USI’s Leonhardt Named GLVC Pitcher of Week

For the fourth time in her career and the first time this season, University of Southern Indiana Softball sophomore pitcher Jennifer Leonhardt (Louisville, Kentucky) has been named the Great Lakes Valley Conference Pitcher of the Week in an announcement by the league office Monday afternoon.

Leonhardt (12-8) posted a 3-0 record this weekend as the Screaming Eagles swept GLVC doubleheaders from Rockhurst University and William Jewell College.

The reigning GLVC Freshman of the Year and Division II Conference Commissioner’s Association Midwest Region Pitcher of the Year began the week with a dominating three-hit shutout in USI’s 1-0 game-two victory over Rockhurst Friday. She racked up eight strikeouts and walked just one batter as she claimed her third straight win.

Leonhardt increased her winning streak to five straight with a pair of victories Sunday against William Jewell. She earned the decision in USI’s 6-5, game-one win over the Cardinals after entering the game in sixth inning to post four strikeouts in the six batters she faced.

In USI’s 6-2 win over the Cardinals in game two, Leonhardt racked up seven strikeouts while allowing just two runs off four hits in 5 1/3 innings of work to earn her 12th victory of the year.

For the weekend, Leonhardt posted a 1.02 ERA, 19 strikeouts, and a .163 opponent batting average in 13 2/3 innings of work.

On the year, Leonhardt has a 3.10 ERA and is third in the GLVC with 136 strikeouts. She also is seventh in the league with a .220 opponent batting average.

USI (23-16, 12-8 GLVC) returns to action Tuesday when it takes on Kentucky Wesleyan College in a Midwest Region doubleheader at the USI Softball Field. First pitch has moved back an hour to 6 p.m.

The Eagles resume GLVC play Saturday at noon when they travel to Rolla, Missouri, to take on Missouri University of Science & Technology. They conclude the 2018 regular-season road schedule Sunday at noon when they visit Drury University in Springfield, Missouri.

Two USI Students Receive “POWER” Scholarships

State Rep. Holli Sullivan (R-Evansville) today presented two University of Southern Indiana students with POWER scholarship awards.

Sullivan, president of POWER, said Laura Rodriguez-Quijada, majoring in radiology, and Amy Supper, majoring in nursing, each received the award for their desire to obtain a quality education and dedication to giving back to their communities.

POWER is a bipartisan group of primarily female legislators who are interested in improving the quality of life for women and all citizens of Indiana.

“We award POWER scholarships to hardworking Hoosier women whose education was delayed or interrupted, helping to ease the financial burden as they continue their education and advance their careers,” Sullivan said. “Laura and Amy both possess the vision and drive for success and are extremely deserving recipients of this award. Our community and state will benefit from having more strong, dedicated women pursuing higher education and reaching their career goals.”

Sullivan said over the last two years, POWER has awarded nearly $38,000 in scholarships to Hoosier women statewide.

Evansville State Hospital by Pat Sides

In 1883, Indiana lawmakers voted to fund a new facility in Evansville to treat mentally ill patients. An old, densely wooded farm on Newburgh Road (now Lincoln Avenue), then three miles outside of the city, became the site of the Southern Indiana Hospital for the Insane and admitted its first two patients on October 30, 1890. Known as Woodmere in its early years, the hospital was renamed Evansville State Hospital in 1927.

Gardens, poultry and dairy farms, livestock, orchards and even a theater and chapel, which were spread out over nearly nine hundred acres, made the facility self-sufficient. A major fire in 1943 destroyed many buildings, and by 2008, all of the old structures had been razed.

Infant & Toddler Playground Ribbon Cutting and Earth Day Celebration

 What will Take Place: Carver Community Organization will host a ribbon cutting ceremony with the Southwestern Indiana Chamber of Commerce to debut the new Infant & Toddler Playground as well as an Earth Day Celebration for a new recycling initiative. In 2017, the City of Evansville Endowment Fund awarded Carver the grant to construct the new playground which will add an additional 900 square feet of usable space. The new Infant & Toddler Playground is a welcome addition as Carver continues the process of becoming NAEYC accredited. Tours of the Day Care & Preschool will be available to attendees as well as an overview of the recycling initiative being conducted by Carver’s After School Program. The program begins at 2:00 p.m., there should be good visuals for active video and photography.

Justices to hear appeal over trains blocking road crossings

The Indiana Supreme Court will decide whether state or federal law controls how long trains may block road crossings.

The court agreed last week to hear the railroad’s appeal of an Indiana Court of Appeals decisionreversing an Allen Superior judge’s ruling to grant Norfolk Southern Railroad Company summary judgment. The Court of Appeals ruled that federal law does not preempt state laws that forbid trains from blocking road crossings for more than 10 minutes.

Virginia-based Norfolk Southern argues that Indiana Code 8-6-7.5-1, which regulates the amount of time trains may block roadways, was preempted by the Interstate Commerce Commission Termination Act and the Federal Railroad Safety Act. The railroad does not dispute nearly two dozen citations Indiana issued for blocking crossings, but it says federal law preempts enforcement of the state statute.

But writing for the COA panel, Judge Melissa May held on a matter of first impression that federal codes do not address how long trains may block roads, and other federal circuits have ruled that states have the power to regulate crossings. “Without state action,” May wrote, “railroads would be allowed to block major thoroughfares for an infinite amount of time because the federal regulation is silent.”

The case is State of Indiana v. Norfolk Southern Railway Company, 02A03-1607-IF-1524.

Justices also agreed last week to hear a dispute over whether an auditor’s error should invalidate a Henry County tax sale.

In that case, the Indiana Court of Appeals allowed Lamasco Redevelopment LLC to move forward with its purchase of two Henry County properties at tax sale despite the county auditor’s failure to comply with Indiana Code 32-21-8-7. The auditor claimed the office inadvertently violated that statute by endorsing deeds to transfer the original property owners’ interests in the parcels to other persons prior to issuing tax deeds for the parcels to Lamasco.

The COA let the sale stand, with Senior Judge John Sharpnack writing that the purchaser should not be penalized for the government entity’s error. “Viewed equitably, Lamasco, who did all required by law, stands on higher ground than the county officials who failed to do all required by law and the grantees who benefitted from that failure.”

The case is Lamasco Redevelopment LLC v. Henry County Auditor, et al., 33A01-1702-MI-398.
