Holcomb signs school safety, Department of Child Services bills
Governor Eric J. Holcomb offered the following after signing two Next Level Agenda bills designed to protect Hoosier children.
HEA 1004 School Safety
“Every student, teacher and staff member deserves a safe school. I convened a group last year to examine school safety, and the recommendations led to this legislation that provides access to more funding for safety equipment, facilitates partnerships with local law enforcement and requires threat assessments in our schools. This new law is key to ensuring our schools are better prepared.â€
HEA 1006 Department of Child Services
“We have a responsibility to each and every child to help them reach their full potential. This legislation both protects children and recognizes the difficult work of those who protect them by reducing caseloads, allowing case managers flexibility in their assessments and extending collaborative care services to age 21.â€
The Governor signed a total of 28 bills today. Visit the 2019 Bill Watch webpage to view these and other bills the Governor has signed into law.
Gov. Holcomb announces nearly $25 million Next Level Trails grant awards
Gov. Eric J. Holcomb and Indiana Department of Natural Resources Director Cameron Clark today announced 17 communities and non-profit organizations will receive $24.9 million for 42 miles of new trail development as a part of the initial round of the Next Level Trails program.
“These 17 projects are a tremendous investment in quality of life for Hoosiers as trails create important connections within and between communities across our state,†Gov. Holcomb said. “Our growing network of trails is more than a recreational and transportation amenity – it’s an important tool for economic development by helping Indiana attract and retain the best workforce in the country.â€
Gov. Holcomb made the announcement at Speedway Indoor Karting, next to the B&O Trail, with Indianapolis Mayor Joe Hogsett, Town of Speedway manager Jacob Blasdel and other leaders. The Speedway Trail Association will receive a grant of nearly $4.9 million to acquire and develop 2.6 miles of new trail. The new trail will connect residential and commercial districts in Speedway and Indianapolis’ west side by extending the existing trail 1.7 miles east to Michigan Street and 0.9 miles west toward Girls School Road.
Next Level Trails is the largest infusion of trails funding in state history. The $90 million grant program is divided into two components: a $70 million fund for regional projects and a $20 million fund for local projects. A total of $25 million was available for the first round, including $20 million for regional projects and $5 million for local projects.
The grants awarded in the first round include 10 regional projects and seven local projects from across the state. The list of awards, project descriptions, and a map can be found here.
DNR received applications for 82 projects located in 42 counties, requesting a total of nearly $144 million in funding for more than 240 proposed miles of hiking, biking and riding trails. DNR reviewed the applications for eligibility, and a multi-agency committee evaluated the proposals based on theNext Level Trails program objectives.
In addition to the $24.9 million awarded through Next Level Trails, the 17 grant recipients contributed $12.5 million in matching value, resulting in $37.4 million total investment for trails. The program requires a minimum 20 percent project match, which can include monetary contributions, land value, and in-kind donations of materials and labor.
“The additional leverage provided by community partners above and beyond the program match requirement speaks to the local support these projects enjoy and helps to stretch these dollars for more miles of trail,†said DNR director Cameron Clark. “It’s exciting to see local governments, non-profits, philanthropy, and the business community work together to build trails.â€
Next Level Trails is part of Gov. Holcomb’s $1 billion Next Level Connections infrastructure program, which accelerates the completion of major highway projects, expands access to rural broadband services, creates more nonstop flights and pursues the expansion of rail projects in northwest Indiana.
The DNR expects to announce the next application period for funding later this year. Three rounds of funding are planned. More information about Next Level Trails can be found at: on.IN.gov/nextleveltrails.

Leonahrdt nabs GLVC Pitcher of Year honors as four Eagles net GLVC honors
University of Southern Indiana junior pitcher Jennifer Leonhardt (Louisville, Kentucky) was named the Great Lakes Valley Conference Pitcher of the Year in an announcement by the league office Wednesday night at the GLVC Softball Awards Banquet.
Leonhardt was one of four Screaming Eagles to land on the All-GLVC team and was a unanimous selection to the first team, as was senior second baseman Claire Johnson (Pittsboro, Indiana), while senior outfielder/pitcher Caitlyn Bradley (Forest, Indiana) and sophomore outfielder Alicia Webb (Elberfeld, Indiana) were named to the third team.
In 2019, Leonhardt has dominated inside the pitcher’s circle, posting a 19-7 overall record, four saves, a 1.36 ERA, a .189 opponent batting average, 11 complete-game shutouts and 215 strikeouts. She went 10-4 in GLVC-only play with a 0.92 ERA and 128 strikeouts.
A three-time GLVC Pitcher of the Week as well as the Louisville Slugger/NFCA Division II Pitcher of the Week in early April, Leonhardt also got the job done at the plate during the regular-season, hitting .372 with 11 doubles, a triple, a home run, 30 RBIs and a GLVC-best 15 sacrifices.
Leonhardt, who was the GLVC Freshman of the Year as well as the D2CCA Midwest Region Pitcher of the Year in 2017, becomes the first player in program history to earn the GLVC Pitcher of the Year award and is now a three-time All-GLVC honoree after collecting All-GLVC honors in each of the previous two seasons.
Johnson is earning first-team All-GLVC honors for the first time in her career after hitting .388 with 11 doubles, five triples, four home runs and 32 RBIs in 2019. She finished the regular-season with a team-high .605 slugging percentage as well as a .489 on-base percentage as she was walked a team-high 23 times and hit by a pitch a team-high 10 times.
Bradley is earning All-GLVC honors for the second time in her career after collecting first-team All-Conference accolades as a utility player/non-pitcher as a freshman in 2016. In 2017, Bradley is earning third-team All-GLVC laurels as a utility player/pitcher after excelling both as a centerfielder and in the circle.
In 2019, Bradley hit .305 with 11 doubles, four triples, two home runs and a team-high 34 RBIs. Inside the circle, she was 6-5 with four saves, a 2.62 ERA and a .281 opponent batting average. In GLVC-only play, Bradley was third in the conference with a 1.62 ERA, three saves and a .221 opponent batting average.
Webb earns third-team All-GLVC honors for the first time in her career after hitting .329 with five doubles, three triples and 20 RBIs in her first year as a starter. She hit .345 with three triples in in GLVC-only games.
USI, which held its ground at No. 22 in the NFCA Top 25 Coaches’ Poll as well as No. 4 in the final NCAA II Midwest Region of the regular-season, returns to action Thursday at 2 p.m. when it takes on Truman State University in the opening round of the GLVC Softball Championship Tournament at the EastSide Centre in East Peoria, Illinois.
Senator Mike Braun’s Statement on Attorney General Bill Barr’s Testimony
WASHINGTON, D.C. – U.S. Senator Mike Braun released the following statement following Attorney General Barr’s testimony before the U.S. Senate Judiciary Committee:  Â
“Attorney General Barr kept his word to provide as much transparency on Special Counsel Robert Mueller’s report as he could provide. Today, he clearly explained why the Department of Justice concluded there was insufficient evidence to bring obstruction of justice charges after the special counsel did not reach a conclusion and delegated this decision to DOJ, and fairly responded to questions on his concern about spying on the Trump campaign and the troubling origins of the FBI’s probe.
“Our country is fortunate to have Bill Barr, a man of integrity who has served two U.S. Presidents, as our Attorney General. After two years of partisan attacks filled with inaccurate rumors and speculation, it’s time for the country to move forward and focus on real issues like lowering the cost of prescription drugs.â€Â
Senator Braun Announces Staff Mobile Office Hours for May 2019
U.S. Senator Mike Braun announced his staff mobile office hours in May to better assist Hoosiers.
“In May, my staff will be traveling the state to host mobile office hours to better assist my constituents with lowering healthcare costs, Veterans affairs, and guidance with federal agencies,” said Senator Mike Braun. “We look forward to continuing to meet the needs of Hoosiers.â€
Senator Braun will announce further dates and locations for regular mobile office hours through his website, Facebook, Twitter, and email list.
