Jacob Andrew Schriber Ball – “He was brought into this world to teach us.” That’s what we were told at Riley Children’s Hospital shortly after he was born. He received his Doctorate of Letters in Humanitarianism, Insightfulness and Love, Magna Cum Laude, when he passed away at Kosair Children’s Hospital in Louisville, KY on Tuesday, May 13, 2013. He was born March 30, 2001, at Methodist Hospital in Indianapolis, IN to Tiffany (Schriber) Ball and Brian Ball.
Life for Jacob was nothing but a sense of wonder and delight. He found a great enjoyment in running his hands along a fence, standing under running water and giggling at absolutely nothing. A bewildered man who had encountered Jacob for the first time asked, “Does he always look up to the sky?” To us, his beloved family, it made all the sense in the world for him to look up all the time. We understood clearly, he was talking to God and God was speaking through him.
From kindergarten until fifth grade, Jacob attended Caze Elementary School and was currently a sixth grader at Glenwood Leadership Academy. He enjoyed being a Boy Scout and singing along at the top of his lungs with the choir at First Presbyterian Church, where he was baptized and attended. He brought joy to the life of those who were privileged enough to know him and wise enough to learn from him.
He is remembered and cherished by his parents, Tiffany and Brian Ball; his adoring older brother, Raegan Ball; doting grandparents, Jack and Sue Schriber of Evansville; his loving Grammy, Konnie Ball; Pampy, the late Don Ball; and his aunt, Tracey Ball, all of Vincennes.
The family would like to thank and acknowledge Jacob’s care providers, Jane Behagg, Kara Bass, Kim Dillon and Breanne Rainey. Great care was given to Jacob by his doctors, Dr. Jennifer Stone, Dr. Julio Morera and Dr. Vinay Puri; as well as the many loving teachers and aides of the Evansville Vanderburgh School Corporation, his teacher for six years, Pam Stafford, his current teacher, Mary Ellen Lewis, and the staff of Kosair Children’s Hospital in Louisville, KY.
Friends may visit Wednesday, May 15, 2013, from 2:00 to 8:00 PM at Alexander East Chapel, 2115 Lincoln Avenue. A Celebration of the Awareness of Jacob’s life will be held at 4:00 PM Thursday at First Presbyterian Church, 609 Second Street. Private burial will be held for close friends and family.

Evansville Water and Sewer Utility presents updated Renew Evansville plan to address sewer overflows as mandated by the EPA
To comply with the Clean Water Act and mandates by the Environmental
Protection Agency (EPA), the Department of Justice and the State of Indiana, the City of
Evansville is finalizing its plan to make dramatic improvements to Evansville’s sewer system and reduce sewer system overflows. This week, the Evansville Water and Sewer Utility (EWSU) is sharing the updated plans for Renew Evansville, one of the largest capital improvement projects in Evansville’s history, at public meetings in each of the city’s six wards.
Renew Evansville will significantly upgrade Evansville’s sewer infrastructure and resolve many problems that result from a centuryâ€old system. Renew Evansville has already led to dramatic operational improvements and will also address combined sewer overflows into the Ohio River and Pigeon Creek and overflows in the separate sanitary sewer system. During rain events or snow melt, rain water overwhelms the capacity of the pipes in the combined sewer system and, by design, causes the excess water and sewage to overflow into local bodies of water – the
Ohio River and Pigeon Creek in Evansville.
The last of many reports submitted to state and federal regulators – the final Integrated Overflow Control Plan (IOCP) – is due May 31, 2013. EWSU is proposing a 28â€year, $540 million plan, to be constructed through the year 2040. Upon submission, state and federal regulators will review and respond to the plan.
“The City has been working on the IOCP for nearly three years,†said Allen Mounts, director of the Evansville Water and Sewer Utility. “Thus far, the project team has submitted more than 75 reports and updates to EPA as part of developing the plan to bring our sewer system up to state and federal standards. The Utility and the City are sensitive to the significant cost of this project and the impact it will have on our customers. We are carefully assessing the demands of controlling combined sewer overflows and meeting the Clean Water Act with the community’s ability to fund the project. We have thoughtfully considered the financial health of our community in proposing the elements of the plan and the schedule for making the sewer system upgrades,†he said.
Under the federal consent decree, approved by a federal court in June 2011, EWSU’s original deadline for the final IOCP was Nov. 30, 2012. However, in 2011, while EWSU was collecting data, Evansville experienced the wettest year on record. To ensure the plan was built based on average precipitation, EWSU asked for another six months to collect additional data during more typical rain events and snow falls. Whereas the 2011 analysis projected the city would have to address more than 3 billion gallons of combined sewer overflows per year, the updated analysis from data collected in late 2012 forecasted that Evansville’s CSO activations total closer to 2 billion gallons per year.
Mounts added, “Collecting better data allowed us to rightâ€size our solutions and, ultimately, the additional analysis has decreased our estimated cost for the program by $66 million, easing some of the impact on ratepayers.â€
The IOCP includes specific solutions to address Evansville’s combined sewer overflows, the schedule for implementing these changes and financing options. The plan includes both traditional solutions to expand current pipe and sewer capacity, as well as green solutions to remove stormwater from the combined sewer system, including a large wetland to eliminate Bee Slough as a wastewater holding structure.
Completed improvements
EWSU has already implemented more than 20 improvements to operations and maintenance. Some of the most significant improvements have been to EWSU’s two wastewater treatment plants (WWTP), which treat an average of 15 to 20 million gallons of wastewater a day during dry weather. Prior to 2010, the west WWTP processed 21 million gallons per day and the east WWTP processed 18 million gallons per day during a large rain event. Today, through capital projects, improvements to the pumping technology and enhanced operations, those same
plants treat 37 million gallons and 26 million gallons a day, respectively, during wetâ€weather conditions.
Proposed improvements
EWSU has studied and developed a recommended plan that addresses the need to reduce combined sewer system and sanitary sewer system overflows in the most economical way possible. The capital improvement needs of the system include:
 Creating a wetland in an area near Bee Slough to eliminate Evansville’s largest outfalls and the health risks the slough poses;
ï‚· Adding storage facilities and constructing a new lift station at 7th Ave.;
ï‚· Separating sewers in certain areas of the system;
ï‚· Expanding the east wastewater treatment plant; and
ï‚· Implementing green and sustainable infrastructure.
Timing and financial details of the plan
In balancing meeting EPA regulations and affordability of the plan, EWSU will propose a 28â€year plan outlining the use of costâ€effective, rightâ€size solutions that aim to capture 92 percent of combined sewer overflows. The total cost of the plan is $540 million. During the first 20 years, the Integrated Overflow Control Plan is estimated to cost $373 million, but will not achieve the results targeted by EPA. The City is required to show the EPA what can be accomplished in the first 20 years. The City’s plan will take approximately eight more years at a projected cost of $167 million, making the total cost of implementing the plan $540 million.
Under this plan, EWSU will be forced to increase sewer rates over the life of the plan to fund the plan, as well as the ongoing operational and capital needs of the Utility. Rate increases are not expected to exceed 2 percent of Evansville’s median household income.

Former psychologist ordered to repay $300K, will lose license
Medea Woods pleaded guilty to felony Medicaid fraud, theft, and sentenced
INDIANAPOLIS – A former psychologist who practiced in Madison, Ind., and admitted to fraudulently billing the Medicaid program for patient therapy she never provided was sentenced to 7 ½ years of probation and ordered to repay $300,000, Indiana Attorney General Greg Zoeller announced today.
Medea Woods, 70, pleaded guilty Friday in Jefferson County Circuit Court to charges of Medicaid fraud, a class C felony, and theft, a class D felony. In addition to being sentenced to probation and restitution, Woods agreed to revocation of her Indiana license to practice psychology.
“This defendant engaged in a scheme for approximately five years to defraud the Medicaid program for personal gain by submitting claims for services she never rendered, causing a needless misallocation of tax dollars. Felony convictions and ultimately the loss of her professional license to practice are the unfortunate consequences that result from this conduct,†Zoeller said.
From 2002 to 2007, Woods was a Medicaid provider who offered psychologist services from Burnham Woods Counseling North, Inc., in Madison, Ind., and from her home in Rising Sun, Ind. An investigation by the Attorney General’s Medicaid Fraud Control Unit (MFCU) found that Woods billed Medicaid for multiple therapy sessions involving the same patients taking place on a single day or during a single week – more frequently than the patients reported receiving services. Woods also billed for “therapy†that involved patients riding horses or cleaning stables that don’t qualify as Medicaid-reimbursable psychotherapy, the investigation found.
Woods was criminally charged in February 2011 under a special provision of state law that allows the Attorney General to directly file criminal charges of Medicaid fraud. She reached a plea agreement and was sentenced Friday by Special Judge James Morris of Ripley County. Woods agreed to revocation of her expired license by the Board of Psychology that will be heard at an upcoming board meeting, and she agreed to not to seek a new license during her 7 ½-year sentence. Supervision of her probation will be transferred to Wyoming where she now resides if that state agrees.
The case involved a joint investigation by the Indiana Medicaid Fraud Control Unit and the U.S. Health and Human Services Office of Inspector General (HHS-OIG). Zoeller complimented the work of investigators whose meticulous comparisons of Woods’ submitted claims to actual patient services documented the extent of the fraud and resulted in a successful criminal prosecution of Woods.

Reporter Tells of IRS Pressure after Tough Interview with President Obama

Shortly after I did my April 2012 interview with President Obama, my wife, friends and some viewers suggested that I might need to watch out for the IRS.
I don’t accept “conspiracy theories”, but I do know that almost immediately after the interview, the IRS started hammering me.
At the time, I dismissed the “co-incidence”, but now, I have concerns … after revelations about the IRS targeting various groups and their members.
Originally, the IRS apologized for red-flagging conservative groups and their members if they had “Tea Party” or “patriot” in their name.
Today, there are allegations that the IRS focused on various groups and/or individuals questioning or criticizing government spending, taxes, debt or how the government is run … any involved in limiting/expanding government, educating on the constitution and bill of rights, or social economic reform/movement.
In that April 2012 interview, I questioned President Obama on several topics: the Buffet Rule, his public remarks about the Supreme Court before the ruling on the Affordable Care Act. I also asked why he wasn’t doing more to help Sen. Claire McCaskill who at that time was expected to lose. The Obama interview caught fire and got wide-spread attention because I questioned his spending. I said some viewers expressed concern, saying they think he’s “out of touch” because of his personal and family trips in the midst of our economic crisis.
The President’s face clearly showed his anger; afterwards, his staff which had been so polite … suddenly went cold. That’s to be expected, and I can deal with that just as I did with President George H. Bush’s staff when he didn’t like my questions.
Journalistic integrity is of the utmost importance to me. My job is to ask the hard questions, because I believe viewers have a right to be well-informed. I cannot and will not promote anyone’s agenda – political or otherwise – at the expense of the reporting the truth.
What I don’t like to even consider … is that because of the Obama interview … the IRS put a target on me.
Can I prove it? At this time, no. But it is a fact that since that April 2012 interview … the IRS has been pressuring me.

IS IT TRUE this morning the Director of the Evansville Water and Sewer Utility, Alan Mounts has come out with a statement that he and the City of Evansville believe they can do the repairs to correct the combined sewer overflow problem for $540 Million and that the previously reported $815 Million tab is what the Environmental Protection Agency (EPA) says the cost will be?…these folks are talking about the same project and the same time frame and both have the same wage data at their disposal to make their estimates?…as Mr. Mounts has spent most of his life (until last year) in banking we trust his ability to plug in things like interest rates, terms, and the estimate to arrive at the correct monthly payment?…we trust his numbers for how much the monthly increases in individual water bills will be simply because anyone who has spent this much time in banking ought to be able to plug three numbers into a canned program and read the answer?…his numbers are based on his $540 Million estimate?
IS IT TRUE the EPA has mandated and overseen many dozens if not hundreds of similar projects and is in a much better position to KNOW what the pitfalls are going to be?…if experience counts for anything at all we had better plan for the EPA numbers to be the reality we are facing when it comes to the MINIMUM this fix is going to cost?… if the EPA is correct and Mr. Mounts is sandbagging or pulling numbers from the polluted air this plan will eventually boost sewer bills for city residents from the current average of $26.30 a month to $118.06 an increase of $91.76 per month or 349%?…customers of the utility who live outside the city would see monthly rates jump from today’s $35.50 to $160.16 an increase of $124.66 per month or 356%?…the only unanswered question is whether these are today’s dollars or 2014 dollars?…it is safe to assume given the principle amounts and expected interest rates that these are today’s dollars?…with a modest 2.5% per year increase in prices the people of Evansville can expect a water and sewer bill of about $236 per month in 2041 and county dwellers on the city service can expect to pay $320 per month?
IS IT TRUE this is an expensive but necessary project to undertake if Evansville is to remain a viable city going forward?…this also emphasizes just how utterly inept it is to even think of spending money to build dog parks, skateboard heaven, ball fields, and to subsidize a hotel when this nearly a Billion Dollar fundamental problem is facing us like the barrel of a gun?…the chickens of 60 years of neglect and irresponsible governance have finally come home to roost for the City of Evansville?…we need to remind ourselves that this does nothing to repair the $500 Million of deferred maintenance on the water delivery lines that will have to be done too?…this does nothing to repair the sidewalks that in many areas are dangerous to even attempt to walk on?…this does nothing to address the ADA issues with the sidewalks?…this does nothing to address the numerous potholes in Evansville?…it is about time that our elected leaders start to concentrate on the things that a city has to do to even be a city and forget about the stupid games our leaders have loved to play for over half a century?…anyone who gives so much as a royal damn about the City of Evansville needs to be prepared to force these issues and demand that all frivolity is ceased until the potentially $2 Billion in FUNDAMENTAL NEEDS have been met?…THIS MAY BE EVANSVILLE’S LAST WAKE UP CALL?

IS IT TRUE at a meeting of the Evansville City Council last night the Evansville Water and Sewer Utility unveiled a plan that proposes to spend $815 million to rework the city’s aging sewer system over the next 28 years?…this plan will eventually boost sewer bills for city residents from the current average of $26.30 a month to $87.10 an increase of $60.80 per month or 231%?…customers of the utility who live outside the city would see monthly rates jump from today’s $35.50 to $117.60 an increase of $82.60 per month or 233%?…the City County Observer hopes that all of our readers and even our non readers remember where these numbers were predicted first?…as far back as two years ago the CCO ran the numbers and predicted $60 to $90 per month increases and a total tab that would approach a Billion Dollars?…we were of course scoffed at for such heresy by the know nothings who do their best to hide the truth from the people of this community?…as expensive as it may be, no is not an option and we have to have a working and compliant sewer system?…the time is now to fix this mess and forget about all of the fun and games that Arenas, dog parks, skateboard ramps, ball fields, and parks to honor those who ignored our infrastructure problems?…for Evansville, recess is over, it is time to prepare for a future that could be bright if we really fix our infrastructure, schools, and crime?
IS IT TRUE Scott School, which serves grades kindergarten through sixth grade in the northern part of Vanderburgh County also known as McCutcheonville, was named a Four-Star School by the Indiana Department of Education based on the test results of the 2011-12 ISTEP?…Scott Elementary was the only school in the Evansville Vanderburgh School Corporation to receive this distinction?…the criteria established for 4-Star schools is to be in the top 25% of schools statewide for the combined passing percentages of English/Language Arts and Mathematics as well as the percent of students passing both for all grades tested?… in addition to meeting these criteria, all Four-Star Schools must meet the 95 percent student participation rate?…Scott was not the only school in Vanderburgh County that received a Four-Star status?…Good Shepherd School and St. Matthew School, both from the Catholic Diocese of Evansville; Evansville Day School and the Signature School the Charter High School that is consistently ranked among the nation’s top 10 high schools also were honored with 4 Stars?…in Warrick County, Castle North Middle School and John H. Castle Elementary School were similarly honored?…not one school that has traditional boundaries within the City of Evansville achieved 4 Star status?…it is common knowledge that EVSC spends more than 50% more per student than the Catholic schools or Signature School?…it seems with public education that the more you spend the worse the results get?
IS IT TRUE that the wheels seem to be falling off of the bus known as the Obama Administration?…during the past two weeks it has been proven beyond a reasonable doubt that the administration orchestrated a pack of lies regarding the real situation with the attacks on the US Embassy in Benghazi, Libya in which 4 Americans were killed?…last Friday it was revealed that the IRS targeted Americans who describes themselves as “patriots†or with the “Tea Partyâ€?…to his credit President Obama did come down on this illegal and despicable behavior for what it was?…of course he used the phrase “if they did it†after the IRS lied about it, then admitted it, and finally apologized for it?…if this buffoonery was not enough it was discovered and revealed yesterday that the Justice Department (of gun running fame) basically wiretapped the Associated Press?…the three activities that were outed this week literally trampled on the Constitution of the United States and the only logical reason for these activities was to control a political narrative during a presidential election?…these activities that occurred on President Barack Obama’s watch with or without his knowledge are disgusting?…if a foreign power did these things on American soil we would in all likelihood see them as an act of war?…it will be interesting to see just how much the American people and the press that carried water for the Obama Administration during the election of 2012 will sit silently with issues this deplorable coming out?
IS IT TRUE that the same IRS that targeted people for audits and obstructed the non-profit status of conservative organization is the enforcement agency for ObamaCare?…there should be an immediate change of plans for what organization is worthy of that task?…the logical answer as it has been for some time would be to do away with the complexity of ObamaCare and just expand Medicare which does seem to work to the pleasure of most who are covered by it?…why that option was not pursued along with a single payer initiative in a nation that for a while really seemed to approve of such a thing?…if ObamaCare falls apart as nearly everyone close to it now expects a good opportunity will have been squandered to appease big medicine, big drugs, and big government?…it seems like consolidation on crack with the elite powers that be jamming poorly planned policies through without thought and dismissing regular people who asked legitimate questions as fools?…the consolidation forces were summarily dismissed by a 2 to 1 majority and if ObamaCare were put to a vote today it would likely suffer a similar fate?
