IS IT TRUE in a separate article today guest author Jordan Baer pays his respects to Evansville Mayor Hank Roberts at the Oak Hill Cemetery?…while doing so he was appalled at the level of havoc that negligence and time have wreaked upon this public cemetery?…as others have begun to notice the cemeteries of Evansville look more like the front yard of the Munster’s or the Spook House at Disneyland than a working cemetery that took people’s money through a perpetual care contract?…Locust Cemetery is in the same state of neglect as Oak Hill is?…human beings tend to mentally paint out things that are unchanging and part of their everyday life?…that means after driving by a pile of filth every day for a couple of years most people will lose the awareness of the pile of filth?…we humans do the same thing with beautiful things too?…it seems that which is familiar is not impressive for long unless of course it changes?…more people from Evansville need to start seeing the city vistas as they are to outsiders?…we can and should start with cemeteries and parks which are in absolutely pitiful condition?…our cemeteries and parks are the combed hair and brushed teeth of any city?…one would bet that Evansville would show up for a job interview with bed hair and yellow teeth and then be at a loss for why there was no job offer?…the City of Evansville may do that but that not many people would?…we all need to start treating our public spaces as our own because in truth they are?

IS IT TRUE the last crumbs and morsels of Roberts Stadium are being counted and tagged for the August 4th auction at 10 am at the old arena?…for those who wish to have some artifact from Roberts this will be the last chance to get on in a legitimate manner?…that if Roberts Stadium could talk it could tell us about the zenith of the City of Evansville’s relevance in this world and all about the slow but slippery slide into mediocrity that has occurred during the 57 years since it was opened?…Roberts has hosted the absolute cream of the crop in entertainment and been the home stadium of 5 NCAA basketball champion teams of the University of Evansville?…that in 57 years if the Ford Center can be seen as having racked up the accomplishments of Roberts Stadium then maybe, just maybe it will have been worth the $127 Million plus interest?…it will be a sad day when the wrecking ball hits the building soon after the auction?…the CCO is still disappointed that no investor group came forth to make a deal to do something prosperous with Roberts as has happened in some other cities with older stadiums?…we still think that the last auction of the day should be for the stadium itself and the 37 acres surrounding it as a city that can’t take care of what it has does not have any business building a new park that will probably fall into chaos and disrepair as the others have?

IS IT TRUE Evansville City Councilman John Friend, CPA is now calling for an audit of the Ford Center construction project?…as the Ford Center is finished and hosting events it is truly time to take this responsible step?…that another mid-sized American city has voted to seek bankruptcy protection?…this time it is San Bernardino, CA that has found itself incapable of paying its bills?…the case of San Bernardino is a bit of a departure from how Stockton and Vallejo came to bankruptcy?…that San Bernardino’s debt load is only 4% of its budget?…that the troubles in San Bernardino are traced to rapid growth and runaway housing prices in the mid 2000’s?…while other cities may have squandered their solvency on arenas, new city halls, opera houses, etc. what San Bernardino has is a large number of homes in foreclosure due to the housing bust that are not paying their taxes?…that San Bernardino grew from 91,912 people in 1960 to the 99th largest city in America (Evansville was 100th in 1970) of 209,924 in 2010?…that today houses are still at roughly 50% of their peak, unemployment is well over 12% and the city coffers that expanded to serve the growth are empty?…that cities have the responsibility to remain solvent but it is becoming apparent that the habits of the cities that mimic the federal government are catching up to them and rendering them insolvent?…we are lucky that Mayors do not have a printing press to make money or we would have seen this long before?

On behalf of the Indiana Right to Life Political Action Committee, I am pleased to make today’s announcement regarding our endorsement in state senate district 50. We believe this district should be represented by a state senator who shares the pro-life values of Southwest Indiana, and who believes that taxpayers should be protected from having their tax dollars help to underwrite businesses that do abortions in Indiana. We believe the candidate who shares those values is Terry White.

Today, we are pleased to announce our endorsement of Terry White for the state senate. Terry’s opponent in this race is Senator Vaneta Becker, who is easily the most liberal Republican
member of the Indiana Senate. In 20111 when the Indiana Senate passed historic pro-life legislation that protected pain-capable children at 20 weeks, increased the quality of informed consent information that women receive when contemplating an abortion, and opted Indiana out of abortion coverage in state health exchanges required under the new federal health law, Senator Becker was one of only two Republicans in the Senate who voted against the bill.

Frankly, we believe that most local voters assume that Senator Becker is a conservative because she is a Republican. The truth is that in her entire political career, she has rarely faced a serious challenger who could point out just how liberal she really is on issues like abortion. Terry White’s pro-life values will provide a stark contrast in this race, giving voters a clear choice on election day.

Indiana Right to Life is pleased to endorse Terry White for state senate, and we look forward to working with him at the Statehouse to advance legislation that will protect the unborn and provide women with greater access to positive alternatives to abortion in Indiana.

Teaching Theatre moves forward at USI Board of Trustees meeting

New Harmony, IN – The University of Southern Indiana Board of Trustees, during their regular meeting on July 12, 2012, approved a $96 million operating budget for the 2012-2013 academic year, an increase of $2.5 million over the prior year. Income is from fee revenues, state appropriations, and other sources.

The board authorized the University to borrow just under $50 million using City Securities of Indianapolis, including $13 million of new funds to construct a teaching theatre on campus along with refinancing of existing University borrowing. The expected gross savings from the refinancing will be more than $5 million over the life of the borrowing.

“We’re pleased with this refinancing to be able to provide significant savings to the state of Indiana and its taxpayers,” said Mark Rozewski, vice president for Finance and Administration.

Also approved were construction contracts for the $16.7 million teaching theatre, for which ground will be broken next month and which is scheduled for completion in the summer of 2014. The general contractor will be Empire Construction of Evansville, mechanical contractor Deig Brothers Construction of Evansville, and electrical contractor Alva Electric of Evansville. Estimates are that more than 100 construction jobs will result from this two-year project.

Steve Helfrich, director of Facility Operations and Planning, updated the trustees on other current construction projects. He reported on the progress of the Applied Engineering Center, scheduled for completion this November, and on the University Center Loft food service renovation, to be completed before classes begin in August. Other summer projects underway are partial renovations to the bookstore, apartment buildings in campus housing, and office areas in the Wright Administration Building.

UE’s Jennie Ebeling Awarded Research Fellowship in Jordan

Jennie Ebeling, associate professor of archaeology in the University of Evansville’s Department of Archaeology and Art History, has been awarded a four-month post-doctoral research fellowship from the National Endowment for the Humanities.

Ebeling will spend the Fall 2012 semester at the American Center of Oriental Research in Amman, Jordan, researching “Bread Culture in Jordan: A Study of Women’s Changing Roles in Bread Production in the 21st Century.” In addition to conducting ethnographic and ethnoarchaeological research on traditional bread baking techniques, she will produce a video on bread culture in Jordan with a local filmmaker. Ebeling specializes in ancient food technology in the Middle East.

An archaeologist who works in Israel and Jordan, Ebeling earned a PhD in Syro-Palestinian archaeology from the Department of Near Eastern Studies at the University of Arizona in 2001. In addition to the NEH fellowship, she has been awarded several competitive grants, including Fulbright and Lady Davis fellowships, to support her graduate and post-graduate research abroad.

Ebeling has taught in the Department of Archaeology and Art History at the University of Evansville since 2002 and has served as chair since 2009. In Spring 2011, she received the Dean’s Teaching Award from UE’s College of Arts and Sciences. Ebeling also serves as co-director of the Jezreel Expedition and a vice president of the American Schools of Oriental Research. She is an editor of the volumes Household Archaeology in Ancient Israel and Beyond (with A. Yasur-Landau and L. Mazow, Brill, 2011) and New Approaches to Old Stones: Recent Studies of Ground Stone Artifacts (with Y.M. Rowan, Equinox, 2008) and the author of Women’s Lives in Biblical Times (T&T Clark International, 2010).

EFD Firefighter Promoted to Lieutenant

Firefighter Ben Pfeffer (pef-fer), a 9½ year veteran of the Evansville Fire Department, was promoted to the rank of Lieutenant this morning in a brief ceremony at EFD headquarters. Pfeffer’s badge was presented by Fire Chief Mike Connelly who then followed up with a congratulatory handshake for the new Lieutenant.

Ben has been active in Firefighter’s Local 357, chairing the Fall Festival and Children’s Christmas Party committees and serving on the Executive Board. He was selected as the 2009 Greenriver Kiwanis Firefighter of the Year. Since February 2003, Ben has been assigned to Ladder #1. Lieutenant Pfeffer’s new assignment has not been determined at this time.

IS IT TRUE there is finally a situation where President Barack Obama kept his word exactly as he said he would and that the Tri-State will suffer the loss of wealth and jobs for his honesty?…that during the campaign in 2008 then candidate Obama uttered the following phrase?
“So if someone wants to build a coal-powered plant, they can. It’s just that it will bankrupt them.”

IS IT TRUE on Monday the Patriot Coal Corporation that has operated coal mines in Western Kentucky for a long time filed for bankruptcy?…that President Barack Obama kept this promise?…this promise has much to do with why President Obama is trailing by so much in Kentucky and West Virginia that he would really be wasting his time to even go into those states?…that it will be interesting to see what happens to the President’s support in Ohio, Indiana, and Pennsylvania all of which have extensive mining industries?…it will be even more interesting to see his level of support in his home state of Illinois once you get south of Chicagoland?

IS IT TRUE that every item that will be worn by the US Olympic team in the upcoming London Olympic Games is made in China?…this is a personal insult to every American manufacturer, taxpayers and the over 20 Million unemployed and underemployed members of the American workforce?

IS IT TRUE that the Par 3 Golf course located at Wesselman Park has lights so patrons can play golf in the evening?…taxpayers couldn’t play golf at Wesselman Park because the past Mayor has made sure his workers kept the lights off for the last 6 years?…it looks like the new Mayor is presented with yet another negative surprise left to him by the last Mayor?…we expect the new Mayor and his Parks Director to address this issue in a timely manner and make the needed adjustment to allow evening golf to be played at the Wesselman Park Par 3 golf course?

IS IT TRUE that 5th Ward City Councilman and Budget Chairman John Friend, CPA just requested that the State Board of Accounts conduct an official audit concerning the total costs incurred in building the downtown Ford Center?…we can’t wait to review the audit findings as presented to the new Mayor, Councilman Friend, and his fellow council members?

IS IT TRUE we find it interesting that SMG doesn’t have a Consultant of Diversity in their employment but VenuWorks does? …that SMG has produced an impressive menu of diverse shows at the properties they are in charge of?…if City Council President Connie Robinson is intent on seeing shows that she approves of brought to the Ford Center that she should take this issue up with Mr. Tallmadge Vick and not the Evansville mainstream media outlets?

More of us feel that whatever the outcry, the individuals in authority turn a deaf ear to their grievances. Today, the restoration of confidence of many has been obtained.

Historically and seemingly, the utility industry has had it’s way with the Indiana Utility Regulatory Commission, but, today, we, the ratepayers can all rejoice that those in authority have heard our voice.

Let it be proclaimed that the will of the people has been upheld in regards to the denial of Vectren’s petition to increase the electrical rates of those ratepayers in Southwestern Indiana. I would like to thank the efforts of Representative Gail Riecken, District 77 and the folks at the City-County Observer that together, we brought the fight to Southwestern Indiana and the Commission heard our voices.

We must not be resolve in the notion that a victory has been won, but, to the contrary, must be demanding that those in authority (IUIC) be responsibility in the future and understand that the ratepayer has limited resources. And, moreover, I would like to advance my appreciation to all that took the time and effort to execute my petition.

Today Vectren learned that when people in southwestern Indiana speak up, the Indiana Utility Regulatory Commission (IURC) will listen. Vectren was denied its rate increase in entirety. Last August I made a formal request on behalf of ratepayers to hold a town hall style meeting in Evansville to listen to complaints. That meeting was held. I was joined by Councilman John Friend in the effort. He speaks passionately about businesses trying to stay afloat in this economy and the added burden of yet another electric rate increase.

This would not have been possible without the support, encouragement and initiative of the City County Observer to step out and print the facts. I want to thank Councilman Friend, the City County Observer and the IURC for their leadership and commitment to listen to the people. A special thanks to the Citizens Action Coalition (WWW.citact.org) for their counsel to me and other Hoosiers striving for just, reasonable and affordable utitilies rates.

The Facts:

Vectren filed for a rate increase for the installment of $32 million in dense pack technology to improve efficiency to two units at their A.B. Brown Generating Station. The Cause Number at the Commission was 44067. It was filed on September 13, 2011 and ruled on today. Vectren stated the estimated bill impact for a residential customer would have been $1.08 per month. Vectren was seeking this unjustified rate increase knowing they have the highest electricity rates in the state. On average, the average Indiana ratepayer pays $100 per 1000kwh of electricity used. In July of 2011, the average Vectren electric customer paid $155 per 1000kwh used. Vectren’s rates are up 62.8% or $59.85 for that amount of electricity over the last five years and up 109% or $80.91 over the last decade!

Adding insult to injury, the Commission denied this very request in Vectren’s last rate case. Instead, the IURC ordered Vectren to file for cost recovery AFTER the projects were completed and “report on the actual improvements achieved by the projects.” Yet Vectren come back to the Commission and ask again for approval.

Vectren does not know the actual cost of the project and refers to the $32 million in their testimony as the estimated cost. They stated in their testimony: “It must be emphasized that the actual impacts will depend upon the actual construction costs… as the Project proceeds.”

Vectren wanted a guarantee they can recover all costs associated with the project and a rate of return (profit).

Vectren suggested that ratepayers will “see little to no rate impact” and promised that ratepayers will actually save money as a result of this project. The fact is the only guarantee that ratepayers get is that bills will increase to pay for the project. Promised savings are contingent upon the cost of coal, so if the price of coal goes up, which is likely, bills go up, regardless of this project.
