Gov. Holcomb Makes Appointments to State Board of Education

Governor Eric J. Holcomb today announced two new appointments and two reappointments to Indiana’s State Board of Education (SBOE). All four board terms are effective July 1, 2017.

New Appointments

  • Kathleen E. Mote of Madison will serve as a member of the board, filling a vacated term set to expire June 30, 2020. Ms. Mote is interim chancellor of Ivy Tech Community College’s Columbus/Southeast Region.
  • Tony Walker of Gary will serve as a member of the board, filling a vacated term set to expire June 30, 2020. Mr. Walker is the Chairman of The Walker Law Group, P.C. and previously served on the State Board of Education.

Reappointments

  • Dr. Vince Bertram of Zionsville, president and CEO of Project Lead the Way, will continue to serve on the board. His term expires June 30, 2021.
  • Gordon Hendry of Indianapolis, regional leader of CBRE’s Public Institutions and Education Solutions Group, will continue to serve on the board. His term expires June 30, 2021.

The governor appoints eight individuals to the SBOE, each from a different congressional district.  At least six of the eight must have professional experience in education, and no more than five of the eight may be members of the same political party.

Has anyone out there written the book “The Art of the Presidency”?

If so, please send Donald Trump a copy. Overnight.

Our billionaire president knows what to say or do when he’s making a business deal or running a big business.

But it’s very obvious he still needs to learn that what is OK to say and do when you’re the CEO of the United States is entirely different.

On Thursday it was painfully clear from the testimony of fired FBI Director James Comey that Mr. Trump needs a lot of help from someone who knows how a president should behave.

Comey’s appearance before the Senate Intelligence Committee was no day at Palm Beach for Trump. But it was nothing close to the death blow to his presidency that his enemies in the drooling liberal media had hoped for.

What ex-FBI Director Comey said Trump said and did to him didn’t reflect well on Trump’s judgment or his ability to tell the truth, to say the least.

But at least “The Comey Show” made it clear to the whole country that Trump himself was never the target of an FBI investigation and that, according to Comey, some of the worst news stories about the Trump administration’s Russian troubles in the New York Times and Washington Post based were mostly fake.

Trump’s reign will continue for now and MSNBC and CNN’s ratings will stay high.

But before the president gets himself into another unnecessary self-inflicted fiasco, he needs to quickly find a competent chief of staff.

It has to be someone he respects as an equal, who will stand up to him and who he’ll listen to. Then Trump has to have him —- or her — surgically attached to his hip.

If from Day One Trump had hired a savvy and competent chief of stafflike James Baker III, who served my father, the Oval Office drama between Trump and Comey never would have happened.

If a pro like Baker had been on the job instead of an amateur like Reince Priebus, when Trump asked Attorney General Jeff Sessions and Priebus to leave him alone in the Oval Office with Comey, chief of staff of Baker would have stepped in immediately.

He would have told Trump it was totally improper to meet alone with Comey. Trump and Comey would never have had their awkward and inappropriate chat and “The Comey Show” would never have been aired.

The lack of a strong chief of staff who will stand up to Trump and make him behave like a proper president is the major source of the problems in the Trump White House.

Until the president finds someone to trust, to respect, and to listen to —- like James Baker III —-things are not going to get any better for him.

Meanwhile, it’s becoming harder and harder to support President Trump, who continues to be his administration’s worst enemy and main saboteur.

Earlier this week I watched him make news by launching twitter attacks on his own Justice Department and the Mayor of London when he should have been talking about his plans to reform the VA health system and modernize the country’s clogged-up air-traffic control system.

It’s clear that after six months on the job he doesn’t realize why he came to Washington.

He needs a chief of staff that will remind him every second that it was not to make news with his morning tweets, fight with the liberal media every day or make his White House staff clean up after his mistakes with their Pooper Scoopers.

ZOO BREW 2017

Raise your mug to an evening of fun at Mesker Park Zoo & Botanic Garden’s eighth annual Zoo Brew on Saturday, June 10! Stroll around the Zoo while enjoying beer, wine and food samples along with food samples from over a dozen local restaurants. A souvenir sampling cup will be provided to every participant upon arrival, and shirts are available for purchase. Guests will enjoy music by The Boat Monkeys, Heath & Molly, and Spectrum Sound throughout the evening.  Should you work up a big appetite hiking our hills, a handful of food trucks will be on site this year, selling a variety of entrees.

The event takes place from 6-9 PM Central Time and is for ages 21 and over.  Tickets are $35 and are only available in advance through Eventbrite.com. A few VIP tickets remain at $75. VIP access to the Brew Path begins at 5PM. Free taxi cab rides will be provided by UCabbi to ensure everyone makes it home safely.

The Zoo will close early on June 10 in preparation for the Zoo Brew event. Gates will close at 3PM and all visitors must be off grounds by 4PM.

All Zoo Brew proceeds benefit the Evansville Zoological Society, a not for profit organization working to support the Zoo’s on going conservation efforts.

Ellis Park-based Waki Patriot third in New York’s Astoria

‘They might not have known where the Bean Patch is, but they do now,’

says trainer John Hancock after his filly gets beat by a nose for second

Ellis Park-based Waki Patriot finished third, beaten a nose for second, in Thursday’s $150,000 Astoria Stakes for 2-year-old fillies in New York. Winning by 2 1/4 lengths in front-running fashion was I Still Miss You.

“We scared the heck of ’em, didn’t we? Bean Patch, Pea Patch. They might not have known where the Bean Patch is, but they do now,” joked Waki Patriot trainer John Hancock in reference to Ellis Park’s nickname inspired by the soybeans in the Henderson track’s infield. “Everybody around town was rooting and a hollerin’ and everybody on the backside up here at Churchill was rooting and hollering. We were all riding her.”

Hancock sent Waki Patriot up to fellow Kentucky trainer Brad Cox at Belmont Park because he had a horse in Thursday at Churchill Downs and has two 2-year-old fillies he really likes running Friday. He watched on television from the Churchill backside as 6-1 shot Waki Patriot swept even with the winner rounding out of the turn, but I Still Miss You was able to ease away late while covering five-eighths of a mile in a resolute 58.11 seconds.

Best Performance and Waki Patriot, who was on the inside under Paco Lopez, battled through the stretch, with Waki Patriot just missing the place spot. Both I Still Miss You and Best Performance won their prior start over the Belmont surface known as “Big Sandy,” a big edge over a young horse shipping in such as Waki Patriot.

“My heart was pounding,” said Hancock, a third-generation trainer stabled at Ellis Park who has lived in Henderson, Ky., his entire life and never before run a horse in New York. “At the quarter pole, I was thinking I had a chance to win it and that I’ll definitely be there the next time I run a horse up there. I like this New York stuff. I’ve got to go back. They ran in :58. The 2-year-old races they’ve had up there this meet haven’t been that fast. So this was a very fast race, from what I could tell. It was a really nice horse that win it, and a really nice horse that beat me a nose out of second. So I’m very proud of my filly.”

Waki Patriot was making her fourth start, having won at Keeneland in her second race, then finished a troubled fourth against boys in Churchill’s $100,000 Kentucky Juvenile. Second that day by a head was another Hancock-trained daughter of Awesome Patriot, Amberspatriot. Both Waki Patriot and Amberspatriot are owned by Hancock’s wife, Donna, and their long-time client Charles Brown. The fillies were acquired privately by Hancock from breeder Brandywine Farm after failing to sell at Keeneland’s September yearling auction last year when their top bids were $1,200 and $1,300, respectively.

“She ran big,” John Hancock said. “Can’t wait to get her home and freshened up a bit. If she ran like this, I can’t wait to run Amberspatriot in the Debutante here at three-quarters of a mile at Churchill. And I have another Awesome Patriot that looks like she’s got a lot of potential.”

The goal for Waki Patriot remains the $75,000 Ellis Park Debutante on Aug. 20, he said. “This sets her on ‘go.’”

A pro-marijuana nonprofit organization may be able to hold a rally on the steps of the Tippecanoe County Courthouse after the 7th Circuit Court of Appeals affirmed a preliminary injunction against the county’s policy for approving courthouse events.

After a controversy over a nativity scene placed on the grounds of the Tippecanoe County Courthouse in 1999, the Tippecanoe County Board of Commissioners declared the grounds a “closed forum” and developed a policy for demonstrations and displays on the property. The policy holds “only displays and events sponsored and prepared by a department or office of county government will be allowed in the windows of the Tippecanoe County Office Building or on the grounds of the Tippecanoe County Courthouse.”

The policy further requires groups seeking to hold events on the courthouse grounds to obtain the board’s sponsorship, which the county says it will only give to “events that essentially echo the County’s views.” With the policy in place, the county passed a resolution to allow the “’Round the Fountain Art Fair” to take place on the courthouse grounds each year, while also allowing other events, such as Fraternal Order of Police event, to take place on the property.

However, other groups have used the courthouse grounds without the county’s permission, including the Higher Society of Indiana, a group that advocates for the legalization of marijuana in Indiana. A county official mistakenly told Higher Society its event was sponsored, which prompted the group to use a podium on a balcony above the courthouse door, hang banners from the balcony and use an amplifier until it was ordered to stop.

Higher Society then sought permission to hold a second rally, but the board declined to sponsor it. Higher Society then sought a preliminary injunction, which Judge Philip P. Simon of the U.S. District Court for the Northern District of Indiana granted in December 2016. The ACLU of Indiana brought the suit on behalf of Higher Society one year ago,claiming a violation of the group’s First Amendment rights.

The county then appealed in Higher Society of Indiana v. Tippecanoe County, Indiana, 17-1089, but the 7th Circuit Court of Appeals affirmed the injunction Wednesday, finding the county’s policy for holding events on the courthouse grounds violated the First Amendment by restricting private speech and not being viewpoint-neutral. Specifically, Judge Daniel Manion wrote the county conceded its policy is not viewpoint neutral, meaning it would be “unconstitutional even under the most restrictive forum analysis.”

Further, Manion noted there is no indication the grounds were previously used for government speech or that governments used events conducted by private groups to deliver their own messages. Additionally, “reasonable people would not attribute to the government the views expressed at protests and rallies on government property,” the judge said, and the county does not maintain editorial control over individual speakers at events.

Because Higher Ground is likely to succeed on the merits of its First Amendment Complaint, the district court did not abuse its discretion in granting the preliminary injunction.

“We understand that the County is in a difficult position,” Manion wrote. “It would like to open the courthouse grounds to some events that it believes add cultural or civic value to the community, yet it doesn’t want to create a public forum for everything under the sun. It may still be possible for the county to accommodate some of its concerns … while closing the grounds to Higher Society’s rally and not violating the First Amendment, but the current policy will not suffice.”

Utility Payment Scam Surfaces; Customers Urged To Contact Vectren If Approached

Evansville, Ind. – Vectren is warning customers of a bill payment scam that is affecting businesses in the Evansville area. As part of the scam, which is targeting primarily small commercial businesses, customers receive an unsolicited phone call from a fraudulent individual claiming to be a representative for the utility company. The individual warns that the utility will disconnect the customer’s energy service if the customer fails to make an immediate payment – usually within 45 minutes.

“While Vectren does contact its customers regarding expected payments, these calls are not made in connection to an immediate disconnection of service,” said Dan Bugher, senior vice president of customer experience. “We’re urging any customer who is approached in this fashion to contact us immediately to verify the legitimacy of the request and discuss his/her account status.”

If customers receive a phone call with these characteristics, local law enforcement should be contacted. Customers can also utilize Vectren.com’s live chat option or call 1-800-227-1376 to reach Vectren’s contact center, which is open from 7 a.m. to 7 p.m., Eastern Time, Monday through Friday.

Customers can also report the scam at the Better Business Bureau website, www.bbb.org/scam.
