| Indiana Joins Occupational Licensing ConsortiumIndiana is one of 11 states to participate in the National Occupational Licensing Learning Consortium. A growing body of economic research shows that occupational licensing—government approval to work in a specific field—may not effectively increase consumer safety and instead serves as a significant barrier to employment for many Americans. The 11 consortium states will engage with experts in the areas of occupational regulation, workforce development and populations with challenges, and develop an action plan focused on reducing unnecessary barriers to the labor market. |

Federal Court Invalidates Local Drone Rules For the first time, a federal court invalidated portions of a local ordinance regulating Unmanned Aircraft Systems (UAS) or “drones.” On September 21, 2017, the U.S. District Court of the District of Massachusetts ruled that the Ordinance adopted by the City of Newton, Massachusetts, impermissibly conflicted with the Federal Aviation Administration’s regulations. The court’s decision should be closely parsed by local and state governments that have adopted, or are considering adopting, rules related to UAS. Importantly, the court held that the FAA “explicitly contemplate[d] state or local regulation of pilotless aircraft.” Accordingly, in the court’s view, local drone restrictions are presumptively enforceable, unless compliance with both local and federal regulations is impossible or if the local law “obstructs the objectives of federal regulation.” |

Sweetened Beverage Warning Violates 1st Amendment In a case decided September 19th, the 9th Circuit concluded that San Francisco’s required warning label on sweetened beverages likely violates the First Amendment rights of manufacturers, distributors, and advertisers and that a requested injunction against the requirement should be granted. In deciding this case the Court noted: “We conclude that the factual accuracy of the warning is, at a minimum, controversial as that term is used in the Zauderer framework. The warning provides the unqualified statement that “[d]rinking beverages with added sugar(s) contributes to obesity, diabetes, and tooth decay,†S.F. Health Code § 4203(a), and therefore conveys the message that sugar-sweetened beverages contribute to these health conditions regardless of the quantity consumed or other lifestyle choices. This is contrary to statements by the FDA that added sugars are “generally recognized as safe,†21 C.F.R. § 184.1866, and “can be a part of a healthy dietary pattern when not consumed in excess amounts,†81 Fed. Reg. 33,742, 33,760 (May 27, 2016).†|

AIM Ideas Summit Approaching The 2017 AIM Ideas Summit is quickly approaching and the City of Evansville will serve as host. The event caters to Mayors, City Council Members, City Clerks, Clerk-Treasurers, Town Board Managers, Members, and Department Heads and offers a chance to hear about best practices, discuss solutions to common problems, or explore resources from third party contractors. Mallon To Present 2017 Berger Lecture On Race
Dr. Ron Mallon, professor and chair of philosophy at Washington University in St. Louis, will present the 2017 Sydney Berger Lecture at 6 p.m. Thursday, September 28 in Forum II, located in the Wright Administration Building on the University of Southern Indiana campus. Mallon’s lecture, “Constructing Race and Other Human Kinds,†is free and open to the public.
Mallon, whose research explores intersections of transmitted culture and human psychology, will present on the idea that race is a social construct. The talk will discuss why someone would want to say that race is a social construct and the implications of that statement, as well as contrast race with other social constructs.
Prior to joining Washington University, Mallon held positions at the University of Utah, Princeton University and Hong Kong University. He has bachelor’s degrees in English and philosophy from the University of Kansas and a doctorate in philosophy from Rutgers University.
The Berger Lecture is presented each year by the USI College of Liberal Arts in honor of Sydney Berger, one of Evansville’s most respected attorneys who worked with local civil rights organizations and served as an instructor at USI for nearly two decades. Each year, a guest lecturer presents on the theme of civil rights or civil liberties, celebrating the values Berger cherished.

Eagles hope to take momentum on the road
The University of Southern Indiana men’s soccer team hopes to ride a new found momentum when it hits the road this week in the Great Lakes Valley Conference. The Screaming Eagles travel to Romeoville, Illinois, to visit Lewis University Friday at 7:30 p.m. before completing the road swing in Springfield, Illinois, to call on the University of Illinois Springfield Sunday at noon.

Week 5 Eagle Notes:Â
Eagles end homestand on high note:Â USI (3-4-0, 1-4-0 GLVC) got back with a homestand-ending win, 2-0, over the University of Wisconsin-Parkside. The victory broke a four-match losing streak in the conference, including a homestand-opening loss to the University of Indianapolis, 2-1, in overtime.
Rickey leading the offense: USI sophomore midfielder Sean Rickey (Columbia, Illinois) got the Eagles offense rolling this weekend, scoring the lone goal in the loss to UIndy and both goals in the win over UW-Parkside. Rickey has a team-high eight points and four goals this season for the Eagles.
Belding assisting the scorers:  Senior midfielder Riley Belding  (Columbus, Indiana) has assisted the Eagles’ goal scorers in 2017, recording an assist on a team-high four of USI 11 goals this season.
Moving up the ranks: USI senior goalkeeper Adam Zehme (Orland Park, Illinois) has moved into a tie for fourth all-time with his 13th career shutout after blanking UW-Parkside. Zehme also has moved into third all-time at USI in saves (150) earlier this season.
USI and Lewis tied in all-time series:Â Entering Friday night’s match, USI and Lewis have split the 45 previous meetings with one tie and 22 wins each. The Eagles have won the last three meetings, including last season, 3-0, at Strassweg Field.
USI holds the lead over Illinois Springfield in all-time series:Â USI holds an 8-4-1 all-time series lead over Illinois Springfield after posting a 3-1 victory last year at Strassweg Field. The Eagles also have won eight of the last 10 match-ups.
Santoro begins his ninth year: USI Head Coach Mat Santoro has a 67-67-16 overall record at the helm of the Eagles since 2009.
USI in GLVC poll: The Eagles, who were picked third in the GLVC preseason poll, are currently 12th in the conference standings. Illinois Springfield (4-3-1,4-1-1 GLVC), which was predicted to place 10th this year, is in third place, while Lewis (5-3-0, 4-2-0 GLVC), forecasted for 11th, is tied for fourth with three other squads.

What:     JobSpark –  a hands-on career expo for area 8th through 12th grade students with the following objectives:
- Provide HANDS-ON experiences representative of real jobs
- Highlight SKILLS needed, & the CAREER PATHWAYS leading to these jobs
- Demonstrate the depth and breadth of OPPORTUNITY right here in the tri-state area
- Deliver relevant in-classroom Junior Achievement CURRICULUM before & after JobSpark to energize and prepare students
- Involve hundreds of VOLUNTEERS passionate about their professions, AND about empowering our young people to own their future success.
JA expects nearly 300 volunteers representing 80 employers/industries and 35 schools representing 6 counties.
The event is meant to “spark†an interest in students to think about and prepare for future career pathways. Over 3,000 students in attendance will learn about skills needed for in-demand jobs after graduating, while using equipment and performing activities used in those jobs.
Why:     In the next 10 years, Indiana will need to fill more than 1,000,000 jobs in a  variety of industries. JobSpark is an opportunity for students to envision their future and learn how to turn their dreams into reality

The University of Southern Indiana women’s soccer team returns to the road in the Great Lakes Valley Conference when it travels to Lewis University Friday and the University of Illinois Springfield Sunday. Kickoff is 5 p.m. versus Flyers in Romeoville, Illinois, and 2:30 p.m. against the Prairie Stars in Springfield, Illinois.

Week 5 Eagle Notes:Â
Eagles back on track after homestand:Â USI (4-2-2, 2-1-2 GLVC) got back on track during final game of its first homestand of the year, posting a 2-0 victory over the University of Wisconsin-Parkside. The victory broke the Eagles three-match winless-streak and a run of three-straight double-overtime matches, including the 1-1 tie versus the University of Indianapolis in the 2017 home opener. The streak of three-straight double-overtime contests matched a stretch by the squad in 2006.
Hopkins moves up the all-time lists: With the 2-0 shutout of UW-Parkside, USI junior goalkeeper Emily Hopkins (Greenfield, Indiana) posted her third solo shutout of the season and moved into the fifth all-time in shutouts. Hopkins also moved into sixth all-time at USI with 154 career saves.
Logjam for the scoring lead: The Eagles have a logjam at the top of the goal scoring column with three freshmen – defender Madelyne Juenger (Columbia, Illinois), forward Maggie Winter (St. Louis, Missouri), midfielder Sunny Lehman (Evansville, Indiana) – recording three goals each. Juenger has the team lead in overall points with nine on three goals and three assists, while Winter is second with eight points on three goals and two assists.
Eagles hold the all-time lead with Flyers:Â The Eagles have the lead in the all-time series with the Lewis Flyers, 14-5-2, after posting a 3-1 victory last year at Strassweg Field. USI and Lewis have split the last five matches with a tie to go with two wins and two losses each.
USI dominant with Illinois Springfield in all-time series:Â USI have been dominant in the all-time series with Illinois Springfield, posting a 7-0-1 mark in the eight matches. The Eagles won last year, 4-0, last year at Strassweg Field.
USI, Lewis, and Illinois Springfield in the GLVC:Â USI, which was picked to place ninth in the GLVC this season, is tied for fifth in the league with a .600 winning percent. Illinois Springfield (6-2-2, 3-2-1 GLVC), which predicted to place 14th, is percentage points behind USI (.583) in ninth, while Lewis (4-4-0, 3-3-0 GLVC), which was forecast for eighth, enters this week 10th in the league.
Schoenstein enters his second year: USI Head Coach Eric Schoenstein is in his second season as the head coach of the Eagles, producing a 13-11-3 mark (.537).
