CCO’s First Endorsement: Evansville’s Richard Mourdock

The Congress of the United States does not have any of the rules that typical workplaces have with respect to mandatory retirement, competency, education, or even honesty. These are things that are left up to the people who vote to decide. This year’s Republican primary for the nomination to campaign to be a United States Senator from Indiana is a race which epitomizes the need for judgment in the voting booth.

Longtime Indiana Senator Richard Lugar has served Indiana well and has given his life to public service at all levels of Indiana government. For those years of dedication the City County Observer thanks and honors Senator Lugar.

There is a choice that has to be made on May 8th and that choice for Hoosier Republicans is between Senator Lugar and Evansville’s favorite son and Indiana State Treasurer Richard Mourdock. Republicans have to choose which Richard to send into the general election against the Democrat challenger.

In days gone by candidates Lugar and Mourdock may have had little difference in their positions on issues? Both men are in their comfort zone within the Republican Party.

Mourdock did not enter politics until later in life and then he did so at the urging of local officials who convinced him to run for Vanderburgh County Commissioner after a distinguished career in the energy field as a geologist. Educated in the sciences and without the baggage or the war chest that a career in politics bestows Mourdock was recruited by Governor Daniels to run for Treasurer and then by the state leaders to enter the race for United States Senator.

Mourdock made national news in 2009 by suing the Obama Administration on behalf of public pensioners for giving preference to the UAW over bondholders in the Detroit bailout. It was the courage that he exhibited in that action that spurned a movement in the GOP to encourage Mourdock to aspire to higher office.

During Mourdock’s rise from private business, Senator Lugar has become more and more entrenched until today he is one of the faces of the Washington establishment. His support of the bank bailouts and his votes to confirm President Obama’s nominations for the Supreme Court so irked traditional Republicans and members of the tea party that change has been embraced within the Indiana Republican party with respect to this Senate seat.

For his courage, his history in private business, his pragmatic yet practical demeanor, his tireless energy, and yes for his love of Evansville and Vanderburgh County, the City County Observer endorses Treasurer Richard Mourdock for the Republican nomination for United States Senator from Indiana. This is a change that’s time is now.

WATER ATOMIC ENGINE TO START FREE ENERGY ERA

Water being a fuel was assumed to be ridiculously impossible by Scientist/Patent Lawyer/Inventor/Economist, Dr. Daniel Nelson, as well as by other members of the scientific community. That was before he observed much more pressure from steam than from combustion per heat in a steam-injection engine that Dr. Daniel Nelson and his partner CO-inventor wife, Anju Nelson, (the Nelsons) of Orlando, Florida were developing.

Scientific research and analysis of the obviously greater pressure energy produced than heat energy added led to thorough analysis of increasingly exponential pressure per heat level that is recorded in the standard steam table and its higher-heat extensions. This increasingly greater pressure per heat level has been found to be nonradioactive heat-activation release of stored water-hydrogen atomic energy. Otherwise, the greater energy produced than energy added to a heat reaction would be impossible creation of energy in violation of the First Law of Thermodynamics.

Increasingly ultrahigh pressure in proportion to relatively minute incremental increase of heat level has been shown and precisely recorded in technical references to be nonradioactive atomic energy, but it has not been acknowledged as such. It has been printed in such readily accessible technical references as Mechanical Engineering Handbooks and in most Physics Handbooks for more than 100 years and, more recently in data related to stored-steam-powered US Navy torpedo engines.

Although well-known, the increasingly ultrahigh pressure per heat has not been useable for steam-engine power previously. Instead of being used, the ultrahigh pressure has been avoided as detrimental because it blew up or distorted prior steam engines that transferred heat to bulk water through boiler walls that were weakened by the heat transfer. Standard steam tables of pressure per heat level of steam were generated under laboratory conditions by the US Bureau Of Standards. The pressures per heat level were printed in engineering and science references as guides for avoiding the ultrahigh pressure of what is now known to be hydrogen-electron-activation heat release of stored atomic energy of proton-nuclear water hydrogen without atom-splitting radioactivity.

The laboratory conditions under which steam pressures per heat level were generated apparently did not reveal the exponentially greater pressure energy per heat energy in a manner that was recognized by Steam Engineers as being heat-activative release of stored atomic energy.

With the revolutionary Water Atomic Engine, use of the ultrahigh pressure is enabled by controllably high internal heating of controllable injections of spray-atomized water electrically inside of insulated thick metal walls of atomic-energy generators without external heat transfer that heat-weakens boiler walls. This overcomes the prior obstacle to utilization of inherently ultrahigh atomic-energy pressure by the Water Atomic Engine’s proprietary turbocam engine system that enables utilization of pressures up to 75,000 psi in comparison to approximately 2,000 psi of useable pressure for conventional steam-engine systems and for combustion pressure of internal combustion engines.

Pressure of newly acknowledged water-hydrogen atomic energy increases 47.88 times from only 2.35 times the increase of heat between 300 degrees F with 67 psi and 705 degrees F with 3,208 psi at the top of the steam table. Above the steam table at 1,600 degrees F with approximately 60,000 psi, exponentially explosive pressure increases 895.53 times the 67 psi at 300 degrees F. This is an increase of 168 times in proportion to only 5.35 times the incremental-unit increase of heat above a start of effective water-hydrogen atomic energy at 300 degrees F.

Simply stated, what is now acknowledged as water-hydrogen atomic energy occurs from heat activation of the singular electrons of negligible-attraction proton-nuclear hydrogen of water. The negligible attraction of electrons by proton nuclei of hydrogen is relatively like total absence of nuclear attraction of electrons that allows relatively far greater electron activation of nuclear energy by total destruction of nuclear electron attraction from radioactive atom splitting with far greater heat.

The Energy Industry and major supportive capital sources are obstructing capitalization for the Water Atomic Engine because the FREE ENERGY ERA it can so obviously cause will end their inherently detrimental energy business opportunities for making more than 30 trillion dollars annually from: (a) prolonging the economic life of forms of fossil fuels; from (b) nuclear energy that is dangerous, expensive and nuclear-weapons supportive; from (c) now needless “green tech,” such as far more expensive wind, solar and bio-fuel energy systems; from (d) all energy-support industries; and from (e) whatever other needless fuel systems can be promoted fallaciously.

Dear Mr. Eckels:

The Finance Department received your written request on April 17, 2012 for the following: credit checks, background checks, contracts, studies, technical performance reports, purchase orders, terms of payment, power purchase agreements (PPA’s), and other pertinent documentation associated with the recently announced agreement between the City of Evansville and/or its surrogates and Earthcare Energy and its associated subcontractors and/or surrogates. To be more specific the project that I refer to is the recently announced loan and incentive package worth approximately $5 million that was approved by the Evansville City Council on March 26th, 2012. I would also like any agreements pertaining to the use of Park 41, formally known as the Whirlpool building, by Earthcare Energy LLC.

Your request contains “catch-all” language at the end of the list of specific documents or types of documents – “any other pertinent information regarding” the [Ford Center or the Earthcare agreement.] This is a problem because we do not know what you mean by “pertinent,” but assuming everything “regarding” those topics is “pertinent,” the request would encompass massive amounts of materials, including items that are or may be subject to non-disclosure under the following exceptions:

1. Records that cannot be disclosed, pursuant to IC 5-14-3-4(a), including the following subparagraphs:

(1) Those declared confidential by state statute.

(2) Those declared confidential by rule adopted by a public agency under specific authority to classify public records as confidential granted to the public agency by statute.

(3) Those required to be kept confidential by federal law.

(4) Records containing trade secrets.

(5) Confidential financial information obtained, upon request, from a person, other than information that is filed with or received by a public agency pursuant to state statute.

(6) Information concerning research, including actual research documents, conducted under the auspices of a state educational institution, including information:
(A) concerning any negotiations made with respect to the research; and
(B) received from another party involved in the research.

(8) Those declared confidential by or under rules adopted by the supreme court of Indiana.

(10) Application information declared confidential by the board of the Indiana economic development corporation under IC 5-28-16.

(12) A Social Security number contained in the records of a public agency.

(13) The following information that is part of a foreclosure action subject to IC 32-30-10.5:
(A) Contact information for a debtor, as described in IC 32-30-10.5-8(d)(2)(B).
(B) Any document submitted to the court as part of the debtor’s loss mitigation package under IC 32-30-10.5-10(a)(3).

2. Records that can be withheld and not disclosed at the discretion of the public agency pursuant to IC 5-14-3-4(b), including the following subparagraphs:

(1) Investigatory records of law enforcement agencies, other than those that must be made available for inspection and copying as provided in IC 5-14-3-5.

(5) Records relating to negotiations between the Indiana economic development corporation, the ports of Indiana, the Indiana state department of agriculture, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision with industrial, research, or commercial prospects, if the records are created while negotiations are in progress (except for certified terms of the final offer of public financial resources communicated by the Indiana economic
development corporation, the ports of Indiana, the Indiana finance authority, an economic development commission, or a governing body of a political subdivision to an industrial, a research, or a commercial prospect, which terms shall be available for inspection and copying after negotiations with that prospect have terminated.)

(6) Records that are intra-agency or interagency advisory or deliberative material, including material developed by a private contractor under a contract with a public agency, that are expressions of opinion or are of a speculative nature, and that are communicated for the purpose of decision making.

(7) Diaries, journals, or other personal notes serving as the functional equivalent of a diary or journal.

(10) Administrative or technical information that would jeopardize a record keeping or security system.

(11) Computer programs, computer codes, computer filing systems, and other software that are owned by the public agency or entrusted to it and portions of electronic maps entrusted to a public agency by a utility.

(12) Records specifically prepared for discussion or developed during discussion in an executive session under IC 5-14-1.5-6.1.

(13) The work product of the legislative services agency under personnel rules approved by the legislative council.

(14) The work product of individual members and the partisan staffs of the general assembly.

(15) The identity of a donor of a gift made to a public agency if:
(A) the donor requires nondisclosure of the donor’s identity as a condition of making the gift; or
(B) after the gift is made, the donor or a member of the donor’s family requests nondisclosure.

(19) A record or a part of a record, the public disclosure of which would have a reasonable likelihood of threatening public safety by exposing a vulnerability to terrorist attack.

You may wish to narrow your request or restate it in a way that allows us to more specifically address the scope and nature of the documents that will be produced or withheld. Otherwise, our response is that we possess documents responsive to your requests but that some of them may be withheld for the foregoing reasons.

Finally, because your request is so broad, and may amount to far more than 1,000 pages, your statement that you are only willing to spend $100.00 in copy charges presents a problem. Per your request, we will not compile records that exceed 1,000 pages, and are not required to categorize or prioritize in any particular way which 1,000 pages of records we compile and copy for you. Therefore, once we resolve the issue of the scope of your request, you may wish to change your request to provide for inspection rather than copying, and then identify and request the specific documents you wish to have copied.
