Indiana State Police Trooper Competes in CVSA North American Inspectors Championship |
Indianapolis, In. – Forty-eight roadside inspectors representing jurisdictions across North America gathered in Indianapolis, Indiana, Aug. 8-12, 2016, to compete in the Commercial Vehicle Safety Alliance’s (CVSA) 24th annual North American Inspectors Championship (NAIC), the only event dedicated to testing, recognizing and awarding commercial motor vehicle inspector excellence.
Each year, CVSA recognizes the best of the best by inviting the top inspector from each jurisdiction throughout North America to participate in NAIC. In addition to the competitive events, each inspector receives training on the latest safety information, technology, standards and inspection procedures. All of the inspection categories are timed events and the compilation of scores for these categories result in a Grand Champion. The Jimmy K. Ammons Grand Champion Award is the highest NAIC honor for roadside inspectors. This year, the Grand Champion Award was awarded to Daniel Voelker of the Arizona Department of Public Safety for his combined performances in six competition elements:
This is the third year that the Indiana State Police Department has sent the winner of the state competition to the national championship. Commercial Motor Vehicle Enforcement Master Trooper Jeremy Woods, a Randolph County native and 21 year member of the Indiana State Police, placed 19th in this year’s competition and represented the department well. “I thoroughly enjoyed the competition with all of the other representatives from across the North America,†stated M/Trp. Woods. “The different levels and types of inspection and written testing modules enhanced my personal inspection procedures which in turn is an asset to the public.

Indiana State Police Now Accepting Applications for Motor Carrier Inspectors
The Indiana State Police is now accepting applications for Motor Carrier Inspectors. These permanent scale facilities will include one position at the Lowell District, one position at the Versailles District, and one position at the Putnamville District. These scale facilities are located on I-65 in Lowell, on I-74 in West Harrison, and on I-70 in Terre Haute. Inspectors enforce state and federal regulations pertaining to commercial motor vehicles operating within the state of Indiana.
Trainees must complete the Motor Carrier Inspector School scheduled to begin on November 28, 2016 and conclude on February 10, 2017. The training will be conducted Monday through Friday at the Commercial Vehicle Enforcement facility in Indianapolis, IN. Housing will be provided. During the training, trainees will develop skills including: emergency vehicle operations, defensive tactics, communications, hazardous materials, first-aid, post-crash investigations and truck inspections.
In order to participate in the selection process, applicants for the position of Motor Carrier Inspector must meet the following basic requirements:
1. Be a United States citizen
2. Be at least 21 years old by February 10, 2017
3. Possess a high school diploma or G.E.D.
4. Possess a valid driver’s license
5. Be required to pass a physical agility test, oral interview, polygraph exam and a background investigation
6. Be required to complete a medical exam, a psychological exam and drug test
7. Geographical proximity to the scale facility may be a factor in the selection process
Trainees are paid during the school and are provided all necessary equipment. The starting salary is $27,989 and will increase to $28,825 at the end of the first year of employment. Over the next ten years with step increases in pay, a Motor Carrier Inspector may reach an annual salary of $42,449. A retirement program will be available through PERF.

Citizen’s Complaint leads to Active Meth Lab and Two Arrests
Knox County – Trooper Ryan Johnson received a complaint last night about a suspicious odor coming from a residence located at 912 ½ Oak Street in Vincennes. When officers from the Indiana State Police and Vincennes City Police arrived at the residence they detected chemical odors commonly associated with the manufacturing of methamphetamine. After obtaining a search warrant for the residence officers found an active one-pot meth lab and numerous meth making materials. The resident, Cory Dreiman, 28, and his friend, Jacob Coulson, 19, of Evansville, were both arrested and taken to the Knox County Jail where they are currently being held on bond.

OTTERS WIN IN EXTRA INNINGS
The Otters take game one in extra innings against the Florence Freedom. In the bottom of the eleventh, John Schultz hit a bunt back to the pitcher, then after a wild throw by the pitcher, Josh Allen and Rolando Gomez both ran home to win the game.
Ken Frosch was the winning pitcher of the game to move his record to five and three. Ethan Gibbons, who came in the game in the eleventh, received the loss on the night to move his record to two and three.
Chris Breen started the scoring for the Otters first. In the bottom of the second, with Rolando Gomez on third, Breen hit a ground between third and short to bring home Gomez for a RBI-single. In the top of the second, Wivinis worked himself into a bases loaded jam, but was able to escape the inning giving up zero runs.
In the fifth, the Freedom had their first two hits of the game and put up a run to tie the game one to one. Daneil Fraga would knock in Travis Weaver with a sac hit out in left field. In the seventh, the Freedom would take a two to one lead when Fraga had his second RBI of the game. The Otters would take the lead back in the bottom of the seventh. John Schultz would score after a fielder’s choice and then Chris Breen would score after an error by the short stop.
In the top of the eighth, the Freedom would tie the game three to three. Collins Cuthrell smacked a solo home run over left field. International tie-breaker rules and great base-running by Allen and Gomez led to the Otters’ win.

Air Quality Forecast
Air quality forecasts for Evansville and Vanderburgh County are provided as a public service. They are best estimates of predicted pollution levels that can be used as a guide so people can modify their activities and reduce their exposure to air quality conditions that may affect their health. The forecasts are routinely made available at least a day in advance, and are posted by 10:30 AM Evansville time on Monday (for Tuesday through Thursday) and Thursday (for Friday through Monday). When atmospheric conditions are uncertain or favor pollution levels above the National Ambient Air Quality Standards, forecasts are made on a daily basis.
Ozone forecasts are available from mid-April through September 30th. Fine particulate (PM2.5) forecasts are available year round.

Air Quality Action Days
Ozone Alerts are issued by the Evansville EPA when maximum ozone readings averaged over a period of eight hours are forecasted to reach 71 parts per billion (ppb), or unhealthy for sensitive groups on the USEPA Air Quality Index scale.
Particulate Alerts are issued by the Evansville EPA when PM2.5 readings averaged over the period of midnight to midnight are forecasted to reach 35 micrograms per meter cubed (µg/m3).
Forecast statistics documenting the reliability of these air quality forecasts are compiled on a monthly, seasonal (May through September for ozone), and an annual basis.  Compilations of these statistics are reported in Vanderburgh County Health Department’s Annual Report and available on request.
Current conditions of OZONE and FINE PARTICULATE MATTER are available in near real-time on the Indiana Department of Environment Management’s website.

Calvin Borel, the three-time Kentucky Derby-winning jockey whose career will resume Aug. 27 at Ellis Park, says he wasn’t ready to retire when he left racing for almost five months, quitting for what proved the wrong reason.
“This is a business you can’t have one foot in and one foot out,†he said. “I felt like I had one foot in and one foot out. I wasn’t giving it 110 percent like I know I can.â€
In an interview this week at Churchill Downs with The (Louisville) Courier-Journal and an Ellis Park publicist, Borel acknowledged that he wasn’t riding well when he abruptly quit in late March, uncharacteristically not filling already-scheduled mounts and workout assignments.
Borel said he was conflicted because his then-fiancee and girlfriend of 15 years, Lisa Funk, who took Borel’s name, wanted him to quit riding and return to central Florida, where she was working with hunter-jumpers.
Borel said his head wasn’t in the right spot amid the fraying relationship, which impacted his riding.
“I was riding bad, making bad decisions in races. We weren’t getting along,†he said. “She was in Florida and I was in Arkansas. I said, ‘That’s it, I’m going to hang it up, go to Florida with her, be there for a while and see how things developed.’ … I was supposed to quit – and I can’t.â€
Borel said he initially enjoyed buying young horses and developing them into hunter-jumpers, but ultimately found the process too long and boring compared with the constant action in horse racing.
“I just wasn’t happy,†he said. “I thought I would have been at first with her jumpers and stuff. But it’s a different culture, slower. It’s not like the racetrack. I like pressure. In jumping there’s no pressure, everybody is laid-back. It’s different in racing. No matter if you’re in a $5,000 race or a million-dollar race, you want to get to the wire first.
“I love to work, and I’m healthy. Stay healthy, that’s what I want to do, and ride some horses — and try to get a couple of good horses. Have fun; I’ve got to enjoy the rest of my life. I worked hard to get where I am and to be happy. My family told me, ‘If that’s going to make you happy, go ahead and do it. Because you’re not happy now.’ So I left Florida and we went our different ways. I just wasn’t happy. I wanted to come back to ride. This is what makes me happy. I love to ride.â€
Borel said he didn’t return phone calls at the time of his sudden retirement because he didn’t know what his future would be.
“I didn’t quit because I wanted to,†he said. “I quit because the circumstances. I didn’t quit because I was scared…. That’s why I didn’t go out and tell everybody, that I’d quit and thrown it in. Because I knew I didn’t quit for Calvin. I quit for somebody else, and I didn’t like it…. It slowed down so much. The more I got into it (developing show horses), I couldn’t see a future. We actually did good, bought some and sold them. At first that was fine, but it would take so long.â€
Borel said he doesn’t expect to have trouble getting business. “People don’t forget,†he said. “Frank (Bernis) has my ‘book’ and I think we’re going to do good. We’re going to take it slow, starting out at Ellis, and go from there… I’ve been getting on some nice 2-year-olds for Buff (Bradley) and different people.
“I thought about it a lot,†he said of his return. “Instead of messing around, (thinking) ‘If I’m going to do it, I need to do it now, with the 2-year-olds coming around.’ Every jock’s dream is to ride the Kentucky Derby. You just want to ride, much less win it… Day by day, I kept saying, ‘Look, Calvin, the first Saturday in May is getting close. You need to make up your mind if you’re going to ride.’
“I’m so happy when I’m here. These are my people, my family, really….. I’ve been all over, all over the world. There’s nothing like the racetrack, Churchill Downs (is) my house, that’s where I belong.â€
Borel — whose 1,189 Churchill Downs victories trail only Pat Day’s 2,482 — said the biggest thing he missed about riding races was “the challenge.â€
“To find a good horse and get out there and win,†he said. “There’s nothing like getting to the wire first. You get the feeling that you’re incredible and look what you accomplished…. Now it would be different if I had to (retire). If I had to, I think I could walk away, if I was really hurt or something wasn’t right with my body. But I’m just too healthy.â€
Borel said he can’t wait to see the fans at Ellis Park, where he was the leading rider in 1995 and 2011. He last rode at Ellis in 2014, taking last summer off.
“I love my fans,†he said. “They mean a lot to me…. These people (at Ellis), they love me so much. That’s when you know you’re appreciated, and it’s hard to walk away from that.â€
He marveled at the meet that has played out this year at the “Pea Patch.â€
“The caliber of horses – I’ve seen some maidens that really, really impressed me big time, where I think they could go anywhere and win. Considering 15 years ago what I used to ride for there, the purses are good, but the company is tough. To me, some of those horses could go to Saratoga and win.â€
While spending two weeks in New York, Borel attended the Hall of Fame induction ceremony, not only as a 2013 inductee but to watch 2009 Horse of the Year Rachel Alexandra – whom he early on said was the best horse he ever rode — be enshrined. Borel guided Rachel Alexandra to a record 20 1/4-length victory in the Kentucky Oaks, after which she was sold and subsequently won the Preakness, Monmouth Park’s Haskell and Saratoga’s Woodward, the latter against older males.
“I sat there about an hour and a half and just watched replay after replay,†Borel said. “Brought back some good memories. Unbelievable. My girlfriend said, ‘You want to find (another) one like that?’ I said, ‘Yeah, baby, it took me 30 years to find one like that.’â€
