THE COMMON COUNCIL OF THE CITY OF EVANSVILLE
RESOLUTION C-2011- SPONSORED BY:

WHEREAS, the budget for the City of Evansville for the year 2011 currently shows that the sum of Fifty Thousand Dollars ($50,000.00) has been allocated to a program commonly known as Youth Sports; and,

WHEREAS, the budget for the City of Evansville for the year 2011 currently shows that the sum of Ten Thousand dollars ($10,000.00) has been allocated to a program commonly known as Youth Leadership; and,

WHEREAS, the Council has been made aware that maintenance in local Parks facilities is lacking and several facilities are in immediate need of maintenance and has further been made aware that a City resident was injured by a dirty hypodermic needle that was discarded in Sunset Park and that graffiti and litter plague another Parks facility, The Pigeon Creek Greenway; and,

WHEREAS, the lack of maintenance in our City Parks is in part due to lack of sufficient funds to employ sufficient personnel to maintain said Parks and lack of sufficient funds to purchase necessary supplies and equipment to maintain said Parks;, and

WHEREAS, the maintenance or the City’s Parks is important to the taxpayers of the City of Evansville and should take precedence and have priority over the aforementioned Youth Sports and Youth Leadership programs and that the funds in the amount Sixty thousand dollars ($60,000.00) should be utilized for the employment of part time employees to clean, repair and maintain our Parks and for the purchase of materials and supplies to maintain our Parks; and,

WHEREAS, it is the desire of the Common Council of the City of Evansville to utilize the aforementioned sum of Sixty Thousand Dollars ($60,000.00) for the employment of part time Parks employees and for the purchase of materials and supplies to maintain our Parks and that said sum should be transferred to the Parks Department for these stated purposes rather than be granted to the Youth Sports and Youth Leadership programs and that Sunset Park and the Pigeon Creek Greenway be the first facilities to benefit from these funds.

NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF EVANSVILLE THAT:
1. No funds be granted or utilized for Youth Sports and Youth Leadership programs.
2. That the sum of Sixty thousand dollars ($60,000.00) be allocated to the Department of Parks and Recreation for the sole and express purpose of employing part time employees and for the purchase of materials and supplies for the maintenance of various Park’s facilities and that Sunset Park and the Pigeon Creek Greenway be the first Park’s facilities to benefit from these funds.
3) That the balance of the funds be utilized to maintain other Park’s facilities as determined by the Staff of the Department of Parks and Recreation.
4. That the Mayor of the City of Evansville, the Board of Parks Commissioners, the staff of the Department of Parks and Recreation and the Controller of the City of Evansville do what is necessary to achieve these purposes.
5. That this Resolution be in full force and effect upon its adoption by the Common Council of the City of Evansville and approval by the Mayor.

Washington’s Sequester Hysteria Obscures A More Tragic Unseen

This Friday marks the day that automatic federal spending cuts will take place thanks to an incompetent political class willfully blind to constitutional limits. Though reductions on the order of $86 billion are truly microscopic, politicians and their media enablers are predictably predicting economic Armageddon thanks to a tiny cut in planned spending increases.

As USA Today put it on Monday, “Coming soon, the lines at airport security might get longer, the hours of service [horrors!] at Head Start centers might get shorter and the FBI might have fewer agents tracking down bad guys.” Fearful of “fewer teachers, reduced medical care, idle defense workers and other job-killing reductions in all 50 states,” our economically obtuse President in Barack Obama has naively asserted that “The longer these cuts are in place, the bigger the economic impact will become.”

First, let’s all relax. If we ignore that even under the sequester that federal spending is expected to soar to $5.9 trillion annually over the next ten years, the hysteria is wildly overdone.

Indeed, lost in all this talk if the economic burden that is our federal government is even slightly restrained is what it means for all of us who shoulder the aforementioned burden. Put plainly, can any reader honestly say he or she doesn’t have better things to do with the income our federal minders take from us in order to run the favor factory that Washington has become? Might we have paid off loans, purchased for our basic needs, and possibly invested our disposable income in profit-disciplined companies that actually have a clue about productivity?

As for the false argument along the lines of “Who cares, China is paying for our waste,” have we ever considered the tautological reality that absent all this nosebleed spending, that those dollars spent by foreigners on U.S. Treasuries would still cycle back to the U.S. (to save dollars is to lend them); only to businesses in need of loans and investments? Unseen amid all the federal jobs and programs supported by all of us (yes, the federal government is “WE”), are the companies that never form thanks to a lack of plentiful capital, not to mention those that can’t continue operating thanks to the feds vacuuming up so much credit for consumption over real investment. Unseen, in short, are the Microsofts, Intels, and Googles whose productivity enhancements would enrich us, and also employ us.

Taking this further, many on the right regularly talk about dependency – on food stamps, unemployment benefits and welfare – wrought by heavy federal spending. They have a point here, and unseen is the pride-enhancing work success that Leviathan takes from those who choose government handouts over economy-boosting work. The seen here is people doing little to nothing, while the unseen is the real work they would be doing if the need to survive and feed one’s family forced the unproductive to find jobs. If the feds were taxing and spending less, private sector companies would have access to more funds to expand and create real employment the markets actually desire.

Of course too many on the right ignore the other sick-making dependency that is all too apparent to anyone living in Washington, D.C. The capital’s suburbs are full of some of the highest average incomes in the U.S. Sorry, but dependency on government isn’t just the property of the poor; rather it’s arguably bigger among middle and upper middle class earners fully reliant on a bloated federal budget.

Unseen here is what these arguably talented individuals would be doing if they too weren’t taking part in the false enjoyment that is near permanent federal employment. If laboring under the frequent stress that defines always uncertain private sector employment, there’s no telling what today’s federal salary takers might be achieving. The seen is the comfortable lives of Washington bureaucrats, but the unseen concerns what they might be doing in a more dynamic world marked by success and failure. We hear about jobs that will be lost should federal spending decline, but we never hear about the jobs never created thanks to all the spending; the latter robbing individuals of the success and dignity that comes from working in a profit-motivated private sector.

What this tells us is that the political class must grow up. For the left who think any reduction of the myriad federal programs is tantamount to cruelty, they must ask themselves if it’s not exponentially more cruel for the federal government to addict the unsuspecting to handouts that are barriers to the realization of the potential that exists within us all.

As for the right, it’s no longer credible as so many conservatives claim that minor cuts in our defense budget ensure much greater weakness in same such that defense costs will soar down the line. Instead, the right need to soul search, all the while asking themselves if our national defense is truly enhanced by military bases in 175 countries around the world whereby we pay for the defense of some of the richest countries in the world. It’s quite simply not realistic that all of this largesse makes us safer, and then with dependency in mind, it’s hypocritical for the right to addict so many able-bodied to a federal paycheck that ultimately robs them of their ability to make the most of their lives.

Back to the looming sequester, it’s surely embarrassing that we’re led by political types so deluded with their importance that they think we can’t survive absent their dollars. Lost on them, and sadly by too many of us, is that those dollars are ours. In that case we must learn to love a sequester that has the living, breathing definition of dependency – Washington, D.C. – so on edge. Indeed, it’s time for us all to get to know the beautiful unseen that would reveal itself amid a reduction in the certain austerity that is big government.

Details Emerging Regarding Landlord Club Resolution Going to Vote Tonight

Several CCO Moles have contacted us to provide information about the status of the changing resolution going before the Evansville City Council tonight to require registration of all of Evansville’s landlords. It is widely reported that ASD Committee Chairwomen and 3rd Ward City Councilwoman Stephanie Brinkerhoff-Riley has taken the lead in doing heavy lobbying for votes of support from her fellow council members. Stephanie has been seeking common ground on this proposed ordinance by asking for admendments that that her fellow council members can support? It has also been reported that 2nd Ward Councilwoman Missy Mosby has been placing calls too. The details that have been made know to the CCO are as follows:

1. There will be no fee whatsoever required at time of registration (down from $50 yesterday and $10 this morning)

2. Registration will be MANDATORY on all landlords who own or manage properties in the City of Evansville

3. Failure to register will result in a recurring FINE of a whooping $100 a day penalty.

4. The FINE has been stated to us as daily and monthly so we are not certain which is correct. This fee is now confirmed to be $100 a day.

IS IT TRUE when a government on any level starts to provide a service and forces any group of people to pay for that service whether they want to or not it is called a TAX?…it is a TAX if it is $5, $10, $50, or more when it is mandated by government to go from the pocket of a business or individual into the coffers of government?…if government were to believe in their new program enough to actually give one money to participate that is still a redistribution of TAX money from others to whomever receives it?…yesterday the CCO came down pretty hard on the City Administration for their rush to vote require landlords in the City of Evansville to register and pay a $50 annual fee?…during the last 24 hours statements have been released by Evansville Police Chief Billy Bolin and State Representative Gail Riecken regarding the proposed resolution and the state actions driving the urgency to act by tomorrow?…the fee has also been lowered to $10?…without the harsh challenge to the resolution by the CCO it is highly probable that neither letter would have been issued to the public and the fee (TAX) would still be $50?…to that extent our position was well taken and had positive impact?…reviewing the program, the candid letter from Chief Bolin, and several letters from members of Homeowner’s Associations who support the program we understand how fear and crime has driven the desire for such a program?…there is one thing that should be done to remove the words “NEW TAX INCREASE” from this resolution and that is to make it voluntary for landlords?…if it is all that it is asserted to be the landlords should embrace it and there will not be the legacy of establishing the program via a TAX INCREASE?…that in the case of absentee landlords this is clearly a case of “TAXATION WITHOUT REPRESENTATION”?…with this minor change from mandatory to voluntary couple with a fair and equitable enforcement of existing building codes this could become a VOLUNTEER ORGANIZATION TO IMPROVE EVANSVILLE?…that is something that the CCO could throw support behind?

IS IT TRUE that the Indiana University Hoosiers last night lost for the 3rd time as the #1 ranked team in America?…last night’s loss opens the door for Gonzaga University, a small private college from Spokane, WA to assume the #1 ranking with a high probability of keeping that ranking going into March Madness?…that also turns Butler into a giant killer being one loss for two different #1 teams this year?…whomever thinks that a small private college cannot attract the talent to compete for an NCAA basketball championship is full of bull?…we hope that the Athletic Director of the University of Evansville is keeping his eye on Gonzaga and Butler with the ambition to elevate the UE program to the level that those two schools have achieved?…Jordan Baer did an excellent bit of research on historical attendance for UE basketball in response to this year’s team being poised to set an all time low attendance record since moving to Division 1?…close examination of the attendance history reveals that it is winning teams with NCAA appearances that put butts in seats of whatever arena a team plays in?…if UE were playing in the Reitz Bowl this year with Gonzaga’s record and ranking we would be setting an attendance record for the highest numbers?…UE has proven in its first two years at Ford Center that other than the number of seats the VENUE DOES NOT ATTRACT FANS?…what attracts fans is a winning competitive team?

IS IT TRUE that in 48 hours the so called “SEQUESTER” will become the law of the land and our federal government will have to cut $85 Billion (2.4%) from its planned spending for this year?…we call it planned spending because there is no approved budget and there hasn’t been one since 2008?…when compared to the size of the federal budget of well over $3 Trillion the “SEQUESTER” should be about as difficult for the feds to adapt to as a $20 pay cut to an average American family?…with the reinstatement of the 2% FICA TAX on January 1, 2013 the average American family did indeed get a $20 pay cut and with the rise in gas prices we all got another $20 pay cut?…if the average American family has already dealt with a 4% cut in take home pay this year that it is time for President Obama and the Congress to stop whining like five year olds and do their damn job?…the job at hand is to deal with a 2.4% spending cut in a way that does not crash the economy?…if they can’t figure this one out none of them need to be there?…Washington nowadays is run by the manufactured panic of the week like high school drama queens concoct?…what we really seem to have is an episode of Mr. MaGoo with President Obama driving the Tin Lizzy of a government while blind with Speaker of the House John Boehner and Senate Majority Leader Harry Reid playing two of the little rascals sitting in the back seat cussing and flicking each other on the ear while the Tin Lizzy barrels closer and closer to disaster?

Letter to City Councilmembers and Neighborhood Friends,

Because of a bill, HB 1313, that came to the floor of the Statehouse your efforts to fight crime, vandalism, trash and dangerous properties is threatened.

This bill says that after February 28 no local government can enact legislation that deals with these in relations of landlords and tenants to the City. Specifically, HB 1313 says:

Sec. 4. (a) As used in this 4 section, “regulation” refers to an ordinance, rule, or other enactment by a political subdivision relating to any of the following:

(1) Landlord and tenant relations.

(2) Rental agreements.

(3) Real property subject to a rental agreement.

(b) A regulation that does any of the following may not be adopted after February 28, 2013:

(1) Requires an owner or landlord to be licensed or to obtain a permit from the political subdivision to lease a rental unit.

(2) Requires an owner or landlord to enroll or participate in a class or government program as a condition for leasing a rental unit.

(3) Imposes a fee or other assessment for any of the following:

(A) Inspection of a rental unit.

(B) Registration of an owner, landlord, or rental unit.

(C) Any other purpose. However, this clause does not prohibit imposition of a fee relating to the construction of rental unit, such as a building permit fee.

This section expires July 1, 2014.

This moratorium is on until next year. In the meantime, there will be a summer study committee to look into the issue.

And, what is the issue? One city up north went wild and decided to partially fund their general fund from exorbitant fees charged landlords for inspections! It is reported they are charging $100 per unit.

This is not what the City of Evansville and the Evansville Police Department has in mind or is doing with the ordinance in front of you.

Please fight for our neighborhoods. This program is about knowing who can make decisions to clean up a property or remove an abandoned vehicle or a evict meth dealer. Make no mistake. The good actors will cry out for they are doing everything right. Thank them. But, ask them, what would they do in your position.

Ford Center and Victory Theatre customers now have two new tools to enhance their online ticket buying experience. Ford Center and Victory Theatre are the first venues in Evansville to offer fans an upgraded customizable ticket-buying experience through the Interactive Seat Map on Ticketmaster.com. This feature increases the ease of purchasing tickets in a desired seating area or price level. Ford Center is also one of only six facilities nationwide to offer mobile ticketing capabilities. Mobile Entry is one of Ticketmaster’s newest delivery methods, enabling customers to receive and display tickets on their smartphones.
Customers no longer have to settle for “best available” when searching for tickets for most events at Ticketmaster.com. The Interactive Seat Map lets the user navigate and choose from all available seats and configurations. Looking for a seat closest to Rodney Atkins’ stage? Need to purchase hockey game tickets grouped in several rows? Want to know which Disney on Ice performance has the most seats available in Section 120? Interactive Seat Maps give the customer that ability. This enhancement feature is available after the initial on sale for most events.
Ticketmaster has recently added a social dimension to the ticket-purchasing experience by integrating a partnership with Facebook. Once a customer connects their chosen event to their Facebook account, they can use the Interactive Seat Map to see which of their friends are planning to attend and exactly where they are sitting. The customer can also instantly share their own event plans by tagging themselves and their friends in their own seat locations.
“The Interactive Seat Maps on Ticketmaster are a great example of ‘personalized’ technology. FLANDERS Gives Back to Community

Teens, Realtors & Vectren Join Clean Evansville Trash Pick-up Volunteers will focus on South Green River Road Corridor
More than 100 people will join Mayor Lloyd Winnecke picking-up litter Saturday, March 2, from 9 to 11 a.m. along the South Green River Road corridor and around Harrison High School. The group will include more than 40 volunteers from Youth Resources’ Teen Advisory Council, 21 from F.C. Tucker Emge Realtors, 18 from ERA First Advantage and 25 volunteers from Vectren.
Volunteers will be divided into six clean teams. Team 1, led by Mayor Winnecke, will start near Washington Avenue and Green River Road and work east toward Royal Avenue. Team 2 will start near Harrison High School south parking lot and focus on areas along Fielding Road and Cullen Avenue. Team 3 will start near Green River Road and the Lloyd Expressway and works south toward Lincoln Avenue. Team 4 will start near Washington Avenue and Green River Road and work north toward Bellemeade Avenue. Team 5 will start near the Lloyd Expressway and Burkhardt Road and work south toward Lincoln. Team 6 will start near Lincoln and Burkhardt and work south toward Washington Avenue.
Volunteers gather at the parking lot in front of Washington Square Mall, at the corner of Green River Road and Washington Avenue, around 10:30 for the wrap-up ceremony. Following the a few remarks from the Mayor, the trash collected will be hauled to the landfill by Republic Services.
Volunteers are now being recruited for a city-wide clean-up on Saturday, April 6, which will be in conjunction with the annual Keep America Beautiful Great American Clean-up. Anyone interested in joining a team or forming their own team should call Mike McGarrah at Keep Evansville Beautiful at 425-4461.

The City of Evansville will host the last in a series of three public road meetings Friday, March 1, from 1:30 to 3:30 p.m. at Holy Rosary Catholic Church, 1301 S. Green River Road, to share information about 2013 road paving projects and to receive comments from local residents. Mayor Lloyd Winnecke will open the meeting with a brief introduction, and City Engineer Pat Keepes will present a PowerPoint presentation followed by a question and answer session. Residents who cannot attend the meeting may submit suggestions to the City Engineer’s office at 436-4990.
