EVSC Teacher Receives IDOE Scholarship to Attain National Board Certification
Jane Elgin, first grade teacher at Harper Elementary School, was notified recently that she is one of the recipients of the Indiana Department of Education scholarships for National Board Teacher Certification.
This is a first-time-ever grant that is being awarded as a scholarship or mentor stipend to assist teachers who are working to become National Board Certified or current National Board Certified Teachers (NBCT) who are willing to mentor teachers going through the process.
Elgin is receiving the scholarship so that she can attain this certification over the next two years.
Benefits of taking part in the program include:
- Assisting teachers in realizing their potential in the classroom and school wide
- Professionalizing teachers within the district who are primed for leadership
- Distinguishing teachers within the district who have met the highest standards as accomplished and effective
- Creating strong, professional school communities where teacher leadership, learning and collaboration are strongholds
- Elevating the number of NBCTs within districts, thus increasing the overall number statewide
- Joining a network of teachers, along with current initiatives within the state, to increase Indiana’s numbers of NBCTs
Top 10 scams targeting Hoosiers in 2015
Indiana Attorney General Greg Zoeller is warning Hoosiers about the top 10 scams that victimized Indiana residents in 2015 and cost people $1.1 million. In total, the Attorney General’s Consumer Protection Division received more than 3,400 complaints from people who were targeted or became a victim of a scam in 2015.
Zoeller said most common scam of 2015 was the IRS scam, in which callers claim to be with the IRS and demand immediate payment of past-due taxes. Scammers might threaten arrest and jail time if the payment is not received immediately, and usually request that the money be paid back though the purchase of pre-paid cards.
Thankfully, most people targeted by the IRS scam recognized it as fraudulent, hung up on the caller and reported the scam to the IRS or the AG’s Office. Six Hoosiers did fall for the scam and lost a total of $65,135.
The scam that swindled Hoosiers out of the most money this year at $356,200 was the Sweepstakes/Lottery scam, in which a fraudster convinces someone they have won a prize but they must pay fees and taxes before they can claim it. Once the scammer receives these “fees,†they take off with the money and the consumer never hears from them again.
“Unfortunately, once people send money to a scam artist – often using a wire service or a pre-paid card – it is very difficult to recover the money,” Zoeller said. “Scammers are often out of state or overseas, and these methods of money transfer are largely untraceable. That’s why educating people about these scams and what red flags to look out for is so important.”
The Attorney General’s Outreach Division, which aims to educate the public on guarding against fraud and scams, held more than 600 community events in 79 Indiana counties this year and reached more than 40,000 people.

- Do not do business with incoming callers. Only do business when you initiate the call using a number you have in your records for the company or organization, not that was left on caller ID or given to you by someone else.
- Indiana’s Do Not Call law should eliminate legitimate telemarketing calls to your home. If you are receiving sales calls and are on the Do Not Call list, you should be suspicious and not provide any information. To register or confirm your phone number is on the Do Not Call list visitwww.IndianaConsumer.com or call 888-834-9969.
- Do not feel pressured to make quick decisions. Take time to research any offers or demands. Ask trusted relatives and friends their opinions before making a decision.
- Do not send money to claim a prize. A legitimate contest will never require you to send money to claim a prize.
- Do not send money using a wire service, like Western Union or MoneyGram, or with pre-paid cards, like GreenDot. When making purchases, use a credit card because this payment method offers insurance against fraud.
Majority: Expungement Applies To Civil Forfeiture Action

The Indiana Court of Appeals was divided Thursday over whether a man’s civil forfeiture action that stemmed from a drug bust should have been expunged in addition to his criminal record in the matter.
D.A. was convicted of dealing and possession offenses in 2003 after a controlled drug buy in Madison County in 2002. The state also filed a civil forfeiture action against the $720 seized from D.A. during his arrest for the criminal offenses. The trial court ordered that money forfeited.
In August 2014, D.A. filed an expungement petition related to the criminal matter, which the court granted. Thirteen days later, he asked the court to amend the order to include the civil forfeiture action, which it denied.
The issue of whether Indiana’s expungement statutes apply to the records of civil forfeiture proceedings is one of first impression, Judge Edward Najam noted in D.A. v. State of Indiana, 48A02-1504-MI-215.
“The purpose of our expungement statutes is to ‘give individuals who have been convicted of certain crimes a second chance by not experiencing many of the stigmas associated with a criminal conviction … ,’†Najam wrote for the majority joined by Judge James Kirsch. “That purpose would be frustrated by providing only incomplete or partial relief. Accordingly, we hold that, where, as here, a civil forfeiture is ancillary to a criminal conviction and the nexus between the civil forfeiture and the criminal conviction is established, a defendant may petition the trial court to expunge the records of that civil forfeiture along with the records of the related criminal conviction.
“In other words, where the factual basis for a criminal conviction and a civil forfeiture are the same, the records of the civil forfeiture proceeding relate to the person’s conviction for purposes of our expungement statutes.â€
Judge Michael Barnes dissented, noting that one can have a civil forfeiture proceeding initiated even if one has not been convicted or charged with a crime.
“The expungement statutes were first enacted in 2013 and represented a sea change in Indiana criminal law. They have been amended twice since then. I presume the legislature carefully considered these statutes. At no time did it see fit to include forfeiture proceedings within the enumerated list of records subject to expungement, which expressly includes Department of Correction, Bureau of Motor Vehicles, and treatment records. I believe we should not add civil forfeitures to the list of records to be expunged by judicial action. If the legislature chooses to act on civil forfeitures, so be it,†he wrote.

LIGHTNING BOLTS’ SHOTS: Having been idle since their last game back on December 19th at Minnesota in the NA3HL’s Annual Showcase Event, the ThunderBolts return to the ice Tuesday, December 29th at their hockey home of Swonder Ice Arena. General Manager/Head Coach Scott Fankhouser will lead his club as it re-convenes at 10:00 am for practice to broach the second half of the squad’s inaugural season. Though they keep coming closer each game, each time out, the ‘Bolts still remain winless through 25-games. However, the ThunderBolts continue to show a growing confidence and unrelenting will to win as demonstrated in their most recent games leading to the Christmas recess break.
ALABAMA BUS BOUND: This upcoming weekend, Evansville will continue 11-consecutve games away from home bay when it launches the New Year with a pair of clashes in Decatur, Alabama against their South Division rivals, the Point Mallard Ducks. Game #1 is set for the docket this Saturday, January 2nd at 6:00 pm with game #2 being a Sunday, January 3rd matinee feature, commencing at 2:00 pm. Radio broadcast times will be 5:30 pm on Saturday and 1:30 pm on Sunday on Evansville’s WVHI-AM 1330.
‘BOLTS/DUCKS DOSSIER: The ThunderBolts have tangled truculently against the Ducks through four previous encounters thus far this season with the latter club carving out a 4(4-0-0) advantage, outscoring the ‘Bolts, 24-12. Evansville is 2(0-2-0) on home ice, bowing on their season’s opening weekend, September 18th and 19th by results of 5-4 and 8-2. In the most recent combat bouts, December 4th and 5th, also in Decatur, the ThunderBolts achieved significant second period leads only to fall prey to Point Mallard back-to-back 4-goal third period rallies in 5-3 and 6-3 setbacks. Ducks’ center Jake Champaign prospered at Evansville’s expense that weekend, firing 5-goals in the two games. The power play factor has been paramount in this 8-games’ season series with the Ducks extra man band percolating at 8-21; 38.1% while the ‘Bolts are 4-18 at 22.2% proficiency rating. The fateful final frame appears to have been the name of the game in the head-to-head confrontations as the Ducks have out-goaled the ‘Bolts, 12-5.

The remaining games in enemy territory for the ThunderBolts include the re-scheduled game from back on Labor Day weekend, the first weekend of September at St. Louis against the Midwest Division pace-setting St. Louis Jr. Blues. The re-scheduled date is set for Wednesday, January 6th at 7:15 pm in the Gateway City. In addition, Evansville has a weekend road series set for Friday, January 8th and Saturday, January 9th in Atlanta, opposing another South Division foe in the form of the Capitals.
THE RETURN TO SWONDER: The ThunderBolts are finally back on home ice at Swonder Ice Arena on the weekend of Friday, January 15th and Saturday, January 16th when they lock horns with the St. Louis Jr. Blues. SECOND HALF GRAPH: With the season’s second-half soon to begin, the ThunderBolts will be looking to build and expand on their vastly-improved, positive play which they were fashioning prior to the extended break. The goaltending department, coupled with the overall performance and efforts of the defense have been gauged as so much better as indicated and validated by the sharp decline in team goals against and shots on goal against in each game. Offensively, Coach Fankhouser will be encouraging better ‘Bolts scoring balance. Evansville collected 11- goals in 7-December games with the “K – G – B†line of Mike Kelley, Jon Grimm and Brandon Bornkamp delivering 7 of those 11-successful strikes. With the sound and solid defensive improvement sustained and maintained, blended with better ‘Bolts scoring punch, so many of the razor-close games which punctuated the close of the first half may very well turn into momentous and monumental victories for our true hometown team in the second half.
MEDICAL MALADIES: It appears that the ThunderBolts will start the second-half of the campaign with two players nursing significant injuries. Left Wing Scott Jacobson is hampered with a fractured clavicle and is lost to the team for an indefinite period while right wing Joey Sorensen may be on the injured list for the remainder of the season due to a concussion.

Other than global warfare, politics, economics and fantasy sports, there really isn’t much news to recap from 2015. So, looking ahead, here’s a handy precap of news certain to occur in 2016.

Aces to ring in New Year with first MVC road trip
After completing their non-conference slate earlier this week, the University of Evansville women’s basketball team will be looking to ring in the new year in positive fashion as they set out for Iowa for the first conference weekend of the year, beginning at 7 p.m. on Friday at Northern Iowa and continuing at 4 p.m. on Sunday at Drake.
The Purple Aces (1-10), who saw a comeback effort fall short to visiting IUPUI on Tuesday, are hoping that the challenging non-conference schedule will have prepared them for Missouri Valley season as the team looks to build on a 2014-15 league campaign that culminated in a pair of MVC tournament wins for the first time since 2009.
If UE is to be successful this weekend, the bulk of the responsibility will likely fall on the shoulders of Sara Dickey, Sasha Robinson and Kenyia Johnson. The trio combined for 48 points in Tuesday’s loss, led by 24 from Dickey, who now ranks eighth in school history with 1,328 career points.
Dickey, who has racked up double-digit points in five straight contests and all but two on the season, has been the unquestioned leader of the Aces offense this season. However, it’s the contributions from Johnson and Robinson that could push the Aces forward in conference play. Johnson, who has shifted over to point guard duties the last two games, responded to the challenge with a combined 22 points, 14 rebounds and eight assists, including her first career double-double on Dec. 21 against Ball State. Robinson, meanwhile, is coming off a 12-point, five-rebound performance versus IUPUI.
The Aces will be looking to replicate their recent success in MVC openers, which includes three victories in the four seasons under the direction of head coach Oties Epps.
UNI (5-6) enters Friday on the heels of two wins over the past three games, beating both Akron and Tulsa. The Aces dropped both meetings with the Panthers last season, and the team will be looking for its first win in Cedar Falls since 2008.
Drake, which will take on Southern Illinois on Friday, is 7-4 on the year, and the Bulldogs will be seeking revenge after an 84-79 overtime loss in last season’s MVC tournament. The UE win brought an end to a four-game winning streak for Drake in the series, and the Aces will be looking to replicate the success that saw them pick up wins in Des Moines in both 2013 and 2014.
