When the Department of Child Services (DCS) Interim Study Committee began its work back in August, many feared that its work would be an exercise in futility.

As someone who has spoken long and loud about the failure of DCS to protect abused and neglected children, I worried the committee would provide little more than endless debate with no real action. Reformers like myself would complain about the problems with DCS, while the administration would offer lengthy defenses of the agency’s work. Lots of talk, but no action.

But as we sit here on the brink of a new legislative session, I must say that the committee has made remarkable strides in addressing concerns about DCS, and we are ready to move forward in 2013 with bipartisan reforms that begin the process of making our children safer.

I must compliment State Sen. Travis Holdman for his willingness to consider proposals from the Democratic members of the group.

I am particularly pleased that we were able to recognize the flaws of a centralized hotline to address all child abuse complaints. Such a system simply did not allow for local caseworkers to be able to respond quickly to concerns happening in their area. The proposed change will get these calls in the hands of local case managers as soon as possible.

Oversight will be improved through a new legislative panel, as well as a Commission on Children. These groups will be able to review policies already established by DCS, and recommend changes that promote the protection of our children.

Under this broad definition, I easily envision study and recommendations in a number of areas, including improved training and education for family case managers and expanded definitions of children who can receive immediate protection.

There will be a renewed effort to prioritize the allocation of financial and human resources to children’s services and field staff at the local level, including reviewing policies to make sure we are meeting the needs of counties in our state that have the highest rates of abuse and neglect.

Best of all, there will be a conscious effort to improve the lines of communication at all levels in this system: particularly between management and case workers, and between the agency itself and local advocates and law enforcement, prosecutors and the courts.

In that light, it is good to see that the study committee’s recommendations for legislative action include a call for more comprehensive review of unexplained child fatalities by local review teams. I’ll be proposing to place the teams under the guidance of the state Department of Health.

These are all good steps forward. They reflect the willingness of all parties involved to recognize that there is a problem, and a desire to see more done.

But that is not all I will seek in the upcoming session. I want more done, and I will certainly make every effort to pass more reforms.

I would like a more substantive review of current policies that remove children from treatment facilities within 20 days, rather than 30 days. I would like to see a clearer definition of the status of children who should receive services, including those who should be classified as having “indicated but not substantiated” abuse and neglect.

Finally, I would like to see what can be done to reduce the amount of turnover among DCS personnel. These people are in the front line of protecting children, and they deserve our thanks and our consideration in helping them do a job that is more difficult than any of us can imagine.

These are substantial steps that are being taken, but we are talking about an area where any child being abused is one child too many.

Zero tolerance remains our ultimate goal. We will continue to do everything in our power to make that a reality.

IS IT TRUE that today is the 35th anniversary of the plane crash that killed the University of Evansville basketball team?…to commemorate this tragedy the Office of the Mayor has chosen to make the announcement that the home of that team Roberts Stadium is on schedule for demolition and that soon we can all watch the destruction of public property on webcam?…the CCO thinks linking the anniversary of the plane crash to a formal announcement of a webcam of the demolition of Roberts Stadium exhibits about the most out of touch and obliviousness to life’s realities that could possibly come out of any elected officials office?…that on a day of remembrance our leadership has turned the intentional destruction of public property into an internet cartoon?…we could go on all day about this but the oversight to connect these events really makes one wonder if anyone in the Office of the Mayor is even thinking before they act?

IS IT TRUE that one of our end of the year articles planned will be dealing with the dumbest things to go on in Evansville politics during 2012?…that seems like an easy task as we are certain that things like the drunken City Council fest fueled by Indianapolis bought alcohol and Earthcare Energy that got our year started will be among the dumb things?…in the spirit of Christmas we would also like to include a list of things that the City of Evansville did right?…we indeed have a short list of things that deserve accolades but we are having difficulty in coming up with very many?…we would appreciate it very much if our readership would make some suggestions on things to include in this end of the year article?…we will also be doing an article on 10 things to do right in 2013 and that the #1 item will be a COMPREHENSIVE DEVELOPMENT PLAN FOR THE CITY OF EVANSVILLE?…when you do not have planning you pretty much get the emotion of the day and the long list of dumb things is an artifact of the failure of our leaders to plan?…the need for a plan has been #1 on the wish list of the CCO now for 3 years?…the last attempt at a comprehensive plan happened in the early 2000’s and was commissioned by then Mayor Russ Lloyd Jr.?…ex Mayor Weinzapfel never ever followed that plan and never made one of his own?…instead he had a singular focus on a downtown arena which he did find a way to get?

IS IT TRUE according to a Wall Street Journal poll a month after the presidential election highlighted divisions over taxes, spending and political stewardship, Americans now solidly back compromise to solve the biggest budget challenges facing the country?…about two-thirds of Americans of all political stripes would like Congress to strike a deal to REDUCE THE FEDERAL BUDGET DEFICIT, EVEN IF IT MEANS CUTTING SOCIAL SECURITY AND MEDICARE AND BOOSTING SOME TAX RATES?…an even larger share — more than three-quarters of Americans, including 61% of Republicans — said they would accept raising taxes on the wealthy in order to avoid a “fiscal cliff” of large spending cuts and tax increases now set to take place in January?…the practical nature of the American people is playing out right now regarding this issue EVEN THOUGH THE PRESIDENT AND THE REPUBLICAN LEADERSHIP ARE STILL SQUABBLING OVER CRUMBS THAT WILL NOT SOLVE THE DEFICIT AND DEBT PROBLEMS?…the CCO has no doubt that the people of this country at all economic levels will be willing to make sacrifices to save our country from insolvency?…seeing ads on TV from paid special interest panhandlers is becoming truly offensive to those of us who want to see this country saved from dying and idiots death?

IS IT TRUE that if a deal is to be made with President Obama the it will be a quick deal as he has a long vacation in Hawaii planned to start next week and last until after New Year’s Day?…we doubt that Congress can decide on which flavor of milk shake to buy in 4 days so do not be surprised when January 1, 2013 comes and the so named “fiscal cliff” is breached?…you should also not be surprised when the sun comes up on your first paycheck of the new year that will be less by between 2% and 6% depending on your earnings?…nearly all of us can afford that and will survive with some easy decisions on which non-necessity to cut from our budgets?…the only solution to the deficit and debt problem is for every last American to learn to live with less whether that is a lower paycheck due to tax increases or less government handouts due to spending cuts?…both are necessary to solve our problem so get on with it while it is still possible to fix?…SOAK EVERYBODY is the solution!!

Councilman John Friend’s Statement on the “Lost and Found” $1.6 Million

In order to clear the air concerning the facts, in July, 2012 in the effort of tracing ERA vouchers(disbursement approvals) to the trust accounts of ONB, Trust Account #2010B, it appeared that payments where made out of our Trust Account #2010B that did not meet the approval of ERA. However, research was undertaken to determine if the trust account was indirectly reimbursed for those questionable disbursements. The transactions occurred in September of 2011 amounting to approximately $1.434,000 and in April of 2012 in an approximate amount of $208,000. I requested a meeting with the Bank officials in October of 2012 to review the September and April 2012 transactions. During the review, I verified that on October 4, 2012, the Bank had refunded back into Trust Account #2010B, $1,645.000 into our account. When I asked the Bank official, who discovered this issue, that particular individual stated “it was our internal auditor.” I asked precisely, who, by name, and the individual could not recall the name of the I/A auditor. I requested email traffic documentation, and NEVER received the information.

After leaving the Bank, I went directly to the Mayor’s office and had a meeting with Mayors Chief of Staff, Mr. Steve Schaefer, who was every upset about these facts and NEVER once indicated that the Department of Metro Developement had discovered the error. Considering the amount, you would think that the Mayors Chief of Staff would have said, “the DMD had already discovered the error.” Those who doubt this, than ask for the email transmissions between the Bank and DMD. In July, I informed our President of the City Council, Connie Robinson that we were due refunds in the amount of $1.6 million dollars but I’m the reviewing transactions to see if the refunds were inadvertently deposited into the Fifth/Third bank account.

I want to stress that I do not believe that there was any impropriety in this unfortunate event. The Bank corrected the duplication of account names between the North High School and Arena projects. I fully understand how the error happened on the Bank side of things and do not have any negative comments towards ONB, they are a great corporate citizen and add wonderful value to our community.

On May 23rd, in the present of auditors for the State Board of Accounts, concerning the audit commencement meeting for the 2011 annual City audit, I strongly urged the Mayor to request an audit of the Ford Center project and he agreed, instructing City Controller, Russ Lloyd, Jr. to draft a letter to the SBOA requesting the audit. By the way, no one mentioned that the bank reconcilations were not performed from January, 2011 through the time of that meeting.

So, why would we not be surprised that DMD may not have reconciled the disbursements concerning the Ford Center? When I inquired into the baseline record keeping of the DMD of the SBOA, their response was less than positive. So, from May, 2012 meeting up to the discovery of the $1.6 million dollar problem , I called several times to the state examiner inquiring about the requested audit, and NEVER received a return call back and it wasn’t until I personally informed the SBOA of this unfortunate situation, that ACTION was instituted. I also informed the Administration while disclosing to our City Council President in July, 2012 the possibility of refunds.

So, folks, this is my official statement concerning this event. But, let’s look on the bright side, we now have the funding to do the accounting forensics on the entire project.

Finally, If the Mayor, his Chief of Staff and or the City Controller disagrees with this post I invite them to comment!

IS IT TRUE the list of spending that has been placed on the wish list by the Winnecke Administration either as the torch bearer for former Mayor Weinzapfel or with an original idea is growing exponentially?…the CCO would like to repeat and add up the new totals?…the Weinzapfel Administration passed the spending baton to Mayor Winnecke with a Johnson Controls deal of $54 Million, Centennial Park for $2 Million, the underfunded demolition of Roberts Stadium of a million bucks or so, and a pie in the sky downtown Convention Hotel that has now been exposed for needing over $40 Million in public funding to be real?…it looks as though this wish list foisted onto the Winnecke Administration totals to about $100 Million?…Mayor Winnecke in his first year at the helm of the City of Evansville has dreamed up a $10 Million dog park and just released findings that Mesker Amphitheatre that was first said to need $100,000 of minor repairs has been determined by a consultant’s study to need nearly $30 Million to be relevant?…between the two of these spendaholics there are now a total of $140 Million on the wish list for the City Council to make decisions about funding for?…that excludes a resurgent baseball park that will most certainly cost at least $10 Million by the time Evansville politicians get done with it?…that has a cool $150 Million in the queue for the City of Evansville to pony up for more temples to sport and non-essential spending during the next three years?

IS IT TRUE this is all going on with the $500+ Million sword of the EPA hanging over the heads of the people of the City of Evansville for repairs mandated to keep our feces from spilling directly into the Ohio River for the next 50 years?…this Mr. Mayor is an essential project?…all of those other things are play toys and should not be prioritized over essential services like sewers that are failing?…the CCO longs for a day when Mayor Winnecke musters the gumption to JUST SAY NO to former Mayor Weinzapfel’s $100 Million wish list?…it seems as though the city that cannot count also cannot think?…we intentionally did not assign a number to the public costs that will be incurred to get the McCurdy done right or demolished as there has been no definition of what its future may be?…when you do not have a MASTER PLAN this is what happens?…we hope the people of Evansville are watching and thinking this through?

IS IT TRUE that yesterday the State of Michigan followed the State of Indiana’s lead in voting in right to work laws?…that 50 years ago this would have been absolutely impossible as the UAW was a very prominent player in a state that was enjoying a long run of prosperity?…there was violence in the streets in front of the Michigan Capitol with a reporter getting beaten up, a tent destroyed with people in it, and a member of the house of representatives promising “THERE WILL BE BLOOD”?…one of the reasons cited for Michigan needing to take this step was the success of Indiana at seeing positive job creation since voting in right to work?…it was cited that Indiana had attracted some 5,000 jobs at a time that Michigan continued to see net losses?…there have indeed been many job attraction announcements in Indianapolis and points north but southern Indiana has seen little change with the recent exception of a fertilizer plant in Spencer County?…Michigan is seen by many as the straw that will break the camel’s back and start a cascade of right to work conversions in every state except California and New York?…all of this posturing and violence aside what people in this country and especially long suffering states like Michigan need are JOBS, JOBS, AND MORE JOBS?…we hope that economic prosperity can happen all over America without violence, envy, and promises of bloodshed?…this is a great opportunity for the unions of Michigan to prove their value like other private businesses that wield less political power have to all day every day to keep their jobs?

UE Social Media Fundraising Campaign Wins Regional Award

The University of Evansville has received a regional award from CASE, the Council for Advancement and Support of Education, for its innovative approaches to fundraising.

The University won the bronze Pride of CASE V award in the category of “Best Program in Annual Giving” for UEGive: 24, the University’s first-ever social media fundraising campaign, which took place in March 2012.

The award was presented yesterday afternoon at Chicago’s Sheraton Hotel and Towers at the annual conference for CASE regions V and VI, which brings together professionals in alumni relations, development, and marketing and communications from educational institutions across the Midwest. Region V, to which UE belongs, includes schools in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.

UEGive: 24 was part of Philanthropy Week, a new initiative to educate UE students on the importance of giving. The campaign encouraged alumni, parents, students, employees, and friends of the University to financially support the institution with a gift of $24, then ask 24 friends to also make a gift to UE online. The entire campaign was conducted through use of electronic communication and social media, including Facebook, Twitter, and e-mail.

By the end of the 24-hour campaign, 252 individuals had made gifts to the University, including 107 new alumni donors for the fiscal year and 37 first-time alumni donors. UEGive: 24 raised $7,021 for student scholarships, exceeding the goal of $5,000.

Another UEGive: 24 campaign is scheduled to take place on Thursday, March 21, 2013, during the second annual Philanthropy Week (March 18-22).

“I’m very proud of our development team for their innovative approach to raising funds in support of the University, and we’re honored to be recognized by CASE for these efforts,” said Jack Barner, UE vice president for development. “UEGive: 24 is a great example of how the University can connect with a truly limitless audience to achieve and surpass a goal, and we look forward to another successful social media campaign in the spring during Philanthropy Week.”

City County Observer Passes 1,000,000 Pageviews for 2012

Google Analytics reports that the City County Observer passed 1,000,000 pageviews for 2012 on Friday December 7th exactly 24 days before the end of the year to insure that our traffic goal for the year is achieved. Additionally the Google report shows that the CCO had 120,202 unique visitors which exceeds the population of the City of Evansville by over 3,000. This represents a growth of over 21% over the same period in 2011.
