Standoff and arrest

At approximately 3 PM yesterdayuser3632-1368065595-media1_000000_187_240_PrsMe_, Vanderburgh County Sheriff’s Deputies were dispatched to 3031 Allens Lane, to investigate a report of a person being shot.

The Indiana State Police received a call from the Time Warner Call Center in Louisville, Kentucky stating that they received a call originating from the Allens Lane address, where a male caller notified the cable company that someone in his house had been shot and that he needed deputies. We also received secondary information that a text was sent from a resident of the address that he was shot.

Indian State Troopers and Vanderburgh County Sheriff’s Deputies arrived on scene and quickly established a perimeter. With a secure scene, negotiators from the Sheriff’s Office were able to make contact with resident Kent Stephens. Stephens refused to come out of the residence allowing deputies to determine if anyone was hurt. After approximately 45 minutes of intermittent contact with Stephens, he was convinced to exit the residence. Stephens was tased while being taken into custody.

Further investigation revealed that there was not a shooting and that the call and text had been fabricated.

Stephens was subsequently arrested and taken to the Vanderburgh County Detention Center.

ST. MARY’S WARRICK TAKING APPLICATIONS FOR SUMMER TEEN PROGRAM

st. marys logoApplications are now being accepted for the Summer Teen Volunteer Program at St. Mary’s Warrick Hospital.
Participants will have the opportunity to volunteer in one of several areas, including the emergency room, gift shoppe, business office, purchasing department, rehabilitation department, and flower delivery services. Through volunteering, teens will learn valuable life skills, develop their work ethic, and find fulfillment through serving their community.
Candidates will be interviewed and, if accepted, assigned to a specific service within the hospital on a first come, first served basis. The program will run from June 10th – July 19th. Completed applications should be turned in no later than May 20th. Volunteers must be 14 years old by June 1st in order to participate. The program is open to teens from any county in the region.

EPD hosting Crisis/ Hostage Negotiation School

The Evansville Police Department is hosting a Crisis/ Hostage Negotiation training course this week. The 40 hour course is the first in a series of four progressive courses.
The course is designed to prepare law enforcement personnel to mediate threats involving barricaded subjects, suicidal subjects, and hostage takers.
The media is invited to observe the students participating in a negotiation exercise on Thursday May 9th at 2:30pm. The exercise will be held at the Southwest Indiana Law Enforcement Academy. The SWILEA is located inside the CK Newsome Building at 100 E. Walnut.

First responders travel to Indy today for signing of HB 1111

Several Evansville first responders will travel to Indianapolis today to witness Governor Pence sign HB 1111. The bill will be signed into law at the Statehouse at 3:15pm, Indianapolis time.
HB 1111 is a unique bill that will give individuals trained in tactical emergency medicine the recognition and legality to perform in immediate life-saving circumstances. These individuals include members of the SWAT team who are trained to handle these kinds of situations.
The first responders, who have been trained to handle critical active shooter situations, are currently not recognized or able to legally perform these life-saving skills. HB 1111 will give these individuals the green light to use their skills to immediately and appropriately act in times of distress.
The bill allows for the practice of tactical emergency medicine if the individual:
1. is an emergency medical technician, an advanced emergency medical technician, or a paramedic;
2. is employed by a law enforcement agency or an emergency medical services agency to provide retrieval and field medical treatment to victims of violent confrontations; and
3. has successfully completed an accredited educational training program in tactical emergency medicine.
The bill was crafted by EPD Officers Lenny Reed, Ryan Winters, Mike Ward, and EFD Firefighter Eric Gentry. The bill was introduced by Representative Wendy McNamara.

DSI Underground Systems Chooses Vanderburgh County, Indiana

VANDERBURGH COUNTY, IN (May 8, 2013) – The Growth Alliance for Greater Evansville and the Vanderburgh County Commissioners are pleased to announce that DSI Underground Systems will occupy the former Tenneco building located in northern Vanderburgh County’s Industrial Park (5400 Foundation Boulevard). DSI Underground Systems is a global market leader in the design, development, production and supply of underground products and systems. Located in over 95 countries and totaling more than 2,100 employees worldwide.

During the last years, DSI has strategically expanded its Underground Business Sector. Their new steel fabrication plant/distribution center in northern Vanderburgh County will produce and provide ground control products to the underground mining industry, focusing on southwest Indiana, southern Illinois, and western Kentucky. This manufacturing facility will fabricate raw steel material into roof bolts, plates, and other steel products for the mining industry. The plant will also distribute resin adhesive products for underground mining ground control applications. DSI plans to be fully operational by the end of the third quarter.

DSI Underground Systems will create 44 new jobs in Vanderburgh County with an average wage of $22.50 per hour. The economic impact on the community resulting from the new jobs and investment will total in excess of $141 million over the next 10 years. Because of this impact, DSI was awarded a 10 year Tax Phase-in from Vanderburgh County on their personal property investment of approximately $1.3 million.

“The Vanderburgh County Board of Commissioners is pleased to welcome DSI Underground Systems to the Vanderburgh Industrial Park (VIP). Southwestern Indiana has a long history in the mining industry and DSI Underground will be very much at home with their location here,” stated Marsha Abell, President of the Vanderburgh County Commissioners.

The Indiana Economic Development Corporation offered DSI Underground a Skills Enhancement Grant of $50,000 and EDGE tax credits totaling $350,000 over a 10 year period.

“DSI will occupy an existing building that has been empty. This is a beneficial use of an unused asset, making the project even more attractive for Vanderburgh County,” added Deborah Dewey, President of the Growth Alliance for Greater Evansville.

* This announcement is pending upon the decision of the Vanderburgh County Council. The County Council will vote at their regularly scheduled meeting on May 8, 2013.

IS IT TRUE that Allen Mounts, Director of the Evansville Water and Sewer Utility gave the Evansville City Council a whopping 9 day notice that he will be hosting 6 public meetings next week to give updates on his plan to improve and modernize the city’s sewer system?…the City Council who will ultimately have to vote of funding any plan that is approved by the EPA to bring Evansville’s catacomb like sewer system into the modern world of compliance with raw sewage discharges into the Ohio River and the streets of the south side?…several members of the Council including the elected representatives of some of the most affected wards will not be able to attend these sessions due to previous commitments?…in the words of Mr. Mounts he will “finalize” his plan before asking the public for input?…those two objectives just don’t seem to work well together as the input will have no impact at all on an already finalized plan?…while Evansville is suffering from sewage discharges from the recent rains our Mayor Winnecke is off enjoying the pleasure palace known as Amsterdam with a small contingency of his supporters on their way to a sister city visit in Germany?…we must all understand that Mr. Mounts and his “final solution” do not have the approval of the EPA and do not even pretend to bring the City of Evansville’s sewer into compliance in the next 20 years?…this “final solution” is really just a half-arse band aid designed to avoid fixing the nauseating and disease spreading situation that predominately infects the south and southeast sides of Evansville?…Mr. Mounts’ “final solution” really kicks the can down the road for the lifetime of most of the people holding elected offices at the present time?

IS IT TRUE that one of the essential duties of any city worth its charter is to provide a clean and efficient sewer system?…Evansville has been failing in this duty for over half a century and the long arm of the federal government has finally come down on us and our leaders have acted like this project has no urgency at all?…starting with former Mayor Weinzapfel and continuing with Mayor Winnecke the focus has been on delaying this much needed repair that is estimated at between $500 Million and $600 Million of today’s dollars to be in compliance with EPA discharge standards?…it is mind boggling for any public servant to intentionally delay such an essential duty while handing patronage contracts out to build an Arena, the Centre, the Victory Theatre, while proposing to spend $53 Million to install new water meters on dilapidated pipes, close to $50 Million to subsidize a hotel, and $10 Million for a bark park and skateboarders?…all of these non-essential projects combined would have been enough to fix the sewers if the project had been started years ago as it should have?…what Evansville has become as a result of this sequence of follies is a shrinking city with dilapidated infrastructure that resembles Calcutta in areas that are less than a mile from over $200 Million in facilities for entertainment?…the leaders of Evansville have spent our lunch money on cotton candy and it not only shows but it smells to boot?

IS IT TRUE that the taxpayers of Evansville DESERVE AND NEED a compliant sewer system?…this is going to cost more than double what it would have if it would have been done years ago as it should?…it will cost less than half what it will cost if the Winnecke Administration is successful in kicking the can down the road for another 20 years when they will all be in a rest home or in one of our dilapidated cemeteries?…in 20 years at an annual price increase of 3.5% on construction this $600 Million project’s price tag will rise to over $1.2 Billion?…20 years ago it could have been done for $200 Million?…the citizens of Evansville are having our money, our economic base, and our health jeopardized by local government mismanagement?…the time is now to put a stake in the ground and demand that our sewers be fixed and fixed now?…with interest rates at an all time low there will never be a better time to embark on this project?…the debt service on 4.5% municipal bonds to fix this as fast as possible will amount to roughly $50 per month per meter?…this would be phased in as the project unfolds?…Evansville, Indiana can no longer afford to wallow in our own excrement while spending our tax dollars on playthings?…there will never be a better time to bite the bullet and clean our city of this legacy of neglect that has lingered for over half a century?…the powers that be are going to spend your money anyway Evansville so please demand that this time we should do SEWERS BEFORE ANYTHING ELSE?

Known as country music’s “Gentle Giant” for his warm baritone and laid-back ways, Don Williams is a major country hitmaker and international ambassador. Scoring at least one major hit every year between 1974 and 1991, he had an impressive fifty-six chart records. Fifty of these reached the country Top Twenty, and forty-five made the Top Ten; seventeen went to #1. In 1978 he was CMA Male Vocalist of the Year, and his recording of “Tulsa Time” was ACM Single of the Year. In 1980, readers of London’s Country Music People magazine named him Artist of the Decade.

Don Williams, Volume One, his first album, appeared in 1972 on JMI Records. It contained several chart singles, including Williams’s self-penned “The Shelter of Your Eyes (#14, 1972) and Bob McDill’s “Come Early Morning” (#12, 1973) and “Amanda” (#33, 1973). Don Williams, Volume Two included Williams’s own “Atta Way to Go” (#13, 1973-74) and Reynolds’s “We Should Be Together” (1974), the singer’s first Top Five hit. Recordings like these established his style, noted for its mellow yet masculine vocals and often-pensive song material.
In 1974, Williams scored his first chart-topping record, Al Turney’s “I Wouldn’t Want to Live If You Didn’t Love Me.” It launched a string of fifteen straight Top Ten hits, including songs by numerous top-tier writers: Wayland Holyfield’s “You’re My Best Friend” and “Some Broken Hearts Never Mend”; McDill’s “(Turn Out the Light and) Love Me Tonight,” “Say It Again,” and “It Must Be Love”; and Danny Flowers’s “Tulsa Time.” The singer’s winning streak also included the Holyfield-Williams composition “Till the Rivers All Run Dry” and the Williams originals “Lay Down Beside Me” and “Love Me Over Again.”
During the eighties and early nineties, Bob McDill continued to supply Williams with first-rate material, most notably the literary and evocative “Good Ole Boys Like Me.” Other hits came from leading songwriters such as Roger Cook (“I Believe in You” with Sam Hogin; “Love Is On a Roll” with John Prine), Dave Loggins (“We Got a Good Fire Goin'”), Rory Bourke and Mike Reid (“I Wouldn’t Be a Man”), and Dennis Linde (“Then It’s Love”; “Heartbeat in the Darkness” with Russell Smith).
As of 2010 the prolific Williams had released more than thirty-five albums. The Best of Don Williams, Volume II and The Best of Don Williams Vol. III have been certified gold, and I Believe in You has been certified platinum. His video collection Don Williams Live has attained gold status. After switching from JMI to ABC-Dot (1974-78), Williams moved in succession to MCA (1979-85), Capitol (1985-89), and RCA (1989-92). Later releases appeared on American Harvest, Giant, RMG, and Intersound/Compendia. Williams was one of the first country artists to make a music video, 1973’s “Come Early Morning.”

On February 23, 2010, the Country Music Association announced that Don Williams was to be inducted into the Country Music Hall of Fame.
