Dear CCO Readers:

The gift and curse of social media has brought attention to yet another shooting involving a police officer. The graphic video that has hit the media is yet another incident in which police departments and their treatment of people is being questioned.

As a proud resident of Evansville, IN I can honestly say that our police department is ahead of many communities around the country. The Evansville Police Department has made progress, but it is imperative that the Evansville Police Department in conjunction with elected officials and community leaders strive to make things more perfect.

I have had the opportunity to share my concerns with the EPD long before my candidacy for City Council, At – Large. And as a candidate I will continue to strengthen my relationship with law enforcement for the benefit of every resident Evansville. It is a fact that our city needs law enforcement and I will continue my efforts to bridge the gap between residents and the police department.

Together, as one community composed of law enforcement, community leaders, and elected officials we can be the example that cities across the state and country can model after. I am confident in what we as a community can do to further improve police relations.

I will continue to have those uncomfortable conversations and find solutions to problems we face in a respectable and practical way, both as a candidate for city council and concerned citizen in Evansville.

Annual Indiana Black Barbershop Health Initiative is April 11

The Southwest Indiana Area Health Education Center (SWI-AHEC) located at the University of Southern Indiana, is a community partner in the Indiana Commission on the Social Status of Black Males (ICSSBM) 5th Annual Indiana Black Barbershop Health Initiative, which will offer free health screenings in barbershops in 15 cities across Indiana from 9 a.m. to 3 p.m. Saturday, April 11.

Free blood pressure, blood glucose and cholesterol screenings will be offered, along with prostate health information. Participating barbershops in Evansville include Fila’s Designs, Brown’s Elite Hair Salon, Jerald’s Barbershop, Lynch’s House of Coiffure, Shark’s Den Barbershop and One World Barbering Salon.

The mission of the Indiana Black Barbershop Health Initiative is to increase black male awareness about health disparities and health prevention. According to the ICSSBM, black men live seven fewer years than other racial groups, have higher death rates than women for all leading causes of death, are twice as likely as white men to die prematurely from cardiovascular disease and have the highest prostate cancer rates in the world.

USI students in Dr. Swateja Nimkar’s public health course compiled lists of Evansville-area health resources that they will distribute at the various sites. Students also will volunteer during the event, as will registered nurses on the USI faculty.

The USI Community Health Center at Glenwood Leadership Academy, ordinarily closed on Saturday, will be open during event hours for patients in need of immediate healthcare.

Other community partners include the City of Evansville Commission on the Social Status of Black Males, Community Action Program of Evansville (CAPE) Minority Health Initiative and Evansville Alumnae Chapter of Delta Sigma Theta Sorority, Inc.

IS IT TRUE we are hearing that crossover Republicans, union members and select Democrats are being told to vote for only one candidate in the At Large democratic primary? …the name of the At Large democratic candidate is none other than Jonathon Weaver? …there are 4 Democrats running in the upcoming primary but only 3 will be elected to run in the General election as Democrats? …Wayne Parke, the Republican Party Chairman has endorsed Weaver and encouraged party faithful to single vote Weaver, just like the Union Bosses and Winnecke Democrats?

IS IT TRUE the reason why the $2.5 million dollar advancement that was given to the City by the Evansville Water and Sewer Department in December , 2014 wasn’t on the agenda is because it was allegedly put on the agenda as a Consent item? …the stated rational why this request was not on the official agenda but as a Consent item is because the Water and Sewer Department books it on the accrual basis?  …strangely enough, when one City Council Member went to the Utility Department yesterday to seek a copy of the consent agenda, within minutes Chief of Staff to Mayor Winnecke Steve Schaeffer appeared to indicate the Consent Agenda was not available and refused to produce it?  …the day before City Controller said this transfer was made only after board approval, but NONE in the Utility department could produce one sheet of paper confirming this approval?  … did the Board ever really make this approval?   …where is the official record of the approval? …why was Schaeffer called down to the Utility Department out of breath and giving the explanation for the lack of approval?  … do we have our very own “Consentgate”?

IS IT TRUE that ERC Commissioner Cheryl Musgrave expressed concern regarding the City of Evansville’s ability to afford the hotel at the ERC meeting on Tuesday? …that her concern was the cash flow coverage of bond allocations and the available revenues were not enough? …that when compared to the 2015 budget for expenditures for the City, coverage is way below even 1%? …that any person with a budget and some common sense who saw this would concur there is a high likelihood of no money in the bank?   …the City’s own Financial Consultant admitted “It will be very tight”?

IS IT TRUE that Mayoral appointee Schopmeyer condemned Ms. Musgrave for asking valid questions for the funding of the downtown Hotel and IU Medical School? ….that instead of Mayor Winnecke or his City Controller attending the meeting on such an important position Mr. Coures was sent to take the hits on this important financial issue? ….that after the meeting Mr. Coures then also proceeded to attack Ms. Musgrave for asking poignant questions? …. that the theme of the Winnecke administration seems to be one of arrogance and forcing this project down the throats of those that will have to pay for it?

IS IT TRUE that 6th Ward City Councilman Al Lindsay and his opponent Jim Brinkmeyer have both accepted invitations to appear on Tri State Voices in an upcoming show?  …this will be the only opportunity for both candidates to appear on a televised show and give the viewer’s their positions on the issues? …this is a very highly contested race and should be an excellent program?

Bosse Spring Musical to Open Thursday

Bosse’s spring musical, Once on this Island, is scheduled for April 9 – 11 at 7 p.m. at Bosse. Tickets are $10 for adults and $5 for students and children under 4 are free. Tickets are general admission and can only be purchased at the door.

Once on This Island is a one-act musical by Lynn Ahrens and musicy by Stephen Flaherty. In the play, a peasant girl, on a tropical island, uses the power of love to bring people together from different social classes.

ST. MARY’S TO HOST  AARP SMART DRIVER PROGRAMS

Driving helps older adults stay mobile and independent. However, the risk of being injured or killed in a motor vehicle crash increases as you age. Approximately 500 older adults are injured every day in crashes, according to a 2011 NHTSA report. Thankfully, there are steps that older adults can take to stay safer on the roads.

St. Mary’s Health will host the new AARP Smart Driver Program in two separate four-hour classroom refresher courses:

  • Thursday, April 30, Noon to 4:00 p.m. in The Gift Conference Room of the St. Mary’s Women’s and Children’s Hospital
  • Wednesday, May 20, 12 Noon to 4 p.m. in Meeting Room 2, St. Mary’s Health, located by taking the elevator to the lower level of the main hospital.

The course will not require seniors to drive or take tests. Attendees will learn how to adjust driving due to age-related changes in vision, hearing, and reaction time. The course will also include information on aggressive drivers, defensive driving techniques, new traffic laws, latest safety technology, distracted driving, and more.

Auto insurance multiyear discounts may apply to AARP Driver Safety Program graduates.  Attendees should consult their vehicle insurance agent. If eligible for insurance discounts, attendance for one full four-hour program is mandatory.

The fee is $15 for AARP members and $20 for non-members and includes a workbook and course certificate of completion. COA: IURC improperly approved utility’s 7-year plan

In the appeal of the Indiana Utility Regulatory Commission’s decision to approve rate increases requested by a northern Indiana utility group under a new statute, the Indiana Court of Appeals concluded the commission erred in approving a seven-year plan that only gave specifics about year one.

The commission approved two applications from Northern Indiana Public Service Co. to increase rates under I.C. 8-1-39, which allows a utility to petition for a tracker – a way to set rates – for certain proposed new or replacement electric or gas transmission, distribution or storage projects. The statute, known as a TDSIC statute, was enacted in 2013.

NIPSCO presented a seven-year plan pursuant to the statute, but only provided sufficient detail of the plan for year one. For the remaining years, the commission established a “presumption of eligibility” and required NIPSCO to annually update the plan through an informal process. The IURC also approved NIPSCO’s proposed rate increases. The Office of Utility Consumer Counselor and some of NIPSCO’s largest industrial customers appealed the IURC’s decision.

In  NIPSCO Industrial Group, and, Indiana Office of Utility Consumer Counselor v. Northern Indiana Public Service Company, et al., 93A02-1403-EX-158, the COA agreed with the appellants that the commission erred by approving the seven-year plan given its lack of detail regarding all the years. In addition, the order established a presumption of eligibility regarding the undefined projects, and there does not appear to be any statutory support for establishing such a presumption. Judge Michael Barnes also wrote that such a presumption inappropriately shifts the burden of showing the project’s eligibility for TDSIC treatment from NIPSCO to other intervening parties.

The judges also held that the commission exceeded its statutory authority by allowing the adjustment of the rate allocation factors based on transmission and distribution considerations.  The COA affirmed in all other respects, including that the plain language of the statute allows an average 2-percent increase in a 12-month period, not during the entire seven-year plan as the appellants argued.

The case is remanded for further proceedings.

ST. MARY’S CELEBRATES SAFE KIDS DAY

St. Mary’s Hospital for Women & Children and the Safe Kids Vanderburgh/Warrick County coalition is hosting Safe Kids Day. The event is free and open to the public on Wednesday April 8, from 4:00 p.m. -7:00 p.m. in front of the Hospital for Women and Children.

Safe Kids Day is a day to celebrate kids, prevent injuries and save lives. Most preventable injuries – things like car crashes, drownings, fires and falls – are the leading cause of death to kids in the United States. Around the world a million children die each year from preventable injuries.

Families are encouraged to attend the event.  We will have car seat checks, interactive games, bike safety videos, helmet safety information, Spot the Tot vehicle awareness, and water safety education. There will also be a fire truck onsite for the kids to see.

During the car seat checks, parents will learn about proper installation and use, as well as ensure their child is in the proper restraint for their size and weight. Children who use the car seat must be present.
