We hope that today’s “IS IT TRUE” will provoke honest and open dialogue concerning issues that we, as responsible citizens of this community, need to address in a rational and responsible way?
IS IT TRUE we hope that one day soon that if our elected City Official would focus on correcting the major pothole problems currently looming over the City of Evansville and also ways to correct the poor maintenance issues at our city parks?  … its also time that our City Officials look for ways to make our Zoo and the Ford Center more profitable?
IS IT THAT we recently posted a comment about the City of Evansville “SMART WATER METER” project and received the following update from City councilman Dr. Dan Adams?  …Dr. Adam said; “When we started the AMI project we had targeted replacing approximately 47,000 meters out of ~63,000 meters, leaving ~16,000 meters to replace.  So with the AMI project, we replaced about 75% of EWSU meters.  The plan was to replace the remaining meters over about a 4 year period.  We have replaced about 8,000 meters and have 8,000 more to replace in 2019 and 2020.  The cost of replacing those meters is funded by our recent three-year IURC rate case.  The exact numbers may vary a bit but my numbers are directionally correct.”
IS IT TRUE during the campaign candidate Mike Braun publically stated that if elected he shall do the following things?  ..that United States Senate candidate Braun pledged if elected he will vote to enact strict term limits; pass a lifetime lobbying ban for members of Congress; eliminate the Congressional pension; make Congress follow the same laws as everyone else ?  …we look forward to the United States Senator Mike Braun to start keeping his campaign pledges?
IS IT TRUE we wonder when the Evansville DMD demolished the old streets and sidewalks located on North Main street and replaced them with new did they do extensive testing of that property to determine if they didn’t have a high level of heavy metals in the soil?
IS IT TRUE last year we reported that officials at Henderson Methodist Hospital and Deaconess Hospital were discussing issues of economic concerns? …we question if Deaconess Hospital had a strong interest in purchasing Henderson Methodist Hospital in the very near future? …that Henderson Methodist Hospital is the largest employer in Henderson County and has a major economic impact in the region?  …we still wonder if a deal between Henderson Methodist Hospital and Deaconess could be close at hand?
IS IT TRUE the solicitations by a public employee on behalf of a local political candidate during normal working hours could be a violation of the Hatch Act?

IS IT TRUE maybe the City Council would be more productive if they would look for ways to stop political pork barrel projects and political patronage hiring practices in city government?

IS IT TRUE that both St Vincents and Deaconess Hospitals are part of an important data gathering effort to learn more about Neonatal Abstinence Syndrome  (NAS)?   …that NAS is when a baby is born dependent on drugs (mostly opioids) due to mom’s substance abuse?  …the Commission on the Improvement of Children (CISC) has on its website a factual explanation of infant mortality, including an explanation of the survey our hospitals have volunteered to participate?  …attached is the link to the CISC for your review?

IS IT TRUE that one of more interesting blogger asks us to post this link of Congressional Pensions and Benefits for your review and comments?  …here is the link:
IS IT TRUE that no one would have guessed back when a small branch college was opened on Evansville’s west side called ISUE, that the day would ever come that working there would become a gateway to wealth?…that 7 out of the top 10 highly paid individuals on public payrolls are administrators and deans at the University of Southern Indiana?…even more shocking is that the list of 111 public employees being paid over $100,000 is full of USI administrators and staff?…that 29 of the top 50 are working for USI?…it may really take such big paychecks to attract college level talent but the real question is how are the students who spend their tuition dollars at USI doing?…the graduation rate at USI has been abysmal for years and while some graduates are finding local success, its alledged that some who graduated with high GPAs are waiting tables and struggling to pay off student loans?…paying teachers we’ll is a great thing if their efforts are truly raising the value of the local workforce and positively impacting young lives?…the performance of USI needs to be scrutinized quite closely to see if these big salaries are worth it?

CITY COUNTY OBSERVER OFFERS COMPLIMENTARY OBITUARIES

Last week the City-County Observer made an agreement with Funeral Homes located in Boonville and Chandler, Indiana that allows us to post their obituaries in our publication at no costs. We feel by posting complimentary obituaries in the City-County Observer to be a public service to the communities we serve.

We also feel that this gesture allows us to pay proper tribute and respect not only to the deceased person but to their family members.

OBITUARY OF JACQUELINE L. (PEERMAN) STAMPS

Midway, IN – Jacqueline L. “Jackie” Stamps, 88 of Midway, Indiana passed away on Tuesday, February 19, 2019. She was born on June 27, 1930, as the fifth of eight children of the late Millard and Goldie Mae (Campbell) Peerman.

Jackie is survived by her children, Ginger Collier and her husband, David; Douglas Stamps and his wife, Jan; grandchildren, Elizabeth Collier, Jaclyn Collier, Ian Stamps and his wife, Melissa, Nathan Stamps; great-grandchildren, Leo and Elaina Stamps; sister Sharon Keener; and brothers, Louis “Toby” Peerman and Vaughn Peerman; several nieces and nephews.

She was preceded in death by her loving and devoted husband, Robert, of 65 years; brothers, Delbert Peerman and James Peerman; and sisters, Joy Paulson, and Betty Parsons.
She devoted her life to the well-being of her husband and children staying at home to create a loving and nurturing environment. She loved to smile, and if you were within arm’s reach, you could not escape a hug. Jackie was nearly always at Bob’s side. She was a kind and loving person, a natural-born mother, and inseparable wife.

Jackie worked on the family farm. She also provided secretarial support as a civilian to the US Air Force, Borden’s dairy, and her church. She was a long and faithful member of St. John’s United Church of Christ, Boonville.

Funeral services will be 4 P.M. Saturday, February 23, 2019, at Koehler Funeral Home in Boonville with Pastor Robert D. Shofner officiating. Burial will be at Midway Cemetery, Midway.

Visitation will be from 12 P.M. until 4 P.M. Saturday, February 23, 2019, at the funeral home.

The procession to Midway Cemetery will leave Koehler Funeral Home at 12 P.M. Sunday, February 24, 2019, for the committal service.

Memorial contributions may be made to St. John’s United Church of Christ in Boonville.

OBITUARY OF BRENDA KAY FAULK
Evansville, IN – Brenda Kay Faulk, 62, of Evansville, Indiana passed away on Monday, February 18, 2019, at North Park Nursing Home in Evansville.

Brenda was born in Princeton, Kentucky on December 12, 1956.
She was preceded in death by her parents, Donald and Jewell Goodman; Father, Charles Grubbs.

Brenda is survived by her children, Brandon Grubbs of Boonville, IN; April Goodman of Evansville, IN; Grandchildren, Xavier and Brayden; Siblings, Gary Grubbs of Maryland; Bryon Goodman and his wife, Amy of Newburgh, IN; Della Livers and her husband, Dave of Boonville, IN.

Services are 8 P.M. Friday, February 22, 2019, at Koehler Funeral Home Perigo Chapel at 7022 Heim Rd. Chandler, IN 47610.

Visitation is from 4 P.M. until 8 P.M. Friday at the funeral home in Chandler, Indiana.

Vectren Can Officially Bill Customers Nearly $55M in Lost Revenue

Vectren officially gets the green light to recover nearly $55 million in lost revenue over the next three years but some argue that could lead to price hikes for customers.
In 2017, Vectren filed a petition that outlined efficiency programs for 2018 through 2020 the petition included a request to recover nearly $80 million in lost revenues due to customers being more energy efficient.
Shortly after the Citizens Action Coalition of Indiana intervened causing Vectren to withdraw its original lost revenue proposal and instead the company submitted a new proposal for almost $55 million.
The CAC argued that Vectren’s lost revenue plan must be capped at four years.
The Indiana Utility Regulatory Commission approved Vectren’s plans for 2018 through 2020 deeming it reasonable after the appeal.

We are going Inside the Community with the Evansville Police Department. Police Chief Billy Bolin joins us again in the studio to discuss protecting the community and Indiana’s Red Flag Laws.

Evansville will play host to another polarizing event this weekend as supporters and protesters gathered at the Evansville Vanderburgh Public Library.

Following the announcement of Drag Queen Story Hour, several protests, petitions, and heated discussions have taken place about whether it should be canceled.

Also, a recent arrest of an Evansville man sparked a discussion of Indiana’s Red Flag Laws which allows officers to confiscate guns without a warrant if they think a person is suffering from a mental health crisis.

This comes after 10 firearms and 240 rounds of ammunition were seized from an Evansville man’s home. Evansville police confronted Kenneth Haynie Jr. at his home after his family called police concerned about Haynie’s mental health.

When police arrived, they discovered Haynie had made false statements to police saying he had his wife tied up inside. Officers learned this was not the case.

Sargent Jason Cullum described this as a potential police ambush.

Haynie was later arrested by EPD Viper Unit as he was taking out the trash.

Sullivan: House Supports Legislation Expanding Pre-K Statewide

The Indiana House of Representatives voted in favor of legislation co-authored by State Rep. Holli Sullivan (R-Evansville) expanding high-quality pre-K options to low-income families statewide.

“This bill is a critical piece of legislation needed to create a path for more students to fill high quality On My Way Pre-K seats in Southwest Indiana while only using the funds from the last biennial budget,” Sullivan said.

In 2014, Sullivan supported legislation creating the On My Way Pre-K pilot program, which now serves nearly 3,000 Hoosier 4-year-olds from low-income families in 20 counties including Vanderburgh. Still, more than 27,000 children across the state do not have access to early education options.

“Southwest Indiana has been a leader for our state in high-quality early childhood education,” Sullivan said. “Because of this leadership, Indiana continues to invest in our future generations’ educational opportunities.”

According to Sullivan, for every $1 spent on pre-K, the state stands to save an estimated $4 on future education expenses.

Indiana Students To Get Free FAFSA Filing Help At College Goal Sunday

Financial aid professionals will be volunteering at Ivy Tech Community College in Evansville to help college-bound students and their families open the door to financial aid during College Goal Sunday. The event is set for 2 p.m. Feb. 24, at Ivy Tech’s Evansville campus, 3501 N. First Avenue.

The free program assists Indiana students in filing the Free Application for Federal Student Aid (FAFSA). The FAFSA form is required for students to be considered for federal and state grants, scholarships and student loans at most colleges, universities and vocational/technical schools nationwide. The FAFSA MUST be filed by April 15 to be eligible for Indiana financial aid. College Goal Sunday is so important because completing this required form correctly and by the deadline is sometimes perceived to be complicated and time-consuming. In less than one afternoon at a College Goal Sunday event, students and their families can get free help and file the form online. “We are excited to help attendees get answers to their questions and complete their FAFSA. Hosting this bi-annual event at our campus is something we look forward to,” said Casey Trela, Ivy Tech’s director of financial aid.

Now in its 30th year, College Goal Sunday has helped more than 94,000 Indiana students and families complete the FAFSA properly and on time. College Goal Sunday is a charitable program of the Indiana Student Financial Aid Association (ISFAA).

College Goal Sunday Doubles The Help Offered

“The event on Feb. 24 will be the second College Goal Sunday ISFAA is offering this FAFSA filing season,” said Bill Wozniak, co-chair of College Goal Sunday. “We hope all Hoosiers who have not filed already, take advantage of College Goal Sunday events across Indiana, file the FAFSA, and get one step closer to fulfilling their educational goals.”

According to the Indiana Commission for Higher Education, programs like College Goal Sunday are reaching first-generation college students. In recent years, according to CHE statistics, more single-parent Hoosier families have filed for financial aid, indicating programs like College Goal Sunday are reaching high-risk students and their families.

“Students who don’t complete their financial aid paperwork properly and on time are often very disappointed when they find out how much financial aid they lost,” said Wozniak. “This is why the Indiana Student Financial Aid Association not only continues to provide College Goal Sunday but offers two events during the year. If our assistance gives students a better chance at higher education and less debt, we’re fulfilling our mission.”

What Students Should Bring

Students should attend College Goal Sunday with their parent(s) or guardian(s), and parents’ should bring completed 2017 IRS 1040 tax returns, W-2 Forms, and other 2017 income and benefits information. Students who worked last year should bring their income information as well. Students, 24 years of age or older may attend alone and bring they’re own completed 2017 IRS 1040 tax return, W-2 Form or other 2017 income and benefits information. Students and parents are encouraged to apply for their U.S. Department of Education FSA IDs at fsaid.ed.gov before coming to the event.

Volunteers will walk through the online form line-by-line and answer families’ individual questions as needed. All sites offer FAFSA online capabilities and many have Spanish interpreters. A complete list of sites is available at CollegeGoalSunday.org.

Attendees May Win Educational Prizes

Students may also win one of five $1000 scholarships. Students who attend any of the College Goal Sunday sites and submit a completed evaluation form will automatically be entered in a drawing for a $1000 scholarship. The winners will be notified in April, and prizes will be sent directly to the higher education institution selected by the winning students.

 21st Century Scholars Benefit

21st Century Scholars are income-eligible students who sign a contract in the seventh or eighth grade promising they will graduate from high school, meet grade point requirements, fulfill a pledge of good citizenship, and apply for college financial aid. Upon high school graduation, Scholars who have fulfilled the commitment receive state funds to help cover their college tuition and fees for eight semesters at eligible Indiana colleges. To fulfill their pledge, scholars must submit a completed FAFSA form on time. College Goal Sunday can help.

The program Is A National Model

College Goal Sunday originated right here in Indiana and is now a national model. Following Indiana’s example, College Goal Sunday events organized by more than 34 states have opened doors to higher education for hundreds of thousands of students all over the country.
