I’m counting on the support of voters like you on Election Day, but I’m also going to need the help of strong allies across the state.

Mike Pence already has a major ally in Evansville. Mayor Lloyd Winnecke has donated over $100,000 to Mike Pence and Republican leadership.

Mike Pence needs Lloyd Winnecke in Evansville, and I need Gail Riecken.

Evansville is in financial trouble. They have diminishing revenue, rising spending, and a mayor who refuses to admit a problem exists.

Evansville is also important to my election, plain and simple. As they say, “As goes Vanderburgh County, so goes Southern Indiana.”

Three years ago, we lost Vanderburgh County by only 3,600 votes. But with Gail’s help, we can make up the difference.

Not only does Evansville need Gail Riecken as their next mayor, I need Gail Riecken.

I need an ally in Southern Indiana. An ally who has fought Mike Pence in the Statehouse and won. An ally who isn’t afraid of standing up and stating what she believes in.  An ally who knows we need real change in the Governor’s office.

CHERYL MUSGRAVE THE CCO “OUTSTANDING COMMUNITY SERVICE AWARD” 2015 WINNER

The City County Observer is proud to announce our final Cheryl Musgrave as a 2015 “COMMUNITY SERVICE CherylAWARD Winner”.  Musgrave currently sits on the Vanderburgh County Board of Zoning Appeals, is a Commissioner on the Evansville Redevelopment Commission, and was recently given credit by State Representative Gail Riecken for the idea of tying local permit approvals to a business demonstrating it is current on its real property and personal property taxes. Her ability to work with people of every party affiliation has kept her relevant to local government and a lauded decision maker for over twenty years. Her work for the community is done while she also is building her own business in Musgrave Consulting, LLC.

Musgrave’s family has long been involved in public service. After her grandfather’s B-17 Bomber crashed during a mission in World War 11 he was a prisoner of war in Nazi Germany. Her father continued the family’s military service as a Sergeant in the United States Air Force, serving on bases in Europe and Alaska during the height of the Cold War. Thereafter her family settled in Greencastle, Indiana, and both of her parents entered politics. Her father served multiple terms on the Putnam County Council and was elected by the body as President. Her mother was elected Township Trustee-Assessor in Putnam County, and as County Chairman of her party.

Cheryl married Robert Musgrave, an Evansville attorney and the United States Bankruptcy Chapter 13 Trustee, in 1979, the year they both graduated from DePauw University. They moved to Evansville in 1983, and have made their home in the city’s historic Downtown.

Musgrave was first elected as the Vanderburgh County Assessor in 1994. When she arrived, the office staff still used typewriters and liquid correction fluid to process their paperwork. She updated and streamlined her office, adopting a hands-on approach to the job of assessing property values. She earned her Level I and Level II assessing certifications from the State of Indiana. She offered her staff nationally recognized training courses as well. Thanks to her improvements, Vanderburgh County was often the first county in the state to complete its reassessment.

Musgrave’s understanding of technology resulted in the creation of a website that was the first of its kind. Citizens were given constant access to both property records and sales information. The site went online in 1997, and has significantly altered the real estate industry in Vanderburgh County. Musgrave also took the lead in developing the county’s Geographic Information System an online map used by both the private and public sectors.

Cheryl was asked to serve on the Legislative Committee of the Association of Indiana Counties and was Legislative Co-Chairman of the County Assessor Association. Many of her suggestions and innovations have been incorporated into Indiana law.

Musgrave was elected Vanderburgh County Commissioner for District Three in 2004, and a year later became President of the Board of Commissioners. She was praised for her efforts to help victims of the Evansville tornado of November 2005 and also for accomplishments in economic development, improved government performance and road projects.

She was a member of the 1999-2000 Lugar Series Class. The Lugar Series selects approximately 20 women annually to participate in a year-long leadership training program.

In the summer of 2007, Governor Mitch Daniels appointed Cheryl as Commissioner of the Indiana Department of Local Government Finance in an effort to respond to widespread outrage and protests at local property tax assessment increases. Cheryl reigned in the growth of local governments’ budgets. She also led reforms in consolidating assessing at the county level. During her tenure, the State Legislature through a series of public referenda eliminated all but 13 of the state’s 1,016 township assessors.

Musgrave, a Republican, is a long term resident of the City of Evansville and is known for her no nonsense pragmatism when it comes to due diligence regarding the spending of public money. Her public policy background and accomplishments make her well deserving of the CCO “OUTSTANDING COMMUNITY SERVICE AWARD”.,

Since May, of 2011 Dr. Steven Becker, MD, the Director and Associate Dean of Indiana School Medicine-Evansville have been quietly working on attracting the IU Medical School to locate to Evansville. Because of the due diligence of Dr. Becker trying to convince our local and State elected officials to support the IU Medical School is now become a reality.

PROFESSIONAL PROFILE OF DR. STEVEN G. BECKER MD, 

Dr. Steven G. Becker is the Director and Associate Dean of the Indiana University School of Medicine – Evansville. He is currently the Chairperson of Medical Education and Research Partners. Dr. Becker has been a practicing radiologist in the greater Evansville area since 1986. He was formerly the Medical Director of Radiology and Vice President of the Medical Staff at St. Mary’s Warrick Hospital, Boonville, as well as the Medical Director and Clinical instructor of Radiology Technologists at St. Mary’s Medical Center and Welborn Hospital. He was the founding member and president of Southern Indiana Imaging Consultants, which provides radiology services to St. Mary’s and Gibson General Hospital. Dr. Becker has been a volunteer clinical instructor of Radiology Anatomy at IUSM-Evansville since 2001.

Dr. Becker received his bachelor’s of science degree in biology from Brown University and his medical degree from Washington University School of Medicine, St. Louis, Mo. He completed an internship in Obstetrics and Gynecology at Ohio State University Hospital, Columbus, Ohio, and his residency in Diagnostic Radiology at Vanderbilt University Hospital, Nashville, Tenn.

He resides in Vanderburgh County where he enjoys time spent with his wife, Carol, four children and five grandchildren.

USI WSOC falls on Senior Day

University of Southern Indiana Women’s Soccer was shutout by Quincy University, 1-0, Sunday afternoon in its 2015 home finale and Senior Day at Strassweg Field. USI, which was 2-4-1 at home in 2015, saw its record slip to 4-8-2 overall and 3-8-1 in the Great Lakes Valley Conference, while Quincy rose to 10-2-3 overall, 7-2-3 GLVC.

USI fell behind in the opening minutes of the contest when Quincy scored the only goal of the match at 2:43. The Hawks were dominating in the opening half, out shooting the Screaming Eagles, 14-1.

In the second half, the Eagles tried to claw their way back into the match, but was stymied by the Hawks’ defense. USI had four of their five shots on goal in the final 30 minutes, but could not get by the Quincy back line.

USI senior goalkeeper Jackie Lohmann was strong in goal for the Eagles, despite taking the loss. Lohamann allowed the one goal, but made a career-high 13 saves, four short of the USI singles-game record.

The Eagles will be on the road for the final three matches of 2015 when they travel to Maryville University October 23 and the University of Missouri-St. Louis October 25 before concluding the 2015 schedule at 13th-ranked Bellarmine University October 28.

USI’s Winter named to All-Tourney team

University of Southern Indiana senior middle blocker Abbey Winter (Germantown, Illinois) was named to the Mizuno/Midwest Region Crossover All-Tournament team for her efforts in leading the Screaming Eagles’ volleyball team to a perfect 3-0 record in the 36-team event.

 

Winter averaged 3.40 kills and 2.10 blocks per set as the Eagles posted wins over Northwood University (Michigan), Wayne State University, and Lake Superior State University.

 

In USI’s three-set sweep over Northwood Friday, Winter had 15 kills, a .400 attacking percentage, and two blocks. She returned to the court Saturday to post 11 kills, a .350 attacking percentage, five digs, and nine blocks in the Eagles’ four-set win over Wayne State.

 

Winter concluded the weekend with an eight-kill, 10-block performance in USI’s three-set win over Lake Superior State.

 

For the weekend, Winter had 34 kills, a .265 attacking percentage, 21 blocks, and two service aces. She also averaged 4.80 points per frame.

 

Winter leads the Eagles this season with 3.91 points and 1.40 blocks per set. She is third on the team with 2.87 kills per frame.

 

The All-Tournament teams consisted of six Great Lakes Valley Conference players, six Great Lakes Intercollegiate Athletic Conference players, and two Great Midwest Athletic Conference players. GLVC teams went 28-20 at the Crossover, while GLIAC and GMAC schools were 24-24 and 2-10, respectively.

 

USI returns to action Friday at 7 p.m. when it hosts the University of Indianapolis in its “Dig for the Cure” match at the Physical Activities Center.

LIGHTNING BOLT SHOTS: This past weekend, the Evansville ThunderBolts both encountered and experienced the many and various adventures of road travels in the world of hockey as members of the NA3HL elite junior hockey league. Under the tutorship of General Manager/Head Coach Scott Fankhouser, the ThunderBolts were limited to playing only the second game of a scheduled two-game weekend series in Atlanta against their South Division rivals, the Capitals. Game #1 scheduled for Friday night had to be postponed to a later date when the ‘Bolts bus, in route to the State of Georgia metropolis, incurred a major breakdown. The second installment of the series was played on Saturday afternoon with Atlanta prevailing over Evansville, 5-1. Game one will be re-scheduled at a later date still to be determined.

THE DIVISIONAL DOSSIER: Though the ThunderBolts have come up somewhat short through their initial 9- decisions, sharp improvement is being realized. The single roadblock confronting the expansion franchise at this time is the spate of injuries that have befallen the club. Nevertheless the toast of the first victory appears to be looming closer on the horizon. In the Midwest Division Standings: 1-St. Louis 12(9-2-1)19; 2-Peoria 11(7-4-0)14; 3-Nashville 10(5-5-0)10; 4-Cincinnati 10(4-6-0)8.

SINGLE SYNOPSIS: Due to the trials and tribulations of hockey travel on the exceedingly long runway at extremely low altitude, the ThunderBolts had to settle for an abbreviated single game mission in Atlanta where on Saturday afternoon, they trembled to the torrid Capitals, 5-1. The final outcome was not truly indicative of how the contest transpired as Evansville kept the tied at 1-1 for the preponderance of the second period when right wing Billy Bonser notched his 5th goal of the early campaign at the 2:03 mark. A three-goal unanswered third period spree proved to be the differentiating factor in the final result. Outshot, 39-12, the ThunderBolts power play, which has been one of the team’s bright lights was 0-4 in the setback.

3-GAMES IN 4-NIGHTS: For the first time, the ThunderBolts will face a fairly-demanding slate consisting of 3- games in 4-nights with the first and last ones abroad and the middle one on home ice at Swonder Ice Arena. Wednesday night, the ThunderBolts journey to St. Louis for a duel with the Midwest Divisional leaders, the Jr. Blues. Game time is 7:15 pm with broadcast time on Evansville’s WVHI-AM 1330 set for 6:45 pm. St. Louis leads the 8-game season series, 2-0, after sweeping a pair of clashes here in Evansville back on October 3rd and 4th by results of 9-0 and 10-2. This game is one of the re-scheduled games from the Labor Day weekend postponements of September 4th and 5th.

HOME & HOME VS. NASHVILLE: After an absence of 19-days from home ice, the ThunderBolts return to the friendly climes and environs of Evansville and Swonder to launch a two-game home-and-home series with another nearby divisional archenemy, Nashville. The ‘Bolts host the Jr. Predators on Friday night at 7:30 pm with game tickets FAN-FAMILY-FRIENDLY priced at ONLY $5 !!! The following evening, Evansville reciprocates by traveling to Nashville for a 7:00 pm encore engagement with broadcast time on WVHI-AM 1330 being 6:30 pm.

RIDDLED RAVAGED ROSTER: As the ThunderBolts squadron sustains its marked, sharp improvement, the latest obstacle to hurdle is the recent bevy of injuries and maladies that have crippled this club. The litany reciting includes defensemen Brett Siewertsen and Joey Sorensen, center Zach Faith, right wings Oliver Breton and Richard Dial. So understaffed were the ‘Bolts on Saturday that GM/Coach Fankhouser was compelled to improvise by securing the services of four young prospects from the TPH AAA Atlanta Thunder program. Defenseman Nash Wood, left wing Eric Hirschaaut center Zack Zalar and right wing Matt Curley each made their respective NA3HL elite junior hockey debuts with the quartet acquitting themselves quite admirably.

HOOSIER HIERARCHY: The past week, through vote by team player personal the ThunderBolts elected local product Jon Grimm as first-ever team captain with a pair of defensemen, Brian Crink and Triston Theriot being selected as team alternates. The State of Indiana is well-represented on the ‘Bolts leadership team as Grimm hails from Newburgh while Crink’s hometown is Indianapolis and Theriot resides in Fort Wayne.

UNEVEN STRENGTH STATUS: In their lone outing for the week, the 5-1 affair in Atlanta the ThunderBolts special teams could not quite match their recent successes. The power play, which had connected for 7-goals in the first 8-games, was defused and disarmed on all 4 of its advantages with two of those coming consecutively in the middle stanza shortly after the ‘Bolts had equalized matters at 1-1 in the same frame. Meanwhile, the penalty-killing cast saw its 8-8 streak spanning the past two games halted when Atlanta struck on its lone power play opportunity for the game.

The ‘Bolts 12-SOG Saturday were their fewest of the season. The ‘Bolts have been outscored in the first period, 21-1 and have not scored a first period goal since back on opening night, Sept. 18th when they bowed to Point Mallard, 5-4. They have allowed 19-consecutive opening stanza strikes. Billy Bonser’s GTG at 2:03 of the second period Saturday, marked the third time the ‘Bolts have stalemated the game; though they have yet to achieve the lead in any game at this stage of the season. Through their last 6-games, the ThunderBolts have been limited to 9-GF for a GFA of 1.50.

IS IT TRUE that Democratic candidate for Governor John Gregg stated that that Mayor Winnecke  has donated $100,000  to Governor Pence re-election campaign?  …if Mr. Gregg’s statement is correct this will cause Mayor Winnecke political problems with the LGBT community because the Governor strongly opposed same sex marriage?  … this  political donation will also cause Winnecke political problems with the independent thinking union workers who have an active dislike for the Governor Pence because of his union busting tactics?

IS IT TRUE that CCO poster Pressanykey made a comment about past Evansville Mayor Weinzapfel that caught of out attention?   ...Pressanykey informed us that former Evansville Mayor and Ivy Tech Chancellor Jonathan Weinzapfel filed an annual financial report with the Vanderburgh County Election office in January 2013?  …at that time he reported he had $489,206 in his past Mayoral campaign fundraising account?  … reliable sources say Weinzapfel did not raise any political campaign funds during 2012, 2013 and 2014?  …we were told when Mr. Weinzapfel left the Mayors office in 2011 he had almost $800,000 in his re-election political account?  …we are interested in finding out what former Mayor Weinzapfel spent from his dormant surplus political fundraising account on over the last several years?  …we are extremely curious to find out if former Mayor Jonathan  Weinzapfel contributed any of his surplus political account funds to the “Gail Riecken For Mayor” campaign?

IS IT TRUE under Indiana code, the political war chest Weinzapfel had when he left the Mayors office belongs to him,?  …that Indiana code requires that Weinzapfels surplus political contribution money  be used in three (3) ways?   …Indiana code states that Mayor Weinzapfel can donate his surplus political account to a charity, use it to support a candidate or has the power to transfer the funds to another campaign?

IS IT TRUE  that Vanderburgh Prosecutor Nicholas Hermann recently urged the newly created Indiana Drug Task Force to push for pseudo ephedrine to become a prescription-only drug?  …Prosecutor Hermann also noted that the number of total active Meth Labs in Vanderburgh County are down because Crystal Meth is now pouring into Vanderburgh County from other outside sources like Mexico?  …that EPD officer Jason Cullum also stated that the numbers of active Meth Labs discovered in Evansville have been cut in half from 2013 to 2014 but statistics shows that progress is being made locally but he acknowledges an increase of crystal meth?   …in Mayor Winnecke’s re-election ad he states that the numbers of Meth Labs has been cut in half from 2013 to 2014?  … the Mayor failed to point out in his ad we are facing a major increase of Crystal Meth activities in our region?

IS IT TRUE  we find it hard to believe that Mayor Winnecke agrees with EPD Chief Billy Bolin that its “Good Public Policy” to allow our police officers who live out of the county to take patrol cars home with them?  …we hear that both the Chief and the Mayor feel that this policy will deter people from committing crimes?    …we would like for Chief Bolin to produce statistics that show us the take home patrol cars policy really deters crime?

IS IT TRUE  in todays “READERS POLL” ask the question “Do you feel that EPD officers living outside Vanderburgh County should be allowed to take police vehicles home with them and use at their discretion?
