During July, over a span of just 18 days, EFD will lose 76 years of valuable experience due to the retirements of Captain James “Jim” D. Blanford, Jr. and Battalion Chief James “Jim” A. Fuchs, Jr.

Blanford retired July 3th after 33 years on the department, serving as Captain since 1984. He has been at Station#17 on the northside since 1998, although he served at Station #15 on the southeast side 14 years previously. Blanford said “The Fire Department’s all I’ve known my whole life” referring to the fact that his dad, James Blanford, Sr. joined EFD when Jim was just 2 years old. Jim Sr. retired in 1993. Jim is looking forward to his retirement by camping, going to “more” NASCAR races and spending time with family.

Fuchs will retire July 21st after nearly 43 years “on the job”. Fuchs has been a “Chief” since 1980 when promoted to Fire Prevention Coordinator (School Safety Liaison Officer) as a District Chief. Fuchs was promoted to Battalion Chief in 1986 and became the Chief Inspector (Fire Marshal) for the City. Fuchs has served in a number of capacities including the Chiefs of Training, Administration and Health & Safety and was the Assistant Chief under Mayor Weinzapfel. Jim is also looking forward to retirement citing his 4 grandkids as one of the main reasons, which will help “occupy his time”.

EFD wants to wish both men a long and happy retirement.

IS IT TRUE Mayor Winnecke met yesterday with some of the young professionals who make Evansville their home to learn what it is they want to be more satisfied with the “quality of life” challenges that Evansville faces?…this is not the first such meeting that has been held in the last 10 years regarding the problems of “brain drain” and dead end careers that have plagued Evansville for many decades now?… Mayor Winnecke himself has been to countless seminars, sister city visits, and inter-city visits to discuss the same issues ad nauseum yet things just do not change?…former Mayor Weinzapfel took the same trips and talked to the same groups like Rotoract and YEP (Young Evansville Professionals) and heard all of the same critiques but not a thing has been done to advance the concerns of young professionals to the next level?…there was even a seminar called Smart Cities in 2010 paid for by private money to address these issues and only one elected official saw fit to attend and didn’t stay for the whole discussion?…we at the CCO hope that this old dog Mayor learns this time since he has heard these lessons many times before and done nothing to effect change?

IS IT TRUE the #1 complaint among young single professionals is that the dating pool is littered with half wits, morons, rednecks, and others deemed to be unfit to consider for marriage or decent conversation?…a little known secret is that the same situation contributes to brain drain for the older professionals who are single too but that is a discussion for another day?…the #2 thing on the list for young professionals is to be able to find a career track employment opportunity that is upwardly mobile so they can provide for their families if they are lucky enough to form one?…it is not just about JOBS as it was 30 years ago, it is about GOOD JOBS that challenge ones abilities and utilize ones academic training?…Evansville for a few people does offer good jobs but the density of these jobs is so sparse that job mobility is essentially non-existent for young professionals who find themselves in a challenging career?…the lack of JOB MOBILITY leads to depressed wages and a plateau for what could be good and lucrative careers?

IS IT TRUE that the last thing on a young professionals list of needs is a downtown hotel, an arena, or loft apartments in a dead location?…these are things that are attractive to young professionals that have the dating issues and the career issues in the rear view mirror?…those numbers are small here in River City?…young professionals do not give a rats arse about the Shrine Circus, dog parks, skateboard parks (with the exception of non working slackers), or the zoo?…these are only icing on a cake but do not constitute cake at all?…contrary to what some older Evansvillians claim this place is not closer to a positive tipping point than Detroit or downtown St. Louis are?…it is unfortunate but meeting after meeting that happen year after year with no tangible results just drive off the best of our young professionals to other locations that meet their needs without asking?

IS IT TRUE there is one class of young people in Evansville that we can’t seem to get rid of and that is the group that are uneducated, have no respect for education, and no ambition?…we have thousands of these?…this group is part of the reason that our valuable young professionals continue to high tail it out of town at the first opportunity?…there has not been a Mayor or City Council person in the last half century that is even close to understanding the dilemmas faced by young professionals who want to make Evansville their home?…as long as the person in the Mayor’s office thinks a convention hotel is the answer the brain drain will continue?…young professionals don’t even like conventions?…that is much of the reason why out of touch arcane ideas like convention hotels and ball fields are fodder for ridicule and laughter among the younger generation?

IS IT TRUE several of the comments in the City County Observer and the Courier & Press yesterday asserted a claim that is so vile and so backwards that the CCO while allowing the posts to stand out for a while out of respect for the 1st Amendment does not believe is even possible in modern America outside of the confines of an utterly corrupt environment?…these assertions coming from several people were that certain members of the Evansville City Council and other former elected officials are extended the courtesy of being allowed to drive while intoxicated under the protection of the Evansville Police Department?…knowing many police officers and Evansville Police Chief Billy Bolin the CCO does not believe these assertions to be true and even though we regularly question the sanity of things that originate in the Civic Center we in no way accept that such an archaic and utterly corrupt practice would be attempted or tolerated in 2013 in Evansville, IN?…such corruption has of course happened in other places back during Prohibition and other such times when organized crime infiltrated politics and law enforcement?…movies have long liked to perpetuate the old boy style of corruption in the Old South with characters like Boss Hogg, Governor Howie Long, Porky’s, or Walking Tall?…there is most likely a historical grain of truth to the preferred and powerful getting a pass from law enforcement but this practice is one that we are certain has been eradicated in Evansville by now?…what is disturbing is that it is believed by several citizens that Evansville practices such things today?…such practices should never ever be tolerated at any level?

IS IT TRUE that in the CCO Reader’s Poll about support for the unanimously passed Johnson Controls Deal that our readers rejected the will of the Evansville City Council by a 5 to 1 majority?…the comments on the CP were equally as vicious toward the contract and the City Council?…one thing we are curious to learn is what the cost breakdown of each of these nearly $1,000 water meters is?…traditional water meters are a fairly inexpensive item some selling for under $100 each?…we would like to see a breakdown of the cost of this deal on a per meter basis on a materials, labor, maintenance, profit, and administrative overhead breakout?…we would also like to see the contract amended to mandate competitive bidding open to all for the installation of these meters which should be a fairly easy task to complete?…this whole deal from former Mayor Weinzapfel’s cram through, to the months of posturing by the City Council before unanimously capitulating to the Mayor’s will, to the uncompetitive secrecy surrounding the installation has been a disgusting way to provide stewardship over taxpayer dollars?

IS IT TRUE that well placed moles have told us that the Office of the Mayor and the Office of the Evansville City Controller have had the McGladrie study in hand for a while now?…this study has been withheld from the City Council during that time?…the City Council in spite of having this important financial information intentionally withheld consented to vote on and pass a $45.3 Million funding resolution for non essential items?…the next thing we know they will be rolling over and scheduling a vote on the $37.5 Million corporate welfare hotel, a $10 Million dog park, and other assorted items of no urgency?…before it is all said and done it is clear that the goals of this administration and its puppet are to pass about $100 Million in unnecessary spending without the releasing the McGladrie Study or getting the 2012 SBOA Audit results?…this is the height of irresponsible management of taxpayer dollars and each and every perpetrator of this blind following the blind scenario should be purged from office for playing along with this twisted spending spree?

IS IT TRUE that true to form and living up to the expectations of the CCO ObamaCare is imploding daily?…during the last four days we have learned that after 4 years the infrastructure has not been established to manage the law?…to date BIG COMPANIES and SMOKERS have seen their penalties deferred for at least a year and the FINANACIAL REQUIREMENTS for GETTING A SUBSIDY have been altered to require NO VERIFICATION?…in spite of the goodness or ineptness of the law itself it is now obvious that the Obama Administration is incapable of executing even the simplest things?…every one of these three deferred items could simply have been a couple of lines on a form?…this should be a strong lesson that bills need to be read before they are passed in every instance?…2014 is shaping up to be an interesting election year and the first real opportunity to clean every last member of the House of Representatives who voted for this turd out of office?…this is a shame because it could have worked well if our leadership had taken some time to think?

Dear Governor Pence:
 
Even though the 2013 session of the Indiana General Assembly ended two months ago, there are still many unanswered questions about Senate Enrolled Act 494, which is supposed to outline a process to determine if the Rockport Coal Gasification project is good for utility ratepayers across our state.
 
SEA 494 is supposed to go into effect after the Indiana Supreme Court decides that the Indiana Utility Regulatory Commission made the right decision in approving a contract between the Indiana Finance Authority (IFA) and the plant’s developer, Indiana Gasification. The plant would turn coal into substitute natural gas.
 
As I’ve said, there are many questions that need to be answered in order to ensure that a proper public review has taken place. Governor, I am hoping that you will make sure those matters are addressed.
 
First, the heat map from the IFA and used to support SEA 494 tested various scenarios that should be updated with forecasts of future gas and coal prices. The data formula used and the review should come from independent experts.  Please help make sure that this information is updated and there is an independent analysis of that data.
 
Second, I believe there should also be an independent review of the estimates provided by Vectren, the chief opponent of this project. Their review – which claimed losses to ratepayers of close to $1 billion – was based on assumptions that the price of natural gas would stay under $4 during the first 15 years of the contract. It would be nice to take a look at their estimates in depth, but Vectren has not produced that detailed information to date. Even so, their price estimates do not jibe with any publicly available forecasts of gas prices that any of us have seen. They simply don’t make sense.
 
During House testimony on this bill, experts said the price of shale gas can’t stay low because the cost of producing it is twice what the market price has been.  The financial troubles of companies like Chesapeake, the largest shale gas producer until last year, would seem to bear this out.  And the truth is that NO ONE knows what the price of gas will be 15 years from now. It’s hard to say what it will be 15 weeks from now.
 
Indiana Gasification concedes that it is possible that substitute natural gas may cost more than natural gas.  But they say that if it does, consumers will be happy with low cost natural gas and will probably be saving a lot of money on the other 83% of their bill. In that case, consumers would do well but Indiana Gasification would not. 
 
Lastly, it is fair to question the definition of “savings” as used in SEA 494.
 
It is unfair to make savings a standard for one energy company — Indiana Gasification — and not all energy companies. This new standard must now be applied to all rate cases that come before the IURC. If not, the actions of IURC are prejudicial at best.
 
 
Just last week, Vectren announced they have entered into a contract to buy gas over the next 5 years.  The substitute natural gas plant was required to GUARANTEE consumer savings, and that guarantee was backed under the contract by everything that Indiana Gasification owned.  Where is Vectren’s guarantee of savings to the consumer on its long-term contract for gas?  There’s nothing wrong with any company entering into these types of long-term contracts for gas, but it is hard not to compare the two situations and feel there’s a double standard at work. 
 
This project is hard to lose, Governor. It was potentially the biggest project southwestern Indiana has known to date, a $2.8 billion project that would have provided up to 2,000 jobs at high wages, generated more than $30 million in state taxes over the first 10 years (plus local tax benefits), and provided greater opportunity for additional job creation through spin off companies and suppliers.
 
Hoosiers need to know that if the project fails, it does so with accurate information.

Indiana State Police Launch Public Website Displaying School Bus Inspection Records

Indianapolis, IN – The Indiana State Police, in accordance with state law, conduct inspections of all school buses used to transport children to public and private schools. All buses are inspected annually. Buses more than 12 model years old are inspected biannually.

While school bus inspection reports are a public record, historically there was not a simple way for parents, school officials, or the public in general to view the thousands of inspection reports prepared by state police personnel each school year. To make school bus records more accessible the Indiana State Police Commercial Vehicle Enforcement Division, in collaboration with the Indiana Office of Technology (IOT), and Indiana Interactive, a subsidiary of e-government provider NIC USA, developed a public access portal website where school bus inspection records can be viewed from the comfort of a parents’ home computer.

The all encompassing goal of this public access portal website is to provide parents, school officials, and the public in general, an easy to navigate website with up-to-date school bus inspection information. To that end, other website owners are invited to make a direct link to the Indiana State Police school bus inspection public access portal website.

The public access portal website became operational on July 1, 2013. The website contains records from more than 30,000 inspections and will automatically update within days after future school bus inspections are conducted.

State Representative Ron Bacon (R-Chandler) issued the following statement in response to the announcement of the delay of a key provision of Obamacare:

“Two weeks ago, I chose to write my weekly column about the unintended effects of Obamacare. I expressed my concerns upon seeing many companies in Indiana cutting employee hours or cutting jobs all together in order to get around the employer mandate to provide health insurance. Yesterday however, we learned that a key provision of the Affordable Care Act has been delayed by one year.”

“I am very pleased to see this delay and simply regret that it did not come sooner. I’m afraid that for many Hoosiers, the damage has already been done. I consider this delay a small victory; but it doesn’t do anything to change what has already taken place.”

Cops Cycling for Survivors Prepare for 11th Annual Ride; Funds Raised Aid Surviving Family of Officers Killed in Line of Duty

The start of the 11th annual Cops Cycling for Survivors bicycle ride across and around Indiana. A departure ceremony will be held at 8:30 a.m. EDT at the Law Enforcement/Firefighter Memorial, adjacent to the State Capitol, in downtown Indianapolis. This year there are 51 cyclists participating in the ride. They will depart shortly after the key note comments of Spencer Moore, survivor of Officer David S. Moore of the Indianapolis Metro Police Department, end of watch January 26, 2011. Their 9:00 a.m. departure from the memorial will take them east toward Greenfield, Indiana on the first leg of journey that will last 13 days and cover nearly 1,000 miles bicycling the perimeter of Indiana.

Cops Cycling for Survivors Foundation, Inc., is made up of active and retired police officers, law enforcement survivors, law enforcement family members and friends of law enforcement riding their bicycles around the perimeter of Indiana to raise money and awareness about the sacrifices made by Hoosier law enforcement families across Indiana. Funds raised from this event are used to aid surviving family members and co-workers of officers killed in the line-of-duty. Previously raised funds have been directly donated to the Indiana Chapter of Concerns of Police Survivors (COPS), National COPS, Illinois COPS, The Unity Tour and Project Blue Light.

This year the cyclists are recognizing the sacrifices made by Lake County Corrections Officer Britney Meux and Indiana Department of Corrections Officer Timothy Betts. Corrections Officer Meux was killed instantly when struck while on a training run around the perimeter of the Lake County Jail. Three co-workers were also injured in the hit and run crash. She was a U.S. Marine Corps veteran and had served with the Lake County Sheriff’s Department for three years. Officer Meux is survived by her daughter, mother, father, and four sisters. Correctional Officer Betts suffered a heart attack while escorting an unruly prisoner to the segregation unit at Wabash Valley Correctional Facility. Officer Betts had served with the Indiana Department of Correction for 15 years. He is survived by his wife, children, and grandchildren.

The ride is scheduled to conclude on the afternoon of Saturday, July 20, 2013, at Crown Hill Cemetery, Heroes of Public Safety Section, where the riders will reunite with their families and other law enforcement survivors. Cops Cycling for Survivors Foundation, Incorporated was granted 501(c) 3 status as a not-for-profit in late 2011, and the inaugural 13 day tour around Indiana took place in July of 2012. However, the spirit of this ride began many years before. In 2001 a group of police officers decided to support survivors by riding their bicycles from Indianapolis, Indiana to Washington, D.C. to honor officers who had been killed in the line of duty and to support their survivors.
The ride has gone through many changes over the years, but one thing has remained constant…the cyclists’ dedication to honoring fallen law enforcement heroes and supporting their survivors left behind.

Two people who were integral to the success of Cops Cycling were Lt. Gary Dudley of the Indiana State Police and Retired Chief Gary Martin of the Lake County Police Department. Lt. Dudley took the organizational and emotional lead and kept the wheels rolling after the first two years riding to Washington, D.C. Wanting to do more to support survivors on a local level, Gary brought the ride home to Indiana.

On August 22, 2006, Lt. Dudley and Chief Martin were both killed during the ride when a large box truck struck the rear of the support truck, pushing the support truck into the cyclists. Several of the cyclists who had participated in the ride for many years and were cycling the day of the crash determined to keep Lt. Dudley and Chief Martin’s memories and motivation alive. Those memories and motivation have developed into what the ride is today, Lt. Dudley’s vision and legacy in supporting law enforcement survivors. To date, the cycling event has raised over $300,000 for IN Concerns of Police Survivors.

EVSC Board Approves Agreement for Purchase of Former Administration Building

TEVSChe EVSC Board of School Trustees approved an agreement to sell the former Evansville Vanderburgh School Corporation Administration Building located at 1 S.E. 9th Street to Professionals Plaza, LLC for $740,000. The sale makes the former administration building the final building to be either sold, leased, repurposed or divested since the EVSC consolidated unneeded or underutilized facilities into other locations three and a half years ago.
“We are pleased that this facility will once again be in use and that a local company will now take ownership of the building,” said EVSC Superintendent David Smith. “What’s even more notable is the fact that all our buildings that became available when we consolidated facilities – 12 in all – are now either sold or leased to tenants, are being reused or have been divested.”
In 2010 the EVSC undertook an initiative that helped bring nearly all EVSC offices under one roof by revamping existing warehouse space that was no longer being utilized and relocating the EVSC Administration Building to 951 Walnut Street. By consolidating buildings, the EVSC was able to bring together offices at the new Administration Building location that had been previously divided into three different locations, and allowed the school corporation to operate more efficiently. As of tonight, all three former administrative locations are either being leased or have sold.
