Dr. Bucshon Votes to Prevent Healthcare Fraud, Protect Taxpayers Dollars

(Washington, DC) – On Thursday, the House passed H.R. 2775, the No Subsidies Without Verification Act, a bill to ensure that Affordable Care Act exchange subsidies are granted only to consumers who meet the eligibility requirements. H.R. 2775 prohibits the distribution of premium tax credits and cost reduction subsidies before the Department of Health and Human Services Inspector General certifies that the Department has an operational program in place to verify household income and other coverage qualifications.


Rep. Bucshon (IN-08) released the following statement: 

 

“The exchange infrastructures and consumer verifications under the Affordable Care Act are behind schedule and critical security testing to protect sensitive consumer data has been delayed. Not to mention, the Administration has exempted big business from the law while expecting individual Americans to comply with confusing and burdensome rules and regulations.  It is increasingly apparent that Affordable Care Act is not ready for primetime and never will be.

 

“When the Administration announced the Affordable Care Act exchange infrastructure was not ready to verify the eligibility of healthcare consumers, their solution was instead to rely the consumer to self report their income and healthcare status – leaving the door open for fraudulent behavior. Today, the House passed important legislation to stop fraudulent healthcare claims before they happen and protect taxpayers from funding subsidies to consumers who are ineligible.

 

“While I firmly believe that the Affordable Care Act should be repealed in its entirety, this bill is an important step to protecting healthcare consumers and taxpayers from an unfair and reckless regulation from this Administration.”            

 

BACKGROUND:

 

On July 5th, the Department of Health and Human Services (HHS) released more than 600 pages of Affordable Care Act regulations which included an announcement that the government would no longer verify that each applicant for the exchange subsidies are actually qualified for the assistance. Instead, the administration would rely on self-attestation and sample audits to “protect” the integrity of this new $1 trillion entitlement program. HHS later announced a change in this policy and stated it would extend the sample population to 100%.

 

The Problem:

 

  • Individuals who self-attest will still receive taxpayer-funded subsidies during the audits, which could take up to 6 to 12 months.
  • Not verifying eligibility opens the door to approximately $250 billion in fraudulent payments through Affordable Care Act subsidies, all to prop up a law that the American people continue to overwhelmingly reject. (Source: WSJ)
  • No official changes have been made to the rule—there is no guarantee to the American people that applicants will be verified.
  • No information has been provided to Congress on how long HHS will take to verify eligibility.

The Solution:

 

H.R. 2775, the No Subsidies Without Verification Act, prevents the Obama administration’s attempt to defraud taxpayers by demanding that accurate verification systems be put in place before subsidies are dispersed. This sensible measure requires the HHS Inspector General to verify subsidies are issued to only eligible Americans. H.R. 2775 prevents fraudulent Affordable Care Act subsidy claims before they go out – ending the pay and chase of fraudulent claims that plagues our health care system.

 

Verification Protects Taxpayer Dollars. The Democrat-led Senate Appropriations Committee has already unanimously passed legislation (S. 1284, Section 226) affirming its belief that the Obama administration must verify eligibility before doling out taxpayer-funded subsidies.

 

Additionally, a Senate companion measure has been offered by Senator Coburn, S. 1455.

EVSC Foundation was honored to be selected by the Schriber – Ball family to house
the fund.
Produced to benefit Jacob Ball’s Wish Fund, “The Last Five Years” is a two person show which will be presented on Tuesday October 22nd and Wednesday October 23rd at the Academy of
Innovative Studies – Diamond at 2319 Stringtown Road. The show starts at 7 pm. Admission is free. Donations will be accepted at the door and in advance of the show. Checks should be made
payable to EVSC Foundation. Landon Sholar and Lauren Wright, the actors involved with the show, are donating their time and expertise as well as a host of others for this worthy fund. The net proceeds of the shows will benefit Jacob Ball’s Wish Fund. The gulf between the richest 1 percent and the rest of America is the widest it’s been since the Roaring ’20s.

The very wealthiest Americans earned more than 19 percent of the country’s household income last year — their biggest share since 1928, the year before the stock market crash. And the top 10 percent captured a record 48.2 percent of total earnings last year.

U.S. income inequality has been growing for almost three decades. And it grew again last year, according to an analysis of Internal Revenue Service figures dating to 1913 by economists at the University of California, Berkeley, the Paris School of Economics and Oxford University.

One of them, Berkeley’s Emmanuel Saez, said the incomes of the richest Americans surged last year in part because they cashed in stock holdings to avoid higher capital gains taxes that took effect in January.

In 2012, the incomes of the top 1 percent rose nearly 20 percent compared with a 1 percent increase for the remaining 99 percent.

The richest Americans were hit hard by the financial crisis. Their incomes fell more than 36 percent in the Great Recession of 2007-09 as stock prices plummeted. Incomes for the bottom 99 percent fell just 11.6 percent, according to the analysis.

But since the recession officially ended in June 2009, the top 1 percent have enjoyed the benefits of rising corporate profits and stock prices: 95 percent of the income gains reported since 2009 have gone to the top 1 percent.

That compares with a 45 percent share for the top 1 percent in the economic expansion of the 1990s and a 65 percent share from the expansion that followed the 2001 recession.

The top 1 percent of American households had pretax income above $394,000 last year. The top 10 percent had income exceeding $114,000.

The income figures include wages, pension payments, dividends and capital gains from the sale of stocks and other assets. They do not include so-called transfer payments from government programs such as unemployment benefits and Social Security.

The gap between rich and poor narrowed after World War II as unions negotiated better pay and benefits and as the government enacted a minimum wage and other policies to help the poor and middle class.

The top 1 percent’s share of income bottomed out at 7.7 percent in 1973 and has risen steadily since the early 1980s, according to the analysis.

Economists point to several reasons for widening income inequality. In some industries, U.S. workers now compete with low-wage labor in China and other developing countries. Clerical and call-center jobs have been outsourced to countries such as India and the Philippines.

Increasingly, technology is replacing workers in performing routine tasks. And union power has dwindled. The percentage of American workers represented by unions has dropped from 23.3 percent in 1983 to 12.5 percent last year, according to the Labor Department.

The changes have reduced costs for many employers. That is one reason corporate profits hit a record this year as a share of U.S. economic output, even though economic growth is sluggish and unemployment remains at a high 7.2 percent.

America’s top earners tend to be highly paid executives or entrepreneurs — the “working rich” — instead of elites who enjoy lives of leisure on inherited wealth, Saez wrote in a report that accompanied the new analysis.

Still, he added: “We need to decide as a society whether this increase in income inequality is efficient and acceptable.”

AEG Live is pleased to announce the touring cast for the southern gothic, supernatural musical Ghost Brothers of Darkland County, libretto by Stephen King, with music and lyrics by John Mellencamp and musical direction by T Bone Burnett. The show will be appearing in 19 cities throughout the Midwest and Southeast beginning October 10 in Bloomington, IN, and ending November 6 in Grand Rapids, MI. This extraordinary collaboration, 13 years in the making, is a haunting tale of fraternal love, lust, jealousy and revenge, which will be performed by an ensemble cast of 15 actors and a four-piece live band. The macabre story will feature a chorus of actors and singers, and musicians featuring members of Mellencamp’s band. The staging of Ghost Brothers will be an amalgam of different styles – both old fashioned, resembling in many ways an old-style radio show, and yet, modern and unique in its interactive use of actors, singers and musicians in order to move the Ghost Brothers story forward incorporating a mix of storytelling, music and singing.

 

The show stars actor Bruce Greenwood as the father Joe McCandless. Greenwood, is perhaps best known for his roles as JFK in the film Thirteen Days, Flight and Captain Christopher Pike in the 2009 Star Trek film and its sequel, Star Trek Into Darkness. Also starring is Emily Skinner as Joe’s wife, Monique. Skinner is a well-known stage actress who received a Tony Award nomination for Side Show, and has had leading roles on Broadway in Jekyll & Hyde, James Joyce’s The Dead, The Full Monty and Billy Elliot.

 

Joe and Monique’s sons are the living brothers Frank and Drake McCandless. They are played by Lucas Kavner and Joe Tippett, respectively. Kavner has appeared in projects for Comedy Central, ESPN, VH1, and has performed or workshopped shows at the Kennedy Center, Playwrights Horizons, Atlanitc, Abingdon Theatre, Dixon Place and many more. Tippett most recently did a staged reading in Waterford, CT, as part of the 2013 National Playwrights Conference, as well as one in New York City at Hayden 5’s NoMad Loft. The

female love interest of this ensemble, Anna, is played by Kylie Brown, who has recently appeared in Atlanta productions of Hello Dolly and Hair.

 

The two dead brothers, Jack and Andy McCandless, are played by Peter Albrink and Travis Smith respectively. Albrink starred in the Long Wharf’s version of Sam Shepherd’s Curse of the Starving Class earlier in the year, while Smith, recently played John Carter Cash in the USA Network’s Johnny Cash biopic Ring of Fire, and appears in that network’s series, Necessary Roughness. This ensemble’s female love interest, Jenna, is played by Kate Ferber, whose recent credits include the one-woman show One Child Born: The Music of Laura Nyro.

 

The Shape, a devil-like character, is played by Jake LaBotz, who is a blues singer-songwriter and has acted in films by Sylvester Stallone and Steve Buscemi. LaBotz has released six of his own albums. The remaining cast members are: Eric Moore, Joe Jung, Rob Lawhon, Gwen Hughes, Jesse Lenat and Zac Ballard. The band on stage features bandleader Andy York on guitar, percussionist Dane Clark, Troye Kinnett on Keyboards and harmonica and upright bassist Jon Gunnell.

 

The show will be expertly lit by the award-winning Lighting Designer Steven Cohen, who in his 40-plus year career in the music and television industry has worked with the world’s most prominent artists, including: John Mellencamp, Billy Joel ,Elton John, Reba McEntire, Sugarland, Tim McGraw, Lenny Kravitz, Blake Shelton, Justin Timberlake, N’Sync, Britney Spears, Mariah Carey, The Eagles, to name a few, and has worked on numerous TV productions for HBO, Showtime, MTV and VH1.

 

The director of Ghost Brothers is Susan V. Booth, who is currently the artistic director at the Alliance Theatre and directed the play during its Atlanta run in 2012. She has worked at theatres all over the country including La Jolla Playhouse, New York Stage and Film Actors Theatre of Louisville, Northlight Theatre, Victory Gardens, Court Theatre and many others. The casting director is Laura Stanczyk and the choreographer is Liza Genaro.

 

“This piece has been on a really long journey,” says Booth. “One of the things it has learned about itself is that it could never fit into existing molds. King, Mellencamp and Burnett don’t fit into existing molds either. So, for the stage production, we had to create a completely new form.”

 

The play follows the release of the Ghost Brothers of Darkland County album (Concord Records), which came out earlier in the year. The record, produced by musical director Burnett, reflects the wide range of styles and influences required for a work that jumps back and forth across decades. It features original music and lyrics by Mellencamp, along with a stellar cast of guest musicians and actors.

Scott School to Host Family Field Day

Scott Elementary School families will trade in the television and video games tomorrow to participate in a number of family-friendly field activities at the school’s Family Field Day. The event will allow families to participate in a variety of competitive activities, such as a hula hoop contest, Frisbee toss, sack races and much  more. The event will take place in the field and blacktop area in the back of the school and is an example of how schools provide activities that encourage families to come to schools and interact with teachers, students and staff.

 

The event is for Scott families only.

IS IT TRUE that Fort Wayne Mayor Tom Henry came to Evansville yesterday for photo-ops strolling around downtown Evansville with our Mayor Lloyd Winnecke?…the purpose for his trip was to promote the giving away of $37.5 Million to HCW of Branson, Missouri for the favor of building a convention hotel on the site of the Executive Inn that was demolished by the Weinzapfel Administration?…it was recently made public that the occupancy rate of hotels in Fort Wayne has slid to 57.2% in 2013 from an already low 58% in the same annual period of 2012?…these occupancy rates lag Evansville’s current rates and the average daily rate for a room in Fort Wayne is over $10 less than it is in Evansville during the last year indicating a glut of rooms that has set off a race to the bottom?…in spite of these statistics that came from a respected 3rd party data analysis company called STR Global and used by Convention and Visitors Bureaus everywhere including Evansville, the CCO Mole Nation tells us that Mayor Henry of Fort Wayne was touting a 70% occupancy rate and great success for the handouts his city made to a hotel developer 5 years ago?…one thing for sure is that either the Mayor of Fort Wayne made an  inaccurate statement that was “misunderstood” or an internationally respected data analysis company was wrong?…we will leave it up to you to decide?

IS IT TRUE there is a fine line between irrational exuberance and mis-statement?…Mayor Winnecke dances at or over that line in his claim that the hotel will create 250 jobs when his own consultant states the number will be 41?…Evansville businessman John Engelbrecht claimed in a letter to the members of the Evansville City Council and others that if the IU Medical School comes to downtown Evansville it will bring 1,600 medical student with it?…the reality is that all eight of the IU Medical Schools do not have 1,600 students and the Evansville campus can expect a number closer to 150? …then comes Mayor Henry of Fort Wayne with an occupancy claim that is refutable by hard data compiled by a highly respect analysis company?…this is no way to start or sell a project to a public that is typically not very sophisticated when it comes to numbers? …we hope the people of this town have enough sense to read the numbers and reject the mis-statements of these visible supporters?

IS IT TRUE it has been widely reported that downtown Evansville has been experiencing a graffiti spree that includes the Ford Center, CMOE, the McCurdy Hotel (or whatever it is these days) , and the Riverhouse?…graffiti is a form of vandalism that is often associated with blight and squalor and we encourage the owners of these properties to make haste in getting this graffiti removed because it has a way of being contagious?…if anyone thinks the graffiti at the McCurdy is a new phenomena they are wrong? …the CCO featured many pictures of graffiti on the McCurdy over a year ago that still graces our waterfront?…that the graffiti artists need a taste of SINGAPORE JUSTICE if they are caught?…that is as many of you will remember a good a– whipping with a cane?…in Singapore that same cane is used on people who use lies to deceive others in matters involving large sums of money?…Evansville has a need for caning and an official flogger to dispense justice?

Originally from Alton, Illinois on the Eastern part of the state, Senator Vaneta Becker comes from a family of five brothers and sisters.  Though her parents are deceased, her family has a lot to be proud of given Becker’s achievements, accomplishments and contributions to the State of Indiana.

Senator Becker earned her Bachelor’s from the University of Southern Indiana and serves as Senator to Indiana since 2005.  She works on issues with legislation, budget constraints and parameters, economic-development and education demands.  Currently, she is also a Broker Associate with FC Tucker.

She commented on the items in regards the two-year biannual budget. ‘We are in the black and we are in a surplus, experiencing increase funding.  One of the major projects includes is the completion of Interstate 69.  This will make an easier commute to our state’s capital for all.’

Big on philanthropy, Senator Becker is one of the founding members of the Albion Fellows Bacon Center.  She helped find the original real estate for the organization on Grand Street.  She was also on the board with ARK Crisis for twenty years, which works in Child Abuse Prevention (CAP).  The organization serves as the State’s last free-standing emergency child day care center.  Furthermore, she has helped pass legislature on with Hoosier Healthwise.  Hoosier Healthwise helps provide health care children coming from low income, creating healthy living and learning environment for all youth.

A key part of the legislature for the University of Southern Indiana, Senator Becker was able to contribute towards the higher education and growth of the school.  College enrollment has risen from 3,000 previously and now has made its way to 10,000 students.  She also stresses the necessity and importance for vocational/technical training as well for field studies and advance manufacturing.  Her contributions helped establish USI as an independent university which has grown and flourished.

Senator Becker is also served on the Indiana Commission for Women and was co-chair to the Office of Advisory Board to Women’s Health. In the Evansville community, she is active with Leadership Evansville Alumni and the United Methodist Church, as she continues to support many other community organizations.

She has received honors from various organizations including the Lifetime Achievement Award from ARC of Indiana.  Senator Becker young people to better their listening skills, further their education and strengthen their communication skills, both written and verbal.  She reiterates that it is not only important for the workplace but also for legislature.

Senator Becker  has worked to improve the quality of life in her community.  As a woman with an amazing passion for social services, bettering the quality of life and contributing to the State Legislature she is indeed an outstanding public servant.
