HOW TO HELP IN THE SEARCH FOR ALEAH BECKERLE THIS WEEKEND

Search teams and Evansville police are working together to search for Aleah Beckerle.

Texas Equusearch leaders will start their search this weekend at a new location.

They will meet at Delaware Elementary School, Saturday and Sunday, beginning at 8:00 a.m.

The school is at the corner of Garvin and Delaware.

The 19-year-old Evansville woman was reported missing from her home a little more than a week ago.

She is disabled and confined to a wheelchair.

Anyone interested in helping out with the search, must be at least 18 years of age and bring a photo ID.

Equusearch says to wear comfortable clothing, sturdy shoes, and bring water and food.

Long sleeved shirts and pants are recommended for searching in wooded areas.

EVANSVILLE BUSINESS EXPANDS DOWNTOWN, LOOKS TO HIRE 100= EMPLOYEES

Shield Global Partners has called Evansville home for the last few years and now they’re expanding into downtown.

“So this is exciting, we are rolling out and introducing Innovation Pointe’s newest tenant,” said Mayor Lloyd Winnecke at a press conference.

The tenant is Evansville based Shield Global Partners.

The vehicle monitoring and accident impact  analytics company is moving from it’s location on Burkhardt Rd to Innovation Pointe in downtown Evansville.

“We looked at several opportunities outside of the state and at the end of the day it all kept coming back to Indiana being the place we needed to be,” said Wayne Collins, Shield Global Partners President & CEO. 

As downtown Evansville gains a land based casino, downtown hotel, and IU Medical School, the momentum in the city is not only attracting new businesses but it’s keeping businesses here and allowing them to expand.

“It’s gratifying when a CEO of a company says, hey I can take this business anywhere but I chose here,” said Winnecke. 

Shield Global Partners will add about 50 employees to it’s already 21-member staff within the next year. Then, they plan to add 80-100 employees over the next three years.

Since the company will be employing Hoosiers, the Indiana Economic Development Corporation offered the company performance based incentives of up to $800,000 in tax credits and up to $100,000 in training grants.

“We wanted to hire aggressively and bring more employment here,’” said Collins.

Indiana Secretary of Commerce Victor Smith says the hard work from Governor Mike Pence, and local government have created a “winning team” that continually attracts new businesses and expansions in the Hoosier state.

“I’m convinced that armed with the facts companies will continue to disproportionately look to choose to invest in Indiana because the numbers just require that they would invest here and not other places,” said Smith.

Gregg has been a “longtime coal advocate.” “The topic at hand is the EPA’s Clean Power Plan and its potential impact on existing coal-fired power plants and on Indiana consumers and businesses. It will no doubt be an issue in the 2016 governor’s race, as Pence’s campaign has quietly pushed Democratic opponent John Gregg – a longtime coal advocate – to state his position. Gregg would take a different approach but doesn’t disagree on the possible consequences of the rule. The plan sets goals for states to cut carbon pollution that is driving climate change, and it shows the world that the United States is committed to leading global efforts to address climate change, according to the EPA. Gregg worked for two coal companies in Indiana, Peabody and Amax. “Most Indiana utilities generate the bulk of their power by burning coal. Gregg, an attorney who has worked for two coal companies with Indiana operations, Peabody and Amax, said he hasn’t studied the proposed rules enough to know if he opposes them entirely. But he believes in general that the administration should try to work more closely with the industry. And he said the failure to do so has hurt the Democratic Party in coal mining areas of the country. “It has turned the southwest Indiana area from what used to be a Democratic bastion almost into a Republican stronghold,” he said. “If you knock this industry out, it cripples my part of the state.”” [Indianapolis Star, 9/7/14]

Gregg’s “career is inextricably linked with the coal industry.” “With regard to Obama’s new federal air quality standards, Gregg, whose career is inextricably linked with the coalindustry, vaguely said he is in favor of developing a statewide plan instead of being forced to adopt a federal plan. He did not offer specifics. And Gregg has also not said how he would handle the settling of Syrian refugees in Indiana, after Pence blocked state agencies from disbursing federal refugee aid amid national securities concerns following the deadly attacks in Paris.” [Associated Press, 12/6/15]

Another great weekend of Live Racing is on the way starting on Friday! Ladies Day At The Track comes to Ellis Park on Saturday. Stop by the Gardenia Room and see what local vendors have to offer and sign up to win door prizes! Also on Saturday, Ellis Park will join 30 other race tracks across the country for PDJF Day. We will be collecting donations and having raffles to support the Permanently Disabled Jockeys Fund.

We’ll cap off the weekend with our first DOLLAR DAY of 2016 on Sunday! It is also Military Appreciation Day, presented by Old National Bank. We will recognize members of the military throughout the day to thank them for their service to our country.

Our Live Racing season will wrap up on Labor Day, Monday, September 5th, 2016. We will run Friday, Saturday, Sunday & Labor Day, September 5th. There will be no live racing on September 3rd.  Grandstand opens at 9 AM, concessions & mutuels open at 11 AM, our first post begins at 12:50PM (Central Time).

During this time we allow all men to come into our shelter during the day to escape the heat. We also have water stations set up outside for all passing guests. Majority: Trooper’s Questioning Violated Seatbelt Enforcement Act

A state trooper’s recollection of a woman’s name on a national drug registry does not provide an independent basis of reasonable suspicion justifying him to investigate more than a seat belt violation that initiated the traffic stop, the Indiana Court of Appeals held in a 2-1 decision. As such, the judges reversed the woman’s motion to suppress evidence that led to a drug charge.

Indiana State Police Trooper Mike Organ, while parked at a gas station in Clinton in 2014, saw a driver and passenger ride by without wearing seat belts. He stopped the car driven by Lisa Harris. When he learned her name, he recognized it from National Precursor Log Exchange reports, which he checked daily. Her license was valid and she did not have any outstanding warrants. The NPLEx indicated she had purchased pseudoephedrine nine times in the past year. This led to him having Harris get out of her car and asking her if she had recently purchased any cold medicine with pseudoephedrine. She admitted to selling the pills for $20. She consented to his search of her car, and he found what turned out to be meth in her purse.

The state charged Harris with possession of methamphetamine as a Level 6 felony. She filed a motion to suppress, which was denied.

“Harris contends the trial court erred in denying her motion to suppress because Trooper Organ’s investigation above and beyond the seat belt violation contravened Indiana’s Seatbelt Enforcement Act. We agree,” Judge Margret Robb wrote for the majority in Lisa R. Harris v. State of Indiana, 83A01-1509-CR-1311. The Act bars a search or detainment of a driver or passenger solely because of a violation of the act. Circumstances must arise after the stop that independently provide the officer with reasonable suspicion of other crimes.

“In short, Trooper Organ’s recollection of Harris’s name appearing on NPLEx did not provide an independent basis of reasonable suspicion that would justify further investigation. Harris pulled over when Trooper Organ activated his emergency lights, and she produced a valid driver’s license. Trooper Organ’s subsequent questioning about Harris’s destination, her recent cold medicine purchase, and whether she would consent to a search violated the Act, and the trial court erred in denying her motion to suppress the evidence gleaned from that questioning,” Robb wrote.

Judge Edward Najam dissented, writing the majority opinion failed to take into account numerous facts relied on by the trial court in denying Harris’ motion to suppress.

“Trooper Organ recognized Harris from the frequency with which her name appeared on the NPLEx, and our precedent expressly permits an officer in a seatbelt stop to take reasonable steps to investigate a driver based on the officer’s actual knowledge of the driver’s identity. The majority declares that the NPLEx is of no probative value to criminal investigations unless it demonstrates on its face illegal pseudoephedrine purchases or attempted purchases. I cannot wholly agree,” he wrote.

“[W]hile a traffic stop for a seatbelt violation cannot be turned into a fishing expedition, the Act does not vitiate an officer’s authority to investigate circumstances that become known to the stopping officer after he has initiated the traffic stop.”
