IS IT TRUE several CCO readers have reported that our County Assessor has increased their home value between 9% and 11%?…the national inflation rate has been reported to be under 3%?…we hear that our County Assessor may have been pressed to increase some assessed home values due to the State Constitution’s limits on the amount of property tax rate that can be levied, capping the funding necessary to operate local government?…that every home owner who believes that their home values have been increased without merit needs to file an appeal using the Assessor’s Form Number 130 and file with the Assessor by April 14th, 2014?…there is even one homeowner close to the CCO who has had their home for sale now for over a year for the same price they paid for it in 2002?…this person has gotten no offers at all for the home?…her realtor keeps pushing her to reduce the price (that the realtor advised her to price it that way) because the local market is below where it was 12 years ago?…raising assessments in this market when there is a constitutional mandate to assess a market price is just gambling on the complacency of Vanderburgh County homeowners and in many cases in blatant violation of the constitution?

IS IT TRUE that select members of City Council, the Mayor and his Controller shall meet tomorrow at 3:00 with officials of the State Board Of Accounts to discuss the 2012 Water and Sewers audit findings?…we can’t wait to read the State Board of Accounts official audit findings concerning this department?…we won’t be surprised that the Evansville Water and Sewer is called out for several serious issues?

IS IT TRUE the basketball world caved in on Indiana sports fans last weekend with exactly ZERO teams from the basketball crazed State of Indiana making the NCAA field of 68?…for the first time in this writer’s memory there will not be a team from Indiana to root for in the NCAA tournament?…three teams from Kentucky got invited and two of those were earned automatic bids for having won their conference tournament?…it looks like if Hoosiers from the south are going to root for the closest team it will be Louisville?…it looks like the northern end of Indiana will have to choose between Michigan and Michigan State that are both just a few miles over the border?

IS IT TRUE that the USI Men Screaming Eagles did make the Division 2 NCAA tournament by virtue of their hard fought GLVC Championship last weekend at the Ford Center?…USI was one and done in the NCAA having been eliminated in the first round by Michigan Tech?…if last weekend is any indicator of local interest in outsider basketball games the Division 2 NCAA Final Eight at Ford Center is in for a paltry couple of days of attendance?…in GLVC Tournament games not involving USI the average attendance was well under 500 per game?…this does not bode well for the profitability of the facility?  …we say thanks goodness this tournament has attracted well paying corporate sponsors?…we are interested to see if any special provision will be made to avoid the fiasco of giving parking tickets to darn near everyone in the building?…the saying “fool me once shame on me, fool me twice shame on you” comes to mind?…let’s hope the powers that be take advantage of this second chance?

IS IT TRUE Evansville was once again the scene of semi random shootings this weekend with an incident of shots being fired at a moving vehicle in the 800 block of East Riverside drive?…that is only about 100 feet from the apartment building that Reverend Adrian Brooks was before the City Council speaking about last Monday?…perhaps the condition of that building and many others is related to the rampant crime such as this shooting incident that has plagued this once decent neighborhood for several years now?…to add insult to injury in another incident a robbery/stabbing occurred in an abandoned home on North 3rd Avenue?…the theft of $20 is what got someone who was seeking shelter in this ramshackle home stabbed?…this is not exactly the kinds of things that attracts businesses and medical schools as both of these instances happened within easy walking distance of downtown Evansville? …we support our local law enforcement and know they have one heck of job trying to protect our safety?

IS IT TRUE that the slide to becoming part of Russia became reality for Crimea yesterday as 95.5% of the voters approved a ballot measure to be annexed from Ukraine into Russia?…it was reported that there was an 83% turnout which dwarfs America’s voter turnout?…Russian companies in anticipation of an asset freeze withdrew billions of dollars from western banks?…we can expect that the USA and Europe to make some hollow statements about the Russian aggression like yesterday’s toothless “we don’t recognize the legitimacy of the election” statement from Secretary of State John Kerry?…we can also expect some economic sanctions that will be equally impotent as Russia has most of what they need within their borders?…the reality of the situation is that indignant talk and cutting of the credit limit is about all the USA can do or will do?… Nous sommes devenus Français (we have become French)?

Evansville Police arrested 52 year old Anthony Mayes on meth related charges after he was caught with a one pot meth lab.
A patrol officer was in the 100 block of E Maryland around 2:00am Monday morning when he smelled a strong chemical odor. Other officers responded to the area and located the source in an out building behind 114 E. Maryland. Officers found Mayes in the building with an active one pot meth lab.
Mayes was taken into custody and charged with Manufacturing Meth-Class A Felony and Dealing Meth- Class D Felony.

Metabolic Syndrome: What Is It, and How You Can Reduce Your Risk?

Metabolic syndrome is the name for a group of risk factors that raises your risk for heart disease and other health problems, such as diabetes and stroke. The term “metabolic” refers to the biochemical processes involved in the body’s normal functioning. Risk factors are traits, conditions, or habits that increase your chance of developing a disease.

The five conditions described below are metabolic risk factors. You can have any one of these risk factors by itself, but they tend to occur together. You must have at least three metabolic risk factors to be diagnosed with metabolic syndrome.

 

* A large waistline. This also is called abdominal obesity or “having an apple shape.” Excess fat in the stomach area is a greater risk factor for heart disease than excess fat in other parts of the body, such as on the hips. Men should have a waist less than 40 inches, Women less than 35 inches.

* A high triglyceride level (or you’re on medicine to treat high triglycerides). Triglycerides are a type of fat found in the blood. Triglycerides greater than 150 mg/dl are considered elevated.

* A low HDL cholesterol level (or you’re on medicine to treat low HDL cholesterol). HDL sometimes is called “good” cholesterol. This is because it helps remove cholesterol from your arteries. A low HDL cholesterol level raises your risk for heart disease. Men should have an HDL Level greater than 40mg/dl and women should be greater than 50.

* High blood pressure (or you’re on medicine to treat high blood pressure). Blood pressure is the force of blood pushing against the walls of your arteries as your heart pumps blood. If this pressure rises and stays high over time, it can damage your heart and lead to plaque buildup.

* High fasting blood sugar (or you’re on medicine to treat high blood sugar). Mildly high blood sugar may be an early sign of diabetes. Fasting blood sugar greater than 100 is considered elevated.

The exact mechanisms of the complex pathways of metabolic syndrome are under investigation. The pathophysiology is very complex and has been only partially elucidated. Most patients are older, obese, sedentary, and have a degree of insulin resistance. Stress can also be a contributing factor. The most important factors are genetics, aging, diet (particularly sugar-sweetened beverage consumption), sedentary behavior or low physical activity, disrupted chronobiology/sleep, mood disorders/psychotropic medication use, and excessive alcohol use. There is debate regarding whether obesity or insulin resistance is the cause of the metabolic syndrome or if they are consequences of a more far-reaching metabolic derangement.

Other risk factors for the syndrome include stress, obesity, sedentary lifestyle, and aging. Metabolic Syndrome increases the risk of developing Type 2 diabetes fivefold. About half of patients with coronary artery disease also have metabolic syndrome and many of those have premature coronary disease occurring prior to age 45.

Other complications than Diabetes and increased risk of cardiovascular disease can develop. Most dangerous is Non-Alcoholic Fatty Liver Disease or NALFD. Over time fat deposits build up in the liver and can ultimately lead to liver failure. In these instances the only treatment may be liver transplant.

Metabolic syndrome can largely be prevented by increased physical activity and a healthy, reduced calorie diet. The first line of treatment is weight reduction through a low carbohydrate diet and physical exercise. If this doesn’t improve the lipid profile and lead to weight loss, lipid lowering agents and antihypertensives should be added. The use of insulin sensitizing drugs such as metformin is controversial but has shown some improvement in a few studies.

Once metabolic syndrome is present, fairly drastic lifestyle modifications must be made in order to reverse the damage. For many people, this becomes an almost impossible task. Nevertheless, the only known method to reverse the damage is through aggressive treatment. Analysis: Bullying has no place in the Statehouse

INDIANAPOLIS – One thing I’ve always loved about covering the General Assembly is seeing people come to the Statehouse and make a case.

Commentary button in JPG - no shadowWhether they’re arguing for a bill or against a bill, telling their own stories or that of a loved one, or simply sharing a heart-felt belief, it’s great to see Hoosiers participating in their government.

Until it goes wrong.

Then, it’s just frustrating.

So was the case last week as one Hoosier tried to express her views on a controversial bill only to be browbeaten by a handful of lawmakers who didn’t like those views.

The legislature was days from wrapping up the 2014 session when Shannon Watts, who launched the national group Moms Demand Action for Gun Sense, came to the Statehouse to testify against a bill that would allow guns in locked cars in school parking lots.

It was a controversial proposal, especially among gun control and education groups. The proposal’s supporters say it just makes common sense. And I wrote recently that it seemed like an issue on which both sides could find a reasonable compromise.

But Republican lawmakers who backed the legislation – which has since been sent to Gov. Mike Pence to sign into law or to veto – were in no mood to talk compromise with Shannon Watts.

Watts filled her testimony with statistics and data, which she said lawmakers had asked her to do the last time she’d appeared before them. “Easy and unregulated access to guns must be eliminated, not encouraged,” Watts told them.

Republican legislators then picked apart her statistics. They were combative in their questions. They challenged her views.

One lawmaker – Rep. Jim Lucas, R-Seymour – had done research on Watts’ background and ticked off her various jobs, even asking her one time to verify her maiden name so he could describe more of her career history.

His point? She had been a marketing specialist and therefore knew how to manipulate data.

It was all, well, uncomfortable. Rep. Terri Austin, D-Anderson, even called it “bullying.”

The situation was particularly puzzling because Republicans who supported the legislation control the House and Senate – and therefore the conference committee that was working on the bill. That proposal was never in trouble in that committee. And it later passed the House and Senate easily.

There was no reason for those Republican lawmakers to be so defensive.

Of course, anyone who testifies before a legislative committee should be prepared for questions – and Watts certainly was. Lawmakers should absolutely interact with people about their research and opinions.

Still, there’s no reason to be aggressive and confrontational. A public hearing is just that – for the public. It’s the time for people who represent organizations or companies or themselves to come before the elected leaders who make our laws and try to influence the outcome.

People who exercise that civic duty in the respectful way that Watts did should never be treated poorly. Doing so is indeed bullying and it has no place at the Statehouse.

House Republicans Achieve Legislative Agenda

The 2014 legislative session has adjourned with House Republicans continuing their track record of delivering on the promises they set in their legislative agenda.

Prior to the start of session, House Speaker Brian C. Bosma (R-Indianapolis), joined by members of the House Republican Caucus, presented Indiana: Working on Progress, where they outlined five key concepts as their agenda for the 2014 legislative session.

Cutting Taxes (SEA 1)

Indiana has one of the top, pro-business tax climates, but taxing capital investment puts Indiana at a competitive disadvantage with other states. Compared to other Midwestern states, Indiana has the highest effective business personal property tax rate. House Republicans championed options geared towards making Indiana and its local communities as competitive as possible in attracting new jobs and new business investment to the state. SEA 1 allows counties the opportunity to decide whether to exempt new investments on business equipment from the personal property tax, to grant a small business exemption and to give extended abatement to selected projects. The legislation also draws the state’s corporate income and financial institutions tax rate to 4.9 percent. When phased in, Indiana will have the second lowest corporate income tax rate in the nation.

“Indiana must continue to be innovative and look for every opportunity to stay ahead of the competition. Lower taxes are a proven incentive to attract business investment.  By providing counties additional options to attract new jobs, our state’s economy will be stronger,” said Bosma.

Connecting Crossroads to Communities (HEA 1002)

Having a superior, statewide transportation system is crucial to Indiana’s economy and future growth. In 2013, over $500B in goods traveled on Indiana roadways. Increasing our investment in roads directly provides job opportunities.  HEA 1002 provides for an additional $400M in state funds to be allocated to major highway lane projects.

Speaker Bosma stated, “Our fiscal integrity has put us in a position where we are able to provide a transfer of up to $400M to improve and expand our state’s major highway infrastructure, which will allow our state to leverage up to $1.6 billion for road expansions through federal dollars. This legislation will create tens of thousands of new jobs for Hoosiers.”

Equipping our Workforce (HEA 1003)

More than 930,0o0 Hoosiers – one-third of Indiana’s workforce – lack the most basic skills needed for today’s economy. House Republicans addressed the skills gap by providing additional incentives to employers who partner with education institutions to provide internships in high wage, high demand jobs.

“We have focused over the past decade on creating the best business environment in the Midwest through policies that encourage and incentivize companies from all over the world to relocate and grow in Indiana,” said Speaker Bosma. “We must continue to ensure we have a workforce that will meet the needs of a globally dynamic marketplace.” 

Preparing Kids for their Careers (HEA 1004)

Children who aren’t ready for kindergarten are half as likely to read proficiently by third grade, and children who aren’t reading proficiently by third grade are four times more likely to drop out of high school.  In 2013, House Republicans initiated a small step towards addressing this issue through an investment in high quality preschool programs. This year, House Republicans achieved their goal of a preschool pilot program that will fund low-income students who attend a high quality program. The program is limited to families at 127 percent of the federal poverty level and below.

“There is no doubt that a high quality education provides the foundation of a child’s education.  A solid educational foundation provides a child with limitless career opportunities in the future,” said Speaker Bosma. 

Stopping Burdensome Regulations (HEA 1005)

Speaker Bosma established the Government Reduction Committee in 2010 to better protect Hoosier taxpayers. As a result of this committee’s work to have a leaner, more efficient state government, 40 boards and commissions along with over 400 appointments have been eliminated. House Republicans continued this initiative through legislation to eliminate duplicative code, red tape and layers of bureaucracy.

“Indiana must continue to stand as a prime example of how government can – and should – function. Smaller government is a better government,” said Speaker Bosma.

 

Mr. President: We are young but we are not stupid

The White House is desperate to sign up Millennials for Obamacare. With the March 31 enrollment deadline closing fast, the latest figures show that only 22 percent of the Obamacare sign-ups are between ages 18 and 34. That’s a far cry from the 40 percent that the White House wants.

Blame the Obamacare marketing team. Since the exchanges launched in October, the team’s attempts to persuade us to sign up have been inappropriate, incoherent and simply insulting.

The list of examples is long and painful, but the “Brosurance” ads, which have gone viral across the country, are the most famous flop by far. In print and social media, these ads paint the picture of Millennials as drunks and dolts.

One ad shows three young men — “bros” — doing a keg stand. Its tagline: “Don’t tap into your beer money to cover those medical bills.” Another tries to link flu shots to liquor shots. The worst ad shows a guy and a girl about to hook up. It reads, “I hope he’s as easy to get as this birth control.”

This insulted more Millennials than it convinced. The spots ultimately reached a huge portion of the youth market, but only because the outrage was so intense that the ads were lampooned on national television. When Comedy Central showed the ads to a group of 20-somethings, every last one expressed disgust and disappointment.

Those same Millennials were likely left scratching their heads at some of the White House’s other marketing ploys.

Take the recent Magic Johnson ad, for instance. It was clearly made by someone who doesn’t understand anyone younger than 30. Most Millennials don’t even know who Magic Johnson is. He retired in 1991. Today’s college students were all born after that, meaning they couldn’t tell you if he played baseball, basketball, or maybe cricket.

Other ads have drawn scorn and ridicule. The “pajama boy” social media campaign led to scathing responses from the media for making Millennials look self-absorbed and annoying. The “Mom jeans” campaign tried, and failed, to link health coverage with awkward-fitting pants. The case for health care had never been less clear.

One of the administration’s allies, Get Covered America, took the confusion a step further. It created a two-minute original song featuring singing cats, dogs, and birds. Intended to spark a nationwide increase in enrollments, the ad was greeted by silence, receiving only 60,000 views on YouTube.

Given such pitiful attempts at reaching the young and the healthy, it’s no surprise that Millennials haven’t responded by signing up for Obamacare in droves. In reality, it’s too expensive for too many Millennials — and none of the marketing campaigns have been slick enough to bury this fact.

Obamacare leaves the average 27 year old facing a gender-averaged 47.5 percent premium increase, according to Forbes. Even after subsidies, that’s an expense that many Millennials can’t afford.

Perversely, such high costs make it even harder for us to purchase health insurance in the future, when we can afford it. By not signing up for expensive plans now, insurance rates will increase as soon as next year — for everyone. That leaves us with two choices: Buy an unaffordable plan now, or wait and buy an unaffordable plan later.

Our only remaining option is to opt out of Obamacare entirely. If the latest numbers are any indication, that’s exactly what Millennials are doing. We know a bad deal when we see one —and we’re not as dumb as Obamacare’s marketers seem to think.

The Indiana Court of Appeals has affirmed the denial of a dentist’s petition for judicial review of a decision by the State Board of Dentistry which found he violated Indiana Code after a patient’s wisdom teeth surgery.

The patient, referred to as Patient A in the court opinion, had her wisdom teeth removed by Dr. Donald Walker in 2008. When she woke after the surgery, she felt like she was gasping for air and was told to stop because she was scaring other patients. Walker then placed his hand over her mouth and held it there for a few seconds, which really scared her, according to the opinion.

The patient was taken to a recovery room by two hygienists, but was left alone for several minutes despite her drowsy state. She felt rushed out of the office and saw a different dentist for follow-up care.

Patient A filed a complaint with the Attorney General’s Consumer Protection Division and a hearing before the dentistry board was held in October 2012. The board found Walker violated I.C. 25-1-9-4(a)(3) in that he violated 828 IAC 3-1-6.5(c)(10) by failing to provide continual and direct supervision of the patient by a person trained in basic cardiac life support. It also found Walker violated I.C. 25-1-9-4(a)(4)(B) in that he failed to keep abreast of current professional theory by using the “hand-over-mouth” technique on adult patients. The technique was taught in dental schools and accepted for pediatric patients up until the 1980s.

Walker claimed the board applied the wrong definition to the phrase “direct supervision,” which is not defined as used in 828 IAC 3-1-6.5(c)(10). The board concluded that “continual and direct supervision” was not being provided when the hygienist is in an adjacent room and providing treatment to another patient. The judges found this interpretation to be reasonable.

“The evidence established that Dr. Walker was aware that patients in the holding room were sometimes supervised by a hygienist who was across the hall treating another patient. Further, Patient A testified that she was left alone in the holding room, and the Board found her credible. We cannot reweigh the evidence or judge the credibility of the witnesses. We conclude that the Board properly found that Dr. Walker violated 828 IAC 3-1-6.5(c)(10) by knowingly failing to provide ‘continual and direct supervision by a person trained in basic cardiac life support’ to a recovering patient,” wrote Judge Michael Barnes inDonald R. Walker, D.D.S. v. State Board of Dentistry, 49A02-1307-MI-593.

The judges also found the evidence presented supports the board’s findings that Walker violated I.C. 25-1-9-4(a)(4)(B) by using the hand-over-mouth technique on Patient A. The board relied on the testimony of several oral surgeons to hold that the technique is not current professional theory or practice for use on adult patients.

Supporters gathered for 3rd Ward City Councilwoman Stephanie Brinkerhoff-Riley’s first political fund raising event since taking office in January of 2012. The excitement was evident as Brinkerhoff-Riley announced her bid for re-election to a packed room at the Pub. In a brief speech, Brinkerhoff-Riley outlined the diversity of her supporters and the need for mutual respect and collaboration within her own party and government in general.

 

The diversity of supporters was evident in a room that included candidates and elected officials from both sides of the aisle, along with people identifying as Independents and Libertarians. Organized labor was well represented with supporters from Teamsters, Firefighters, Boilermakers, Millwrights, Electricians, Sheet Metal Workers, the Building Trades of Southwest Indiana, and Steelworkers. Businesses who contributed came from the areas of law, banking, manufacturing, information technology, hospitality, real estate, energy, and transportation. Community activists and members of nonprofits also came out in force representing housing, the environment, health care, education, economic development and crime prevention.

 

In addressing the group on the need for party unity, Brinkerhoff-Riley stated, “If we want to party to be unified, we’ve got to walk the walk. It’s easy. Just start doing it. If we have a problem with another member, we need to deal with it in private, and on our own time.” The crowd cheered in response.   Supporters at the function continuously highlighted Brinkerhoff-Riley’s work ethic, intelligence, integrity and focus on collaboration in conversations throughout the room. The first two years of Brinkerhoff-Riley’s term demonstrates that the community has a proven leader and a rising star in local politics.
