Park 41 Receives Industrial Recovery Site Designation

EVANSVILLE, IN (May 24, 2012) –In September of 2011 the Growth Alliance for Greater Evansville began working with the Indiana Economic Development Corporation (IEDC) to earn Industrial Recovery Site designation for Park 41, located at 5401 Highway 41 North. On May 16, 2012, the IEDC designated Park 41 as an Industrial Recovery Site; also known as a Dinosaur Building.

What does this mean for Park 41? Industrial Recovery Site designation at Park 41 allows qualifying companies that locate at Park 41 the opportunity to receive Industrial Recovery Tax Credits of up to 25 percent against the cost of remodeling, repair or betterment of the building. For example: if the qualifying building improvements cost $1 million, the company could be eligible for up to $250,000 in tax credits.

To be designated as an Industrial Recovery Site, a building must meet several parameters. The building or complex of buildings must have been in service for at least 15 years, with at least 50,000 interior square feet and must have been at least 75 percent vacant for one year or more. The longer the building has been in service, the higher the applicable percentage of the credit which is between 15percent and 25percent.

The Industrial Recovery Site application was filed by the Growth Alliance for Greater Evansville on behalf of Mayor Lloyd Winnecke, the City of Evansville and Park 41. Companies locating in Park 41 that wish to seek the Industrial Recovery Tax Credits associated with the site designation must submit specific plans for rehabilitation to the IEDC for approval.

Under Indiana Code, Evansville City Council members passed a resolution in support of the Industrial Recovery Site designation for Park 41 to encourage redevelopment of a vacant underutilized building, create jobs, payroll, property taxes and utility revenue.

“I want to thank the Indiana Economic Development Corporation for designating Park 41 as an Industrial Recovery Site and the Growth Alliance for Greater Evansville for its work on presenting a case to the IEDC explaining why the former Whirlpool plant should receive Dinosaur Building status,” Mayor Winnecke said. “The designation is another important tool the Growth Alliance can use as an incentive to market Park 41 to companies that want to expand or relocate their business in Evansville.”

Since 2006 the IEDC has designated only four other Indiana facilities for the credits, none being in Evansville/Vanderburgh County. The Growth Alliance for Greater Evansville has submitted two more applications for facilities that could qualify for Industrial Recovery Tax Credits.

“Certifying sites, such as Park 41, provides Evansville with a competitive advantage to successfully land significant projects and confirms the readiness of our community to create new jobs and attract capital investment,” said Debbie Dewey, President of the Growth Alliance for Greater Evansville.

The Kunkel Group purchased Park 41, the former Whirlpool facility, in April of 2011 with plans to convert the 1.5 million square foot building into a multi-tenant facility. The facility is currently occupied by nine tenants.

•Social Security had the biggest financial slide. The government would need $22.2 trillion today, set aside and earning interest, to cover benefits promised to current workers and retirees beyond what taxes will cover. That’s $9.5 trillion more than was needed in 2004.

•Deficits from 2004 to 2011 would be six times the official total of $5.6 trillion reported.

•Federal debt and retiree commitments equal $561,254 per household. By contrast, an average household owes a combined $116,057 for mortgages, car loans and other debts.

“By law, the federal government can’t tell the truth,” says accountant Sheila Weinberg of the Chicago-based Institute for Truth in Accounting.”

IS IT TRUE that sometimes crime delivers more humor than a comedian?…yesterday it was reported that a 79 year old man from rural Illinois was robbed of his collectable pair of brass bull balls?…that some of the young, male, and dumb specimens who grace our fair city have been spotted with imitations of brass balls hanging from their rear view mirrors or trailer hitches and that is just written off to youthful silliness?…that one must wonder what it was about such a trophy that made a pair of brass balls become the prized possession of a 79 year old?

IS IT TRUE Tuesday’s Democrat primary in Kentucky may have sent a strong message to President Barack Obama?…while the President had no opponent on the ballot, there was an option to vote for “uncommitted” that translates into “I will not be voting for President Obama but I did find a need to vote in the Democrat primary”?…that “uncommitted” got nearly 43% of the votes?…in Arkansas President Obama’s opponent also got over 42% of the vote?…the opponent in the Arkansas primary was an attorney from Tennessee who did not campaign at all?…that the Obama campaign is quick to note that they were not counting on winning in Kentucky, Arkansas, or West Virginia where a similar thing happened in the primary?…that these kinds of losses may be tempting to blow off but that Kentucky and West Virginia in particular are pretty good proxies for how Southern Indiana, Southern Ohio, and Western Pennsylvania will be voting?…that nearly every poll right now is calling for a statistical dead heat between President Obama and Mitt Romney?

IS IT TRUE several of our readers have expressed curiosity about several projects in downtown Evansville?…the one drawing the most interest is of course the McCurdy Hotel that still has open windows and is beginning to look like it is once again going to be the home of snakes, rats, and a beanstalk?…that despite big announcements the McCurdy is still reported on the Vanderburgh Assessors website as owned by City Centre Properties LLC and now owes back taxes of $21,525.84 that corresponds to being a full year behind on property taxes?…our readers have also been asking for an update on the repairs being done at Kunkel Square?…that there was much fanfare a couple of weeks ago when homeland security (????) closed the building over a set of stairs and an alarm system feature?…that we would like a follow up on when the tenants will be back into their apartments?

IS IT TRUE the other project drawing questions is the downtown Convention Hotel status?…we have been treated to the numbers that Hunden Strategic Partners have advised and that the budget should amount to $150,000 per room with no bells and whistles?…what was not released was the amount of public assistance that is being recommended by Hunden that the City of Evansville will have to offer to attract an experienced developer/operator?…that looking back to valuation, rate, and occupancy studies from a year ago one would have to expect that the package will have to increase to roughly $13.5 Million + Bridge to Nowhere + Infrastructure Improvements + Tax Abatements to make this happen right?…that will bring us right up to the total package of about $25 Million to $30 Million that Fort Wayne had to shell out to get White Lodging to town?…that hopefully this time the Office of the Mayor, the Evansville Redevelopment Commission, and the City Council will at least start their thought process with some basis of reality?…the real question is how much is this hotel needed?…we would like to see examples from other comparable cities that have invested 8 figure incentive packages in the private lodging business?

USI Excavation Site Open to Public

The University of Southern Indiana is conducting an archaeological field school through June 8 in New Harmony, Indiana. Michael Strezewski, assistant professor of anthropology, and his students are continuing the excavation of the Harmonist kiln site, located at the corner of North and West streets. At this location, Harmonist potter Christoph Weber manufactured redware pottery for the Harmonists and for sale to the public through the Harmonist store. The kiln was in operation from 1815 to 1824. USI has been investigating the Harmonist kiln site since 2009. About a dozen students will be working at the site, which is open to the public from 8:30 a.m. to 3:30 p.m. Monday through Friday, except on Memorial Day.

VHS Annual Canine Classic Golf Scramble Needs Golfers

The 2012 VHS Canine Classic is being held on Friday June 15th, at the beautiful Cambridge
Golf Course. “We are in desperate need of golfers! Our event won’t be successful without
plenty of players. Hole sponsors are also needed. This is a great way for businesses to show
community support,” says Sydney Long, VHS PR Coordinator. “We’re hoping to see more
registrations come in over the next couple of weeks to ensure a fun and successful event.”

The Canine Classic registration is $75 for a single golfer and $320 per foursome. The
registration fees include scramble participation, a great lunch, fun contests and a gift bag for each
player. The scramble also gives golfers a chance to play the beautiful Cambridge Golf course.
Golfers are encouraged to ask their employers to sponsor their participation in this charity event.

Participants will enjoy lunch at 11:30am and a shotgun start at 1pm.

There are also several sponsorship opportunities still available for area businesses. Businesses
can sponsor a hole and have a foursome play the course for $400. Hole Sponsorships are $125
and include signage at 1 tee box. $1,000 Golf Cart Sponsorships are still available.

The VHS Canine Classic will benefit the Vanderburgh Humane Society and its programming.
A fixture in our community for over 50 years, the VHS is committed to the elimination of
pet-overpopulation in our community, the prevention of animal cruelty and neglect, and the
promotion of the human-animal bond.

Casino Aztar announces $7 Million of Improvements

CASINO AZTAR ANNOUNCES HOTEL RENOVATION

Casino Aztar announces a full renovation of the Casino Aztar Hotel with plans to make approximately $5 million in improvements. This will be the first renovation for the hotel since it was built 15 years ago.

Casino Aztar General Manager, Ward Shaw said, “There won’t be a spot untouched in this renovation. It will be a different experience than our more contemporary Le Merigot hotel, however. The Aztar will remain more of a grand traditional-style that so many of our customers have enjoyed over the years, but it will get the fresh look that will dramatically improve the comfort and overall enjoyment of our guests we attract from around the region and the country.”

All 251 guest rooms will be dramatically transformed with new wall coverings, carpet, furniture, bedding, and televisions, along with renovated bathrooms. EVANSVILLE, Ind. – Last week, the Evansville Water and Sewer Utility submitted a case in chief to the Indiana Utility Regulatory Commission (IURC) for a three-year phased increase in water rates. The rate increase is necessary to address rising operating expenses and fund essential – and in some cases mandated – repairs as well as additions to the current infrastructure, most of which is aging and in need of significant upgrades. Filing the case in chief is the step in the IURC’s process during which a utility may submit usage data and documentation supporting an increase in usage fees. The Utility began the process by filing a petition with the IURC in December 2011. The Utility will notify its customers of the proposal via mail later this month.

Evansville’s monthly residential bill for 5,000 gallons of water is currently $14.42, significantly less than many surrounding communities. If the IURC approves the water rate increase, the monthly residential bill for 5,000 gallons of water – before the fire protection surcharge is added – will increase to: $17.19 in 2013, $18.86 in 2014 and $20.34 in 2015 Those amounts are still considerably less than monthly residential bills for the same water usage in nearby communities, including Indianapolis ($27.90), Princeton ($31.95), Mt. Vernon ($35.20), and Newburgh and Terre Haute ($36.38).

“The time has come for Evansville to invest in its aging infrastructure,” said Allen Mounts, Evansville Water and Sewer Utility director. “We have 1,000 miles of water lines, and almost 600 miles are old, cast iron pipes, which are not durable enough to stand the test of time. The water filtration plant is more than 115 years old. Postponing much-needed capital improvement projects increases the likelihood of water main breaks and system failures.”

Recently, the Utility replaced 1.9 miles of water line along Kratzville Road, which cost approximately $1.5 million. Industry guidelines suggest replacing 1 percent of water lines each year, which would be 10 miles per year for Evansville. At a rate of $700,000 per mile, the Utility would need more than $21 million during the next three years to meet those conservative standards. However, over the next three years – even if the rate increase is approved – the Utility will only have funding to replace 4.5 miles of water line, far less than the recommended 30 miles.

Mounts said, “The Utility is carefully balancing the desire to keep rate increases low while addressing the need to raise enough capital to mitigate risks in the Utility’s massive infrastructure.”

June 4 field hearing open to the public

At 6 p.m. Monday, June 4, the IURC is hosting a public hearing at the Bosse High School auditorium – 1300 Washington Ave., Evansville – to allow the public to submit questions and feedback on the request for a rate adjustment. It will be several months before the IURC reaches a decision.

“We realize that any increase in utility rates will impact our customers,” Mounts added. “We are working to make this process as transparent as possible and encourage those who want more information to attend the IURC’s hearing.”

Evansville Water and Sewer Utility’s last water rate increase was approved by the IURC in 2007 and phased in through 2010.

IS IT TRUE Mole #24 tells us that the person who would have been responsible for taking the minutes for the meeting of the Economic Development Loan Committee meeting where the advance of $200,000 was approved for Earthcare Energy was none other than Ted Ziemer, attorney for the Office of the Mayor of Evansville?…that we are certain that if our mole is right that Mr. Ziemer was prompt about putting those minutes together?…that what has not been done promptly is the approval of those minutes so the people of Evansville can know for sure what discussions were held and what went down prior to the voter to write that $200,000 check?…it is just disgusting that the City of Evansville and DMD are fully capable of assembling a board of directors and pushing through approval for a loan in 24 hours but that they can’t get together to approve the minutes of the meeting in 3 months?…such things are about as transparent as a Kremlin meeting under Nikita Khrushchev?

IS IT TRUE that we furthermore have a couple of Civic Center Moles telling us that a high ranking emissary came directly from the Mayor’s Office to demand that a long term employee of DMD who can write a check to do so and to make haste doing it?…this all adds up to a cavalier use of taxpayer dollars and a concerted effort to cover their tracks by being complacent about approving the minutes?…that it may just be time for another Freedom of Information Act request?…that this time the CCO will be asking for the agenda and the meeting notice that had to have been distributed for that check writing meeting to have been held?…that we will also be requesting all previously approved meetings of the Economic Development Loan Committee to learn whether the minutes approval process is months, years, or even decades?

IS IT TRUE the people of Evansville are in for an eye popping increase in water rates?… if one goes to the IURC website and pulls up Cause # 44137 one will learn that Evansville Water & Sewer wants to do no fewer than 44 projects over the next 3 years?…the City filed a Case-in-Chief dated 5-18-2012 which requests a 41 % water rate increase over 3 years with year one going up 19 %?…this set of increases has nothing to do with what is coming our way when the Combined Sewer Overflow projects start to be undertaken?…this particular set of increases is largely due to replacing aging infrastructure in the form of nearly 100 year old cast iron water pipes that are prone to failure?…when these old pipes fail they tend to take out roads with them?…that such high increases as the 41% that is upon the people of this city right now are most certainly due to yet another legacy of failures by previous City Administrations to do the routine things that keep a city modern?…that the chickens of Mayors past are coming home to roost?

IS IT TRUE the recent barrage of lawsuits filed against the Obama Administration by Catholic organizations (most recently Notre Dame) will be interesting to watch play out?…that all of these lawsuits will become moot if the United States Supreme Court rules that the national healthcare program commonly called Obamacare is unconstitutional and un-severable?…that means the whole thing goes away and the healthcare clock is turned back 3 years?…it will also be interesting to see if members of the Catholic faith will consider these lawsuits when deciding who to vote for in the Presidential election?…there are nearly 70 Million registered members of the Catholic church in America?…the electorally important state of Pennsylvania is 53% Catholic and that Rhode Island is 63% Catholic?…if this large block all moves in mass to Mitt Romney over the controversy between church and state that this election is over?
