Special Report: Trump To Nominate Notre Dame Professor To 7th Circuit

President Donald Trump reportedly plans to nominate Notre Dame Law School professor Amy Coney Barrett to the 7th Circuit Court of Appeals.

Barrett would take the Indiana seat on the Chicago-based appellate court left vacant by the retirement of former Circuit Judge John Tinder in February 2015. Trump’s plans to nominate Barrett were reported by news services and legal websites, including the New York Times, Washington Post, CNN, and ABA Journal.

Barrett has been a professor at Notre Dame since 2002. Prior, she worked in private practice and clerked for U.S. Supreme Court Justice Antonin Scalia and Judge Laurence Silberman of the U.S. Court of Appeals for the D.C. Circuit.

Former President Barack Obama nominated Myra Selby to the seat, but Selby, an Ice Miller LLP partner and former Indiana Supreme Court justice, never received a hearing from the Senate Judiciary Committee.

Barrett and Notre Dame Law School officials could not immediately be reached for comment Monday. Republican Sen. Todd Young said in a statement, “I could not be more pleased with the nomination of Amy Coney Barrett to the federal bench. During the vetting process, I had the chance to interview Mrs. Barrett and expressed to the White House my belief that she would be a home run pick. I’m glad the President views her with as much regard as I do. With this selection, President Trump continues to demonstrate a knack for nominating individuals to the federal bench who will faithfully interpret the Constitution of the United States. Mrs. Barrett’s qualifications should make for a swift, bipartisan confirmation process.”

Democratic Sen. Joe Donnelly’s office is waiting for the announcement by Trump before commenting.

Rollover Crash on US 41 Sends Four to the Hospital

On Monday, May 08, 2017 at approximately 4:30 AM the Vanderburgh County Sheriff’s Office responded to US Hwy 41 and E. Mt Pleasant Road upon report of a rollover crash involving injury.
Upon arrival, deputies found a 2013 Toyota Tacoma on its top with three victims trapped inside. A fourth victim had managed to crawl out of the vehicle. Scott Township Fire Department firefighters were able to free the trapped occupants, all of which were transported to Deaconess Hospital for treatment.

The 2013 Toyota was being driven by Mr. Ernest Margelot of Owensboro, KY. Mr. Margelot had been north bound on US 41 when a 1999 Dodge Ram driven by Mr. Darrin Vogel of Evansville failed to yield and entered his path from southbound US 41. The vehicles collided, causing the Toyota to rollover 6 or 7 times and land on its roof.

All four occupants of the Toyota were wearing seat belts at the time of the crash. None of the occupants were ejected, despite the the vehicle rolling over multiple times. The vehicle was equppied with both front and rear side airbags (SABs), which deployed during the collison.

Frontal air bags have been standard equipment in all passenger cars since 1998 and all SUVs, pickups and vans since 1999. SABs are now offered as standard or optional equipment on new passenger vehicles. The National Highway Traffic Safety Administration (NHTSA) estimates that seat belts have saved 147,246 lives in the period 1975-2001, and that air bags saved 8,369 lives between 1987 and 2001.

USI Starts Post-Season Play Thursday

The 24th-ranked University of Southern Indiana baseball team starts the 2017 post-season with the Great Lakes Valley Conference Tournament May 11-14 at U.S. Ballpark in Ozark, Missouri. The Screaming Eagles (32-17), who enter the tournament as the top seed from the East Division, begin tournament action against William Jewell College (21-25), the fourth seed from the West Division, at 7:30 p.m. Thursday.

Prior to the USI-WJC match-up on Thursday, the first round of the GLVC Tournament features the University of Illinois Springfield (31-18), the East’s third seed, versus Quincy University (17-10), the West’s second seed, at 9 a.m.; Bellarmine University (33-17), the East’s second seed, versus Missouri University of Science & Technology (26-21), the West’s third seed, at 12:30 p.m.; and Drury University (33-17), the West’s top seed, versus the Saint Joseph’s College (32-18), the East’s fourth seed, at 4 p.m.

SCREAMING EAGLES BASEBALL NOTES:

USI versus the GLVC Tournament Field. USI is 11-7 against the 2017 GLVC Tournament Field (1-2 vs. Drury; 2-2 vs. Bellarmine; 3-1 vs. Illinois Springfield; 2-1 vs. Quincy; and 3-1 vs. Saint Joseph’s). The Eagles are hitting .277 as a team versus the field, led by senior designated hitter Jaylen Quarles‘ .355 average. Junior leftfielder Drake McNamara drove in a team-best 13 RBIs against the tournament field, followed closely by sophomore catcher Logan Brown and junior shortstop Sam Griggs with 12 and 11 RBIs, respectively.

On the mound, senior right-hander Lucas Barnett was 4-0 against the field with a 0.84 ERA, while junior right-hander Kyle Griffin struck out a team-best 43 batters in games versus the field.

USI in the GLVC Tournament. USI is 41-38 in the GLVC Tournament since 1980, winning the conference tournament championship in 1983, 1985, 1993, and 2010. The Eagles went undefeated in the tournament during 1985, 1993, and 2010.

USI climbs national polls. The Screaming Eagles climbed into the Collegiate Baseball/ABCA Top 30 at number 24. USI also was ranked 20th last week in the National Collegiate Baseball Writers Association Top 25.

USI on a roll the last 2 weeks. The Eagles have won eight of their last nine games, winning a road game at Kentucky Wesleyan College; sweeping the University of Indianapolis at home; and taking three of four from Saint Joseph’s on the road. Junior leftfielder Drake McNamara led the team with a .429 batting average, while junior shortstop Sam Griggs drove in a team-best 15 runs.

Eagles win GLVC East. USI won the GLVC East Division outright by taking three of four from Saint Joseph’s on the final weekend of the regular season. The Eagles, who clinched the East title on the final day for the second-straight year, finished with a two-game lead over Bellarmine.

USI perfect at home in the GLVC with third sweep. The Eagles were a perfect 12-0 at home this season in the GLVC that included three conference sweeps.

Leading the way in the GLVC, NCAA II. USI ranks first in the GLVC and 10th in the NCAA Division II with a 3.17 ERA. The hurlers also lead the GLVC and are eighth nationally with a 3.08 strikeout-to-walk ratio.

The difference of a month. The Eagles went 21-5 in May and April with the team hitting .293 and posting a 2.43 ERA, compared to 11-12 in February and March with a team batting average of .259 and a 3.88 ERA. Senior designated hitter Jaylen Quarles has seen the biggest turn around amongst the players, going from .154 (3-19) in nine games during February/March to .388 (26-67) in 22 of the 26 games during April and May. On the mound, junior right-hander Kyle Griffin went from 2-3 with a 5.25 ERA to start the year to 4-0 with a 1.64 ERA in the last six weeks.

Season hitting leaders. Junior designated hitter/leftfielder Drake McNamara (.360), senior designated hitter Jaylen Quarles (.337), junior first baseman Nathan Kuester  (.302), and sophomore infielder Jacob Fleming (.300) are the Eagles hitting over .300  this season. McNamara leads USI with a team-best seven home runs and 42 RBIs.

Season pitching leaders. Senior right-hander Lucas Barnett has the Eagles’ best ERA among the starting pitchers with a 2.18 ERA in 12 games, 11 starts, and 70.1 innings of work. Barnett, senior right-hander Colin Nowak, and junior right-hander Kyle Griffin all have six victories, while Griffin recorded a team-high 86 strikeouts in 12 games.

Griffin posts single-game high; season record. Junior right-hander Kyle Griffin struck out a season-high 12 batters versus Saint Joseph’s and set a USI single-season record with 86 strikeouts this season. Griffin broke the record of 84 set by Jonathon Wandling during USI’s run to the national championship in 2014.

Archuleta at USI. USI Head Coach Tracy Archuleta is USI’s all-time winningest coach with a record of 410-209 (.662) in nine-plus seasons and is 558-333 (.626) in 14-plus seasons all-time as a head coach. He has been named the ABCA Division II Coach of the Year twice (2010 and 2014) after leading the Screaming Eagles to a pair of national championships and the ABCA Division II Midwest Region Coach of the Year after leading USI to the regional crown in 2016. Archuleta also has earned a pair of GLVC Coach of the Year awards (2011 and 2014) at USI.

Air quality forecasts for Evansville and Vanderburgh County are provided as a public service.  They are best estimates of predicted pollution levels that can be used as a guide so people can modify their activities and reduce their exposure to air quality conditions that may affect their health.  The forecasts are routinely made available at least a day in advance, and are posted by 10:30 AM Evansville time on Monday (for Tuesday through Thursday) and Thursday (for Friday through Monday).  When atmospheric conditions are uncertain or favor pollution levels above the National Ambient Air Quality Standards, forecasts are made on a daily basis.

Gov. Holcomb Names Greg Wilson Executive Director of the Indiana Civil Rights Commission

Indianapolis native and minority outreach leader appointed to lead ICRC and Indiana’s five cultural commissions

 

INDIANAPOLIS – Governor Eric J. Holcomb today announced the appointment of Greg Wilson as Executive Director of the Indiana Civil Rights Commission (ICRC). In this role, Wilson will oversee the commission that enforces civil rights laws, investigates discrimination complaints and educates organizations, companies, landlords, associations and individuals on their rights and responsibilities under Indiana Civil Rights Laws. Wilson will also lead the team overseeing Indiana’s five cultural commissions including the Dr. Martin Luther King, Jr. Indiana Holiday Commission, the Indiana Commission for Hispanic/Latino Affairs, the Indiana Commission for Women, the Indiana Commission for the Social Status of Black Males and the Indiana Native American/Indiana Affairs Commission.

 

“Greg has years of community-engagement experience, demonstrating both his leadership abilities and his commitment to Indiana’s minority groups,” Governor Holcomb said. “He will serve Hoosiers well as the head of Indiana’s Civil Rights Commission, and I look forward to continued partnership with Greg as we take Indiana to the next level.”

 

Wilson has a longstanding public service career, including community engagement for then Lt. Gov. Holcomb and most recently was Special Assistant to the Governor. His previous roles included developing and growing relationships with local, state and federal officials, sustaining and enhancing engagement efforts with key community leaders and deepening collaboration with state agency representatives.

 

Other career milestones include eight years as Director of the Department of Minority and Women’s Business Development under then Indianapolis Mayor Greg Ballard. In this role, Wilson was a senior advisor on economic issues and worked closely with veteran- and minority-owned small businesses throughout central Indiana. His department increased the amount of technical assistance, training, networking and outreach provided to minority businesses. He also served in a supply chain and logistics role for many years at United Water.

 

Wilson is an Indianapolis native and served for eight years in the U.S. Army. He is a partner and volunteer for the Indianapolis Ten Point Coalition and previously served as Board Chairman for Indiana Black Expo, Inc. Wilson currently serves as a board member for Visit Indy, the International Advisory Board and is Chairman of the Governor’s Commission on Minorities and Women’s Business Enterprises.

 

Indiana Minority Business Magazine in 2011 honored Wilson with a Champion of Diversity award, and in 2013 the National Association of Women Business Owners named Wilson and Indianapolis Choice Visionary award winner for his work with women-owned businesses.

ISP First Sergeant Paul Hansard Receives Award

The American Association of Police Polygraphist recently held their annual conference in Houston, Texas. A highlight of the conference was the awards ceremony. Five year AAPP member, Indiana State Police First Sergeant Paul Hansard, was presented the Region II Richard O. Arthur Directors Award for his significant contribution in a 2016 Spencer, IN murder case.

In March, 2016 Indiana State Police polygraph examiner, F/Sgt. Paul Hansard was contacted to conduct a specific issue polygraph examination on a suspect to determine his truthfulness as to whether or not the suspect caused a female to go missing.  During the course of the investigation F/Sgt. Hansard determined the suspect was deceptive to the main issue. A second polygraph examination was utilized to determine the female’s location. The suspect displayed strong reactions to one particular area and during the interview concerning these deceptive results the suspect told F/Sgt. where the female’s body was located. The information gained from the polygraph examination and post-test interview led investigators to the female’s body.
The suspect was ultimately sentenced to a 60 year prison sentence for murder.

“The information gleaned from the suspect in our case by First Sergeant Hansard proved to be instrumental in securing a conviction,” stated Owen County Prosecutor Donald R. VanDerMoere II.   “I and the other citizens of Owen County owe Paul a huge debt of gratitude.  It gives me great pleasure to see such a diligent, hardworking and professional officer like Paul receive the recognition he deserves.”

The objectives of the AAPP is:
A. To encourage and develop cooperation among all American Law Enforcement Organizations in the application and utilization of accepted polygraph techniques.
B. To develop the highest standards of proficiency in the polygraph profession by fostering and encouraging scientific training and research through advanced study and progressive techniques.
C. To promote and maintain the highest standards of ethics, integrity, honor and conduct in the polygraph profession.
D. To provide an opportunity and forum for the exchange of information regarding polygraph experiences, studies and research.
E. To cooperate with other national, regional and state polygraph associations and other professional organizations in matters of mutual interest and of benefit to the polygraph profession.

First Sergeant Hansard is a ten year Indiana State Police veteran. He resides in Delaware County with his three children.
