Governor Pence Announces Plan to Build a New State-of-the-Art Neuro-Diagnostic Institute

0

Governor Mike Pence today unveiled the state’s plans to build a new state-of-the-art neuro-diagnostic institute that will provide major advancements to Indiana’s public mental health delivery system. The institute, scheduled to begin serving patients in 2018, will be a key component of the state’s initiative to improve Indiana’s network of state-operated mental health facilities.

“This new institute will serve as the centerpiece of our ongoing commitment to improve mental health care and address the scourge of addictions in Indiana,” said Governor Pence. “This new institute is another part of our strong commitment to improving health care in Indiana and to caring for our most vulnerable fellow citizens, including those living in poverty, with disabilities and impaired from psychiatric illnesses, brain diseases and addictions.”

This new 159-bed institute is projected to have the capacity to treat 1,500 patients each year. With the establishment of the new institute, which will be located on the campus of Community East Hospital in Indianapolis and operated in partnership with Community Health Network, Indiana will be better equipped to deliver expert neuro-diagnostic evaluations and treatment for patients upon their arrival and move them more efficiently and effectively into the most appropriate treatment settings within the state’s mental health system.

“’Neuro’ is a word that pertains to the brain,” said Dr. John Wernert, Secretary of the Indiana Family and Social Services Administration (FSSA). “’Diagnostic’ reflects the techniques used in diagnosing illnesses.”

Dr. Wernert explained that the focus of this new institute would be on the precise diagnosis and assertive treatment of brain-based disorders, including:

  • acute and chronic mental illness
  • chronic addictions
  • intellectual and developmental disabilities
  • traumatic brain injury
  • neuro-degenerative illnesses such as Alzheimer’s disease

Dr. Wernert said precise and comprehensive diagnosis drives more effective treatment and better outcomes for patients. He added the term “neuro-diagnostic” also encompasses the integration of medical care, which will be made possible by locating the institute at Community East Hospital.

“As a practicing psychiatrist, I recognize that advances in brain research and clinical care of mental disorders have made it imperative that we strive to significantly move our public mental health delivery system forward,” said Dr. Wernert. “FSSA is engaged in an ongoing effort to integrate the state’s mental health facilities and other elements of the public mental health system into a comprehensive, integrated mental health network. This new, cutting-edge neuro-diagnostic treatment center will complement the development of the state-operated facility network and significantly improve the quality of care.”

Construction will begin on the institute in April of 2016 and it will open for patient admissions in late 2018. It will eventually replace one of the state’s six current facilities, Larue Carter Hospital in Indianapolis, which will be phased out of operation.

“As the largest provider of mental health services in Indiana, we know firsthand the desperate need that exists for these services,” said Bryan Mills, president and CEO of Community Health Network. “We are committed to training providers through our psychiatric residency program and we are honored to work with the state to provide cutting-edge services through the Indiana Neuro-Diagnostic Institute.”

This new facility represents a novel model of care for Indiana and will be a Center of Excellence and best practices, where modern genetic and imaging techniques will drive precise diagnosis and appropriate treatment regimens that maximize recovery and stable community placements.

Co-locating the institute with an acute care hospital and clinical partner will leverage the emergency services, specialty medical care and neuro-diagnostic techniques of the clinical partner, and provide needed integrated medical services currently unavailable to patients throughout the state system.

The Evansville Vanderburgh School Corporation’s Culinary Arts Program at the Southern Indiana Career and Technical Center (SICTC) was named to the 2016 Elite 50 Hospitality Program, an exclusive group of high schools and career and technical schools from across the country. The program is offered through the National Center for Hospitality Studies at Sullivan University, Kentucky’s largest private college.

“Congratulations to the EVSC Culinary Arts program and Chef Ed at SICTC on being recognized as one of the Top 50 programs in the nation,” said James Cavin, advisory member and executive chef, Hamilton Pointe Health & Rehabilitation Center. “I am always impressed with the caliber of student talent coming from Chef Ed at the career center and how it contributes to grow our local hospitality industry. Great job future chefs!”

The 50 schools making the list excel in the areas of culinary arts, baking and pastry arts, and/or hospitality management. To earn a spot on the list, schools had to participate in state competitions such as SkillsUSA, submit an original recipe with photos, create videos and/or brochures that include information about the program, and submit essays from students about why they want to pursue a career in hospitality. Special consideration also is given to programs that operate a restaurant or offer catering services, both of which the EVSC’s Culinary Arts program does.

“This is such a great honor for us,” said Chef Ed Ellis, EVSC culinary arts instructor. “Being named one of the top 50 culinary arts programs at the high school level in the nation proves that what we are doing here in Evansville, Ind., not only has an impact on our students and their futures, but also on the entire community.”

The Evansville IceMen, proud ECHL affiliate of the NHL’s Ottawa Senators and AHL’s Binghamton Senators, and Head Coach Al Sims announced Wednesday that the team signed former NHL forward Mike Duco, waived rookie goaltender Keegan Asmundson and brought in David Leger to serve as Assistant Coach indefinitely.

Duco, 28, returns to North America from the Elite Ice Hockey League in the United Kingdom, where he scored four goals and added eight assists in 19 games for the Sheffield Steelers this season. The Toronto native captained the ECHL’s Indy Fuel last season, where he compiled 36 points (17 goals, 19 assists) in 63 games. Duco is in his eighth pro season and played in 18 NHL games from 2009-11 with the Florida Panthers and Vancouver Canucks. He also appeared in 267 AHL games, most recently in 2013-14 with the Toronto Marlies.

Leger will join Sims on the IceMen bench for Wednesday night’s game against Atlanta at 6:15pm at the Ford Center. He spent 11 seasons coaching the University of Ottawa in the capital city of Canada from 2000-2011. Leger, pronounced “leh-ZHAY”, also served as an Assistant Coach in Japan in 2011-12 and 2013-14, and in Hungary in 2014-15. The Ottawa native most recently coached the Cumberland Grads in the Central Canadian (Junior) Hockey League (CCHL). He will take over the duties held by Johan Lundskog, who started the season as Assistant Coach before returning home to Sweden indefinitely for personal reasons.

Evansville also waived Asmundson, who went 1-4-1 in seven appearances this season. The rookie from Inver Grove Heights, MN posted a goals-against average of 4.58 and an 86.4 save percentage. If he is not claimed by another ECHL team, Asmundson will become a free agent.

Indiana’s Great Southwest Named Regional Cities Winner Announced

Governor Pence Announces Indiana’s Great Southwest Regional Cities Winner

Southwest Indiana selected as one of three Regional cities winning $42 million for funding talent attraction projects.

Evansville, Ind. – The State of Indiana announced today that Southwest Indiana (Indiana’s Great Southwest), Northeast and North Central Indiana have been selected as the three regional cities designees and awarding each up to $42 million in matching funds to help drive and retain talent, pending legislative approval. The announcement was made at Ivy Tech Community College’s Corporate College and Culinary Center in Indianapolis.

“Southwest Indiana is a true illustration of regional collaboration and the goal of the Indiana Regional Cities Initiative,” said Governor Mike Pence. “Local officials, business executives and university leaders have embraced the idea and have come together to craft the future of the region. Building outward from a strong core in Evansville, Southwest Indiana radiates with exciting opportunities and plans to develop dynamic communities to live, work and play. Looking back, future generations will see Indiana’s bicentennial as a time when Hoosiers came together to create a better tomorrow, and Southwest Indiana is at the forefront.”

The Regional Cities Initiative was crafted and championed by Governor Mike Pence to combat Indiana’s stagnation in population growth and to stimulate talent attraction to the state. In August, seven regions submitted plans containing over 420 projects totaling $3.78 billion dedicated for the purpose of growing Indiana’s workforce by making it a more attractive place in which to live, work and prosper.

“We are grateful to Governor Pence and the Indiana Economic Development Corporation for the honor of being named a regional city designee,” said Beth McFadin Higgins, President of the Southwest Indiana Regional Development Authority (RDA), the group charged with managing the Regional Cities process. “Southwest Indiana has tremendous momentum and it’s great to have those efforts recognized.” The RDA was formed as a legislative condition of the Regional Cities initiative and passed unanimously by Gibson, Posey, Vanderburgh and Warrick counties as a sign of regional cooperation.

“The future of Evansville and Southwest Indiana could not be brighter as we embark upon a Regional Cities plan that will completely change the dynamics of our area,” said Evansville Mayor Lloyd Winnecke. “Our proposal lays out a vision for the next generation of development as we morph into an urban-living laboratory for consumer electronics, housing and medical research that will attract new talent and create a new path for strategic economic growth. Now, it’s time to roll-up our sleeves and get to work.”

Commissioned by the Economic Development Coalition of Southwest Indiana, the comprehensive plan was authored by Lochmueller Group, Garner Economics and VPS Architecture; and, contains a total of 19 projects that will strengthen the region’s economic core with strategically focused projects within the region, which total $926.3 million in combined public and private investments.

“The Regional Cities initiative is bold as it connects economies within the state to build a stronger and better Indiana,” said Bob Jones, President & CEO of Old National Bank. “Southwest Indiana clearly demonstrates a great return on the State’s investment and the economic landscape will be proof of that in the next five years.”

“Southwest Indiana’s strong economy coupled with the diverse collaborative efforts in crafting the Regional Cities strategy helped distinguish our region as a top candidate for the initiative,” stated Greg Wathen, President & CEO of the Economic Development Coalition of Southwest Indiana. “Since 2006, the Coalition’s job has been to promote and market the region; now, with the state’s help Indiana’s Great Southwest will truly become the new frontier for talent & business.”

About the Economic Development Coalition of Southwest Indiana

The Economic Development Coalition of Southwest Indiana acts as the marketing arm for Indiana’s Great Southwest, the brand for the regional economic development and community development organization for Gibson, Posey, Vanderburgh, and Warrick Counties in Southwest Indiana. The Coalition works with its local county economic development organization partners to facilitate attraction and business retention activities along with supporting efforts to enhance the business climate through regional capacity building.    Since its formation in late 2006, the Coalition has helped to secure nearly $3 billion in new investment and 3,568 new jobs from existing and new companies such as Haier America, Berry Plastics, Mead Johnson, Toyota Boshoku, Midwest Fertilizer Corporation and AT&T.

Another important aspect of the Coalition’s multi-faceted job description is helping the communities it serves build new capacity for future development in its role as a regional planning organization. The Coalition has helped secure more than $73 million in grants for key quality of place infrastructure such as expansion of water and sewer systems; building new community centers; and, making improvements to the region’s levee system, which protects thousands of acres along America’s inland waterways.
