MPA Speaker Series to feature USI alumnus Zachary Heronemus

The University of Southern Indiana’s Master of Public Administration Program Speaker Series features Zachary Heronemus, resource development staffer for United Way of Southwestern Indiana (USWI) at 4:30 p.m. Monday, April 13 in Kleymeyer Hall in the Liberal Arts Center.

Heronemus holds a Master of Public Administration degree and a bachelor’s in political science, both from USI. At United Way he helps develop and strengthen donor and volunteer relationships in the community, as well as acting as the liaison to USWSI’s Young Leaders United initiative for young professionals. Prior to his role with United Way, he served as a community and political activist, as well as serving four years as chief deputy treasurer of Vanderburgh County. He serves as a member of the Rotary Club of Evansville, and also has served as membership director, interim vice-president and president of the USI College Democrats.

The program is free and open to the public. Light refreshments will be served.

Enhancements for different offenses are permissible

A drunken driver handed a stiff sentence for repeated offenses was unable to convince the Indiana Court of Appeals his penalty was an improper double enhancement.

John Light pleaded guilty to operating a motor vehicle while privileges are forfeited for life, a Class C felony; operating a vehicle while intoxicated, a Class A misdemeanor, and an adjudication as a habitual substance offender.

The trial court sentenced him to an aggregate of 13 years, ordering his sentence for operating a motor vehicle while privileges are forfeited for life to be served consecutively with his habitual substance offender enhancement which was attached to his conviction for operating a vehicle while intoxicated.

Light appealed on the grounds that the consecutive sentences constituted an impermissible double enhancement.

The Court of Appeals did not agree and affirmed his sentence in John W. Light v. State of Indiana, 79A02-1409-CR-637. It distilled the appeal to a single issue of whether it was permissible to run the habitual enhanced sentence consecutively to the sentence for operating while forfeited for life which was itself already enhanced under a progressive penalty statute.

In Sweatt v. State, 877 N.E.2d 81, 84 (Ind. 2008), the Indiana Supreme Court held that when separate counts are enhanced based on the same prior felony conviction, ordering the sentences to run consecutively has the same effect as if the enhancements both applied to the same count.

The Court of Appeals noted that in Light’s case while the trial court seemingly relied on the same March 2002 conviction for operating while intoxicated to support enhancements for the Class C felony and Class A misdemeanor convictions, the underlying predicate offense was actually different for each enhancement.

For Light’s Class C felony enhancement, the predicate offense is operating a motor vehicle after driving privileges are forfeited for life. Conversely, the predicate offense for his habitual substance offender enhancement was a conviction for operating while intoxicated in 1995 with a prior conviction from 1993.

Seeks to Strengthen Ties, Attract New Investment 
& Create Export Opportunities for Indiana Companies

 

Indianapolis – Governor Mike Pence will lead a delegation of Hoosier business leaders to China next month on his sixth international jobs and economic development mission as governor.

 

“Indiana plays a critical role in the global economy, with thousands of Hoosiers across our state going to work daily at international companies,” said Pence. “China represents the largest economy in the world. Today we see immense potential for the creation of more great jobs for Hoosiers through the strengthening of ties with our Chinese partners. Our universities and our communities already boast a thriving friendship with China, and we’re looking forward to strengthening this relationship on our jobs mission next month.”

 

Departing Indiana on May 9 and returning on May 16, the Governor will travel to Beijing, Shanghai and Hangzhou, the capital city of Zhejiang Province, Indiana’s Chinese sister-state. During the trip, he will meet with top executives from numerous Chinese companies, government leaders and potential investors, as well as host a reception in partnership with the Recreational Vehicle Industry Association at the U.S. Embassy in Beijing and a reception bringing together alumni from Indiana universities in Shanghai. Additionally, Pence plans to visit Indiana companies with operations in China, including Eli Lilly and Cummins, as well as China-based Haier Group, which last fall announced plans to locate its North American Tech Center in Evansville.

 

Indiana counts China as its fifth largest export partner, with exports totaling $1.4 billion in 2014. China-based companies, including Vanguard National Trailer Corporation, Techtop Motor LHP, Westfield Outdoors, Nanshan America and Sutong Tire, reach all corners of the Hoosier State, from South Bend to Evansville. In addition to educational partnerships between Chinese and Hoosier higher education institutions like Indiana University, Purdue University and the University of Notre Dame, more than 10,000 Chinese students attend universities in the Hoosier State.

 

“The reach of Indiana’s economy extends far beyond our borders,” said Pence. “Hoosiers can create everything from cars to medicines that are used around the world. And with Indiana’s strengths in life sciences, advanced manufacturing and aerospace, we aim to make sure Chinese business leaders know that Indiana is the ideal place to grow their companies and create great Hoosier jobs.”

 

The cost of the state delegation is being covered through private donations to the Indiana Economic Development Foundation. In addition to Governor Pence, the state will be represented by First Lady Karen Pence and Secretary of Commerce Victor Smith.

 

This will be Pence’s sixth international trade mission as governor. He led his first gubernatorial jobs mission to Japan in 2013, followed by economic development missions to Germany, the United Kingdom, Canada and Israel in 2014.

Islamic Center Executive Director and Imam to Speak at UE

Omar Atia, executive director and imam of the Islamic Center of Evansville, will be speaking at the University of Evansville on Thursday, April 16, 7:00-8:00 p.m., Room 170 (Smythe Lecture Hall), Schroeder School of Business Building. A question and answer session will follow the lecture. Atia’s topic will be “Finding the Truth through the Noise – What Does Islam Really Stand For?” This event is free and open to the public.

Atia has been a community activist and motivational speaker for more than 15 years. Before coming to the Islamic Center of Evansville, he led youth and community development efforts in Indianapolis, Indiana; Chicago, Illinois; and Cincinnati, Ohio. Atia’s blend of faith-based learning and real-world social-justice leadership enables him to provide a distinct take on Islam. His thought leadership stays true to faith tradition while providing a vision that is relevant and transformative for America.

 

Professionally, Atia is an internationally recognized leader in the fields of lean management and applied creativity. As co-founder and chief strategist of Thoughtfire, he has proven success stories with companies around the world, aiding transformations from mediocre performance to consistent, world-class results.

Atia graduated from Purdue University with a bachelor’s degree in chemical engineering and a master’s in interdisciplinary engineering. He has completed courses with the Islamic American University towards a bachelor’s in Islamic studies. He was born in Illinois, lived in Cairo, Egypt, for part of his childhood, and in Indiana most of his life.

IS IT TRUE we would like to commend Redevelopment Commissioner Cheryl Musgrave for staying principaled by voicing her concern about the financing of two major Downtown development projects? …we are offended that fellow board member Schopmeyer got personal with Mrs. Musgrave?  …we also are amazed that the ERC Board hired help (Kelly Courses) felt it necessary to publicly insult board member Musgrave on TV after the meeting ended?  …that it is totally unacceptable for any public employee and department head to openly insult a member of a board and taxpayer?

IS IT TRUE we hear from extremely reliable sources that the Evansville Police Department may we facing another civil lawsuit concerning an alleged over zealous arrest of a minority person who doesn’t speak english?  …the EPD officers be stunned to find out that this event was caught on video?  …we hope that the officers involved in this arrest had their body cams on during this event?

IS IT TRUE we are still waiting for City Controller Russ Lloyd, Jr to make public the official document that gave him the authority to get a $2.5 million dollar advancement from the Evansville Water and Sewer Department Pilot  fund in December 2014?  …we hope that Controller Lloyd will be mindful that City Councilman John Friend, CPA  has in his possession official minutes of the Evansville Water and Sewer Department for the last 3 years?

IS IT TRUE  the City of Evansville operational budget over-spending practices for the fiscal year ended January 31, 2015 was 6.5 million compared to January 31, 2014 of $8.9 million?  …the Civil City fund balance fell by $7.3 million?  …$1.2 million was borrowed funds from the Evansville Economic Development Construction bond issuance?  …adjustments indicate the Civil City fund decline was around  $8.6 million compared to $9.6 million a year earlier?

IS IT TRUE we just heard that an out of town business just purchased the Jungle Restaurant with their own funds? …we were just informed that officials from DMD gave the new owners of this downtown restaurant a $50,000 facade grant so they can to do some exterior renovations?   … we thought the Director of the DMD stated he didn’t have any more Facade Grants money to give this year? …that this is a great example  “government shouldn’t do for business that they can and should do for themselves”?

Library event to feature local published authors

EDITORIAL: MOSBY TAKES CITY COUNCIL SEAT FOR GRANTED

Evansville City Councilwoman Missy Mosby was invited to appear on Tri-State Voices for the March 25, 2015 taping.  Ms. Mosby legitimately had a conflict for the evening with the Mayor’s Traveling Town Hall, which was located in the Second Ward that night. However, Mosby refused to reschedule the discussion with her opponent Steve Davis and was dishonest in recounting the issue to her voters vie Facebook.  In addition she also failed to disclose her ability to reschedule the taping of the Tri-State Voices show for essentially any time she chose.  We were also insulted to hear there was an attempt made asking that Mosby receive a pass for coming on the show.

Tri-State Voices is a popular weekly 30 minute program on local Cable television, City County Observer You Tube Channel.  This program is hosted by a well known local Democrat (Mark Owen) and Republican (Cheryl Musgrave) who prepare questions for the candidates that are not disclosed prior to the program taping. For this election cycle the City Council At Large candidates, City Clerk candidates and one of the candidates for the First Ward have already appeared. The program thus far has proven to be a fair discussion about important issues facing the community. It is also the only forum for the May 5th Primary where candidates must carry themselves. Unlike written questions that can be answered by anyone, candidates must think on their feet while viewers can surmise their comfort level and body language in answering tough questions.

With city budgets upside down, eating away at reserves, and more and more of gambling revenue being used for downtown projects, other questions worthy of an answer is whether Mosby would support a tax increase or annexation. The voters have a right to answers and to determine Mosby’s ability understand the City’s finances. The assumption is she has no such ability. She has supported the current Mayor’s spending habits and opposed every attempt to bring the City’s finances into order. With a refusal to cut budgets, her constituents should know her plan for infrastructure and park maintenance beyond her statements to the Courier & Press that more money should be spent. Where will this money come from? What other part of the budget should be cut? People want answers, and she should be more than willing to provide them.

It is important to point out that this week Tri-State Voices program is presently on the City County Observer You Tube Channel for the remainder of the week.  Ms. Mosby opponent Steve Davis showed up for the taping of the show and answered many pointed questions concerning his stance on local governmental issues.  We encourage to visit our You Tube site and view for yourself how 2nd Ward City Council candidate Steve Davis conducts himself during this interview.  As far as Ms. Mosby we guess you can follow her political stances on her Facebook.

Prior to revealing our endorsements for the Primary, we would like to again extend an invitation to Councilwoman Mosby to participate in Tri-State Voices TV Show and correct the impression she lacks answers to the City’s financial woes. Finally, we are aware of emails and texts from Tri-State Voices     co-hosts that foreshadow questions and offer new dates. Ms. Mosby can simply respond to an email or text and set up a new time.  We strongly encourage her to face her opponent.  By not doing so she looks like she has taken her re-election to City Council for granted.

Ivy Tech Community College Hosts 26th Semi-Annual Wellness Fair

Ivy Tech Community College Southwest announces today that they will hold their semi-annual Wellness Fair on Wednesday, April 8th, from 10 a.m. to 1:30 p.m. at Ivy Tech’s main campus located at 3501 N. First Avenue. The event is free and open to the public.

 

The Wellness Fair will showcase booths from over 45 area vendors including Gilda’s Club, Walgreens, Chick-Fil-A, Evansville Tri-State Affiliate of Susan G. Komen, Deaconess Hospital, St. Mary’s Health System, Active Chiropractic, B Renewed Wellness Center, YMCA, American Cancer Society, Smokefree Communities, Pregnancy Resource Center, Seton Harvest, Vision Care Center, Rise Up and Run Productions, and many more. There will also be free blood pressure screenings, chair massages, and cholesterol screenings.

 

The Fair will also feature a presentation, Beer Pong Madness: A Look at Alcohol’s Role in College Life, presented by Dr. James Macke of Southwestern Behavioral Healthcare as part of Alcohol Awareness Month. The presentation will be held at 12:15 p.m. in Ivy Tech’s Vectren Auditorium.
