settlement with Puerto Rico-based health care clearinghouse Inmediata for a coding issue that exposed the protected health information (“PHI”) of approximately 1.5 million consumers for almost three years.  rokit

“Our office will never back down from protecting patient privacy,” Attorney General Rokita said. “All patients deserve privacy and should feel protected by their health care providers.”

Attorney General Rokita led a coalition of 33 attorneys general to investigate the incident and negotiate a settlement with the company.

Under the settlement, Inmediata has agreed to overhaul its data security and breach notification practices and make a $1.4 million payment to states. Indiana will receive over $131,000 from the settlement.

As a health care clearinghouse, Inmediata facilitates transactions between health care providers and insurers across the United States. On January 15, 2019, the U.S. Department of Health and Human Services’ Office of Civil Rights alerted Inmediata that PHI maintained by Inmediata was available online and had been indexed by search engines.

As a result, sensitive patient information could be viewed through online searches, and potentially downloaded by anyone with access to an internet search engine.

Inmediata was alerted to the breach on January 15, 2019, but they delayed notification to impacted consumers for over three months and sent misaddressed notices.  Further, the notices were far from clear—many consumers complained that without sufficient details or context. They had no idea why Inmediata had their data, which may have caused recipients to dismiss the notices as illegitimate.

This settlement resolves allegations of the attorneys general that Inmediata violated state consumer protection laws, breach notification laws, and HIPAA by failing to implement reasonable data security. This includes failing to conduct a secure code review at any point prior to the breach, and then failing to provide affected consumers with timely and complete information regarding the breach, as required by law.

Under the settlement, Inmediata has agreed to strengthen its data security and breach notification practices going forward.

USI ends road swing this weekend against Western Illinois

EVANSVILLE, Ind. – University of Southern Indiana Volleyball (9-12, 5-5 OVC) looks to snap its three-match winless streak this weekend when the Screaming Eagles travel to Macomb, Illinois to face Ohio Valley Conference newcomer, Western Illinois University (6-13, 5-3 OVC), at Western Hall with matches slated for Friday at 6 p.m. and Saturday at 2 p.m. After the weekend matchup, USI will have to wait an extra week before their next match due to the bye week.

Screaming Eagles Headlines:
Eagles Falter On The Road. The Screaming Eagles dropped two matches against Morehead State last weekend, moving their winless streak to three games. On the bright side, after USI went on their last three-match skid, they won five of their next six matches.
 
You Have To #OVCit. USI continues the road swing with a bout against newly-added OVC opponent, Western Illinois. The Leathernecks, formerly a Summit League school, are currently fourth in the OVC standings and will face the Eagles for the first time in program history.
 
Anderson On The Rise. Senior Leah Anderson is the fourth Screaming Eagle to rank in the top five in three categories in USI Volleyball history. She currently ranks second in aces and kills while being fifth in digs all-time at USI. Anderson joins an elite group that includes Leeanne Gross, Sheri Kaiser, and Shannon Wells.
 
Best of the Best. Senior Leah Anderson has earned a conference-leading 283 kills and 343.5 points with the second-most aces (34). Junior Carly Sobieralski leads the OVC with 718 assists and has nabbed seven 40+ assist matches with one 50-assist performance. Junior Paris Downing has excelled at the net, securing a league-leading 87 blocks.
 
Nationally Acclaimed. Due to USI being in the DI reclassification period, the Eagles are not ranked in the NCAA statistical rankings. However, USI would rank 12th in total attacks (2,860) and 45th in aces (134). Senior Leah Anderson would stand 20th in total points (343.5), 30th in total aces (34), 32nd in total kills (283), and 33rd in total attacks (846) while junior Carly Sobieralski ranks 33rd in total assists (718) and junior Paris Downing is 42nd in total blocks (87). OVC Leaderboard. USI ranks third in service aces per set (1.68) and blocks per set (2.15) while being fourth in opponent hitting percentage (.189) and opponent aces per set (1.40). The Eagles are sixth in the OVC standings going into the week.
 
OVC Leaders. Senior Leah Anderson has her name in three categories, nabbing second in points per set (4.29), third in kills per set (3.54), and fourth in aces per set (0.43). Senior Abby Bednar sits fourth in points per set (3.91), sixth in aces per set (0.39), and seventh in kills per set (3.14). Junior Carly Sobieralski ranks fourth in assists per set (8.98) while junior Paris Downing and sophomore Keira Moore round out the leaders with Downing being second in blocks per set (1.09) and Moore in eighth in digs per set (3.74).
 
About Western Illinois. The Leathernecks go into the weekend 6-13 overall and 5-3 within the conference. WIU’s last contest was a 3-0 loss to non-conference foe, Chicago State. The Leathernecks have earned big conference wins over Morehead State, Little Rock, UT Martin, and SIUE. The Leathernecks rank first in the OVC and 15th in the nation in total digs (1,283) while standing third in the conference and ninth in the nation in digs per set (17.11).
 
Leading the Leathernecks. Keyana Cruse ranks first in the OVC in attacks per set (10.59) and total attacks (720) while holding the fifth-most kills per set (3.34). Brittany Wulf stands tall in attacks per set with 9.94 to rank third in the conference. Julianna Schmidt sits fifth in total blocks (71) and seventh in blocks per set (1.01) within the OVC. Karli Wenzel rounds out the leaders with 323 digs and 4.36 digs per set which is fifth best in the conference.

Gov. Holcomb celebrates Next Level Trails expansion of Vandalia Trail in Plainfield

Trail connects to Plainfield’s new Hobbs Station development

PLAINFIELD, IN – Governor Eric J. Holcomb today joined the Indiana Department of Natural Resources (DNR), the town of Plainfield, the Indiana Economic Development Corporation (IEDC), and New City Development to celebrate the official opening of the recently completed Vandalia Trail extension and to mark the start of a new chapter for Hobbs Station.

“Powered by partnerships, and blazing new trails, Next Level Trails continues to help Indiana connect communities and one another,” said Gov. Holcomb. “I’m excited to see the private sector, local and state government partners all come together to set a new national standard. The Vandalia Trail connection to Plainfield’s new Hobbs Station development perfectly represents our statewide momentum and will draw Hoosiers across the region for years to come.”

The 2.32-mile asphalt multi-use trail was designed and constructed by the town of Plainfield. The project received support from a $1,712,000 Next Level Trails (NLT) grant that was announced by Gov. Holcomb in March 2021 as part of the second grant round of NLT.

Hobbs Station, which is set to open the first phase of development in 2024, is being supported by an investment from the IEDC’s regional development tax credit, which provides an incentive for companies to invest in redevelopment and revitalization, improving the quality of place within Indiana.

New City Development, a major contributor to the project, played a pivotal role by constructing more than half a mile of the new trail segment within the Hobbs Station development. Hobbs Station, a visionary $300 million mixed-use community project currently under construction, will offer a mix of residential, retail, office, senior housing, and industrial spaces, seamlessly integrated with access to the Vandalia Trail. Spanning 125 acres off U.S. 40 (Main Street) and North Perry Road, Hobbs Station represents a forward-thinking approach to community development that respects Plainfield’s history while embracing its future.

As part of Gov. Holcomb’s Next Level Connections initiative, NLT is the largest-ever infusion of trail funding in Indiana’s history. With a current allocation of $180 million, this program, administered by the DNR, is committed to establishing critical trail connections within and between Hoosier communities. To date, NLT has awarded $150 million to 75 projects across the state, with an additional $30 million set to be awarded in the upcoming fourth round of the program in December.

Of the 75 NLT projects, 26 are already completed, contributing more than 84 miles of trail since the program’s inception. An additional 13 projects are presently under construction, with several more scheduled to break ground later this year.
