Governor Pence Announces Indiana Teams Deploying to Help Florida in Response to Hurricane Matthew

0

Governor Mike Pence today announced that two teams based in Indiana are being deployed to support activities in response to Hurricane Matthew. The Indiana Department of Homeland Security (IDHS) is deploying a six-person Emergency Operations Center (EOC) team to Tallahassee, Fla. to help support Florida’s State EOC. Indiana Task Force 1, a federal resource comprised of central Indiana emergency responders, will also be sending seven members to Marietta, Ga., and the National Response Coordination Center in Washington, D.C.

Earlier today, Governor Pence spoke with Florida Governor Rick Scott and offered any assistance needed.

“Commitment to service for the well-being of others is a part of the Hoosier way of life,” said Governor Pence. “I commend these public safety professionals for their courage and willingness to help those in harm’s way, and I pray for the safety of all those who could be affected by the hurricane.”

The National Weather Service reports Hurricane Matthew is a Category 4 storm and is expected to make landfall late Thursday/early Friday morning in the U.S.

The EOC team is being deployed because IDHS received a request for assistance from Florida and quickly facilitated the inter-government logistics required to make the EOC team available on short notice. The Indiana EOC team will provide support with operations, planning, logistics and incident command. The team will be deployed for 14 days, or until demobilized.

Indiana Task Force 1 will send four hazardous materials specialists as well as three incident support team members.

Indiana first responders and emergency management professionals frequently work with colleagues in other states to share resources and expertise. For example, Indiana sent an incident management team to Maryland to assist with severe weather in January and sent crews to help fight west coast wildfires in 2015. IDHS manages emergency response policies, protocols and procedures among Indiana responders.

Broadcast Service and Equipment Supplier Adding 100+ New Jobs in Warrick County

1

Chandler – Electronics Research Inc. (ERI), a service and product supplier for the television and radio broadcasting industry, announced plans today to expand its operations in southwest Indiana, creating a total of up to 102 new jobs by the end of 2017.
“As the state’s economic momentum builds, homegrown Hoosier companies like ERI continue to choose Indiana for growth,” said Governor Mike Pence. “Here in Indiana, we have a balanced budget, low-cost business climate and a skilled workforce, making Indiana a state that works for job creators. Since 2013, Indiana businesses have created 156,800 new jobs, and companies like ERI are committing to future growth, which means even more quality employment opportunities for Hoosiers.”

The company will invest $8 million to construct and equip three new buildings on its current campus at 7777 Gardner Road, which will increase its antenna manufacturing capacity by 800 percent. Together, the additions will cover 54,000 square feet, expanding ERI’s campus to a total of 241,730 square feet. The expansion will include operation areas for tuning and assembling antennas as well as employee offices and a lunch room. Construction on the facilities began in August, with plans to be operational in December.

The homegrown Hoosier company is ramping up employment quickly as part of its planned growth, which will require 102 new positions. ERI, which employed 87 Hoosiers prior to the expansion, has already added 68 new jobs. The company will continue to hire for positions in engineering, production, project management, sales and administrative support. Interested applicants should apply by mailing a resume to Debra Linberg, human resources at ERI, at the company’s office.

“Indiana is the ideal location for a company like ERI,” said Tom Silliman, president and chief executive officer of ERI. “Its geographically central location reduces transportation costs for the materials we use to manufacture our products and reduces the cost of shipping finished goods to our customers. The excellent state schools and universities provide ERI with the skilled workforce and engineering personnel required to design and produce the complex systems the company supplies to broadcasters all over the world.”

Founded in 1943, ERI serves the needs of the terrestrial radio and television broadcasters with antennas, transmission lines, radio frequency components, structural products and services. The company engages in designing, manufacturing and installing equipment for the industry in both the United States and internationally. ERI plays a significant role in providing the infrastructure that supports terrestrial mass communications, providing people with access to entertainment, news and critical emergency information.

The Indiana Economic Development Corporation offered Electronics Research Inc. up to $435,000 in conditional tax credits and up to $50,000 in training grants based on the company’s job creation plans. These incentives are performance-based, meaning until Hoosiers are hired, the company is not eligible to claim incentives. The town of Chandler approved additional incentives at the request of Success Warrick County.

“The Town of Chandler is so pleased to have ERI in our community for more than a decade,” said Tonya Wester, president of the Chandler Town Council. “They have always been good neighbors to our residents and we are very excited for their anticipated growth and the jobs it will bring to our area. The number and types of careers they are bringing to our small community will have a major impact on the local economy, as businesses and retailers across the region benefit from the expansion. The project was approved for a 10-year property tax abatement, and we look forward to supporting their plans for growth.”

The Hoosier state’s business climate ranks best in the Midwest and fifth in the nation, with 156,800 jobs added since 2013. Homegrown Hoosier companies like ERI continue to find the workforce, infrastructure and favorable business climate in Indiana that is necessary to grow their businesses.

COA orders better findings of fact in parental rights case

0

Olivia Covington for www.theindianalawyer.com

The Indiana Court of Appeals rejected Thursday a trial court order terminating a St. Joseph County woman’s parental rights to her daughter and instead ordered the trial court to present more specific findings of fact to support the termination.

After a report of physical abuse, 4-year-old N.G. and 16-year-old D.W., were removed from the home of their mother, N.R.G., and father, D.G.W., in 2013. A short time later, N.G. was designated a child in need of services, and the St. Joseph County Department of Child Services ordered services for both the child and the mother with the eventual goal of reunification. N.G. was first placed with an aunt, then moved to a foster home in 2015.

In January 2016, the St. Joseph Probate Court terminated the parental relationship between N.G. and her mother. The trial court offered a one-page list of findings to support its decision and stated that adoption was the best course of action for the child.

N.R.G. appealed in In the Matter of the Involuntary Termination of the Parent-Child Relationship of N.G. (minor child) and N.R.G. (mother) v. The Indiana Department of Child Services, 71A04-1602-JT-346, arguing that the trial court’s findings of fact were deficient.

In its Thursday opinions, the Court of Appeals agreed, writing that the St. Joseph Probate Court decided that termination of the relationship was in N.G.’s best interests without any supporting facts other than to say that supervised therapeutic visits were in the best interests of the child.

Further, the trial court recommended adoption without any supporting facts other than N.G. was progressing in therapy with the help of her foster parents.

Finally, the appellate court wrote that although the trial court did present some facts as to N.R.G.’s prospects of remedying the conditions that led to her daughter’s removal, it did not provide a finding on the reasonable probability of the unremedied conditions. Instead, the trial court found that continuing the relationship would pose a threat to N.G.

Specifically referencing the trial court finding that N.G. had reported new sexual abuse at the hand of her brother in 2013, the Court of Appeals wrote that such a finding is not actually a finding at all, but instead a recitation. Further, the Court of Appeals wrote that there was no indication that the St. Joseph Court had adopted or substantiated N.G. accusations against her brother.

“Simply put, the trial court’s findings are so sparse that we cannot discern whether it based its termination order on proper statutory considerations,” the appellate court wrote.

The Court of Appeals panel remanded the case to the St. Joseph Probate Court with instructions to enter proper findings of fact to support the termination of N.R.G.’s parental rights.
