Ivy Tech Community College Evansville Campus Newest Bike Share Location

Ivy Tech Community College Evansville Campus is the newest location for the Evansville Trails Coalition Upgrade Bike Share Program.

A celebration of the opening of this location, on the corner Colonial Avenue and First Avenue, adjacent to the Ivy Tech campus, is planned for noon on Tuesday, Oct. 9. The community is invited to attend. Refreshments and a limited supply of free passes will be provided.

Ivy Tech Chancellor Jonathan Weinzapfel said he is pleased to have Ivy Tech sponsor this location. “We want our students and the public to have access to this transportation option,” Weinzapfel said. “Not only is it easily accessible on the corner of First Avenue at our campus, but it also provides a healthy and less costly alternative to traveling around Evansville.”

To use the bikes, interested individuals need to

  1. Download the Zagster app and join the Upgrade Bike Share. Full information is available at bike.zagster.com/upgrade
  2. Find the bike number and enter it into the Zagster app to get an unlock code
  3. Enter the unlock code into the on-bike keypad.
  4. Use the bike as needed for $3 an hour. (monthly, annual, and annual student memberships available)
  5. Return the bike at the nearest Upgrade Zagster station.
  6. Lock the bike and place the docking cable into the port and tap “end ride” into the Zagster app.
  7. There are also options available to text message to ride the bike.

Since the Evansville Trails Coalition launched the program in 2016, the Upgrade Bike Share Program ridership has climbed steadily to more than 7,000 rides, with more than 3000 active members.

With this new location, Evansville now has eight bike locations: Ivy Tech, Evansville Convention and Visitor’s Bureau, Haynie’s Corner, downtown YMCA, Franklin Street West Library, North Main Street, University of Evansville and Deaconess Sports Park.

 

Many Indiana counties face jail crowding with inmate shift

Taxpayers in dozens of Indiana counties will be paying for new jail beds years after sweeping state criminal code changes began sending more low-level offenders into local jails instead of state prisons.

At least 40 jails in Indiana are over capacity, The (Fort Wayne) Journal Gazette reported. A recent state survey found that almost half of all jail inmates are Level 6 felons, the lowest-level felons.

The state pays jails $35 daily for each of those inmates to cover food and staffing, but the money doesn’t pay for additional jail space. Dozens of Indiana’s 92 counties are studying, actively pursuing or developing expansion plans or are in the midst of building new facilities.

Huntington County Sheriff Terry Stoffel said he’s frustrated state lawmakers have passed on the expense of holding such offenders to local governments.

“Indiana is so great at saying ‘we are so flush with money’ and just passed it on to us,” Stoffel said.

The Huntington County Jail was built for 98 beds but recently was holding 156 inmates. Of those, 57 were Level 6 felons.

Other factors may have also contributed to the crowded jails, such as inmates in jail awaiting charges, trial or sentencing. Some inmates aren’t being bailed out because they can receive mental health or substance abuse treatment while in jail, according to some sheriffs around the state.

“They are looking for help,” said David Bottorff, executive director of the Association of Indiana Counties. “Jails weren’t designed to provide mental health and addiction services, but that is the expectation now.”

Lawmakers passed a new law earlier this year that tried to address the jail crowding issue, which local officials say has grown since the state sentencing changes took effect in 2014.

Counties can now direct a portion of the local income tax rate to go toward correctional and rehabilitation facilities. The legislation requires counties that are building or renovating jails to conduct a feasibility study to examine possible alternatives. Counties can also work together on regional jails or rehab centers.

Regional jails are used in Ohio and a few other states, but don’t exist in Indiana.

Republican state Sen. Jack Sandlin of Indianapolis, who is a retired police officer, said he believes regional jails should at least be considered, though he acknowledged the idea faces opposition.

“We have 92 counties,” Sandlin said. “Do we need 92 separate jails?”

University of Southern Indiana Men’s Cross Country junior Austin Nolan (Evansville, Indiana) has been named the Division II National Runner of the Week by the U.S. Track & Field and Cross Country Coaches’ Association in an announcement Monday afternoon.

Nolan finished first out of 282 runners at the Lewis University Conference Crossover this past weekend. The field included seven nationally-ranked teams and another that was receiving votes outside the Top 25.

The reigning Great Lakes Valley Conference champion and Runner of the Year finished the eight-kilometer race in 24 minutes, 33.80 seconds,

Nolan becomes the third cross country athlete to be honored with the national award in school history, joining Johnnie Guy and Emily Roberts, each of whom were selected in 2015.

USI returns to action October 20 when it hosts the Festival Year Fiasco at Angel Mounds. The women’s 6k race is slated for a 10 a.m. start, while the men’s race is set to begin at 10:45 a.m.
