IS IT TRUE the Evansville City Council took a most unusual step last night in holding a vote of confidence with respect to the services of David Garrett whom they hired last year for $20,000 do financial analysis of completed transactions for compliance and competence?…Mr. Garrett won this confidence vote by a margin of 7 – 2 in a meeting that at times resembled a scene from Animal House?…the two dissenting votes were cast by Council members Jonathan Weaver and Missy Mosby who often find themselves joined at the hip in casting twin votes on a variety of resolutions?…at one time Councilwoman Mosby annoyed City Council President Connie Robinson with her facial gestures to the point that Robinson admonished Mosby with a command of “DON’T YOU ROLL YOUR EYES AT ME”?…Councilman Dr. Dan Adams was quoted as asking “what is it about Mr. Garrett’s reports that has these people terrified of the outcome being made public”?…this is a good question and when the name of the anonymous caller who started this witch hunt is exposed if it ever is those answers may just come forward?…with this in mind the City County Observer is offering a $500 informant fee for information that exposes the identity of the anonymous caller in a way that is 100% certified as accurate?

IS IT TRUE the United Kingdom has a perfect up or down vote to deal with an incompetent member of Parliament?…they hold a vote of NO CONFIDENCE is also called a motion of no confidence, a censure motion, a no confidence motion, or a confidence motion?… according to Westminster parliamentary procedure, governments often respond to a vote of no confidence by calling for a confidence motion?… Parliament passes or rejects the vote?…typically, when a vote of no confidence passes parliament, the government official MUST EITHER RESIGN OR SEEK A PARLIAMENTARY DISSOLUTION OR GENERAL ELECTION?…many people mistakenly associate a vote of no confidence with the term impeachment?…the two words mean different things?…impeachment implies that a crime has been committed by a government official?…a vote of no confidence doesn’t imply that the person under vote has committed a crime, however if the vote of no confidence passes it most always rids the system of an incompetent or ineffective member of a governing body?…it seems as though it is time for some proper votes of NO CONFIDENCE to be held in Evansville, Indiana as our local government has proven itself in need of some serious eradication of people who were elected by the people who are clearly not doing the job they were elected to do?

IS IT TRUE that City Council Attorney Scott Danks took on the task to call the State Board of Accounts and investigate exactly what the status of the anonymous call was in the eyes of the state?…there is no hot burning investigation going on and there probably will never be?…the opinion of the state is that David Garrett does not need a CPA license to do the tasks described in his contract with the Evansville City Council?…it is also illegal for a pending investigation to be made public as has been done in this case?…if Mr. Garrett suffers any damages financial or otherwise as a result of this attack on his character that damages may just be sought from any and all participants in this unnecessary witch hunt that seems to be designed to SUPPRESS PUBLIC INFORMATION?…last night’s council meeting in many ways was a continuation of the GONG SHOW scenarios of late but this is what happens prior to constructive purging?…as strange as this may sound to some people good may come from exposing and purging elements that thrive on political cronyism and blind personal ambition?…”LET THE PURGE BEGIN” should be the theme until the poisons are eliminated?

CCO Offers $500 Reward for Name of Anonymous Caller to State Board of Accounts

The City County Observer would like to see some accountability brought into the dust up over the credentials of David Garrett to perform financial analysis for the Evansville City Council.

It is now widely reported that an anonymous call was placed to the Indiana State Board of Accounts to attempt to get Mr. Garrett’s credentials investigated. Several local elected officials and media outlets bit on it like a mindless bass strikes a shiny object prompting a 7-2 vote of confidence in Mr. Garrett’s favor at Monday’s City Council meeting.

The question remains, WHO PLACED THE CALL AND WHY. The CCO is hereby offering a $500 reward for information that leads to a confirmed and documented name of the person(s) who placed that call. If the nameless caller is identified we expect that the why will be self evident.

Note: We have only offered one other cash reward and that was for the identity of the people accused by then city council candidate Jonathan Weaver of stealing campaign signs. The reward was never ever redeemed.

I returned to Evansville Sunday afternoon. We will provide what we can to you for Mr. Garrett Monday. Since I was out of town I didn’t feel it would be productive to request Finance Dept. staff to come in on Saturday or Sunday to work overtime to process this request.

I will let you know our progress on Monday.

Alan Jackson Brings “Real Country” to Ford Center

In the span of three hours, fans at the Ford Center were treated to a full range of today’s country music on Friday night. The show kicked off with a short set by young newcomer Greg Bates, best known for his hit “Did It for the Girl.” Bates was followed by rising pop/country trio Gloriana with their mix of edgy new songs mixed with some familiar classics.
Headliner Alan Jackson is the established industry veteran, with three decades of hits from which to draw his set list. Jackson kept his fans happy by playing a catalog of his greatest hits interspersed with some newer tracks. The video screens that backed his set enhanced the experience, with images of classic Americana and even footage filmed around Evansville during the day.
“This area proves its love for country music again and again,” said Executive Director Scott Schoenike. “We are happy to be able to offer a full spectrum of concerts that cover everything from classic artists to up and comers.”
The Ford Center continues to stay active with a variety of upcoming events, including Journey February 12, the 37th Annual World Championship Ice Racing Series Finale February 23, the Deaconess GLVC 2013 Basketball Championship March 7-10, Disney on Ice March 27-30, Kid Rock April 1, Neon Trees April 12, Brit Floyd April 19, and Jason Aldean April 25.

IS IT TRUE the Hoosier Lottery has hired a company called GTECH Corporation that makes their home in Rhode Island to help increase the revenue of the lottery by $500 Million?.. the Hoosier Lottery and other lotteries across the country all were sold to the public as a winning proposition for our educational system back when they were needing votes to start them?…after more than 25 years of widespread state lotteries from coast to coast the school systems in the United States are indeed spending more money than ever but achieving no better results in performance that back in the old days when there was no lottery?…lotteries advertise that they are “fun” and that they are “games” but the fine print at the bottom is quite clear about the long odds of winning and that the publicly celebrated prizes are not as large as they say?…lotteries run by the state are no different than the numbers rackets run by the mafia gangs in the big American cities like New York and Chicago that the FBI attacked on the basis of illegal gambling and usury practice?…the only difference is that today’s numbers rackets are run by the states with the disingenuous cover story of helping our kids?…there are those who claim that lotteries are simply a tax on the poor?…taxes are paid for a purpose and the only thing about lotteries that is like a tax is that the profits go into the coffers of government?…lotteries in reality are a game that people with no understanding of the simple mathematics of probability get sucked into?…they are not a tax on the poor, they are a scam that the dumb continue to fall for hook, line, and sinker?…if the government of Indiana wants to expand the scam they have become dependent on then so be it?…the dumb will continue to be dumb and the poor will continue to do the things that made them poor in the first place?

IS IT TRUE that a firestorm erupted over the weekend in Evansville politics over the qualifications of David Garrett who was hired as a consultant by the Evansville City Council to conduct compliance reviews on the embarrassing situation caused by decisions made by the Weinzapfel Administration that has prevented the City of Evansville from balancing their books in over two years?…there is no question that oversight and discipline is needed at the Civic Center because the last several years have been disorganized chaos?…David Garrett at one time in his life did indeed pass the test to become a CPA and even worked for the City doing internal audits?…Mr. Garrett apparently for career purposes let his CPA license expire through not taking the annual training or paying the fee to practice as a CPA?…he is eligible to bring his training up to date and pay the fee to the state anytime he wishes should the three little letters CPA be to his advantage?…the Evansville City Council has some professionals among its members who at one time in their career had a license to practice law and/or medicine?…that if Councilman McGinn for instance decided to run the Evansville Zoo and let his license lapse that would not make him any less of a capable lawyer?…if Councilman Dr. Dan Adams decided to spend his time in public service as opposed to practicing medicine and neglected to send in the fee to renew his license that would not degrade his skills one iota?…the same is true for Mr. David Garrett?…from what we at the CCO have seen and heard of his consulting skills he is a fully qualified person to do the compliance reviews that the City of Evansville desperately needs done in the wake of CPA after CPA failing to do that very job?… Mr. Garrett has also been challenged to get information he needs and has formally requested to do his job?…all of this smokescreen being put out by Councilman Jonathan Weaver and others regarding Councilman John Friend’s incorrect assertions about the status of Mr. Garrett’s CPA license is not addressing the problems of screwed up books, misplaced money, and other City run programs that have been funding sources for crony capitalism for years? … didn’t Mr. Weaver vote for the infamous $5 million dollar “Earthcare” project?

IS IT TRUE that it has also been alleged that Mr. Garrett has either personally or as a guarantor been involved in a bankruptcy case at some point in his past?…a quick Google search does turn up one such case involving his being a personal guarantor on some debt that led to a bankruptcy?…the dates were beyond the time that such things stay on a credit report so as he is a healthy person earning a living we will assume that Mr. Garrett has emerged from bankruptcy much like many others have and gotten on with his life?…things like that happen and the laws of the United States were written for the purpose of keeping despicable things like debtor’s prisons from happening here?…bankruptcy laws also recognize that people at times need a new start?…bankruptcy is not a crime and no violence is perpetrated on anyone as it is with criminal cases involving spousal battery, stalking, harassment, or abuse?…it is important that whatever the details of Mr. Garrett’s association with bankruptcy are they should not be confused with a degradation of his skill or with crime which it clearly is not?…we will be watching this very closely in the coming days but it is clear to us that the politics of cronyism and personal ambition are involved in an attempt to politically assassinate the character of David Garrett at a time that the City Council and the leadership of Evansville should be concentrating on cleansing the financial cesspool that has been created by decades of cronyism and neglect?…we should let this man do his job, earn his $20,000, and take appropriate action so such compliance reviews are never needed again?

It is now 7:36 p.m. Saturday, and I’m in my office awaiting the administration work product, i.e. banks rec’s through Dec 2012 as I requested this morning. As such, you may bring the all of the documentation, etc relative to the rec’s at the Monday Council meeting. In addition, please provide an index of those documents. We intend to have Mr. Garrett, Council consultant, in attendance to catalog the information. We request to have the information available at the start of the finance meeting. Upon Mr Garrett review, we will leave the miscellaneous portion of our meeting open for any questions about the documents presented. We anticipate 26 rec’s times seven months, excluding the investment accounts which will also require verification. Of course, as I mention previously, the we will expect the utility rec’s as well. Please don’t forget about the DMD arena fund rec.

Of course, the schedule requested is subject to Madam President Connie Robinson approval.

In addition, please give a detail explanations for all write-ups and write-downs.

Rear End Crash Injures Illinois Couple, Driver Arrested for DUI

user29376-1360508320-media1_636365_192_240_PrsMe_Last night, February 9, at approximately 10:35 p.m., Indiana State Police and Gibson County Sheriff’s Department responded to a two-vehicle crash on U.S. 41 near C.R. 400 South that seriously injured an Illinois woman.

Preliminary investigation revealed Bill Sempsrote, 67, 7906 East Laurel Lane, Robinson, IL, was driving his 2006 Toyota utility truck northbound on U.S. 41 near C.R. 400 South. Marcus Osborne, 27, of Henderson, KY, was also northbound on U.S. 41 behind Sempsrote when he collided into the rear of the utility truck. Osborne was driving a 2005 Chrysler 300. After impact, Sempsrote’s vehicle left the roadway and rolled over. Sempsrote’s wife, Janet, was ejected from the vehicle. Bill Sempsrote was trapped and had to be extricated. Janet Sempsrote, 57, was air-lifted to St. Mary’s Hospital where she is currently being treated for serious injuries. Bill Sempsrote was also taken to St. Mary’s Hospital where he’s being treated for a non-life threatening head injury. Both vehicles were totaled.

Further investigation revealed Osborne had a blood alcohol content of .15%. He was arrested and taken to the Gibson County Jail where he’s currently being held on bond.

North High Dance Team to Host Recital

On Sunday, Feb. 17, the North High school Huskettes Dance Team is hosting a Dance in Review Recital at 2 p.m. in the North High School Performing Arts Center. The event, which is open to the public, will feature the dances the students have performed throughout the season. The recital is free, but donations will be accepted.
In addition to their normal routines, the team will perform a special interpretive jazz routine that focuses on the prevention of bullying and the acceptance of all people.
The team performs in the fall with North High School’s Green Brigade as the flag and rifle auxiliary and also offers entertainment at North’s boys’ basketball games. In addition, the team will travel with the Green Brigade to Florida in March to participate in a performance at Epcot Center.
